Financ statem of co I/ t of Co COUNCIL MEETING September 14, 1964 Page 1 The regular meeting of the Council of the Aiunicipal District eehill was held at the Municipal office, Three Hills, ncing at 9 00 A ICI on Monday, September 12, 1964. Councillor present were Nr A H Church Div 1 Mr Cliff Poole Div 2 Mr :alph Brown Div 3 (Reeve) Mr Dunc Peters Div 4 Mr Ralph Loosmore Div S Mr S C Schmelke Div 6 Mr C C Campbell Div 7 The Three Hills School Division was not represented at meeting Mr Peters moved approval of the minutes of the meeting gust 11 and 31/64 as per copy previously mailed to each illor Carried The monthly Financial Statement for the month ending al August 31/64 was then presented and discussed This showed a nt net balance of $272,100 07 at the end of the month, as per copy with these minutes NIr Church moved adoption of the ti monthly Statement Carried V Han on A letter from the Farm Credit Corporation to Vernon Hanson was read to Council in respect to a loan being processed in his F C U favor for $24,000 This was tabled until later in the meeting Letters of thanks as received in respect to 1964 grants were referred to Council from Grants The Drumheller Agricultural Society, Canadian National Institute of the Blind Salvation Army A letter from the Provincial Plinister of Highways advised Tolman Bridge that the official opening of the Tolman Bridge will be held on �dedn sday, September 30th commencing at 2.00 P.14 Local auth ri.tzes are free to plan a program to go along with the ✓ spea ing part which is being arranged by the Department Each Coun illor was asked to bear this date in mind and to attend the open Lng if possible A notice from t%e Central Alberta Association of Municipal Bd of Ind Rel Districts brought to Council4s attention the fact that the Hearings Board of Industrial Relations will hold public hearings in regard to minimum wage orders, hours of work orders, vacations- with pay and conditions of employment Hearings for this District will be in the Jubilee Auditorium in Calgary on October 15 and 16th Mr Brown moved that a brief be submitted by this District asking for continuance of the present regulations rega ding hours of work and other special benefits for Muni ipal Districts and Counties, and further that the Central Albe to Association of M D?s be asked to similarily support the fresent exemptions Carried Mr. Peters moved that the committee of Mr Brown and G G King prepare and present the brief on behalf of the Municipal District to the Board of Industrial Relations Carried Mr Loosmore moved that each Councillor of this District Conven ion be a pointed a delegate to the Fall Convention of the Alberta Association of Municipal Districts in Calgary on November 17th to 20th zncl and that the dues to the said'Association be now paid Carried See Page 2 FORM 1 P SPECIAL MUNICIPAL PPLIES LTD. uu IM Far reside ces on f� V when Enumer tors appo: II Carr: Troch tru Recre Gra Sarcee Raffan) Fi re was the outs Fire loss Mr publ JW ACOUNCIL MEETING September 14/64 Page 2 The opinion of Council regarding assessment of residences rms was touched briefly but was tabled to a later meeting more time would be available Mr Campbell moved that the following enumerators be nted for elections if required as shown Div 1 - Clarence Guynn and Robert Crawley Div 3 - eg Bates Div 5 - Albert Johnson ed A letter from the Town of Trochu dated September 8, 1964 ead to Council This advised that, after December 31st, 1964 ire truck of the Town of Trochu will not service any area de the town limits which cannot Le reached from a Town Hydrant The letter gave reasons in respect to possible s within the Town during the absence of the fire truck, etc oole moved that this notice be accepted and that it be shed in the paper Carried ition Council was advised that the Sarcee Eutte Social Centre it wished to apply for the $800 Provincial 17,ecreation Grant with Butte the funds to be used to improve the buildings with details as specified Mr Peters moved that the proposal be accepted by Council and that application be made to the Government on behalf of the Sarcee Butte Social Centre Carried Motel The Secretary - Treasurer reported to Council of the hearing of the Provincial Planning Board in Edmonton on Friday, September 11/64 in respect to the appeal of 14r Geo Raffan from the decision of the Provincial Planning Director refusing his proposed subdivisaon in the SE- 6- 32 -23 -4 for a Motel The 3oard had received a letter from the Calgary Regional Planning Commission withdrawing its objection and had also received a brief presented on behalf of Mr Raffan In view of these, the Board almost immediately agreed to reverse the decisions of L the Director and grant the appeal. Per Church then moved that a letter be written to the Calgary Regional Planning Commission making application for joi.ni g in respect to the areas extending two miles in each direction from all cities, towns and villages within this Dist et or immediately adjacent to it, and that the Commission be as ed regarding the costs and details without obligation Carri d A letter from German and Lutz, Solicitors, referred to the w rk of i^,ir. Road inspe tions Grai Lun Ass Hansoi Dam r reconven at 9.30 Mr Division COUNCIL MEETING September 28, 1964 (cont8d from Sept. 14/64) : 8 Council meeting that had adjourned from Sept .?_ <..'64 was in the Municipal office, on September 28/64, comr.m.en_.ing M All Councillors were again in attendance D C Dau, representative of the Three Hills School as present throughout most of the meeting Between 8 20 A M and 9:30 A M the Reeve and Road Committee had driven over the road from Three Hills east by way of Ghost Pine to Sarcee and back to Three Hills on road inspection They had also inspected the corner at the SW- 5- 31 -23 -4 where Walter Gibson had been fatally injured in a car accident recently. The report from the Drumheller Health Unit in respect to the Municipal well at Grainger showed no evidence of bacterial con- tamination but showed the water high in iron and getting somewhat hard Mr. Poole moved that a copy of the analysis be sent to pair Gordon Bramley, Superintendent A.P. Grain at Drumheller; together with a le ter telling him the action Council is taking in respect to the Grainger well Carried Mr Church moved that Mr C Poole be authorized to have the pipes at the Grainger well pulled and new pipes and rods installed if it is considered necessary Carried A letter from the Municipal Finance Officers Association nanc dated Sep 24/64, was read to Council and reference was made to the eBy -Laws o that Association. Annual membership is $3 00 per annum per person and the next meeting of the Alberta Chapter is to be held ii Red Deer about the second week in November Mr. Brown moved tha membership dues in that Assec_,.ation be paid for the Sec -Trea3 and for one Councillor Carried The following were referred to Council in respect to the P.F.R A lam in SE- 24- 29 -25 -4 - Vernon Hanson. 1 Proposed application by the Municipal District for the dam It was noted that this form stated th7t t o 14unicapal D?-strict would construct the dam where actually P F R.A was to constr..:.^t the dam at its expense It was therefore s,gested that the form should be revised 2 Agreement between Her Majesty and the Pvunicipal D2_strict for control. It was noted that the iunTc =pal D_-Lstrict, among other things, accepted certain legal responsibil'_t --es 3 A greement between Vernon Hanson aan-i tre Y1 D to give the M D righ -of- access for mana„ement and control It was noted that the eneral public had no right -of -entry T -ie e were dis- cussed briefly The Secretary - Treasurer also gave Council information re- ceived from Mr Glen Evans, P F R A by phone in respect to the access ro d which is being changed so that the present ;road w_._11 be the ono in use Mr Vernon Hanson then met with Council and d :.sews: ed documents referred to above in respect to the d<m It was evident that P F R A should have had an Agreement before the da:m was first constructed but this had not been attend-d to Mr Hanson is anxious to have the dam improved now so that he may use it for irrigation purposes He is not willing to grant access, to the general public and he stated that it is not- planned to stock the dam with fish Mr Hanson stated that the care: with its new capacity would have 150 acre feet of water for ��is use and j acre feet for downstream use This might mean less water for downstread use than was available previously. The muter of taxation of the flooded area was discussed in ccnsidera-ble detail and Mr Vernon Hanson drew Councils attention to the f-�ct that those witt water downstream might Le taxed for the benefits of the dam. They had lunch and then inspected the proposed juncti n of the road coming into Carbon from the Carbon cemetery and its intersection with Highway No 26 This was discussed by Council at the site and they then met with the Hon. Mr. Taylor In the discussion, Council agreed in principles, with the?T? inter- section southeasterly from Carbon on condition that the proposed grade to the north be moved farther east so as to avoid an IS? curve and to give better vision A letter from Per Taylor re- gardin the C N.R crossing north of Entice on Highway #26 stated that t e road would be straightened and good vision given at the crossing, but that the overpass was not practical Pr Taylor advised that the function between the old Hwy #21 and Hwy. #26 will be a ?T2 intersection when the new grading is com leted Council agreed to this Correspondence from the Highway Traffic Board regarding and overloads, width of loads, etc were read and discussed Council ,etc may pass a By -Law making restrictions under Sec 273 of the Miunici ai District kct, but there is an overlap of authority as a permit may also be required from the Highway Traffic Board These were discussed with Mr Taylor and he advised that, at the next session, he hoped to clarify the situtaion In this regard it was noted that Hi -Ball Drilling Movers had this morning, moved heavy equipment apparently without any permit Council thanked Itr Ta for for meeting with them for a discussion of these matters and they returned to the office at Three Hills he meeting continued at the Municipal office, Three Hills at 2 1 P M ►n Nr Stanley Gibson and Robert Gibson met with Council in respect to the road intersection at the SW corner of 5-31 -22 -4, :sts this being the location where Walter Gibson had been fatally injurec in a recent car accident The three Municipal foremen and Mr Vernon Hanson were also present d.. _. .,., this portion of the meetin. The plan of the 509 access m road was now available and signed by 14r Hanson and shown to Council The responsibility clause was read again and details concerning it discussed Comparison was mare in respect to the agreement for the Fyten dam and it was noted that the Fyten agree- ment was different as to responsibility Rip D C Dau left the meeting about this time Mr Hanson stated that, if it was a private plan, he would be responsible for the dam and its maintenance, but he would not be required to release water until it is proven he is holding back that water which actually belongs downstream This would be very difficult to prove.
