Council was read a letter from the Board of Industrial
Ins which advised that the employees had by ballot vote

had taken a ballot vote on July 7th under supervision of the
Board of Industrial Relations in respect to the xkkk application
of Local No. 880 of CUPE for decertification The vote of the
employees was 19 in favor and 3 against decertification Council
was further advised that this had been referred to P,r Neil
German Solicitor, and he recommended no action be taken until

A letter from the Department of Lands and Forests advised
that t ey are now investigating; regarding the proposed Trochu
River ark This letter also requested a payment of $11 00 to
the De artment to cover application fee and rental 14r Schmelke
moved that the $11 00 be now paid to the Department of Lands

A letter from Canadian General Electric Co regarding
lease 3f antenna facilities for two way radio was read This
stated that the lease for a tower on the Three Hills would
amount to $58 00 per month, but that about $25 00 per month could
be red vered from each business which might wish to lease
facilz ies on it. The letter advised that the Cor_ipany would be
contac ing us further in the near future Council agreed that
this m tter be followed up and more information be obtained
A letter from the Provincial Treasurer referred to matters
pertas i.ng to the 'Mi nicipal Development and Loan Act, and stated
that 1 ans might now be requested up to v30 00 per capita. No
action was taken on this by the meeting
Council was advised that Shell Canada Ltd requested
permis ion to drill a well in the NE- 34- 32 -26 -4 with the location
to be ipproximately 3104 north of the tiunicipal east -,rest road

than 3309 northerly from the said road and that the company assume
all responsibility for any damages to the road as a result of its

Council acknowledge receipt of certain correspondence regarding

was read to Council in respect to evaluation of Hail Suppression

is empl yed as a farm laborer on the farm of H C Currie & Sons
and has not been providing for his wife and six children resident
at Newcastle Welfare Assistance has therefore been granted. TIr.

idea of the residents forming a Co -op Society or similar
organization so as to provide financing, local r.,anagerient,

there ore it is considered only fair that it should grant
some financial assistance for a water supply to Grantville

he could not further reduce his paving prase as his quote
for the hot raix was quite high He agreed to reduce this
item 1,00 cu yd and thus lower his price by $5,100 Taking
this and the $660 for culverts off his previous bid rude

revis d by the engineers to clear matters pertaining to
haul istances and other items No royalty is to be
charg d for the gravel
Tr Church moved that the engineers be authorized to
draft an agreement with Border Paving for 31 miles of

WAGE SCALE AND WORKING CONDITIONS FOR ALL PUBLIC WORKS
HOURLY EMPLOYEES
Clause 1
Those Public Works employees who are hired on an
hourly basis by the Municipal District of Kneehill # 48
shall set up a committee of four members to meet with the
Council, or committee of the Council, to discuss problems
that arise from time to time of concern to the workmen
and the Council The cor..raittee of the employees shall to
chosen by diem as follows.
I - chosen by the truck drivers
1 - chosen by the north pradin, crew
1 chosen by the south Crading crew
1 chosen by the Motor Grader operators
The committee so chosen shall serve for the calendar
year If a man retires from the committee another shall
be chosen by the group concerned to complete the unexpired
term
The committee of the Council shall consist of two
Council members chosen by the Council Terris of office
and replacement shall be subject to Vie same terns as for
the employees 9 committee
The Sec - •Treast of the 11unicipal. District may attend
all meetings to record a review of the discussions and
recommendations, etc , which are made
Clause 2 •- -Hours of Work
The,hours of work are not expected to exceed 12 hours
in any day not 65 flours in any week between April lst and
Nov 30th# or 10 hours per day or 55 hours per week between
Dec lst and March 31st The said hours may only be
exceeded in unusual circumstances and the excess hours must
first be authorized by a foreman or councillor All pay
is to be at the regular rates
Clause 3 -- Calculation of Hours of Work
Motor Crader Paten - actual hours of work in each day
which shall include servicing the machine
Road crews where a camp is maintained - same as for
the motor Grader men
Truck crew - no camp is maintained - he shall be
deemed to start work when he leaves Three Hills at the
beginni r of the shift and his time shall cease when he
leaves the jot: at the end of the shift

and covered by Clause 4, sections (a) to (h) both inclusive

At the end of December of each year the hours worked
by the employees in the cateCories above shall be totalled
and his Cross earni.n -s calculated `::�y usin -° the approilriate
hourly rates of pay Any amounts so earned in excess of
calculations under the Monthly rate shall then be paid
If the amount so earned is less than the total by the
monthly rate no adjustment shall 1,,e made
CONDITIONS-
To be entitled to the full monthly rate as noted above
the employee must work, or be available for work, not less
than 22 days of that month Deduction from the monthly
pay shall be $16 00 per day for each day less than the
required 22 days
Wage adjustment on the hourly basis may be made prior
to the end of December if employment ceases or if an
extended leave of absence is �- ranted for any reason
Clause 5 -- Annual Holidays
Each employee -, after ti-ie First full. year of employ-
ment, shall be entitled to annual holidays with pay in
accordance with one of the followinF°
(a) 2 weeks if taken between April Ist and Nov 30th
( ) 3 weeks if taken durinr Dee Jan , Fe or Mar

further 11 weeks in the other 4 months
Dates for the holidays shall be arranFed as far in
