COUNCIL MEETING MAY 81 1964 Page 1 meeting of the Council of the M.D. of Kneehill #48 held at the Municipal office, Three Hills on Friday,f 8, 1964, commencing at 9;00 A M. This meeting had been eduled for May 11th, but was advanced to this date as ny weather had delayed work and the Councillors would be ier the following week, Councillors present were Mr. A. H. Church Mr. Cliff Poole Mr Ralph W, Brown Mr Dunc Peters Mr Ralph Loosmore Mr. S. C. Schmelke Mr. C C Campbell Div. 1 Div.2 Div3 (Reeve) Div 4 Div 5 Div.6 Div.7 Mr. D. C. Dau, representative of the Three Halls of Division, was present from 9 00 A.M. to approximately 0 A M WaiN Notice Mr Church moved that notice of change of date of this meeting be waived and that Council proceed to discuss and deal with any business brought before it and that this be considered as a regular meeting Carried unan Min tes Allea Koch Fi St D H. nit mil etc 1 Mr. Campbell moved approval of the minutes of the 4 meeting of April 13, 20th, 28th and May 1st, 1964 Carried. Mr. Alan Koch met with the Council. He had been invited to the previous meeting to discuss some employment, but was away at that time and had not received the notice. He had worked briefly at another job but preferred to remain with this District as there was less moving around. This was discussed privately by'the Council. Mr. Peters moved that dec s.,on regarding Mr Alan Koch's employment be tabled unit 1 the afternoon. Carried. Mr. Koch was advised of this and asked to return at approximately 2 30 P M. The Financial Statement for the month ending April 30th 1964 was then presented and discussed as per copy with these minutes This showed a net balance at the end of the month of 109,900.44. Mr. Poole moved that this statement be acc pted. Carried A letter was read from Dr. Thomson of the Drumheller Health Unit regarding inspections of places selling milk and cream Inspections are made only if complaints are rec ived as it is not practical to try to inspect all pre ises with present staff. Mr. Poole moved that the rep rt of Dr Thomson's be accepted. Carried Sono Mobil A letter was read from Socony Mobil Oil Company in land-road y res road ect to the land requi —ed for roadway near the Wimborne Plait and in which they agreed to donate the one rod strip ti of Land for road widening from land owned by them Mr. Pe-t -brr mov d that this be accepted with thanks Carried. Mr 2h moved that this be accepted. Carried Council was shown a survey regarding taxes levied and the percentage of the total used for school_ purposes for the past number of years This had been prepared at the request of Yr. N. Leatherdale of Olds Mr Loosmore moved that Cou cil approve of the sending of this information to Mr Lea herdale Carried. A letter from the Department of Public Health stated thal no new legislation had been passed in respect to the moving, of graves from one burial place to another cemetery 4. It gave the proper procedure to follow if a private individual wis ed to take Fny action in this regard This was ordered fil d. A letter was read from the Priest of St. Mary's Church at 3eiseker in regard to the Catholic portion of the Swalwell Cam eery in which he agreed and requested that this District maintain the records for same on condition, of course, that the separate portion be maintained as the Catholic part Mr Loo more moved that this be accepted and the Secretary - Tre surer endeavor to get the records up to date. A letter from the Department of the Provincial SEcretary read regarding recreation grants and Council aas advised the final amount for the playground adjacent to the P B I been received and that final decision is pending regarding amount to be transferred to the ThrE,e hills Community Centr: was ordered filed. Mr. Ralph Brown reported that Acme had inquired regarding the obtaining of a portion of the municipal Centennial Crant to le used toward the cost of a. new swimming pool it Acme. The revised plans for the pool bring the estimated total cost to hpproximiately $32,000 00 The use of the Municipal Centennial Grant was discussed at some length but no definite pro orals were offered Mr Peters moved that discussion of thit be tabled to the next meeting and that each Councillor bring in suggestions for that meeting Carried. Mr Donald Dau left the meeting at this time as he had to v att nd to some school business it Calgary Fieli I Mr Gordon Park, Fi-eld Supervisor, met with Council and Supe visor gav a brief report of his activities, referring to the fol owing trees 1 He is now planting trees and the total for this year a will be about 170,000 Some have been planted at the Keiver Laka Park Gras hoppers 2 A limited supple of grasshopper chemicals has been J ord red spra ing 3 Cattle spraying has been done on a few farms burn ng 4 Seven permits to burn stubble have been issued and two others are being considerc-d Mr. Schmelke moved that this report be adopted Carried Releise form FORM 71 -P SPECIAL MUNICIPA SUPPLIES LTD. Mr. Gordon Park advised that it would be much more convenient to get water from the Town of Three Hills for filling his sprayer tank rather than through a hose, and he asked permission for this This was agreed upon without motion. Mr Gordon Park then left the meeting Mr. George Raffan met with Council in respect to a proposed Motel Unit tc be built on the southwest corner of t e SE- 6- 32 -23 -45 this being immediately east of Grantville. HE proposes to have a 8 unit Motel and residence with about 3'00 sq ft. of floor space, and is interested in water and s wage. Fstimated water requirement was 20,000 gallons per m nth He has interviewed the Town of Three Hills and has t mporary approval from it and has also discussed this with tl.e Calgary District Regional Planning Commission, and has agreed to the basic plannirg, principles suggested This proposal was discussed privately by Council. Mr Schmelke m ved that Council grant preliminary approval to this Motel project, sub-iect to an access road and satisfactory details b ing agreed upon and subject to a guarantee that they will h ok up to water and sewage if the services are made available C rried. Mr George Raffan again met with Council and was advised o the above motion. He agreed to all terms contained in it H briefly discussed the use of a Neon sign and was advised t at it would likely be approved without any difficulty He t anked Council for meeting with him and then left the meeting Council was advised of the program of the Secretary- Treasurers Refreshers Course at Banff June 8 - 10th and were invited to attend Mr Peters, Mr Brown, Mr Campbell and Mr. Poole indicated that they would likely be able to attend as representatives of this District. Carried The Secretary - Treasurer gave Council a brief report of rearing of the Provincial Planning Board which was held ilgary on May 7th in respect to the proposed subdivision array Kirk and his son in the N�,�7- 1- 32 -24 -4 The Board 3 further evidence as to the reasons for the subdivision the Secretary - Treasurer as revresertative of this rict had advised that Council has no objection, that the is already served .gith a road and school bus Decision he Board was tabled and will be received later by letter Loosmore moved that this report be accepted. A petition was read to Council with the signatures of 30 ia.tepayers who do not want to be included in the Rural FIrE Protection area for Twp. 335 Rge. 25 - 4 A Second petition with 14 names asked that their names be removed from an darlier petition which they had signed favoring fi. -e pro ection in Twp. 33 -2j -4. Mr Campbell moved that the pet tions be accepted by Council and filed for the time being Carried Mr. H.J Hanson, Pssistant Secretary - Treasurer, presented the general accounts and paysheets fnr consideration Mr T Petrs moved that these be approved for payment as per cony w-t e these minutes. Carried. n The three Municipal foremen, H.J. Gimbel, T Paquette, and Joe Dobler, met with Council to discuss matters pertaining 1' to their wcrk. Joe Dobler reported that one new truck is ready now and the other will be ready soot: c4ab.s Applications of Terry Hogg and Dwayne Smith for work with the Municipal District, were read to Council These were discussed briefly e P4r Schmelke moved that D�,aayne Smith be nixed as a trick driver Carried. Mr Schmelke moved that Council approve of the transfer of T Harry Bentz from tYe grading crew to the truck crew Carried Further discussion took place regarding the employment iKoch of Allan Koch and this was discu -sed with Ted Paquette, foreman. Mr. Schmelke moved that Allan Koch be hired on condition that ,his tjork is satisfactory and that he causes no conflict with the road crew Carried Councillor Peters asked to be recorded as opposed The use of the bunk cars was again discussed with cars pa ticular reference to the one at our Three Hills yard which ha been used by Lloyd Will and Allen Koch Mr. Peters moved t'i t no bunK car be supplied at either Three Hills or Carbon fo summer accomodation as from May 18th Carried The three foremen left the meeting briefly and Allc.n Koch was invited in to meet with Council He was advised of the last two motions in respect to his employment and the use of the bunk car, and the conditions of work were clearly out- lined to him Allen accepted the terms and than)-ed Council f r meeting with him and then left the meeting. The three foremen returned to the meeting discussion of business connected with their work. U FORM 1 -P SPECIAL See MUNICIPA SUPPLIES LTD. for further Page 5 ■ 11 COUNCIL MEETING May 81 1964 Page 5 Mr Dobler spoke about the risk he was taking in using ' Insu ance his own tools and leaving them out at the jobs as they might on t ols be stolen Insurance on municipal tools as well as those owned by the foremen was then discussed Mr. Peters moved that the Secretary - Treasurer be authorized to contact Mr. Adam Young of Three Hills to place fire and theft insurance on the tool owned by the foremen and the M D and to also check rega ding the insurance on the oil and fuel wagons Carried Tool Mr. Campbell moved that the Council approve taking an wago i extra tool wagon with the gravel crew Carried. A telegram from the Department of Highways was read in Troc u which it clearly stated that the Department could not agree rive r hill to this District gravelling the new west approach road to the graval Trochu bridge with costs to be charged to the Department. This V was discussed briefly it was agreed that it would be practical to Eravel the one mile of the new road in Sec.16- 33 -22 -4 and that patch gravel be put on the old road to look after traffic in case of wet weather. Mr Dobler was advised of this Mr Brown moved that Mr. Campbell and G. King have authority to contact the M D of Starla.nd and the Department of Highways regarding disposal of the gravel in the Department stockpile east of the river near the Trochu Bridge Carried Mr. Joe Dobler then left the meeting PUUTS The need for additional fuel and oil pumps were discussed `and referred to the shop committee Brid ges Reports of the bridge branch were read in respect to repair and /or painting the bridges of the following locations 1. B etys Council was advised that the office has a copy of the speerh speech delivered by the Federal Minister of Agriculture, Hon Ha ry Hays to the Saskatchewan Association of Rural Municipalit- ies at their Annual Convention It is available for any Councillor who might wish to read it, This was ordered filed A letter from the Canadian National Railway was read in C N R which they asked for at least one week's notice prior to the start of work of vision improvement at any of their crossings This was referred to the foremen so that due notice would be given, and then ordered filed Mr E Danchuk, District Engineer, and his assistant, Dist ict Mr. Leon Root met with Council and discussed the 1964 road Eng eer Gr nt agreement, etc and also matters pertaining to profiles which they have been taking for this District They advised that the profiles, etc regarding the proposed Niemi bridge ara now at the Bridge Branch in Edmonton and reports regarding road locations, etc will_ come later NieuL Bridge I'Ir Loosmore moved that this Council recommend that the new Niemi bridge be put cn the east -west road allowance Carried Road Grant The details of the pro3ects to be included in the 1964 general road grant agreement with cost' etc, were outlined ,r -a d discussed in some detail Mr. Poole moved that Council make application for the road grant for the projects as listed on the separate sheet attached with these minutes Carried FORM 1 -P SPECIAL , See Page 6 MUNICIPA SUPPLIES LTD. He further advised that Council must take bi s but said that these might be invitational. Mr. Schmelke moved that Council approve of an eleven hour working day with the length of time off at noon to be optional, but with a minimum time off of 1/2 hr. Carried. Mr G King reported that he had contacted Bob McLelland of Three Hills in respect to oil for the north -south road through Wimborne. The price was $2.32 and 1/2 per 35 gallon barrel and a full load is 80 barrels. Delivery of a full load w uld be at $9 00 per hour but the cost would be less for a part it ad Method of application and other matters connected with t is were discussed) Mr. Church then moved that Stan Schmelke have authority to handle any business connected with oiling of t e street referred to Carried. Mr Schmelke moved that G King get a price from Border ;- P wing for a light coat of paving on this north -south road at Wimborne. Carried A request of Canadian Utilities for permission to build a heavy phase power line from the SE- 13- 33 -24 -4 west 14 miles tc the Torrington- Wimborne road and north through Wimborne tc the north side of Twp 33 was discussed. Canadian Utilities w re prepared to have the poles set back one rod if this is r quired by Council, but this would give added cost in obtaining t e easements. The need for the set back for later road d velopment and the possibility of buying the land at this time was discussed. Canadian Utilities were contacted by telephone and after discussion, they agreed to contribute $100.00 per mile if the Municipal District will purchase the one rod strip of land along this road prior to them building their new power 1 ne Mr Loosmore moved that the offer of Canadian Utilities o $100 00 per mile regarding this project be accepted and that t e required land be aurchased by this District Carried Mr. Brown gave a brief report regarding the road proposal f r D McDonald and Wiebe It was agreed that the road c mmittee give this further study and report back Mr. Peters and G King gave a further brief report regarding Grantville water and sewage proposal and advised that the Prairie Bible Institute is willing to co- operate in the project but not to the same extent as last year The L� p oposed motel will affect the scheme in that it will give g eater revenue. Centennial projects were again discussed but the matter was finally tabled. Further discussion followed regarding the use of Municipal funds for recreational facilities, particularly in the smaller centres such s Wimborne, Hesketh and Sunnyslope* Mr. Poole moved that J Committees be set up to bring in recommendations regarding needed recreational facilities as follows: 1.
