Church Mr. C.W. Poole Mir Ralph W Brown Mr. Dunc Peters Mr. Ralph Loo senor e Mr S C Sch_melke Mr C. C. Campbell were. Div 1 Div 2 Div 3 (reeve) Div 4- Div 5 Div.6 Div 7 Mr D C Dau, representative of the Three Hills School ion, was present only from approximately 2045 P M to P M as shown later in these minutes Mr Joe Dobler, gravel. foreman, met briefly with Council to ss matters pertaining to his work Mr Loosmore reported Jasman Plumbing had dug some test holes for him in the N?l- -23-4 owned by Tom Fez guson. No gravel had been located obler reported that the five gravel trucks are ready for but there appears to be nothing particular for them to do esent He then left the meeting. Mr. Brown, Peters and King reported to Council that they een to Calgary this past Tuesday to a meeting of the liation Board in regard to the negotiations with CUPE Mr German, Solicitor, had presented a brief on behalf of the ipal District and II,r Pat Lenihan had submitted a brief on f of the local Union The Board members were. Ass Frank 1, Chairman, Hr Harley Horne on behalf of the Union and lir Baines on behalf of the Municipal District Considerable ssion had taken place regarding working conditions, see-arity, earnings, pension plan, hazards of winter working, etc enihan finally agreed to withdraw all objections regarding ension plan as he stated he had not previously understood All parties agreed that the Conciliation Board's best pro - e would be to submit a proposal regarding wage rates and ed matters, but that the details of the Agreement be left replies are received regarding the proposals of the Board The following employees then met with Council at their st 11r. John Dorn, Ray Ehrman, Lloyd Will and George Rempel. advised Council_ that two of them were going to Calgary today k for decertification from the Union as they bad been ad that an application could be made at any time and ically all Union members had now agreed to make the request stated that they were interested in better harmony with the it and asked if the employees could later appoint a co.nnmittee at with Council to discuss mutual problems They were ad that no promises of any kind could be made at this time thanked Council for meeting with them and then left the ag nutes Mr. Peters moved that Council approve of the minutes of the meeting of Marcn 9, 14th, 23rd and 26th, 1964, as per copy maileJ to each member Carried The monthly Financial Statement for the month ending neia.l %►fin 31/6+• was then presented and discussed briefly This esent snowel a net balance at the end of March of $136,305.30 and other detai s as per copy with these minutes. Council was read a copy of a letter from tie Proiincial Ag Minister of Agriculture to the Three Hills and District Chamber of Commerce regarding District Agriculturist services for this J T7unicipal District. It stated in brief, that the Government could not now locate a D A at Three Hills but this would be kept in mind for the future. This was ordered filed C. Ac Di: FORM 14 :erdiction en J COUNCIL MEETING April 13, 1964 Page 3 A letter from the Department of the Attorney General re- garding Interdiction and extracts of the Liquor Control Act were referred to Council These outlined the Drocedure to be followed in placing a person on the Interdiction List and regulations conniected with that. These were ordered filed. Mr Doug Hazelton of Linden Contractors met with Council and the following were discussed. 1 They have approximately one week's private work at the Meg i pit 2. The Company is not able to get an overload permit for moving their crusher, etc at this time 3 It might be possible to stockpile more gravel at the river east of Trochu and also to do some crushing there if a permit to move can be obtained. 4. Mr Hazelton agreed to meet Council at this office at 1.15 P.M. on Thursday, to accompany them out to the river east of Trochu to look over the prospects there 5 Correspondence was read in regard to the claim of Lin en Contractors for loss of time in connection with their acc d..ont involving a Municipal vehicle at the gravel pit north - wes of Allingham. Mr Hazelton advised that he has submitted further evidence to the adjusters and he expects to reach an agr ement. 6 Kr Hazelton asked regarding the paving plans of the Mun cipal District and he was advised that no decision has been mad yet. They are interested in submitting - bid in conjunction wit other contractors. He further advised that they now hale a L Scraper It was agreed that the road committee and 17r. Campbell have aut ority to inquire further regarding a moving permit and matters related to stockpiling and crushing at the river east of Trochu 11r. Hazelton thanked Council for meeting with him and he the left the meeting. lr D ?IT Davidson met witr Council to inquire regarding dson re the purchase cf some gravel from the Megli pit. He was advised avel that Council estimated the cost of stripping the gravel at 200 per cu.yd It was agreed that rlr. Davidson meet the Council at v this pit at 10.00 A.M. this coming Thursday for a further dis- cussion If these matters. 1-7r. Mr. Campbell ,j' moved that they he approved and passed for payment as per list wit these minutes Carried Eng Mr E Danchuk, District Engineer and the foremen, Mr. H.J Gimbel and T Paquette then net with Council, and the following were discussed* 1 Any application for Contingency Grant should be sub- mitted as soon as possible 2 Paving was discussed and 21r Danchuk gave some general information advising that, if it is to be done under Government ving J Gr nt, tenders must be called, a Consulting Engineer must be hired by the Tiunicipal District and must be a raiTable during construction to check all details as to density, etc. etc. The Contractor could be paid monthly but a hold -back of 103 must b e made until the project is finally approved by the Government ThE general specifications must be very definite Mr Danchuk su gested that the base course could be 211 or even pit run gravel th n 3/4" above that.
