Bard( hear: Mr D C Dau gave Council a brief report regarding business of the T�iree Hills School Division and advised that the election of Howard Boles as Trustee is being contested and will be heard by a judge on Tuesday, March 17th He also stated that the School Division had given notice to Mr Ed Bardock of the teri.riination of his emplDyment as principal to the Trochu Valley School effective July of this year, and this is causing considerable controversy Mr Loosnore advised that a hearing may be held in regard to the controversy I between Mr Bardock and the School L)ivision and he Ck asked if he has authority to attend the hearing if called as a ng witness Mr Church mo, ' ed that Council agree that Mr Loosmore have aut--iority to attend on condition that he make it clear he gives his perspnal opinions only, gained from acting as a Council repres- entativelto the Board meeting Carried Req'4. Considerable discussion followed Many opinions were expressed in regard to the ability of the Company to give some satisfaction, about its failure to co- operate with the Research Council, etc J Some felt the program should be left on a voluntary basis others thought he ratepayers of the whole i`iunicipal District should be allowed to decide by a vote, Mr Campbell moved that no plebiscite be held for Weather Modifica ion in this Municipal District in 1964. Mr. Johnson asked Council's opinion about locating 1 a museum on this park. I Mr Marc Reed, A Frenstad, J Congo and E Haskell, of Gr ntville net with Council and inquired again regarding water an sewerage for that subdivision. The reasons for not proceeding last year, etc, were reviewed and they were advised that, according to rulings received, it would be necessary to submit an debenture by -law to a vote of the whole Municipal District. Th y were advised that Council is willing to proceed with the de entures if they can be provided without a vote of the whole Mu cipal 3istrict and if the project is self - liquidating. A fu 1 discussion followed The delegation stated that they were going to arrange an ap ointment if possible with Hon. AGRICULTURAL S""'RVICE BOARD March 12/64 A meeting of the Agricultural Service Board was held in the Municipal Office the afternoon of March 12th, 1964- Th o Mr. Mr. Mr. Mr. Mr Mr. Mr. se present were Duncan Peters - Council Member (Chairman) Clifford Poole - Council Member P.J.G. Rock - Ratepayer Member J. P. Christie - Ratepayer Member S. W. Pettem - District Agriculturist G. L. Park - Field Supervisor H. J Hanson - Secretary to the Board The minutes of the joint meeting with Council held Jan. 13/64 was read by the Secretary. Mr. Poole moved that the minutes be approved. Carried Correspondence was read by the Secretary and each item that required action will be dealt with separately later in the meeting. Mr Pettem reported that the law suit against the County of Warner had been appealed but the appeal had been denied. This action resulted from the Agricultural Service Board of the County spraying cattle which resulted in a damage claim being filed against certain parties, the County, the Agricultural Service Board and the Field Supervisor,, with the farmers claim being awarded in a lesser amount. Mr. Pettem reported that he had made application for a quantity of fertilizer made available thru the Department of Agriculture by the fertilizer trade for demonstration purposes. Tenders had been asked for the following amounts of grass seed 3,000 lbs Crested Wheat, 3,000 lbs Creeping Red Fescue, 1,000 lbs Br ome Grass and 500 lbs Alfalfa. Pricos as follows were quoted McCabe $2,075.00, Crown $81,905.00, Can West 10980.000 Alberta Wheat Pool $2,030.00, Red Deer Seed 92,192.00 and Hannas Seeds $2,122 50. J Mr. Rock moved that the Service Board recommend that Council order grass seed as above from Crown Seed at a price of $1,905.00. Carried The release form used by the Board which is to be signed by the cattle owner before the Service Board will spray his cattle was discussed. It was the feeling of the Board that they wanted to be sure that this form was such that it would stand up in Court should a damage claim be laid against the Municipal District and other parties involved Mr Pettem moved that this release form be sent to the Solicitor for the Department of Agriculture for his opinions. Carried. Mr. Gordon Park, Field Supervisor gave a report as follows He attended the A S B. regional meeting in Lacombe with three other Board members. The minutes of this meeting were read to the Board. Inspected 10 -80 baits, these with the exception of one had been mostly eaten, and he picked up the remainder of two baits Attended one day of farm building school at Delia Attended farm management group meeting at Three Hills Attended forage crops meeting in Dr eller Attended Civil Defence Operation Do Pound held by the County of Mountain View. Inspected the seed cleaning plants at Three Hills and Trochu. Spent one week in Edmonton attending radiological officers course on Civil Defence. Attended Cereal Crops meeting in Three Hills Reported that the welding school being held in Three Hills was a suamas. Mr. Christie moved that Mr. Park's report be adopted. Carried. See Page 2. AGRICULTURAL SERVICE BOARD March 12/64 Page 2. Mr Park and Mr Peters reported that they had met with Frere Bros regarding a proposed arrangement under Project 4 -H for the control of Toad Flax in the NE -19 and SW -20 Twp. 32 Rge.24 W4th. This involves approximately 40 acres, most of which is creek bank that is rough and could not be treated with ordinary equipment It is proposed that a method of treatment to control and eradicate the toadflax consist of two treatments of 2,4,D at 32 oz. per acre. The first treatment to be made at about the first of June and the second to be made about the first of August. The estimated cost of the above being as follows Chemical 214,D Ester 128 @ X5.0 per gallon $101.00 Municipal Sprayer and Tractor @,04.00 per hr 80.00 Total lbl,00 The costs to be split on a three way basis with farmer, the Municipal District and the Department of Agriculture. It was also felt that other farmers on Sec. 29 and 30-32-24-4 would co- operate under a similar scheme as above. The Board agreed that this be included as a project under Section 4 H of the Memorandum of Agreement with the Department of Agriculture y for the coming year. The matter of the purchase of a new sprayer as outlined in the previous meeting was discussed. This being the purchase of a new all purpose sprayer, discount & trading of the present sprayer owned by the Municipal District the net cost being $3,535.00. Also the possibility of the Service Board using the 1959 A -180 I.H.C. truck which is now being used by the Municipal Gravel Crew This truck would be ideal for use with the proposed new sprayer. Mr. Christie moved that the Board recommend that the Council vauthorize the purchase of the sprayer as above and also transfer of the A -180 I.H.C. truck to the Service Board. Carried. Other Service Board trucks were discussed The 3/4 ton G M.0 is now being painted as authorized by Council and the windshield is being replaced. It was felt that this truck would be still needed for tree planting and grass seeding. The J The 2 ton 1960 Chev truck is in need of new tires and minor repairs at a total estimated cost of $300.00. Mr. Poole moved the Board recommend that Council purchase new J tires and make necessary repairs on the 1960 Chev. 2 ton truck or if they consider i?t advisable totrade this truck as it now has 45,000 miles and is four years old. Carried. As the next item on the agenda was the budget of the Service Board for the coming year the Field Supervis or t s salary was discussed by the Board. Mr. Park was not present when this was discussed. The Board felt that Mr Park was doing a very satisfactory fob and made comparisons of salaries of other Field Supervisors of Districts similar in size, etc Mr Rock moved that the Board recommend that Council set the V salary of Mr. Park at a minimum of $4,800.00 per year. Carried Unan. The Budget of the Agricultural Service Board was discussed in detail Mr Rock moved that the Board recommend that Council approve the proposed budget as per copy with these minutes. Carried. Discussion then took place regarding the Agricultural Service Boardts responsibilities regarding Civil Defence. Mr. Rock moved that the Board recommend that Council obtain information thru their Civil Defence organization as to what emergency equipment such as light plants, etc. would be available should a disaster occur. Carried. See Page 3. AGRICULTURAL SERVICE BOARD March 1264 Page 3. It was brought to the attention of the Board by the Secretary that the Board of Directors of the Three Hills Seed Cleaning Plant had recommended that the Service Board conduct another seed drill survey this year. The last survey taken was in 1958 before the Three Hills Plant was in operation and a valuation could be made of the effect the Seed Plants have on the quality of seed being seeded. Mr. Pettem moved that the Board recommend that Council authorize that a seed drill survey be made this coming spring. Carried.
