Council He stated they had completed about 16,000 cu. yds. of
gravel rushing and stock- )iling from the Municipal pit northwest
of Alli gham so have about 8,000 more to do from that The gravel

us for 434 16 was also lost. Mr. Poole moved that new cheques be
dissued for each of these and that STOP payrlents be placed against
the orl lnal ones.

Wimb me Wimbor e Gas Processing and Sulphur Recovery Plant was read to

ing to its proposed plant Daily plant output is expected to con-
sist o 349000,000 cu ft of natural gas, 2400 barrels of stabilized
crude ondensate and 250 long tons of sulphur About 24 persons
will b employed in the operation of the plant and its field

A letter was read from Ferguson and Ferguson, Solicitors of
Trochu, on behalf of William and Frank Postill asking Council's
permission for road allowance loases on certain roads in 33 -22 -4 as
,per map submitted 1,ir Church moved that no approval be given and
that t ey be advised that it is against Council's policy to grant
any ap rovals as later trouble often develops Carried.
A lotter was read from the Provincial Minister of Agriculture
advisi g that they will not be able to locate a District Agriculturist
in our Municipal District for 1964, but that discussion should be
held with Nir S d P..ttep_i to effectively utilize a fair share of
his time and efforts Mr Peters moved that we request the Minister
of Agriculture to supply us with a complete list of D A 's and their

Knud ens Division advised that the beavers at the W- 14- 34 -22 -4 do not
appeaf to be causing any damage to the road and have not plugged

A letter from the District Engineer dated January 28th
advised that this District might now be held responsible for
maint nance costs of railway crossings and particularly referred
to a crossing between Sections 17 and 8 in 33 -23 -4 immediately
south east of Trochu. The Secretary - Treasurer advised that he
had r plied to this stating that this District objected on two
groun s• 1. that the crossing referred to is within the Town of
Trochu and therefore no concern of this District and 2, they question the authority for any change in the
regul tions which would make a Municipal District responsible for
such osts at any location k1r Church moved that Council agree

The two foremen renorted briefly on the Safety and First
Aid course which they had attended in Calgary under sponsorship
of the Workmen's Compensation Board. They both felt they had
gained considerable knoi.rledge from it, and they advised Council
that Hr Ron Hutchison, Supervisor, had sent thanks to Council
for sending the delegates to that course.

were referred to Council and dealth with as follows:

moved that this be approved subject to first being investigated
by Mr. Church to see if it might affect the proposed roadwork in

of Mr. Cooper of the Drumheller Welfare office, a boy nailed James

care fr m either of his parents This report was ordered filed

The rooting, which had adjourned frog= February 7/64.9 was
evened in the Municipal office, Three Hills on Tuesday,

The Councillors for Div 1, 2, 39 4, 5, and 7 were again
v pres nt, but iiT. Sch -elke of Div 6 was still away on holiday.
Mr D. C. Dau, representative of the Three Hills School
Dive ion was also present for most of the morning meeting.
Mr Arnold Boese of Linden Contractors met briefly with
Coun it and submitted an account of $6,794 02 for gravel work
to d to Mr Peters moved that this account be authorized paid.

Mr. Boese reported that they have about 1000 cu yds. more
to dc at the Municipal pit northwest of Allingham and that it
night take further 1000 cu yds to clean up the corner where
they are working Mr Poole moved that Linden Contractors be
auth rized to complete the work at the corner of the pit where
they are working so as to leave it in good condition Carried.
Mr Boese stated that they next wished to do about 5000
cu yds of private work and would then move to Knudson's if
the weather and general conditions are favorable
Mr Boese also gave a brief report of an accident at the
gravel pit in which one of our trucks backed into theirs. The
estimated cost of repairs is -;x350 plus _loss of time, etc It is
expected that the insurance company will assume the full cost.
Mr Boese then left the mooting.
Mr L Gurel, Municipal Inspector and Administrator of
the n w Villages of Linden and Torrington not with Council A
sugge ted division of assets and liabilities with the Villages
prepared by the Finance Committee was presented and discussed
brief y Mr. Loosmoro moved that each Village be given a copy
V of the proposals so that they may have time to study same prior
to a meeting with our Council Carried.
Mr. Poole moved that this Council meet with the Village
Counc is of Linden and Torrington at our office on Thursday,
VMarch 19th at 1 30 P M Carried
Mr Gurel agreed to attend the meeting on March 19th to
give ssistance where possible and he thanked Council for meeting
with in. He then left the meeting
Assess Mr Church moved that a committee of Mr Brown, Mr Peters
and M King represent the Municipal District in its assessment
3pHills appeals in respect to property in the Town of Three Hills, said
appeals to be heard by its Court of Revision on Wednesday,

About 7 ratepayers sat in cn a portion of the meeting and
Weat r seemed particularly interested in discussion in respect to Weather
lodification Air Jim Dishop read a report regarding 1963
Mode cation Prairie Farm Assistance which in brief stated that there was no
eligi le area in this Municipal District, but there were in
adjacent areas He gave credit to Weather Modification for this.
Mr Harold Howe, as Secretary of the Hail Suppression
Association, presented a resolution from its Directors exact copy
of which is as follows

Association request that a plebescite be hold on that portion of
the M.D south of the Morrin - Didsbury road Carried unanimously "

Mr Howe then presented a second resolution from the same
Association which read as follows

WHEREAS there is an opinion that a ploboscite should be

road Lnd one south of the Morrin- Didsbury road Carried unanimously"

Discussion followed on both of thy., above resolutions with
vario s ratepayers as well as the Council participating.
Mr Jim Bishop suggested a third request this being., that
Weath r Modification plcboscitos be hold over only the same, areas
as in 1962
The Council motion of February 7/64 was read to the Council
and t e group which advised that, if any weather modification
plebe cite is held this year, it will be hold over the whole
Munic pal District
The group then thanked Council for meeting with them Mr
Howe stated they were willing to abide by its decision whatever
the o tcomo. They then loft the meeting
No further decision was made by Council in respect to
woath,r Modification at this time as it was felt that this topic
would be discussed at the Annual Meeting to be hold this afternoon

J Mr Campbell moved that the meeting adjourn until after
the close of the Annual Meeting this afternoon. Carried
