King, Secretary- Treasurer, called the meeting to order and advised Council that the first business would be the election of a Reeve for 1964 Reeve V Mr. Peters moved that Mr Ralph W. Brown be Reeve of this District for 1964 Carried unan Mr. Brown then took crrrge of the meeting and thanked Council for previous confidence placed in him. He also welcomed Mr C W Poole, newly elected Councillor for Div 2 as this was his first official meeting Deputy Mr Scluielke moved that I7r D Peters be Deputy -Reeve for Reeve `' the first six months of 1964. Mr Peters moved adoption of this stateme t Carried A there wos no change in the Officials of the Municipal Rankin Districl for banking purposes, etc , it was agreed that the ✓ previouE resolution would continue C uncil privately discussed wages, etc for all employees Wages other than those under Union negotiations Mr Carlpbell then moved that the matter of wages for this group be tabled for the time being pending Union negotiations, and that any incre -�ses ✓ which may later be approved be made retroactive to January 1, 1964 Carried Those affected by this resolution were advised of it and acc pted ',Vh, t J. Gimbel and T Paquette, road foremen, met With Council together with 11r. Bob Edwards of Construction Equipment. Foremei Mr. Edwards advised that the repair and labor bill on the Adams Const Eq ip Patrol from Div. 2, would amount to approximately #4.000 00 complete The work is now well advanced at their C�,:I=; ,-ry shop Adams Patr 1 This does not include repairs to the ro ;d board he further stated that his company would allow a trade -in on this machine with sn w plow and wing of - pproximately $>12,000. if it is dealt on a new Adams Model 777, 160 h.p. Water and sewerage extensions to Grantville area - Council agreed to keep in touch with any new developments and to proceed if any satisfactory arrangements can be decided upon. Mr. d Reed advised that he would prefer to be off the committee this year due to business reasons. A letter was read to Council as submitted by Mr. Reed in regard to proposed business expansion of Pro-)'=.no _fuels, etc. He advised that all storage tanks and similar things would be underground 11r. Mr Rte. d advised thot he did not wish this publicized at present as discussion is only in the early stages He then left the meeting Council agreed that T. Asses or J Mr Schmelke moved that all mileage on Municipal business be pad for at 120 per mile and that the rates of pay for the Reeve and Councillors be set at 1?15.00 per day and 120 per mile for all meetings, supervision, comrlittee `�rork, etc , subject to the 1 r_Zitations of the Municipal District Act. Page 4 Overl ime A circular dated Dec-30/63 from the Board of Industrial Relations was read related to eltniination of overtime by hiring co /of additional employees. This was ordered filed as it was felt that it did not apply to rural municipalities at this time. Council was read a list of properties with names of tax payers where the properties should now be listed at Tax Sale Tax 11r Ca_pbell moved that the Taxi Sale be held at the Hunicipal Sale office, Three Mills, at 2:00 P.!I on March 23/64 and that the requir-d advertising be done, and further that special notices be sent soon to those whose property is to be listed for Tax f Bale giving there an opportunity to get the arrears paid and property renove from the Tax Sale list. It was particularly noted that the general details of it appear similar to previous agreements but there is no reference to any pay back in event of complete hail loss as was guaranteed in 1963 A sup lementary letter to the contract was also read This stated that the price might be reduced to an average of 10¢ per acre depending on the total area served in this and other M D.'s and Counties Representatives of the Kneehill Hail Suppression Association - Mr H rold Howe9 T Ferguson, J Bishop, R. Gibson, E. Currie and Bud B ake then met with Council. They recommended that the pro- posed boundary for a By -Latin for 1964 be changed from their previous reque t and that it now be for that portion of the Municipal District lying south of a straight line drawn from our west boundary through Sunnyslope past Sarcee to the Red Deer River. In reply to a question they advised that the 32.00 membership fee which they have been collecting from most of those who signed the petition in favor of Weather Modification will be used for Association expenses at its discretion. The Hail Suppression group then left the meeting and all othe who had come to the office were then invited to meet Council There were approximately 42 of these ratepayers, most of whom came in to oppose any program of Woathor Modification or other items dealing with it. They were first told of the proposed change of bo ndary from that advertised in the paper The discussion which followed took about two hours so details will of be given However, the following were some of the points referred t o* 1 Numerous complaints about boundary changes year after year should be the whole iii D or nothing 2 Failure to co- operate with the Alberta Hail Research Board. 3. Claims that the Association in its publicity does not stick entirely to facts a 4. Some signed petitions asprotest to indicate that I P Krick and Assoc did not do their best in 1963 5 Objections were voiced as to the wording of the petitions circulated by the Hail Suppression Association 6. One ratepayer questioned whether or not anyone had the right to interfere with the clouds. 7 Some reriarks indicated that a few of those present were definitely in favor of wc,ather modification but most objected to the procedure followed in respect to it The petitions opposing weather modification were then re- ferred to Council and the total of names on each was given. Mr. Brown advised that the meeting had been called at the invitation of our Council for a discussion of any matters that might be of mutual interest and with the aim of promoting bettor understanding of the problems and duties and responsibilities of the to al governments. The matter of police protection for the various municipalities was first discussed. Three Hills has a contract with the R C M P. which osts somewhat over $4,000. per year but they seem satisfied with t is arrangement Trochu has a full time policeman which costs about `350 per month plus expenses The service is very good but the cost for a small area is somewhat high Carbon has a local man only Mr Taylor advised that the Province aims to train police- men who would then be available for hire by municipalities das,r n.g their services The local areas would be responsible for all ex- penses involved He felt that one or more municipalities might work by Agreement in the matter of police protection. The provincial training program is being delayed somewhat pending outcome of negotiations with the Federal Government. In answer to questions, Mr Taylor also referred briefly to the following: 1 In future the mixtures for hard surfacing are to be checked very closely for more exact consistency in an effort to avoid such features as have developed on No 21 highway where it becomes quite wavy 2 Morrin - Sarcee #21 road - When the bridge was built the thought was that this will someday become a provincial highway but the gIzvernment has no immediate plans for this as it must be con - sidor d along with requests for a total of about 2500 other railes. He fe-ls that the government should first bring some of their exist- ing highways up to good standard before adding new roads in this gener 1 area Traffic counts are considered an indication of the need Jor provincial action See Page 2 ZA FORM 1 COMBIITED MEETING Page 2 3 Highway #26 between Hwy #21 & Carbon will be brought up to better standard this year due to heavy traffic and a great need for improvement on that 4. Surfacing on #27 will not likely be started until after #42 is finished and this will likely take all of 1964 and 1965. Mr. Taylor was thanked for dropping in on this meeting and ho and Mr Loosnoro then left to go to the meeting at Sarceo Brief reports and discussion followed regarding the hospitals in the area 1. Three Hills - about 84o occupancy for the last 3 years but considering adults only the rate is between 90 and 10C% in the past year They are again requesting an addition as facilities are too congested The government may wish to wait until one year after the Auxiliary Hospital at Didsbury is opened to find what effec this has on local conditions. 2. Trochu - uses 25 beds for active hospital cases for adult and 6 cribs and 6 beds reserved for chronic cases. Their hospital is considered adequate at present 3. Drumheller - 94 adult beds and 32 bassinettes .a, they have resented a brief to Dr Ross asking for a new operating room as sa_c is badly needed. Drumheller Auxiliary Hospital is full and has a long waiting ist. 4. Elnora - 60, to 80% occupancy. They note a trend to use the larger hospitals with better facilities. 5. Auxiliary Hospital being built at Didsbury is expected to be ready about the first of July this year. lho Board may have considerable power to determine who nay be admitted but regulations will have to be followed fairly closely 6. They discussed the advisability and possibility of adding another member to the Throe Hills Hospital Board to serve the Linden.-Aeme area, but it was also suggested that it night be advisable to revise the existing Board and then call for Nominat- ions 7 The Nursing Hone situation was discussed and Mrs Roberts reported that the Drumheller Auxiliary Hospital has many who should be transferred to a Nursing Home, and she asked support in a request for a Nursing Home in conjunction with the Drumheller set -up. The now Nursing Home being built near Linden will be privately owned and operated but there was no one present to give much detail regarding it It was further suggested that new legislation nay affect the rates and lower the charges to the individuals who stay in those hories EDUCATION The Board recognizes its main problems as a continual increase of costs and some problems with the teachers due to the fact that they have support of both the School Act t'tho Labor Act in regard to negotiations The fact that teachers nay resign up to July 15 is c nsidcrod as a hardship in some cases on the local Boards, and the short probation period of one year also makes it difficult to judge the ability and interest of teachers The Board advised that they are holding five Annual Meetings this year commencing on February 10th Brief roforence was made to the fact that over half the province now is included in the County set -up, but with the good harm ny between this Municipal District and the School Division they has been no local request, for a County organization. Discussion took place regarding the need for co- operation between the "lunicipal District and the Towns and Villages in many matt ,s, but with particular roforence to' 1 Canadian Development and Loan Act with the suggestion that the rural area night co- operate with the Village in such a prof ct as a proposal for a swimming pool at Acme. 2. Sharing expenses for various recreational facilities incl ding the operation of swir_rling pools, but also for other orgy izod activities. Schmelke moved that all members of the Agricu Service Bcard be appointed as delegates and that carried as possible attend that meeting at Lacombe Motion Mr Pettem stated that he regretted that he would be un to attend due to a prior cor.iittment The group next discussed the bad infestation of Toad F1 which is in rough terrain along the Three Hill Creek, parti in Sec 199 209 29 and 30 of 32 -24 -4 Mr. Lobay gave his opinion regarding procedures which might be followed for it control, including spraying; by aircraf -c in June and Septemk each year for five years tiwith 2 lbs of 24D per acre. Mr Jerry Moff. of Golden Arrow Sprayers, was also present during this disc The earlier discussion was reviewed briefly and Frere Bros agreed that they would consider paying a portion of the co. the control of this Toad Flax and that they would let our Field Supervisor know something more definite regarding th It was agreed that they should meet with Mr Gordon Park ai Dunc Peters and review the acreages, etc and draft a fair definite proposal The Frere` thanked Council for discussing this with then they then left the meeting. Mr. Jerry Moffat of Golden Arrow Sprayers, met Council outlined the details regarding their new general purpose ai roadside sprayer. He quoted this sprayer at X5,000 less making 64500 net, carrying a 12 month warranty See Page 2 COUNCIL MEETING AND AGRICULTURAL SERVICE BOARD MEETIFG Jan. 13/64 Page 2 If the Council did decide to trade their present sprayer an allowance of $965.00 would be made, thus the price differer would amount to $3535.00 p;us Sales Tax if applicable This Sprayer would require a 2 to 3 ton truck with a flat bed. The matter of the purchase of the Sprayer was tabled unti a future meeting Mr. Rock moved that the Service Board recommend that Counc reconsider the matter of the establishment of an active Farm Purchase Board Motion carried.
