"CIL 112ETING June 10,1963 The regular meeting of the Council -ict of Kneehill #48- was held at the Fills, on June 10/63, commencing at Councillors present were: Mr A. H. Church Div I y llr. Noah Bowe Div. 2 Mr. Ralph Brown Div. Mr Dunc Peters Div Mr Ralph Loosmore Div 5 Mr. S. �. Schmelke Div. 6 Mr. C. C. Campbell Div. 7 Page 1 of the Municipal. Municipal office, 9.00 A.M Mr. D. C Dau, representative of the Three Hills School was present throughout the meeting. 1`r Church moved that Council adopt the minutes of the Oeeting of May 13th and 27th 1963 and of the special meeting of June 3/ 3. Carried. Mr. C. Doan (reeve) and Mr. J Masson (Sec - Treas.) of the County f Red Deer, met with our Council in response to our invitat- ion to ring information to us it regard to negotiations with a labor u ion. They outlined the procedures they had followed in dealing with NUPE and stated that it was not as bad as expected but they fear that the dealing may become difficult later if the pion gains in strength. They felt there was one advantage in having a union contract in that the working conditions and terms are now spelled out in detail and each party knows exactly what is expected The agreement which the Red Deer County now has with its road employees wax read and discussed and a copy was _left with us. They advised that any negotiations be done by a committee of one or wo councillors and the Secretary- Treasurer and that these go into a huddle before making any statements to the other side They fu ther stated that their County is contracting about "155,000 of they work and it was agreed that the work might have to be curtail ?d if increased costs put the total cost of any ;oroject beyond he budget. Mr. Doan and Mr. Masson were given a sincere vote of thanks for attending our meeting and giving us information Mr. Boese moved that a letter be written to the County of Red eer exroressing our thanks for the co- operation from Mr. Doan an Mr Masson Carried. Mr. Joe Dobler, gravel foreman, met with Council and discuss d wor'k to be done. The following were agreed upon. 1 Sand on the 3/4 miles near Nakaska on the road with the sand not to be considered as part of the rie estimated it would take one day to finish the work 2. About two days work on new grades in Div from the Wimbprne stockpile 3 Larson corner, etc at 300 cu vds, to the gra el to come from the Linden stockpile 4. Maul from the crusher as soon as it is at the 4acmine *pit east -west allotment. in Div. 5. 6 starting the mile with ready to wor.? Mr. Wm. Higgins, Asst. District Engineer, met with Council and dis ussed the following briefly. 1 Taylor Siding - the Bridge Engineer is to be there tomorro Profile soon the Gov and profiles and other details are to follow. 2. Sunnyslone west hill_ to have a maximum grade of 85. and cross - sections of the whole job are to be sent to us 3 They have sent a report to the Bridge Branch regarding !rnment culvert requested on the Taylor Siding road. Our work which has been insnected to date has been quite g ood I r Higgins was thanked for attending the meeting and bringi g us the information. kir. Glen Evans, P F. R A Engineer met briefly with Counci. l and. referred to the following: 1. Fyten Dam - The Zmproverlents have been annroved and the Fyten Dam work will be done at government exrense. About 100 cu yds of rock oi pit run gravel will be needed and the Council agreed to co -ope ate in finding a good supply iie suggested that the Contractor might raise the road slightly while he is working there. I''lr. Bo se agreed to contact Mr. Penner for approval of raising the level cf the field adjacent to this road by hauling in a few scrape sful. of dirt The worlc is to be done by Massey Construction Co fairly soon. 2. The Ohlhauser Dam north of Carbon will be put in top Ohl hRi ser shape at P.F.R. A. expense. They will arrange a flood agreement Dam and right of entry with a total area. of about 10 acres affected kir Boese moved that Council make application for the water rights etc in connection with this dam. Carried. 3 The Hanson darn in SE- 24- 29 -25-4. - A request for water downstream has been referred to the Denartment of Water Resources Mr. Evans stated that he was to visit fair Hanson today and invest- igate this complaint although this was not actually his depart- ment I4 Evans was thanked for attending the meeting and for his co-operation. 1 he monthly financial statement for the month ending May 31 was presented and discussed. This shoved a net balance at the end Month y of the month of ;21,123.84. Council was also advised that total Statei tent loans to date total $67,000 none of which have been repaid. Mr -boese moved that Council adopt this financial statement. Carried.
