Department of Agriculture listed those sections which were eligible in the 5 - 8 category in portions of Twps 30 -21 -49 34-23_49 XX3 9 34 -22 -49 34 -21 -4, and also advised that Twps 30 -22 -4 is ineligible A report of Mr H J Hansony as Returning Officer, gave By-LE 404 the r sult of By-Law #404 showing that 243 voted in favor, of Vote voted against and there were 3 spoiled ballots The result f shOvel that 79% of the proprietary electors who voted were in favor of the By -Lair, 4Z?, of those entitled to vote had cast their ballot All this information was tabled for later discussion. Mr. Park and other representatives gave a reT)ort of Gras - the r.eeting at Drumheller with regard to grasshopper control hoppers and dvised that Dieldrin must be used with considerable care but i 111 be available again at $5 00 per gallon., raalattion may be u ed without any waiting period and will cost $10 00 per gall n, Diamethalatc is more expensive, costing X15 00 per U S. A. gallon. It has a short waiting period for safety A declaration form is being signed by all of those who receive sup_n ies or have work done for them The Provincial Department of Agriculture has agreed to assume shipping costs to each District but itf�Ls not agreed to accept the return of any super'- left over at the end of the year. Mr Caubin stated that his company, because of its insur nce, insists that the word "valid" be inserted in the clauSE referring to the guarantee of his company to protect the municipal district from and against claims The new proposal reads against "valid" claims 2. Terms under which a ratepayer may claim compensation back roin the company is changed In that. A letter was read from the Department of Highways advising that the Resource Road Grant for road South of 13714, 15 and 16, Sunnyslope west has been approved in the amount of ;320,000 This is a 75% - 25% Grant so the amount to be spent to earn the Grant is apnroxiraately X27,000. for machine work, extra labor, gravel, etc Mr Paquette stated that his rough estimate of the time required for the whole project would be 1500 machine hours, so this would be too big a project under this one grant ft would also require about 6 main culverts and extra culverts for approaches The westerly three miles could be done in about 1000 hours The amount of work in Sunnsylope itself depends upon the specifications of the Bridge Branch Mr. Peters moved J that the Bridge Branch be advised that this District wishes to give top priority to the Bridge for the Sunnyslope location, that we a k for the Bridge as soon as it can be supnlied, that we get the iequired right -of -way, and that the work on the Resource Road start at Sunnyslope and then go westerly. Rhees Smith of the Calgary District Rural Planning ConmissioLi- Mr. bonald Dau, as represciitative of the Three Hills School Division, was present for a p4rtior of the evening only. Patters pertaining to annexation proposals of the Town of Three Hills and to a water and sever supply for Grant- ville arLd for a proposed P.B.I Motel were discussed at con- siderable length. Previous co,l�.�,puadence between the Town and the Municipal District wa-s read and reviewed briefly. Mr. Smith pointed out that the new Planning Act clarifies the arrangements for joint control of planning, but does not make any major differences in the provisions for plann- ing. The sown representatives stated that one of their slain Dr blerls if they annexed Grantville would be their limited borrowing capacity as any By -Law to borrow would have to be submitt d to a vote of the whole Town, and would likely be de- feated oven though it was to be repaid from the Grantville area. It is estimated that it would cost about 3, 000 to take the water s stem to the edge of Grantville and a further 514,000 to prov de for the distribution system, hydrants, etc, The total e tinated cost for sewage was given as 1,27,200 The Town Council then met separately with Mr. Snith and dis ussed clatters previously referred to them by our Council. They th n again met with our Council and gave their reply as follows' 1 They wished approval of our Council for the annexat on of areas as requested recently being basically- the balance of the SE 36- 31 -24 -4, the proposed are& for a Motel for the P.B I, and those portions of the Sod 36- 31 -24 -4 which are now owned by the Town 2 The Town would have no objection to Commercial develop ent along the access road to the east of Three Hills if water aid sewage is provided and if the development is made in an orderly progressive manner. 3 They suggested that planning control should be underta en jointly for an area about 2 rules each way from the Town 4 The Town would consider the annexation of Grantville if water and s wage has been installed through arrangements with the Municipal 'istrict, and they would accept the debt if there were en ugh hook -ups to pay the operating costs. Mr Sraith stated that the Planning Commission slight be able to draft a general plan for the area for approval by both the Town and the Municipal District. 1 The above were further discussed briefly but no definite action as taken The Town Council and Mr Smith were thanked for at nding our meeting and for a frank discussion of these matters. They then retired from the meeting. They further agreed verbally that they would buy all the required material 3, arrange for all the ditching, the laying of the pipe, etc if this Municipal District would pay then one -half of the contract rate ti,hich was estimated at about X129000 The Municipal District would further send in some of its machinery to cut down the knoll and to spread out the dirt. The l.1unicipal District would further assist in all of the engineering with all work and material to be up to required standard 2 1vir G King reported that he had met with lair Ed Brown of Hadde , Davis & Brown, Consulting Engineers in Calgary on April 30th and had verified the estimates as noted above. Mr. Brown ha stated that the water line would need 8' to 9" of cover to avoid frost; that 3 TIs should be put in the line to pprovide Cor water hydrants which could be added later if needed. #r Browa had further roughly estimated that Grantville itself would re uire approximately 3200' of 6" water line and that the costs in connection with it, .including valves, boxes, three fire hydrants, fittings and services to the property line would amount to about 312,000 The sewer line inside Grantvillc for 3200' includin 8 manholes, etc would cost approx 0'9,000. Servicos to the r sidences, etc would be a further :;2,900. This would make a t tal cost for water and sewage within the subdivision of Grant ille of approximately $249000 If the i,'dunicipal share of taking both water and sewage to the edge of Grantville were 0'7,000 , this would make a cost then of :;31,000. total plus the other matters referred to above There are now 26 residences in Grantville so if all could join in the program, the net cost for water & sewage to the property line would be between 31200 and 3150 per residence Mr .'Brown had suggested that Rainer Koglowitsch take a grade profile o as to determine how much dirt would have to be roved so that the ditch would not need to be more than 9' deep if this is practical. After the dirt is moved then exact levels will be required 3 Dunc Peters and G King had met with about 18 fron Grant - ville in our office in the evening of April 30th and had given them the information previously obtained. They had advised that there ara now two or three wells in the area but, in their opinion, they are worthless About 8 or 9 of those present had septic tanks, but were not satisfied with those either. Christie - Ratepayer Member L Park - Field Supervisor • J Hanson - Secretary to the Board W Pettem District Agriculturist was not able to attend Mr lChristie moved that the minutes of the previous meeting be approved Carried. After considerable discussion regarding the control of Sow Thistles on roadsides, Mr Rock moved that the Board recommend that Council au h©rlize the Service Boa d to assume control of Sow Thistles on roadsid s along with the 5 per�nial weeds Carried. Mr Peters moved that the Board recommend that Council authorize Mr G L. Park, Mr Christie and either Hr. Loosmore or Mr. Peters to attend the regional Service Board meeting in Red Deer on April 4 h, 1963 Carried. MT Park reported on the meeting held in Strathmore and a copy of th minutes of this meeting are on file in the Municipal Office. Mr. i.ock, Mr Park,, Mr. Loosmore and Mr. Manson indicated that they w6uld be attending the meeting in Drumheller on April 2nd. This meetj_ng is being held to get information and to discuss grasshoppc+ control for the coming year. Correspondence was read by the Sec- etary. A 1- tier from Mr. Strome, The Minister of Agriculture was read which stated that the Provincial Government was unable to go any furthop in the way of assistance for the control of grasshoppers This resulted from a delegation of Municipal Officials making rep - resentatio s to tl^e Government for them to pay one - third the cost of all the icals, with tre balance to be shared by the farmer and the Munici al Districts, Mr. Rock moved that the Service Board recommend that the Council seek info oration as to what changes had been made if any regarding Section 89 of the Vehicles and Highway Traffic Act and to find out who is responsible when deer are hit on roads ana highways. Carried Mr Christie moved. that the Service Board recommend that Council authorize the pad, of Service Board assistants be raised from �l 35 per hr. t $1.45 per hr Carried Thl thinking of the above was that in order that good help can be ob ained the wages would have to be raised, A entative budget was drawn up by the Secretary and Field Superviso and was presented and explained it detail to the Board Mr Rock moved that this budget be approved and reco rfiend treat Council a opt the estimates Carried. A copy of the budget is attached with these minutes Mr Christie moved that the Service Board recommend that the old road to the Morrin Ferry be cultivated and seeded under Project 1. of soil conservation and weed control policy.
