of Kneeh'll #47 was held in the Municipal office, jhree Halls on
Monday, February 25th/ 63, commencing at 9:00 A.M

Mr G G King, Secretary - Treasurer, was present during

Correspondence was read from the office of the Fire Comm-
issioner in respect to a Fire Protection Conference to be held at
Red Deer, March 5th and 6th This was discussed at some length.

Communal Property Control Board to Mr Wm Ure, M.L.A, re the
Hutteri n Brethern of Huxley was read to Council. This letter
under date of January 11th /639 gave the following acreages con-

Council was advised that Mr Christ Dobler has filed a claim
through his Insurance Company in respect to an accident which he
had near the south side of section 27- 29 -21 -4 The car insurance
Jcompany has been advised that this road was used only as a farm
trail aid that no previous report of any hazard had been given to

A bircular letter from the M.D of Starland No. 47 under
date of January 7th, was read re level crossing accidents by
diesel Dngines and "rail- liners" Mr Church moved that Council
support the resolution as given in the third paragraph of that
circular, but with the addition of the Canadian Pacific Railways,
thus directing that letters be written to proper officials of
the Canadian National Railway, Canadian Pacific Railway and the
Board of Transport Commissioners for Canada, expressing Council's
concern over the large number of level crossing accidents, that
a strong, recommendation be made to have large revolving flashing
lights installed on all diesel engines and rail - liners, also that
JUore wa -ning lights be installed, particularly Whore natural
conditions make a crossing dangerous and on main market or district
highway roads; and that the switches activating these lights be
set back farther from the crossing so that the warning lights will
come on sooner. Motion carried.
Prices being paid for fuel and our agreement with Imperial
Oil, et e. were reviewed Mr. Peters then moved that council call
for bids for fuel for each point seperately for diesel fuel purple
and No, orange gasoline for the following points; Acme, Carbon,
Three ti lls, Trochu, Huxley, Wimborne and Linden. Each bid is
.f to be for delivery to the point named and the vicinity around it.
All major companies serving the Municipal District are to be
invited to bid and are to also be asked if they will Rive any
special price if granted about 901 of all business. 11 bids are
to be s bmitted in writing not later than 3.00 P.M., Saturday,
March 9th Motion carried )
A 'Letter from the Treasury Branch -�hree Hills, outlined the
terms under which deposit receipts will be accepted and paid
interest for a minimum of $25,000 1the rate for 30 to 89 days is
412V6, for 90 to 365 days the rate is 4 3/4% per annum. T R e
Secretary-Treasurer agreed to get the new rates for the o al
Bank and the Bank of Montreal Mr Peters moved that the ouncil
X authorize purchase of deposit receipts on behalf of this District
by the Reeve and Secretary - Treasurer after the monthly Statement
has been taken off for the month ending February 28th. Carried.
Details were reviewed briefly regarding the tax sale to be
held on March 25th and Council agreed that only the lots as listed
✓ for Swa well, Wimborne and Sunnyslope be offered for sale on that
date
With regard to other tax collections, the becretary- Treasurer
advised that H W Hanses had given this District a post dated
cheque for $800.00 for taxes on SW 11- 30 -24 -4, but that the cheque
had not been made good to date. It was dated approximately two
weeks ago Mr. Brown and Mr � agreed to see Mr. Hanses
y regardi g this matter The Secretary- Treasurer also referred to
r the taxes on the Frank Smith land SE 31- 29 -22 -4, and agreed that
Mr Smith be sent a registered letter demanding tax payment soon.
Th 1962 Financial Statement of Golden Hills Lodge was shown
to Council and discussed briefly It was suggested that the Lodge,
the School llivision and the Hospital work together in an endeavor
to get special gas rates from Plains Western Gas and Electric.
Mr. Loosmore moved that the report be adopted. Carried.

The 4eeretary- Treasurer advised council that Joe Dobler
had reported that the new Michigan Loader must be moved at a
dlow rate of speed as it tends to "bounce ". Mr 14hurdh moved
that Mr Peters and Joe Dobler have authority to have fluid put

Mr G. V Cranston be advised that any fences which they have
f placed across the road allowance west of sections 18 and 19 -3"

A Letter was read from Mr. H. E. Howe as Secretary of the
KneehilL Hail Suppression Association, asking that this Council
pass a 3y-Law for a Plebescite re a Weather Modification Contract
tion for 1963 with Irving P. Krick Associates of Canada Limited on the
area as contracted for in 1 #62 less the two parcels which have
been withdrawn by petition. its further stated that the Association
plans to canvass the outside boundaries of the area for further
support Mr. G.G. King, as Secretary -- Treasurer, showed Council
a map outlining clearly the area referred to in the letter from
Mr Howe and also gave an estimate of the number of acres in-
volved, the cost, etc. This was discussed in some detail.
Council was given further information which came as a result of
the r:ee ing which the Association members had held at Three hills
on February 22nd Mr. Brown then moved first Reading to By -Law
04 No 404 this being a By -Law to authorize Council to enter into
an Agreement with Irving P. Krick Associates of Canada Limited
for Weather Modification contract for the year 1963 for the

Mr IG. G King advised Council that the Mennonite Brethern
Church group of the Linden area r)popose to build a new Nursing
Home, either at the site of the present Halle or adjacent to the
rarnlet of Linden He had discussed this location with Mr. Henry
Regehr of that group with the suggestion that it might be more
advisabla to have the Nursing Home adjacent to a hospital and
doctors, but Mr Regehr had advised that they preferred to have
it in th it own area. Mr. Loosmore moved that Councillors Brown
and BoesD meet with the Board in respect to the proposed Nursing
�- Home to i.scuss the location with them and also to discuss any
other matters of mutual interest. Carried.

Mr. H. J Hanson, Assistant Secretary- Treasurer to act as

Municipa office on April 5/63 at 12 600 noon. Motion carried.
Mr.achmelke moved that no change be made regarding discounts
on curre t taxes for the year 1963. _The discounts being 6% on
S v taxes pad by July 15 and 5% on takes paid by November 15. Carried.
Tax Mr. Ralph Loosmore moved that no change be made in the By -Law
Penal a ,; which al ows for a 5% penalty being added to all taxes outstanding
as of Ma ch 1st each year. Carried.

Mr. Dobler, foreman of the Gravel crew, met with the Council
Mr. Dobl r reported that Albert Hannah, one of their drivers, had
now purchased his own vehicle and would no longer be working for
the Municipal District. Mr. Dobler also reported that Mr Lloyd
Will was now back at work and was driving one of the trucks and
also dri ing the payloader part time
Mr. Dobler stated that in his opinion, if the gravel program
was to start one month sooner than last year, two more Municipal
trucks with the present ones would be sufficient to do all the
hauling.
