W. placed v Reeve COUNCIL MEETING Xx= JANUARY 3' 1963 gage 1 The first regular meeting of the Council. of the Kneehill # 48 for 1963 was held in the Municipal Three Hills, on Jan. 3, 19631 commencing at 9 A.M Mr. G. G. King, Sec - Treas., called for a motion int. a Reeve for 1963. Mr. Peters moved that Mr. rown be Reeve for 1963./ICarried. Mr. Brown then thanked the Council for the confidence in him and took charge of the meeting Those present were . Mr. A. H. Church Div. 1 Mr. R W Brown 3 (Reeve) Mr Dunc Peters 4 Mr. H. R. Loosmore 5 Mr. S. C Schmelke 6 Mr C C. Campbell 7 Mr. D. C. Dau - representative of the 3 Hills School Div. Mr Noah Boese was absent as he was away on holiday Mr. Loosmore moved that Mr. Dunc Peters be Deputy - )r the period ending June 30/63. Carried. Mr. Church moved that Council approve of the minutes s of the eeting of Dec. 10/62, as per cony mailed to each member.1 Carried The preliminary monthly statement for the month ending Dec. 31/62 was presented and discussed as per copy tent include with these minutes. This showed a net balance at the end of Dec. of $1471408.94, with 1962 road grant of $93,201.00 receivable Further 1962 accounts authorized paid at this meeting will reduce the net balance for the year end Mr Peters moved that this statement be approved Carried. Dir ec or Sec - reas FORM 149 -P— Special MUNICIPAL SUPPLIES LTD. v Mr. Loosmore moved that banking business be conducted as in 1 62 through the Royal Bank and Treasury Branch at Three Hills aid the Bank of Montreal at Trochu, that the Reeve or ,iDeputy- eeve together with the Secretary- Treasurer have authori y to sign cheques as and when approved and that the other u ual banking authority be given. Carried. Each present was given a list of the present rates of pay f monthly and yearly employees and rates for 1963 were di cussed as follows: 1. Mr. G. G King, Sec.- Treas. Mr. Campbell, moved that G. G. King be paid $100.00 for his work as Civil Defence Director for 1962. Carried. Mr Peters moved that the wages for G. G. King be X6200.0 for 1963, plus payment as Civil Defence Director at �/a minim of $100.00 to a maximum of $450.00 depending on the work dofhe in this regard. A refund might be made to D and he asked that this be paid to him or credited to .punt. Mr. Campbell moved that the 1963 wages for H. Mrs. V. Hart met with Council briefly. Mr. Peters Vmoved that her wages be set at $240.00 per month for 1963. Carried. 4. Mr Schmelke moved that the wages for each of these be set at $5150.00 for 1963. Carried. Mr R Keglowitsch, P Eng and A L. S , met with Council and reviewed the work done in 1962, the 1962 costs of Raine7 surveying and engineering, the earnings of others in the same Keglowi sch field, and he submitted a new proposal for 1963 as per copy with these minutes. Reference was also made to the effects on the Winter works program and to the information that his Association rules that, if he is steadily employed by this District at a monthly or yearly wage, he cannot do private surveying work for others. All of these were discussed at considerable length but no solution was reached Mr. Peters moved that this be tabled for one month. Carried. 6 Mr. J. Dobler, gravel crew foreman, met with Joe Counci and requested an increase of app. $35. to 40. per Doble ,month Mr. Peters moved that Mr J Dobler be paid at X365.00 i� per mo th for 1963 Carried. All of the above information was ordered tabled. Mr. Peters moved that an order be placed through the A. A. 8. D. EcE for 500 - 7 ft. by 5/8 grader blades for `'delive y to Three Hills. Carried. Shop Mr. Peters reported that the shop comm. has met with Venti ation a repr sentative of the Workmen's Compensation Board and with Reggin Metal Products - plans for ventilation of the 3 Hills Shop are being drafted and prices obtained. The Council was advised that the following corrections should be made in the Bridge and Culvert request list as shown in the minutes of Oct. 24/62 Page 13: Near SW- 13- 30 -22 -4 is deleted as the Orkney- Hesketh project has been tabled for 1963. 5- 5- 34 -25 -4 should have read 5- 3- 34 -25 -4 W/SW- 35- 32 -25 -4 should have read W/NW- 26- 32 -25 -4 In SW -13 -30 -24-4 should have read In SW- 13- 30 -25 -4 Mr. Lo swore moved that the above corrections be made and that the following requests be added: 1. Immediately after W/NW- 28- 33 -23 -4 add: S/SW- 30- 32 -22 -4 (Niemi) new bridge - new location W/NW- 21- 31 -22 -4 (McLean south) new wider bridge -/2. Carried. Mr Park and Mr Hanson then proceeded to their other work and other items of business were dealt with. Mr Peters moved that the rate of pay for Neil Rolston Office Caretaker, be set at `115.00 per month as from January 1, 1963 Carried. Mr. D. C. Dau, representative of the School Div- isior was also in attendance for this meeting Mr. Gordon Park, Field Supervisor, and Mr 81 J Manson A. B. Bd. as S cretary to the Agricultural Service Board, met with 'ouncil and the minutes of the meeting of the Agricultural Service Board of December 7th, 1962 were then read. Mr. dhurch moved that Council approve of the recommended Bang' rateE of pay for the Township Captains for the Bang's Program Capta ns at 11`0 per head with a minimum of $15 00 plus a further ;15.00 for essisting the veterinarian doing the Spring and Fall vaccinations.
