Dau, representative of the Three Hills School was also present throughout the meeting Mr. Church moved that the minutes of the meeting of ;es Nove ber 2nd, 9th and 26th be adopted as per copy mailed to each Councillor. Carried. The monthly statement for the month ending November ly 30th 1962 was presented and discussed as per copy with these ment minutes. This shorted a net balance at the end of the month of $319 544.68. Mr. "oese moved that this statement be adopted. Carried. I. Mr. H J Hanson, Assistant Secretary - Treasurer, presented the general accounts and paysheets for consideration Mr. LSchmelke moved that these be approved for payment as presented. Carried „/` Mr. F. Klassen, Alf r d Janke, falter Janke, met Council and presented a peti ion signed by 38 persons asking that the Sunnyslope - Allii�gham area be deleted from any Weather Modification area ✓ for 1963. Mr. Peters moved that this request be grantedq. the said area excluded. Carried. A delegation of nine ratepayers headed by Mr. R. Muench met with `'ouncil and presented a petition signed by 37 rate- payers asking Council to open the road South of section Z 18-M-23-4, this being the mile from the ,''rochu Auction Mart west They outlined the reasons for the request including the extra corners and the hazards of the existing road. They also agreed that Council might close the road from R. Adams to the Trochu cemetery if they so desired. Mr. Campbell moved that council have profiles taken and estimates made of the ount of dirt work required if this mile of road is to be o ened and that it then be given further consideration. G. and A.S. A letter from R. W. Brown advised that he wished to Auxi iary resi n from membership on the Auxiliary hospital Board as he Hospital felt that he could not afford the time that would be required. Mr. Peters moved that Mr. Ralph Loosmore be appointed as a member to the Auxiliary Hospital Board for the area lying sout of Three Hills Carried Mr. E. Toshak, Mayor of the city of Drumheller, and Mr Bill Tapuska, Engineer of Underwood, McLellan andAssociates, met with Council and discussed the Penitentiary site and the prop sed annexation by the City of Drumheller of sections 25, 6 and 35 in Twp 28 -20 -4 Its estimated cost of extend- ing ater services to the penitentiary site is between $102,000. and 116,400. and the cost of sewage disposal extension is $53, 40 If the Federal Government finances the extensions, then the City may provide the water and sewage for .19 per gallon. They further stated that they have only about fifty building lots left in the City and these will be used by the end of 1963 and the best additional sites are along No. 9 Highway near the top of the hill. The estimated cost of the new pen - iten iary is about 34,000,000 00 and they estimated that 175 pers )ns would be permanently employed. If the area is anne ed, they would also consider a transfer of that area to the rumheller School District No 2472. Present population of t e City of Drumheller is about 3000 and the Local Imp- rovement District is about 4,500. Council discussed the above with them at some length and they then left the meeting. Mr. Loosmore moved that information be obtained from the ederal Department of Public "orks regarding the r roposed peni entiary in respect to the following items: 1, proposed cost 2. the Grants in lieu of taxes that might be expected 3 The effects that it might have on the school situation 4. the requirements for water and sewage 5. the effects of having the said area in either the k1uni -.-ipal District of the City 6. the demands that might be made for fire protection or other miscellaneous services and that similar information be obtained in regard to the Prince Albert -Penitentiary. Motion carried. Er. Brown moved that a copy of the above letter re the penitentiary be sent to the Hon Gordon Taylor, M. L. A. for the Drumheller constituency. Carried Pair. Memb, have 1 :00 v whi 1, t/ with Pair. Schmelke moved that a committee of Mr. Church, ;rown and Mr. King be authorized to meet Mr. E. Woolliams, Ir of Parliament, to get such information that he may in respect to this proposed penitentiary. Carried. The Council adjourned for dinner from 12.00 noon to P.M. Mr. H. Mr. Hazelton reported approximately 1200 cu. yds. have now been stockpiled from Iector pit and they hope to start again tomorrow. They -sted a change of route for further work due to frost .tions. Mr. Schmelke moved that Council approve the ►wing route to be followed by Linden Contractors for gravel - next to the Municipal pit in NE 16- 32- 26 -4, then to pit in -the NJ- of 10- 30 -25 -4, then to the Sharples pit 10- 29 -22 -4, and the following work be authorized from lunicinal nit: 1. stockpile near vaimborne - 3000 cu yds. 2. stockpile at nit - 7000 cu. yds. 3 Sanderman stockpile - 3000 cu. yds. 4. 2 miles west of ''hree Hills - 2000 cu. yds. 5. at or near Paulson - 2000 cu. yds. Motion carried. Mr Loosmore moved a.rr ge for a location for Paul on. Carried. that Mr. Schmelke and I''r. Campbell a gravel stockpile at or near Mr. Hazelton was advised that he should collect from the Hutterite Colony for some 72 cu. yds of gravel which they obta ned. Mr. Peters moved that the hauling to the stockpiles at the it be done owned by either Linden Contractors or this Dist ict, that Linden Contractors be paid .10 per cu yd. for any ravel which they haul to the stockpile and that they do the evelling without extra charge. Mr. Dobler reported that the trucks wre working O.K. and that hoist controls have now been put in the cab. the payl ader needs some bucket repairs and it was agreed that this be done at the Three Hill�shon. He also advised that Lloyd may have to go back into the hospital and that the Work en's Compensation Board is still checking on his claim for ompensation Mr. Peters moved that a claim be made to the Workmen's Camp nsation Board for wages in respect to time 16st by Joe Dobl r during the time of his last injury. Carried. ' petition with five signatures asked that the Plebiscite be again held including the Sunnyslope - Allingham ,,area Council had agreed earlier in the meeting to withdraw that area for 1963. 2. About 20 ratepayers headed by Wm Kilgour and Merle Ands son, Stan Davidson presented a petition with 62 signatures asking that the following area be deleted• Sections 6 and 7 - 31 -2 -4 and east to the river, E2 of sections 26 and 35 and east to the river, sections 13 and 24 - 30 -23 -4 and east to the river. A second petition presented by Elmer Currie and Eric Mullinger with 43 signatures asked that the plebiscite be again held. About 37 of these were from the area above desc abed Mr Schmelke moved that the area referred to above be d leted from any Weather :Modification scheme for 1963. Carried unan. The delegations met with "ouncil and were advised of -the ELbove and expressed their thanks for the decision. 3 A letter from the Kneehill Hail Suppression xsso iation asked for a plebiscite for the same area as in 1962 o plus that area lying , the south and east. This was withArawn by 'Mr jiarold Howe, secretary to the Assocation. 4. A petition with 21 names was read asking that they be omitted from Weather j °lodification assessment. These were from Townships 29 and 301 Ranges 21 and 22. Another petition A,, with 60 names was read asking to be included - mostly from Town hip T8, ranges 20 and 21. Both these were ordered tabl d. Mr Brown and Mr. Harold Howe advised that I. P. Krick and Associates have stated that the area remaining in the N.D. of K eehill is too small for a project area in 1963 unless the County of Wheatland votes in favor. This was discussed at some considerable length. Mr. Loosmore moved that the decision regarding this machine be left to the Capital cost meeting to be h ld in January, 1963. Carried. ` Mr. H. J Hanson, Secretary to the Shop `'ommittee re- portd that they had met with a representative of the "ork- menis Compensation Board at the ''Three Dills shop, and had disc ssed the required ventilation system with him. the Shop '�ommittee recommends that Reggin noofi.ng be asked to give a qu tation for the ventilation system including ducts that migh be placed in the ceiling. Mr. Schmelke moved that this repo ,t be adopted and that that committee continue working on it Carried. -%ouncil was advised that a Bridge Inspector will be in this 'District for inspection work starting this 'Wednesday and it was agreed that he work in the northern part first and that the following be added to the previous list: 1. Niemi bridge in the SW 30- 32 -22 -4 with proposed new ocations so that the north -south road can be opened. 2. Wm. McLean south - west of the NW 21- 31 -22 -4 request a new wider bridge 3. Hesketh bridge in section 12- 2.9 -22 -4 requires repair work as one pile has split )#. Merle Anderson bridge west of 17- 30 -22 -4 needs a new deck and other repair work The road foremen were asked to bring their inventory up-to-date and the matter of ordering grader blades was tabled until next meeting. i °ir Schmelke moved first reading to By -Law No 397, this 397 being a By -Law to purchase a new International one -ton truck from Wright I,Iotors, Carbon at. a price of $2877.95. Mr Church moved that third reading be given to By -Law No. ' 96 to give a Grant of 8200.00 to the X21 Boy Schut Assoc. and hat this payment be now authorized. Carried. Vote 6 - 1 with Mr. Schmelke opposed. Mr. Peters and Loosmore reported that the sewing clinic is sponsored by the Provincial Government and that no charge can be made to those attending. King as Welfare officer, gave a brief report re the aul Terlesky family. He had been unable to keen_ his job with Ivan Schmidt as the work was too heavy.. He had then obta'ned work at a dairy farm just south of ilidsbury and had moved there recently. However, that work had also proven too heav for him so he had been forced to leave it aid had moved with his family into Didsbury. Welfare assistance will be requ'red until such time as he or his wife is able to obtain satisfactory employment. Mr Loosmore moved that this report be a cepted and that welfare allowance be approved at the same rate as previously plus the rent for the house. Carried. ! Mr. Schmelke moved that 'ouncil agree Otto Schimke $7.00 for extra posts needed for fencing on the south side of 1 -33- 23-4. Carried. Council was advised that the 1,11unici al Inspector had :ipal made his official visit and inspection on hursday, December sction 6th d had verbally stated that all business was being handled satisfactorily. The official report will follow_later.
