II COUNCIL MEETING NOVEMBEt 2, 1962 Page 1 A regular meeting of the Council of the M.D. of Kneehill ##�S was held in the Municipal office, Three Hills on November 2nd, 1962, commencing at 9:00 A.M. Councillors present were. Mr. A. H. Church Div. 1 Mr. Noah Boese Div. 2 Mr. Ralph Brown Div. 3 (Reeve) Mr. Duns Peters Div. 4 Mr. Ralph Loosmore Div 5 Mr S. C Schmelke Div. 6 Hr. C. C. Campbell Div. 7 Mr. D. C. Dau, representative of the Three Hills School Division, as also present throughout the meeting. Council were advised that Linden. Contractors are now moving into this District to start work on the gravel crushing grogram under the Winter Works set -up. Considerable discussion took place as to the route which the contractors should follow in this program. Mr. Campbell then moved that Linden Contractors be directed t start the crushing work at Caliaert or Knudsen pit in the N2 3 ot 10 - 34 -22 -4. Carried The committee of Church, Brown, Loosmore, Schmelke, Campbell amd King reported that they had inspected the Trochu Auction MEwt this past Tuesday The building is 501 wide X 150' long, and the northerly 701 are insulated, and th.ey believed it could be adapted for use as a repair shop and storage site for Municipal machines and for busses. Mr. Peters and Boese, on behalf of the Trochu Auction Mart, then stated that the price of the Auction Mart is $149000.00 including the land - approximately 7 acres - the building, the heating, w ring, the well, pump, motor, gas connection, etc it does not i elude the planks, the stalls, scales, the kitchen equipment and such things as that. Mr. Boese and Peters then left the Council meet" -ng while the balance of the Council discussed this price. Mr Dau was asked if, in his opinion, he thought the School Division would. be interested in storing the school busses in that building i it is purchased. He replied that it is not their policy to provide storaF:e and they doubt if it would pay. Mr. Schmelke then moved that the Council do not buy the Trochu Auction'Iart with land, etc. at the price of �p14,000 Carried unim. Mr. Boese and Peters returned to the meeti.ngand were advised of the above decision. Mr Gordon Dickau, Contractor from Ponoka, met Council regarding the new church which is being at the north side of the Hamlet of Linden, He stated that the size was 50 x 90 and gave some information regarding its location on the property. Mr. Brown moved that the Council approve of the const- ruction of the new church and that the contractor be charged for water at tie minimum rates. Stahl Texas Gat LA 1; V Mr. Peters moved that the gravel crew finish the gravelling work in Div. 7 then work in Divisions 2,1, 5 in that order. C ried. Mr S. W. Pettem, District Agriculturist, and Mr Gordon Park, Field 6upervisor, met with Council, and business pertaining to the Agricultural Service Board was discussed. The minutes of its meeting of September 28, 1962 were reviewed very briefly and recommendations contained therein were referred to Council in respect to 1080 program and also the .agreements with the various Veterinarians. Mr Schmelke moved that the Council approve of the contracts with Dr. Greenway, Dr. Wilson and Dr O'Callaghan and Alman for ang's vaccination work, and that the Reeve and Sec- retary-Treasurer be authorized to sign same on behalf of this District. Carried. Mr. Peters moved that the Council approve of the use of 1080 Co ,rote baits during this coming winter as recommended through the Agricultural Service Board minutes. Carried 1 Mr Gordon Park reported on recent work referring particular y to. 1. Good progress in road seeding 2. 127,000 trees ordered for next year 3. 21 farmers have used Septic Tank forms recently 4. Over 2000 head of cattle have been sprayed 5. C o -r al is not available but Rue lene is now on hand and it wil give good results in Warble control. It may be either poured on Or sprayed.. A letter from Mr. W.A. Greenway was read regarding weed problm in the SW 19 -29 -25-4 and this was referred to Mr. Gordon Par] s. Mr Gordon Park advised that he has taken the motor off the old sprayer and it is now being used as a spare. He recommends that this District keep it Mr. Boese moved that Mr. Gordon Park be authorized to contact Mr Meston regarding the old sprayer and arrange sale if possible to him or through the Trochu Auction Mart Carried. Mr Pettem advised that the Welding School will be held at Ca bon sometime in January and that we will be advised of the exact ate fairly soon. Mr. Pettem and Mr. Park were thanked for attending this portion of the meeting and they then left. The application of Joe Stahl to place 'Texas Gates at the northe3.st and southeast corners of See.13- 34 -23 -4 on the north - south road was referred to Council. Council was advised that the notice of his has been placed in the Capitol and that protests if any are to be received by next Friday. G King reported that he had. met Mr. 0 Burkinshaw of k'leetwo d Petroleums at his office in Calgary on Monday last and had discussed the tax situation with respect to the well property in the NE 2- 31 -22 -4. Mr. Burkinshaw had agreed to discuss this ,rich other Directors of the Company but he had made no definite commitment as t o whether or not they would pay the taxes. Mr. Peters moved that this District place Seizure on the Well property of Fleetwood Petroleums in the NE 12- 31 -22 -4. Carried. Mr G. G King, as Welfare Officer, reported in respect to Mrs Anna Schneider as follows 1. He had attended the Court Hearing in Calgary on Monday last at which time some evidence had been given regarding the Estate but it was very conf lieting The case had been adjourned for approximately two weeks, at which time full details will be discussed. 2. He had discussed this also with the City Welfare Department and had been advised that Mrs. Schneider had been granted $33.00 per month for groceries. =' 3. He had suggested that she be referred to the Provincial Welfare Authorities to make application for Social All- owance and this is to be done Mr. Schmelke moved that this report be accepted. Carried. Mr. Campbell moved that application be made to the Provincial Department of Lands and Forests for a Recreational Lease for aportion of E of 14- `3 -22 -4, west of the Red Deer River and that the application fee of 10.00 and the rental fee of 41.00 V be authori ed paid. Carried. Mr Boese moved that the account of W. F. Moore of $6.0 for Patrol work be cancelled as the work was along the road all- y owance and the responsibility of the District. Carried. Mr. Church moved that Council approve of the agreement with FrodeJensen in respect to right -of -entry portion of the SW 3- 29 -20 -4 d other matters pertaining thereto, and that the Reeve and aecret y- `Treasurer be authorized to sign same on behalf of this Distr et, and that Mr. W. R. Sandercock, Solicitor, be atzthor- v ized to proceed with registration of the Caveat and other matters. Carried. V FORM 749 -N— Special MUNICIPAL SUPPLIES LTD. Mr. Campbell moved that Council accept the revised requisitioi of the Drumheller health Unit as now submitted on the basis of tie new population figures and with adjustment for the permanent opulation of the Prairie Bible Institute. Carried. Council was advised that a request had been made to have the S alwell Nuisance Ground cleaned up by having a cat tractor pu h back the refuse. This was referred to Mr Boese for his consid ration. 1 The following then met with Council- Mr. Wes Anderson of Robertson, Anderson and Company, Auditors of lied Deer, and Mr. Albert Barrie of the new firm of J.A. Barrie and Company Mr. Anderson a vised Council that his firm is selling their business along Highway #21, the Three Hill - Delburne area to Mr. J A. Barrie and Company, subject to approval of those firms with which they are ding business Fie introduced Mr. Albert Barrie to Council and gave h m an excellent recommendation, stating that he has been senior ace untant with. their firm, has had experience with Chartered Accountant3 both in Drumheller and Red Deer, has had experience in -Municipal District and County auditing, and that, through being located at Three Hills, i,r. Barrie should be able to give excellent service. qr. Carried un4n. A letter was read from St Hilda's Church, Arthurvale, requesting provision of further parking area by the east side of their chur h and also requesting a new entry to their cemetery. Mr. Boese moved that this request be referred to Mr. V Campbell f r further consideration. Carried. A letter from the Apprenticeship Board advised that only the one course will be offered in Calgary this year for heavy duty mechanics. The apprentice x1±1 is paid transportation to and from the school, plus '$12.00 per week if single or X15.00 per week if mapried, while they are in attendance at classes. Council was advised that P F A inspections are now being made in those portions of the District which were reported as having ow yields A partial list ofthe names of the inspectors is on file A letter from the Provincial Planning Advisory Board was read in which it stated that it was unable to meet interested parties in regard to subdivisions adjacent to Three Hills on this v date, and hat a date would be set for sometime in the future. Mr. King reported to 0ouncil that some tax, payers are becoming v ry delinquent in tax payments and he recommended that some action be authorized by Council. .examples were given in support of this. Mr Schmelke moved that warning letters be sent to those who we any taxes prior to 1960, and that, if payment is not made,befor the end of November, that seizures be placed to guarantee collection Carried. The water problem connected with the Reissig mine in Sec. 14-33-23-4 east of Trochu was discussed at some length. 'Phis had been i spected by all "ounc:i_llors except -Duese and. keters. That the dates for Hail Suppression be from noon of June 10/63 to midnight of Sept. 20/63. Carried. Mr. Doug. Hazelton, of Linden Contractors, met with it re their gravel crushing work. McCune, Chief Engineer of the Dept. of Highways, at this site on Tues Nov 6th/62 and had discussed it in detail as to need, location, etc. They had also looked at the present Orkney hill oad, the Taylor Siding road, and he Beynon road. Mr ��Cune showed Council the work done to the south of Taylor Siding and Beynon by the County of Wheatland, much of it being under Contingency Grant. Mr Cune's suggestions were, in brief: 1. Mr. Gimbel reported that Wright Motors has been contacted and has agreed to sell a new International truck to this District at cost price plus $35.00, making the price with Positrac rear end and less the spare tire and wheel approximately $2850. Mr. Schm lke moved that "'r. Church and Mr. Gimbel be the committee with authority to buy the one -ton International truck from Wrig t Motors under the terms noted above if delivery can be made soon. He then moved that Council approve giving 20 ds of gravel to Norman Klassen for his driveway, this to uled by Mr. Klassen from the stockpile at the Megli pit. ed. Mr. T. See Page 19 Ac S 4 C COUNCIL MEETING Nov. 26/62 Page 19 The new Local Authorities Pension Act and its regu ations were outlined to Council and discussed in con - side able detail. Mr Brown and Mr. King reported that they had met with Mr Vincent, Agent of Canada Life Assurance Company at our office recently and had made a close comparison of this new Act with the Pension scheme through that company. They suggested that present employees hired on an hour y basis be kept under the present plan with Canada Life Assu ante Company, but that full time office and other empl yees be covered under the new scheme. This was dis- cuss d particularly in reference to present office staff, the two oad foremen, the gravel foreman and the Field Supervisor, each of whom would appear to benefit considerably through the new scheme Mr. church moved that Council apply for coverage under the Local Authoriti s Pension Act for all full time office employees, for the Meld 6upervisor, for the road foremen and grav 1 foreman who are hired on a monthly or yearly basis. Mr. Brown moved that Council agree to a slight change in the Pension Plan with the Canada Life Assurance Company so that any employees who join the Plan after January 1st, 1963, will not receive credit for past service.
