September meeting. Carried unan IIr. Allen Huxley, met with Council and requested leave of absence from September 22nd, 1962 to May 17, 1963 so that he may attend a course at Calgary tech. He wishes to return to work with our Engineer following completion of that course He is now working with the Agricul Lral Service Board while I <ir Keglowitsch is on holiday Mr. Loos -more moved that Allen Huxley be granted leave of absence as he requested4 Carried. Mr Drown reported that Mr Keglowitsch, Engineer, had been granted time off to write a survey exam in Edmonton on September 4th and that he had requested holidays from then until September 23rd. This would give him full holidays for all time worked up until the end of 1962. Hr. Carried Council discussed the report of RQy Forrester in respect to the `4imbo ne well A new well was drilled to a depth of 205' and good soft water is now available Mr. Schmelke reported that the old casin, was talLen from the old vrell and is now left there and that also a larger motor is needed because of the additional depth Hr Peters moved that IT . Mr. Loosmore also stated that Lawrence Braconnier w :sties some private work done at a railway crossing in his Braconnie land. Mr. L osmore moved that these two projects be granted when the equipment is available with regular government rates to be charged for the private Tork. Carried A letter from the Department of Municipal Affairs ad- vised that the 120 acres of the Sid 2 - 29 - 24 - 4 which had been S19- 2 -29 -2 acci�uired by the former I.I. D. of Carbon through tax recovery is actually under the control now of the Department of Municipal Affairs, and this District has no jurisdiction over it as it is outside of our boundary. Carried. 11'r Church moved that this District make application to participate in the civil Defence Financial Program for the coming year. Carried. Mr. Glen Evans, District En ineer from Red Deer for F.F.!;.A., Mr. Vernon Hanson, P.F.R.A. ;purchaser of the SE 24- 29 -25 -4, and Mr. Gordon Park, Field Super- visor ro L, Mr Evans outlined various general regulations in regard to water rights and assistance under P.F.F. A , referring briefly to the following* 1 The Provincial Government owns or controls all wat -�r rights I,,To water right permit is required for a dug -out. the amount P.F.P.A. will contribute is 07¢ per c.yd. to a maximum of ,250.00 Dug-outs may be proceeded with prior to approval If dams are to be constructed the Province requires a plan from P.F.R.A. Any community project should be properly licensed prior to construction but this has not always been done as in the Manson case. They prefer an application from the Municipal District J first with t-ie District to get land rights either by Title or Basemen at no cost. P.F.R.A. will then operate the project for one year. The license or water rights will be given in the name of the municipal District and the maintenance becomes the responsibility of the District after one ye .r, but, P.R.R.11., in practise will act on any reasonable application or assistance. 3. Irrigation may be on an individual basis with Led license to the occupant. 3. The Municipal District should have arrangement for access. 4. Mr Hanson stated that reducing the water level approximately 21 in any year looks after the down - stream water need 5. Mr. Evans suggested that it might even be advisat to erect otlier dams farth-r upstream as a further control, and to maintain a etter water level. The following was discussed briefly in respect to the Fyten dam in Section 4- 30 -24 -4: 1. The Title is now in the name of the Municipal District an George Fyten has agreed to transfer to this District 1 X1.00, the rea lying immediately west of the water reservoir. 2 Mr Evans is awaiting a report from the Fish and Game Branch in respect to the actual depth needed to maintain fish 3. After receipt of that report, P F P.A. will con- sider the possibility of raising the wat r _level and doing work necessary i connection with that Mr. Evans stated that P F R A pays the full cost of the project if it is at the request of the IT.D. and if it is a larger prof ct on an Agricultural basis and a number of farmers would benef t. Yr. Boese moved that an application be made to P F R to determinE the feasibility of raising both the Swalwell and Grai: Community d ms, that P.F.R.A. submit plans of these projects as th, exist, and if feasible the increased storage plans and structures to the Director of Water Resources, Terrace Building, Edmonton, requesting that a license be issued for the dams on the SE 24 -29 -2 and the 17,1 — 30 -24 -4 in the name of the M. F rguson and had endeavored to get an Agreement for land t; purchase fo7 the one rod strip along the east side of section 35-30 - 22 -4 so tha the phone line to be constructed to Alex Bergos could Ferguson be set back one rod. Mr. Ferguson had refused to accept the standard rate of 34 times the assessment T,Ir Loosmore then moved that the Bergos new phone line be authorized constructed along the road allowance phone adjacent to the fence line. Carried. a Mr Arnold Boese and Doug Hazelton of Linden Contractors met briefly with Council, and discussed the details of the T)roposed Linden work from t e 'lvin stockpile They were advised that Council has Cont. agreed the gravel should be crushed to 3/1"' and they accepted the ' price of 56 f per c.yd. for this work. Mr. Campbell moved that the contract for the above be given to Linden Contractors and that they i arrange for the necessary trucks for the gravel haul. Carried. ' Mr. H. J. Gimbel and T Paquette, foremen, met with Council and were present while matters pertaining to -the road program were being discussed. Z.Ir Mark Bell of Crown.
