and proceed to deal with any business which is brought before it, and
that this be considered as part of the regular. September meeting.

IIr. Allen Huxley, met with Council and requested leave
of absence from September 22nd, 1962 to May 17, 1963 so that he may
attend a course at Calgary tech. He wishes to return to work with our
Engineer following completion of that course He is now working with
the Agricul Lral Service Board while I <ir Keglowitsch is on holiday
Mr. Loos -more moved that Allen Huxley be granted leave of absence as
he requested4 Carried.
Mr Drown reported that Mr Keglowitsch, Engineer, had
been granted time off to write a survey exam in Edmonton on September
4th and that he had requested holidays from then until September 23rd.
This would give him full holidays for all time worked up until the end
of 1962. Tie had also taken about a week's time for private study,
but would may e this up by extra hours following his return Mr. .Brown
moved that t ese arrangements be approved by Council Carried

Correspondence was reviewed in respect to the proposed
intersection of Highways 27 and 21 and a letter from Hon. gordon
Taylor, iIini ter of Highways, was read in which he stated that they
now proposed to make the intersection approximately 500' south of the
present location. Mr. Campbell moved that Mr Taylor be asked to

that Ed Huxley be contacted regarding that.
Hr. Peters moved that the following line extensions of
Canadian Utilities be approved as per plans submitted:

thereto.

Correspondence was -read in respect to the claim for
damages as filed by George Andriashyk and a letter from Guardian
Caledonian Insurance which stated that no further action is being
t aien in respect to the claim as the other side has agreed to with-
draw it. This was ordered filed.
A letter from the Department, of Highways advised that
they have ag eed to extend tim for one year our sidewalk or paving
pro;r•m for areas adjacent to Three -Mills. I-Tr. Peters gloved that this
District proceed with the sidez,,Talk in the vicinity of the P U.I. Grade
School and ri1nning north - south, but that action on others be tabled

ljr Brown gloved that Council approve of the addition to
the Linden S-ubdivision as submitted on behalf of the Mennonite Church
and being al ng the north side of the present Hamlet - all as per
plans submitted. Carried

in the Shc 30 29 -22 -4 as submitted on behalf of Mr. Barnes as per plan.

Council discussed the report of RQy Forrester in respect
to the `4imbo ne well A new well was drilled to a depth of 205' and
good soft water is now available Mr. Schmelke reported that the old
casin, was talLen from the old vrell and is now left there and that also
a larger motor is needed because of the additional depth Hr Peters
moved that IT . Schmelke have authority to get a 3/4 or 1 horse - pourer
motor for the Wimborne well. Carried.

moved that this proposal be adopted and carried out Carried

Defence J Church be named as a Control Committee of Council for all matters
pertaining to Civil Defence. Carried.

participate in the civil Defence Financial Program for the coming
year. Carried.
A circular from the Department of Highways asked that

works vised that the 'Winter Works Program would again be in operation on

District En ineer from Red Deer for F.F.!;.A., Mr. Vernon Hanson,
P.F.R.A. ;purchaser of the SE 24- 29 -25 -4, and Mr. Gordon Park, Field Super-
visor ro
L, Mr Evans outlined various general regulations in regard
to water rights and assistance under P.F.F. A , referring briefly to
the following*
1 The Provincial Government owns or controls all
wat -�r rights I,,To water right permit is required for a dug -out. the
amount P.F.P.A. will contribute is 07¢ per c.yd. to a maximum of
,250.00 Dug-outs may be proceeded with prior to approval If dams
are to be constructed the Province requires a plan from P.F.R.A.
Hanson and then an application for water rights. Culverts are required in
Dam all larger Projects ido dam should be constructed without approval_
etc. first being received.
2. Any community project should be properly licensed
prior to construction but this has not always been done as in the
Manson case. They prefer an application from the Municipal District
J first with t-ie District to get land rights either by Title or Basemen
at no cost. P.F.R.A. will then operate the project for one year.
The license or water rights will be given in the name of the municipal
District and the maintenance becomes the responsibility of the District
after one ye .r, but, P.R.R.11., in practise will act on any reasonable
application or assistance.
3. The Province always maintains the right to operate
the gate vale in the culvert as it deems fit

The following things were then discussed in regard to
am.
1 No license has been granted to date and the Prov-
nment wishes it in the name of the Municipal District.
2. Irrigation may be on an individual basis with
Led license to the occupant.
3. The Municipal District should have arrangement for
access.
4. Mr Hanson stated that reducing the water level
approximately 21 in any year looks after the down - stream water need
5. Mr. Evans suggested that it might even be advisat
to erect otlier dams farth-r upstream as a further control, and to
maintain a etter water level.
The following was discussed briefly in respect to the
Fyten dam in Section 4- 30 -24 -4:
1. The Title is now in the name of the Municipal
District an George Fyten has agreed to transfer to this District 1

2 Mr Evans is awaiting a report from the Fish and
Game Branch in respect to the actual depth needed to maintain fish

Mr. Evans stated that P F R A pays the full cost of
the project if it is at the request of the IT.D. and if it is a
larger prof ct on an Agricultural basis and a number of farmers

Yr. Boese moved that an application be made to P F R
to determinE the feasibility of raising both the Swalwell and Grai:

to the Director of Water Resources, Terrace Building, Edmonton,
