The COUNCIL MEETING AUG. 13, 1962 Page 1 A regular meeting of the Council of the 11 D of Kneehill 3 in the Municipal Office, Three Hills, commencing at M. on Aug. 13/62 The Councillors present were* Mr A. H. Church Div. 1 Mr Noah Boese 2 Mr. Ralph ?,T. Brown (Reeve) Mr Dunc Peters Mr. Ralph Loosmore 5 Mr. S. C. Schmelke 6 Mr C. C. Campbell was absent as he was away on holidays. :e Hills S. D. was not represented Mr Boese moved that the minutes of the meeting of July 6t and 27th/62, be adopted as per copy mailed to each council or. Carried The monthly financial statement for the month ending July 31/62 was then presented And discussed as per copy with these minutes his showed a net balance of w230,914.33 at the end of July and all loans repaid. A letter from R. C. Clark, 11. L. A., asked Council to appoint its two members to the Chronic Hospital Board for the Mountain View- Kneehill area Previous correspondence and discussions were reviewed at some length. Mr. Loosmore moved that tha Dept. of Health be asked for a reply to our letter of October 24, 1961; that they be asked if the Chronic Hospital is definitely to be built and, if so, that representatives of Carbon, Acme, Trochu, and Three Hills be invited to meet our Council on Sept 10th at 2 P.M. I'larks and 6 other representatives of the i Petroleum Association met with Council for a discussion problems pertaining to the Pe #roleum industry. Mr H. J. Gimbel, foreman, met with Council and remained 1 business pertaining to the road program were discussed. 111r. lien Arkley, of Westeel, met briefly with Council and discuss d culvert needs and road signs briefly. A letter was read from the Prov Manning Advisory Board stating that it will held a meeting of interested parties at Three Hills in respect to future development and subdivision control adjacent to the Town Mr Peters moved that all Councillors be advised of the date and time of this meeting and thal as mm many as possible attend. Carried Mr. Loosmore moved that Council approve of the proposed Buyer -P xon subdivision in Pt NW- 15- 29 -23 -4 as per plan submitted Carried Mr. Loosmore moved that the proposed Barnes subdivision in SW-30-29-22-4 be tabled and that Mr. Church be delegated to discuss this with them from the standpoint of future taxation, etc. Carried. Anders submit Mr. Peters moved that Council ap rove of the proposed - Steiner subdivision in Pt. NW- NfJ3 -23 -4 as per plan d. Carried. Paquette, foreman, met with 6ouncil and was while further matters pertaining to grading, etc., cussed Mr. D. Hazelton, of Linden Contractors, met briefly with Council to inquire if there is additional crushing work for them, he was advised that it would likely be left to be done under the winter works program. H. J. Gimbel reported that Gordon Kimmel had quit the 4" road crew, two Diedes and a Hanson have been helping with fencing, etc. 14r Allan Xoch met with Council re the 1st year Course for Heavy Duty Mechanics; would receive 551�1 of Journeyman's wages plus $2 00 per day for room & board, only Calgary date appears to be Feb. 11 to Mar. 22nd. The Sec.- Treas. was asked to wite to the Apprenticeship Board for further details Mr. G. King reported that he had interviewed Mr Walters, Bridge Inspector, at Edmonton, on Aug 3rd. re the bridge for the Ghost Pine Creek South 1- J3 -23 -4. The Dept. agreed that it is 0 K if this District just does the required channel work and sufficient approach work for their crews fairly soon, they will construct the bridge later this year, and our crew can then complete the required grading Mr Schmelke moved that Council approve of this arrangement. Carried. Fn the land & fence agreement with Otto Schimke was V presented authorizing a total payment of $275.00. Mr. Boese moved that this be accepted. Carried. The road comm. reported on its investigation re an inlet road to SJ- 1- 33 -23 -4 for Bert Cira.nkewitsch. It seemed that it might be best to provide a low level Creek crossing after the channel is changed. Mr. Boese moved that this be tabled and inspected by the whole Council during road tour. LTD Application of Roland Berreth for work was read and ordered filed Request of Herb Gogal for better drainage S/SE -26 -33 -24-4 was re rred to T Paquette for investigation and report A letter from the Orkney Mutual Telephone Co. advised that thgy wished to build a new phone line from Garson Gorner to Berg Ds on west side of road and asked if Council wished this set bad: to provide District Highway width. Mr Church moved that this District purchase the necessary land so that the new telephone line can be set back one rod Carried. A letter from Mrs Louise Ililz stated that she is not willing to accept Council's offer for the south rod of the 52 -16 -3 -22 -4 for road widening. He was advised that thD purchase of a Ripper has been tabled for this year. He also discussed the benefits of a special cutting edge. Price a out $82.60 for set of 2 (141) - it appeared that some had beea delivered to us without an order but had been billed. H J Gimbel stated that he could send up the Euclid with its new operator to the north crew within a few days and le it work there until he needs it at the River road. Mr. Br in moved that the Euclid be transferred as noted above. Carried. Mr. Bill Elser, of S & T & Cons. Tlic -Mac Oils, met with Council re road improvements, W -31 and SISI - 31 -32 -2�--!+ (Zehs ) They will touch up the grade end split the gravel costs with this District W- 30- 32- 24--1+ If M. D. Supplies 40 ft. of 36" culvert, they will install the culvert, improve the grade, and gravel c' at their expense Mr. Peters moved that the above arrangements be accept d by Council Carried. Carried Mr Schmelke reported that l'lr Forrester, water well drille , had not been to `�'iimborne to check our well and asked `` that the Sec -Treas contact him re this Mr G. G. King, Sec - Treas., reported that he had been to Edmonton and had interviewed Departmental officials on August 3rd: Dept of Municipal Affairs -- additional details for the winter works claim for gravel work had been audited and then taken to them. Appeared acceptable. Bridge Branch - Dept will be satisfied if this District does the necessary channel work for the new bridge S- 1- 33 -23 -4 at the bridge location and builds sufficient approaches for the bridge crew, bridge will be built later this year, grading can be completed later. Dept of rlighways re sidewalks - discussed possibility of tabling Grantville sidewalk for 1 yr. to allow for better planning. A letter from the Dept of Highways was read re this and re agreement with P B I. I'Ir Loosmore moved that the above report of G. G. King be accepted and that the Dept of Highways be asked to grant ` a one year extension for the sidewalk grant. Carried. Mr Church moved that payments be made for gravel purchased under the winter works program. Carried. Council was advised that the Prov. and Federal Govts both approved of our revised Winter Works application for gravel work so as to cover the extra work done. application for P. F. Mr Schmelke moved that Council approve of the line extensions adjacent to 6 -33 -24-1+ for Canadian Otilities as per map submitted Carried. Mr. Boese moved that Council accept the assignment from Linden ontractors to the Royal Bank in the amount of 32500. Carried. G G King as ,I. elfare Officer reported that Paul '11'erlesky has no, been released from Calgary Ganeral hospital followijig a successful operation, is looking for light work for the winter; will still require assistance until he regains his strength. Schneider. Some V emergeiley assistance may have been granted by the City of Calgary but no details have been received. The Sec. - Treas. advised Council that the P. F R. A. are m ing an investigation re the Fyte n dam and will advise us of their plans later. A letter from the Research Council advised that two of its staff will be at our office on either the 21st or 22nd of this m nth to discuss the water supply for the area adj�cent to Throe :-sills.
