A regular meeting of the Council of the M. D.
Kneehi1 was held in the Municipal Office, Three Hills,
commenc ng at 9 A. M. on Friday, July 6, 1962.

Mr. Peters moved that the minutes of the meeting of
V June 15th & 25th, 1962, be adopted as per copy mailed to
each co -ancillor. Carried.
The financial statement for the month ending June 30/62
was then presented and discussed as per copy with these minutes;
this showed a net balance at the end of June of $75,488.84, but
with $193,000-00 owing on loans. Mr. Boese moved that this
statemeiRt be adopted. Carried.
The Sec.- Treas. advised that $61,000.00 has been repaid
P on loan in July up to and including July 5th; the Municipal
Assista ce Grant has not been received but is expected soon
Correspondence was then dealt with as per the agenda
Mr. Brown and G G. King submitted a welfare. report
which they had completed on July 2/62 in respect to Mr. & Mrs
Paul Te lesky and family and they advised that they had authorized
$30.00 emergency food allowance through Ball's Foodland of
Trochu. Mr. Schmelke moved that the report be accepted and that
� Council authorize a further $20.00 per month cash and $20.00 per
week al owance through Ball.'s Foodland for the Terlesky family.
Carried.
Mr. Peters moved that Council approve of the proposed
subdivision of Block B Plan 4617 F.N. Three Hills Subdiv. into
, three lots as per tentative plan submitted through the Town
and Rural Planning Branch. (Bradfords). Carried.
Mr. Joe Dobler, gravel truck foreman, met with Council
and discussed progress on the gravel X= program. Council agreed
that an extra wheel and tire be bought for the fuel wagon.
Further work was outlined in general Discussionfollowed about
the benefit of hiring extra trucks for the longer hauls.
Mr. Boe a moved that the Council authorize the hiring of extra
trucks Lf the haul is over 10 miles, that the local councillor
and Joe Dobler be in charge, and that the rate paid be a flat
10¢ per cu. yd, per mi. of haul. Carried
Council also considered the advisability of buying an
air com ressor for the gravel crew - this was tabled for this
year wi hout motion.
A letter from Prairie Farm Assistance advised that
Sec. 21-33-25-4 is definitely :.,;,-. not eligible,
Section3 13 to 16 and 21 to 28 in 28 -22-4 may qualify and
' will be referred to the Board.

Mr. Schmelke moved that the requisition of $279.00 from
Lsfail Municipal Hospital District be accepted but that
advised that an additional tax will have to be levied
to recover the amount from the area involved. Carried.
The Sec.- Treas. advised that the 1961 taxes had not

I Mr. Loosmore moved that the above be tabled until the
next meting so that further information from the Prov. Govt
may be vailable for guidance. Carried.
The Sec. -Treas advised that the Drumheller Health
Unit ha3 been asked to investigate the population figures
which it used for requisition purposes as it appears that
those in the Prairie Bible Institute were counted twice.
Mr. Peters and Schmelke stated that they had not met
to cons der the Torrington requests but would report at a later
' meeting
! Mr. Peters and G. G. King reported. that they had met
with a 'ommittee from the P. B. I. and "Ruarkville" in respect
to the ollowing:
1. Sidewalk from Ruarkville to south end of this
Distric adjacent to the P. B. I - on west side of road.
This ap eared advisable but details had not been worked out,
the P. B. I. would assist so that the Govt. grant should
pay all expense to this District.
v 2. Recreation Grant - they agreed to set aside an
area north of the P. B. I. grade school for slides, swings,
etc.Pe

and tha further details be secured for reference to the

Mr. Campbell asked that a further check be made re
the pro P osed Park area near the Trochu ferry.
Council was advised that no work has been done at the
Keiver15 Lake Park. Mr. Danchuk, District Engineer, was at the
office and was investigating the feasibility of a Govt. Camp
Kitchen - might be put in this coming winter. The comm. has
authority to proceed with clearing underbrush and certain other
improvements.
Mr. Peters moved that Frank Hansen be paid $5.00 to
V move th old wagons, etc., out of the ditch near his farm west
of Thre Hills. Carried

A letter was read from A. B. Young, insurance agent
of Three Hills, setting forth details regarding bond coverage
for all regular employees under a Blanket Position Fidelity
Bond. he Sec.-Treas. gave further details concerning it
and pointed out advantages, etc.
Mr. Campbell moved that an application be made for
a $10,000. bond coverage as noted above through the agency
of A. B Young; and that the present bonds be cancelled
when th new policy becomes effective. Carried.
Council was advised that A. P. L. Hogg had complained
that the rocks and tree roots had not been well ckeaned from the
ditches north -east of Huxley as promised in 1961. Mr. Campbell
vagreed to investigate and make arrangements to have further
necessary work done - likely by Bob McKinley

Council adjourned for dinner from 12 noon to 1 P.M.
Following dinner, the Council and See.- Treas. drove
out to Grantville" to consider the advisability of building
a sidew lk and to look over locations, etc. They then met
again at the Office.
M.r. Gimbel and T. Paquette, foremen, met with Council
and dis ussed the road grading work.
Mr. Gimbel advised that some channel work is still to
be done at the new Linden bridge and that the grade will then
be widened, etc., as outlined by the Bridge Branch Mr. Brown
moved that the Bridge Branch be so advised Carried
The comm. of Schmelke, Loosmore, and G. 1'ing reported
re the following:
• 1. Andrews - Dunphy pit -- testing to be done with a
backhoe to determine depth and quality of gravel below the
area already taken; no new stripping advised.
2. Nacmine Pit - gravel to be taken out by Linden
Contrac ors and stockpiled pit run, hole to be filled with
new stripping as far as advisable at the time
3. Blanchett stockpile - O.K. for Linden Contractors
Ito supp y us with this in exchange for that which they owe us
from th Rock river stockpile
Mr. Schmelke moved that the above report be accepted.

Mr. Gimbel reported that the extra planking had been
put at he C. P. R. tracks west of Linden as required for the
new roa , no rather action is necessary now.
Council and foremen agreed that the big ripper be
taken t the Haymond job when required, with Joe Dobler to
arrange for the hauling of it
Mr Peters moved that the road crews be allowed two
days of: for the Stampede, if arranged with the foremen. Carried.
It was agreed that H. J. Gimbel arrange to have some
12 and 1511 culverts brought to Three Hills from Carbon; and to
take back some 2411 culverts; also that 12 - 18" couplers and
6 -24" couplers be ordered from Rosco for delivery to Carbon.

The Sec.- Treas. was asked to contact the District
regarding the culverts required for the Trochu East
=y Grant If this District is to supply them, then a
list is required and an order should be placed with

damage for the road Trochu East if the crop is actually destroyed.

Distric - very poor hay crop in many areas. It was felt that

Yr Don Dau stated that he had noticed that Council
planned to prepare a brief to have the P. B. I. property
assessel and taxed. He suggested that careful consideration
be give to the possible effects on education costs as more
classro ms might be needed -- this was briefly discussed.
Mr. Campbell moved that the Reeve and Sec.- Treas,
have au hority to issue cheques for routine accounts which
come in too late for this meeting. Carried.
A comparison was made of the costs of Diesel fuel
from Im3erial and B. 4. Oil for delivery at our shops in
Acme an /or ?�imborne -- B. A. is slightly cheaper for
these. Mr. Schmelke then moved that Council approve of the
purchase of diesel fuel from B. A. Oil for the said two

id in the Municipal Office, Three Hills, on July 27/62

I Business was dealt with as listed in the agenda with
these m nutes.
Correspondence was read pertaining to proposed side-
walks along P. B. I. north to Ruarkville and zft also east
to Gran ville:
The P. B. I. supported the proposal of the north
sidewalk and agreed to assist
The Town of Three Hills stated that it would not
build a y sidewalk to the east to meet our proposed one to
Grantvi le; and it also suggested that future development V
should be kept in mind. A further letter from the Town
referred to a proposed motel on P. B. I. Property.
A letter from the Dept. of Highways urged that an
access 3-oad be considered and all usual Highway regulations
followed.
Mr. Sclunelke moved that the committee further interview the
P B. I and the residents re sidewalks and that they have
authors y to make definite arrangements as to locations,
financi g, etc.; and that they further report back to Council.
Carried.
Copies of letters between the P. B. I. and the Town of
Three lls were also read and discussed briefly. Mr. Loosmore
moved iat they be filed for future reference. Carried
Council was advised that the minutes of the meeting
of the Calgary District Planning Commission's Subdivision Comm.
v held on June 27/62 disclosed that the said Comm. recommended
that the proposed Bradford subdivision in Pt. SW -6 -32 -23-4
be not permitted.
A letter was read from Plains Western Gas & Electric
Co. Ltd setting forth its proposed rates for an exclusive
franchi e for natural gas service in those portions of
Townshi s 28 and 29 Range 20 W. 4th within this District, and
includi g a copy of its present agreement with the Town of
Three HJlls to serve as a sample agreement. Council discussed
this but felt that an exclusive franchise would be immature at
this tine due to the possibility of a Jail or other major
developn ent later
Mr. Loo more moved that Plains Western Gas & Electric Co. Ltd.
,be advised that this Council does not now approve of granting
it an exclusive franchise for natural gas services to the areas
referred to above. Carried unan.
Council agreed, without motion, that representatives
of the Canadian Petroleum Association might meet with them at
v the meeting on August 13th at either 11:30 A. M. or 3 P.M.

A comm. of Marc Reed and Arne Fremstad met with Council
f of residents of "Grantville" to discuss any means
ng a water supply for that subdivision. They presented
signed by 12 residents who agreed to advance the M D.
truction of a water service on the basis of 3 or 4 years

Town of Three Hills in which the Council advised that
now finds it impossible to approve any extension of

Correspondence was read from P. F. R. A. and from
the Fish & Wildlife Division re the Fyten dam It is hoped
that a oint meeting will be held at the site near August 1st
for a full discussion
Correspondence from the Board of Transport Comm. and
from tho C N. R. was read re the proposed discontinuance of
'passenger trains 9 and 10 between Saskatoon and Calgary.
Mr. Church moved that no action be taken re this now. Carried.
Mr. T. Paquette, foreman, met briefly with Council.
The gra ing is completed on the Huxley north -east road, the
crew is now working at the Calvert Culvert and the ripper is
needed for a short time due to sand rock. Council agreed
Vthat the ripper be moved up if this can be arranged.
Mr. Boese moved that both foremen be advised that
the Co cil wish them to be present at each future Council
✓meeting at 1:30 P.M. for a report of their work, etc. Carried.
Mr. Loosmore moved that Council approve of x:k grading
right up to the C. N. R. right -of -way on the Trochu East road
and that the Village of Trochu and the Dept. of Highways be
asked for approval under our grant Carried.
No decision was made regarding terms under which any
employe might take a Mechanic's Course -- regulations, etc.,
are to ie looked up for a future meeting.
T. Paquette reported that the roof on the large
shop at Three Hills had leaked during the recent heavy rain.
This was, referred to the Shop Comm. with the recommendation
that Jolm Empey be asked to check on it.

The road comm. and Mr. Brown reported on their
rations of July 20th. They advised no work at the

Mr. R. Keglowitsch, Engineer, met briefly with the
Engineer Council and suggested that he gill require extra help to keep
up with the work. Mr Allen Huxley, his present helper, plans

Mr. La ie Lyseck, an experienced rod -man, may be available.
Council agreed that Mr. Lyseck be contacted and that a further
report be considered at the next meeting.
Police Mr. Church moved that Einer Sletten be advised that
this District is not considering hiring a Municipal police

suitable accomodation can be found.

consider these and to refer them to Mr Campbell.
Mr. G. King, Sec.- Treas., advised Council that a
"Deposit Receipt" may be arranged with the Royal Bank subject,
Deposit in brief, to the following terms:
Receipts Minimum amount $25,000. Interest rates: 30 -59 days 1+-j14;
60 -89 d s 4o; over 90 days 1+.
Similar ates are likely available through the Bank of Montreal
but not hrought the Treasury Branch at present.
Mr. Broi moved that Deposit Receipts be taken for $50,000 for
V app. 30 ays; $50,000. for app. 6b days, and $509000. for
app. 90 ays and that the details be arranged by the Reeve and

The following members and personnel of the Agricultural
Board then met with Council:

It was agreed that a combined meeting of the Council

Brown (Reeve) and with Mr. G. G. ring as Sec.- Treas.

on any matter pertaining to the one or the other.
The minutes of the meeting of the A. S. Bd. of
June 8/ 2 were read. Mr. Loosmore moved that they be adopted.
Carried.
Mr. Gordon Park reported on fly spraying and Mr.
J. Christie also added his comments based on spraying done at
his farm:
Very good results at the poultry farm NE-9 -32 -24-4
with lasting effects
At farmyards - good results for app. 1 week or until
a rainy period.
Mr. Peters moved that an account for $28.00 be sent
to the urchaser of the poultry farm NE -9 -32 -24.1+ to cover the
costs o the spraying for fly control. Carried.
Mr Pettem stated that Dr. Wilson, Vet. now at Drumheller,
had advised he was writing re a possible contract for some of
the cal vaccination work It was suggested by some that the
contract form might need revision and clarification.
Mr. Rock. moved that all Veterinarians serving this area be
invited to meet with the A. S. Bd. at its next meeting to
draft a new agreement and consider any matters pertaining to it.
Carried.
The members of the A. S. Bd. were advised that Mr. Seth
Meier h*s replaced Mr. R. Hope as helper to Gordon Park.
Correspondence and legislation pertaining to fire
permits stubble burning, control of fires, etc., were
vconside ed at some length.
Mr. Loosmore moved that the Council apply to the
Minister of Lands and Forests, under authority of the Forests
Act Sec 4-8, for his consent to allow the setting out of
fires ( xcept for stubble or swath burning) within any part
v of this Municipal District without any fire permit at any time
during ny year. Carried.

Mr. Gordon Park, Field Sup., gave a brief report of

Mr. Peters moved that Master Woodcrafts of Linden be
authori ed to make up one new set of Septic Tank Forms, but
that th rods, etc., be salvaged from the old set. Carried.
Air. Peters moved that Gordon Park be granted one
weeks h liday now and another week at a later period. Carried.

Mr Philip Rock brought up the matter of the Farm
Purchas Act and stated that, in his opinion, Council should
partici ate in the plan to help young farmers though he did
v not agree in the present duplication in administrative work.
He was Edvised of Council's stand - willing to reconsider
if legi lative changes are made. Members present agreed that
$50,000 would be a reasonable amount aft for maximum holdings
of anyone benefitting under this Act.
Mr. G. Park reported that the field day at Brooks
had beer, quite literally "washed out " but that some benefit
had still resulted through discussions and exchange of ideas.
He also stated that a correspondence course for Field Super-
visors nay be organized Mr. Rock moved that the Provincial
V Governm nt and /or the University be requested to establish
such a nurse. Carried.
Scarcity of hay was discussed, together with the need
for fre ght assistance to bring in hay. Mr. Boese moved that

grading work at the slough N/NE- 23 -34- 22-4. They recommended
that the standard of grading work in that area be kept a little
better and that no wank be done at the slough this year due
to the iime it would require
Yr. G. King and R. W. Brown reported. that it was
necessa y to change the location of the water line in Linden
to serve Lot 17 Blk. 1; the line originally crossed Lot 16
but a new house is to built and the line is in the way.
Jassman Plumbing have been asked to make the line change.

Mr. Brown moved that Mrs. T. Kelly, of Trochu, be paid

!,-'H~REAS it is deemed expedient and advisable in the best
interests of soil conservation that the Council authorize
a system of perriits controlling the burning of stubble
AND WHEREAS t,be Soil Conservation Act 9 being Chap_ ter 84,
Statutes of Alberta, 1962, gives authority for a Council
by Bj -Law to establish a system of hermits controlling
the burning of stubble
AND WiIEREAS the Agricultural Service Board has requested
that Council give consideration to this matter
THEREFORE the Council of the Municipal Distl ict of Kneehill
# 48 hereby enacts as folloLs.
That the Soil Conservation Officer of the said Municipal
District of Kneehill r 48 is hereby named as the one to
be in charge of, and ;Tith authority regarding, a system
of permits controlling the burning of stubble on land
That the Soil Conservation Officer shall have authority
to grant a permit either with or without restrictions, or
to refuse a perm2 t, but SUBJECT TO the follotiring regulations
1 Permits may not be issued where lance is to be
fail-lowed subsequent to burning, but exception may be made
in respect t fla c or rye stubble.
2. Any permit may be suspended, i evoked, or altered
if found in error or if it is found that false in.forrlation
was given by the applicant
3 No permit may be given foi the same land in two
consecutive years
4 Any decision of the Soil Conservation Officer
may be ap >>ealed, through him, to the -agricultural Service
Hoard If an apoeql is received, the Soil Conservation
Officer must call a meeting of the Agricultural Service Board
to consider the appeal and the meeting must be held within ten days of receipt of the notice of appeal The decision
of the Agricultural Service Board is final and binding
