COUNCIL MEETING JUNE 15, 1962 The regular* meeting of the Council of Kneehill # " was held at the Municipal Office commencing at 9 A. M. on June 15/62. vl Councillors present were: Mr. A. H. Dau, representative of the Three Hills School Division, was present for the forenoon only. Mr. Loosmore moved that the minutes of the meeting of May 14th, 23rd, 24th, 25th, & 29th, 19629 be adopted as per copy mailed to each councillor. Carried. i The monthly statement for the month ending May 31/62 was pre ented and discussed. It showed a net balance at the end of the month of $249639.43, as per copy with these minutes. Mr. Boese moved that this statement be adopted. Carried. Correspondence was read as listed in the agenda `with these minutes. Mr. Schmelke moved that the letter from Lilly, Sherlock & Co., insurance adjusters, re an alleged accident of Geo. Andriashyk be referred to our Insurance Co. with the added 1pformation that we have had no other notice in this regard nd that the exact location is not known. Carried. A letter from the Drumheller Health Unit advised that very unsanitary conditions exist at the former Marten Poultry, Farm in Pt. NE -9 -32 -24-4. They requested that this District spray to kill the flies. Mr. Campbell moved that the Field Supervisor be authorized to do this spraying and that th costs be charged to the owner, unless he looks after this hi self within a reasonable time. Carried. I Letters from the County of Wheatland and M. D. of Red Dee complimented us on our new office and expressed thanks for the hospitality shown them at our Official Opening. Mr. D. . Dau added the congratulations and appreciation of the Thr e Hills School Division. Mr. Church drew Council's attenti n to the complimentary remarks as contained in the Drumheller Mail re the new office. The proposed contract between Frode Jensen and this was referred to briefly. They ,also sent the service report re the new Euclid. Both were ordered filed. A letter from the Assessment Branch, Dept. of Municipal Affairs, authorized this District to start a new general assessment but advised that a bond would have to be obtained ,for the assessor. Mr. Brown moved that a bond be obtained for Mr. George Park as assessor Carried. A letter from the Dept. of Public Welfare advised that Mrs. J. Kessel has been granted Social Allowance and they will pay her full costs at oherwood's Home, Olds. A letter from the Welfare Dept., City of Calgary, outlined their difficulties in respect to Mr. & Mrs. J. Robtnson & family. Mr. Peters moved that they be authorized 'to continue dealing with this case on our behalf and that they be thanked for doing a good job. Carried. Mr. Brown moved that the Valente account as submitted by Business Administrators be filed, pending further details. Carried. Requests of the Torrington Chamber of Commerce for sidewal s street lights, and gravel were read. Mr. Church moved t t Mr. Peters and Schmelke be appointed to investigate and rep rt back as to their needs, as to their present expends ures for lights, patrol work, well etc; and as to the maximum to which they might be entiled. Carried. Mr. Brown moved that the Unemployment Insurance ,Comm. be advised that Edwatd Knodel was let off work as he did not fit in with the crew. Carried. Council was advised that the hoists on the new trucks have been giving considerable trouble. This was discussed at some length and they then phoned the supplier in Calgary. They we a guaranteed further service and improvement and agreed to try cnce more Applications for work were read, as submitted by Mel McI�oo tsh, Chas. Steadman, and J. L. Lacey. Mr. Campbell moved that the Council accept the Conting ncy Road Grant of $1+01000. for the road from Trochu east 7 4iles and that the Reeve and Sec. - Treas. be authorized to sign any necessary agreement. Carried. The Sec.- Treas. was asked to write to the District Engineer for profiles, etc., re the Contingency Grant road. Mr. Loosmore moved that Mr. Church have authority to arra a for the replacement of the cattle pass on the road f between 9 and the Drumheller Golf Club Carried. A letter from the Dept. of Highways advised that they are giving further consideration to the route of # 27 adjacent to # 21 with the aim of staying as close to the Olds Town Line as practical. Mr. Loosmore moved that these be approved, subject to the locations being Virst checked with the local councillor or other Municipal representative Carried. Plains Western Gas asked, by letter, for a franchise to serve areas adjacent to Drumheller in this District. SMr. Boese moved that they be asked to submit full details of the area concerned, the proposed rates, etc. Carried. Road foremen H. J Gimbel and T. Paquette then met with Council and discussed matters pertaining to their work v as per the following minutes. Mr. Peters moved that the proposed purchase of a ,,,-Ripper be tabled for this year. Carried The Euclid Service Report was read briefly and discussed. T. Paqu tte said that the Co. is changing the planetaries in the Euc id in the north camp H. J Gimbel report6d they ,have ha some steering difficulties but that the Co. has agreed to check this further. Mr. Peters moved that used tires which this District has and which are non - recappable be offered for sale at $10 each. Carried. Mr. Paquette advised that M. Cullum has quit so he is now short one man. He stated that he could get along for the tim being and that he preferred a first class man or none. '"The applications were referred to him but no decision was made. Mr. Brown moved that, if experienced operators are hired, they start at the regular rates of pay for permanent employes. Carried. Mr. Paquette advised that his "first men" are now Allan K ch, Alvin Koch, John Dorn, and Alex. Williams. Mr. Gimbel advised that his "first men" are now S. Bram ey, W. Martin, G. Hope, G. Kimmel, and Dale Gimbel. Mr. Church moved that the lists of "first men" as above be approved by Council. Carried. Mr. Peters moved that the following work be listed for the north crew: Finish the 6 miles in the Wimborne area Install Govt. culvert & do 1 mi. grading W- 5- 34 -26 -4 Grade 1 mi. W- 1- 34 -27 -4 if owners take out fences Grade South 26 & 27 -34 -24-4 (Stephensons). Carried. Mr. Church moved that the following work be listed for the south crew: Finish the Kroschel road Grade app. -J mi. on Bitz- Grainger road if land deals can be Jade Grade at Z- iegler - M.cMann coulees Carried. Farm Purchase Act colKtrol Grasshop COUNCIL MEETING JUNE i5, 1962 Page 5 Mr. Brown moved that the 1962 road program be discussed .in detail by Council on Monday, June 25th. Carried. Bids as received for the supply and delivery ft of fuel to this District were then opened and considered. They were fr m the following firms: Anglo American Exploration Three Hills Motors British American Oil Co. Imperial ail Ltd. Mr. Boese moved that the bid of Imperial Oil Ltd. V, be acce ted as it is the lowest bidder. Carried. Mr. Brown moved that 500 gallon tanks, stands, and ,-attachments be bought for Acme, Trochu, and Huxley. Carried. The road foremen then left the meeting. ! Mr. G. Park Field Supervisor and H. J. Hanson, Sec. of the Agricultural Service Board, met with Council and out- lined the recommendations from the A. S. Bd. meeting of June 8th. They were dealt with as follows: 1. Mr. Loosmore moved that Bob Hope's employment with this District as Field Supervisor's helper be terminated at the end of this week as his services have not been satisfactory Carried Mr. Pet rs moved that Seth Meier be hired to take the place of Bob ope as Field Supervisor's helper. Carried. s 2. The Soil Conservation Act and proposed Government permit forms, by-Law form, etc. were discussed at some length. The Board r commended action under this Act. Mr. G. G. Ding, as Sec. -Tr as., advised Council to consider the matter very careful y especially in view of the following: a. organized protests some years ago about control over burning of stubble b. the proposed By -Law form appeared impractical as proceeding under it would involve too much time c. Council would have to accept full responsibility for the legislation and be prepared to support it and, if necessary, lay charges for non - compliance. Mr. Boe a moved that no action be taken under the Soil Consery tion Act this year. Lost. Mr. Schielke moved that decision of action to be taken under the Soil Conservation Act be tabled until Monday, June 25th/62; and that it then be discussed with Mx. Pettem, Dist. Ag. Carried. 3. Ix. Brown moved that Council re- affirm its previous decision not to accept any applications under the Prov. Farm Purchase Act as the Government had not seen fit to make the requested v legislative changes and had not relieved the local authority of any administrative work. Carried. )+. Mr. Loosmore moved that persons in legal control of land in this Municipality have the first right or privilege of cutting hay on municipal road allowances which are adjacent to theii, lands; and that others wishing to cut hay should first m ke arrangements with the person in legal control of the adj ining lands and that they be advised to determine whether or not Dieldrin spray has been used on the road allowan es in question. Carried. Mr. Gordon Park asked for and was granted permission to hire an extra man on a temporary basis when required. Mr. H. J. Hanson, Asst. Sec.- Treas., presented the paysheets and general accounts for consideration. Mr. Schmelke moved that these be authorized paid as per list with these minutes Carried. Mr. Brown reported on the wells in the Hamlet of Linden. Mr. Ray Forrester, of Red Deer, has been working on the two wells on an hourly basis South well - deepened to 1501; top 60' cased solid; producing about 20 gals. minute good water - fairly soft North well - now at 27• �i ft ; had 15 gals. minute at 220' good formation now and good prospects. The provision requisition from the Drumheller Health Unit for the period from April 1/62 to March 31/63 was referred to Council - this was for $10,265. The increase v was explained as largely due to the costs of dental equipment. Mr. Peters moved that this be accepted. Meston be contacted and hired to assist in making further land and fence agree- ments if he can accept -- so as to leaire the office staff free to continue with tax notices, etc. Carried. M. Mr. N. Boese, Councillor for Div. 2, was absent. All ncillors were again present. A letter was read from the Village of Acme in which it gave approval to the application of Svend Nielsen to operate an abattoir on Pt. NE- 19- 29 -25 -4 subject tos 1. Provincial regulations to be adhered to 2. To be built as far from the roadway as possible conside ing regulations and sewage line fall. 3. The the said Village have control of Inspections regardi g animals and cleanliness of premises. A letter from Svend Nielsen made application for the abattoi subject to the same conditions as noted above. Mr. Brown then moved that the Council approve of the transfer to Svend Nielsen of Pt. NE- 19- 29 -25 -4 lying west of the C. 11, R. and that he be permitted to operate an abattoir thereon subject to the three clauses noted above. Carried. Letters were read from Western Industrial Planning Association re pasture and hay available south -west of "Edmonton. These were ordered filed. A letter from the Dept. of Water Resources asked for information re the Hanson dam in SE- 24- 29 -25 -4 -- about title to be held by this District, about inlet road, etc. Mr. Peters moved t t the registered owner be contacted for his opinions. Carried. Letters were read from I. P. Krick Associates re the Hail Suppression program - giving generator locations and other information. Mr. Loosmore moved that these be filed Carried. Mr. Pete Wik of Huxley met briefly with Council to ask if he could have permission to put an underground water line in Huxley to serve the following, with all costs to be borne by the interested parties: From the well at Elmer Wik's, to Pete Wiks, to Joan McDougalls, to Eric McCooks. Mr. Campbell moved that approval be granted for the ' water l ne, subject to them first obtaining approval of the Drumhel er Health Unit and Canadian Western Natural Gas Co. Carried. Mr. Church moved that R. Keglowitsch be instructed to design a curve for the Clark corner in FJ- 27- 27 -21 -4 for road v'improvement and that the necessary survey be made. Carried. Mr. Arnold Boese, of Linden Contractors, met with Council regarding gravel work from Kralik (Nacmine) pit and from the Andrews (Dunphy) pit. He also advised that Blanchett Const. has a stockpile of river gravel in the vicinity of NE -24-29 -21-4; Linden "Oont. might obtain this and crush it for this District in exc nge for that which they owe us from the P. Mr. Church moved that a comm. of R. W. Brown D. Peters, Ralph loosmore, Gordon Park, and G. G. King be named to bring in a proposed form for a By -Law to require permits for stubble burning and to consider the following when so doing: 1. No permit to be issued unless the land is to be seeded in the next crop season. 2. Exception may be made for flax or rye stubble 3. Any permit may be suspended, revoked, or altered if fourd in error or if false information was given 4. An appeal may be made to the Agricultural Servic Board; the Board must consider same within 10 days and shall have full authority to make any decision deemed fair. The Soil Conservation Officer shall have authority to notify the Board members as to the time and place at which such appeal shall be considered. 5.
