Council adjourned for dinner from 12*00 noon until

Mr. Peters moved that any person buying the grasshopper

poison will. be used only for grasshopper control in this Municipal
District arried.

Mr Boese moved that each of the above be appointed as
our Agent a d that they be paid 10 cents per gallon as remuneration
for their s rvices. Carried
Mr. Gordon Park was authorized to buy a one gallon
measuring c n and a funnel for each of the Agents for use in the dis-
tribution o the grasshopper poisons
Mr. Loosmore moved that a 1`10 DUMPING sign be placed
along the east side of Grantville as requested by Mr i)onald Dau.
Carried.
Mr.. Brown moved that Mr. S. C Schmelke investigate the
request of Ir. Reinhold Koch for permission to seed grass on the road-
side west of section 16- 33 -24 -4. Carried
MIr Campbell moved that Council authorize cancellation
of the account of Mr E J Frere for 8?8 00 for patrol work in view of
the fact that a channel diversion was cut across their land and the
work was not entirely completed. Carried.
`.1 hg Grants to be given for 1962 were discussed briefly
by Council. I,Zr Church then moved that the budget provide for a
total_ of 125.00-for Grants. Carried
°lr. Wra. Higgins, Assistant District Engineer, Mr Ted
Paquette, foreman then met with Council. Mr..Eliggins reported in
respect to the following.
1. He approves of our application for the 1962 road
grant so 1E reasonably sure that it will be given final approval.
2. He presented a letter from the Bridge Branch to
the ]Locati ns :Branch of the Department of .Etighways which stated that
considerable work would be .required to locate the best route for a
road down to the Red Meer River in the general area east of Trochu,
and which Juggested that no work be proceeded with between r.'rochu and
Rumsey in 1he meantime This letter was discussed at some length and
Council agreed with the idea
Mr. Campbell. then moved that Council table any land
deals and ny grading from Trochu east until about August lst- and
that it thin be reconsidered. Carried

Mr. toese re)orted that George Fyten wishes to rent
our equipme t to make a dam in the SW 2- 30 -24 -4 and estimates that
this will r quire about 10 to 12 hours work. Mr. Loosmore moved that
this be granted subject to completion of the required application.

Mr. Boese moved that the Council approve of approximately
two days wo k with the Wagner to install_ culverts and make certain
fills along the road west of sections 26 and 35 - 30 - 24 - 4 Carried
Mr. Brown moved that this llistrict buy a good box and
a two -way ist with the new truck from Frere's Garage, so as to make
a complete nit Carried
Mr. 5chmelke moved that Mr. Peters, Paquette and King
be a commit ee to arrange for the above purchase of a box and hoist

Mr Gimbel was also present while work was referred to
for the so th crew and other matters pertaining to road program.
Council spent considerable time discussing the best
procedure to be followed for having gravel_ hauled to our roads In this

3. possible purchase of about four new trucks so that
nearly all of the work can be done withmxt our own equipment. idn

Mr. Church moved that Mr. Brown and Mr. Boese be
appointed s a committee to inquire about the success of Municipally
owned tree's in other. Municipal Districts and Counties adjacent to us.

Correspondence was then read as per the Agenda included
with. these minutes.
I'Ix Schmelke moved that Council accept the .requisition
of $8502.8c from Golden Hills Lodge and that payment of one -half of
the amoant be au.thorizPd soon,gf the balances to be paid in equal
installments in September and December. Carried.
The application of Mr. Frank �-oerlitz to install three
texas gates weft of .sections 2 and 11 - 30 - ?6 - 4, was considered
at some 1_e gth. The petition objecting to the, proposal was presented
to Council with seven signatures of people in the general area Mr.
Church moved that Council do not grant approval of the texas gates,
but that, if suitable locations can be found for 5' culverts, that
Council agree to install these as underpasses for the cattle if Mr.
Goerlitz a Tees to nav the cost of the culverts If smaller culverts
are requir d to carry the water, then Mr. Goerlitz would then be only
expected t pay the difference in price between the two culvert sizes.

The application of Mr C L Edwards for permission to
install a texas gate west of the SW 32- 30 -23 -4, was then considered

-32-30-23-4, subject to all our ZYlunicipal regulations Carried unan

Mr. Brown moved that, in future, any applications for
texas gate be advertised in the Three Hills Capital, and at least
one we_ k a lowed for protests before a B77 -Law is considered by Council

An inspection report from the ItJ'orkmen's Co r!.pensation
Board reported that ventilation is required in the Three Hills shop,
and also that certain first aid equipement is required with the field
crews. Mr. Brown moved 'that this be referred to the Shop Committee
for further investigation and for their recoml�endations Carried.
I'Ir Loosmore moved that Canadian Utilities be permitted
to extend their lines so as to serve Mr Ralph Main - SW 36- 30 -23 -4
ES and Mr El_ on Brodner - Sw- 8- 31 - ?3 -4, all as per plan submitted

Mr. Brown moved that -the Town and Rural Planning Branch
be advised that Council. has no objection to the subdivision of the SE
25- 29 -26 -4 by Mr George Benson to provide for the sale of the west
45 acres of the sa_i..d -_and to Mr Lars Sorenson Carried.
Mr. Peters moved that the Road Committee be directed to
complete the arrangements required for the survey of the extra land
required for the road along the south side of the SW 5- 31 -23 -4 (lir6dner)

A letter from Mr i)on Anderson of the Drumheller
Chamber of ',ommerce advised that they would look after the erection
of directloaal signs in the general Three Hills - Drumheller area.
He also ask if one of our machines would level the Dinosaur Trail
north of th3 Munson Ferry This was discussed at some length and
Mr LoosmorD stated that the ratepayers who owned the land were some-
what oppose i as vandalism had taken place in other years with fires
being start d, some cattle being killed, etc. Mr Loosmore then
moved that •ie advise the Drumheller Chamber of Commerce that the
Patrol can lo minor work on the Dinosaur road only if they get con-
sent of the landowners concerned and th.-It they be given the reasons
for this. "arried.
Council was advised that Twp. 29 - 24 - 4 has been
declared in3ligible for P. F. A. payments for 1961.

A letter from the Three Hills Municipal Hospital
District advised that they will not be making any requisition for
additional -iosPital taxes this year.
Consolidated Mic Mac Oils Ltd asked Council-Is
approval to drill a well approximateTy 1,601 from the road diversion
in the NE 3S-P-25-4, and -they submitted a map giving the exact de-
)N tails Mr Peters moved that their Secretary - Treasurer get further
information as to this District's authority and responsibility.
Carried.
Mr Peters moved that the old cattle pass on the road
diversion i-i the NE 36-32-25-4 be removed and a small culvert put in
its place The cattle pass is now in a very dangerous condition
Most of the uprights are broken. Motion carried.
A let-iler was read from Westprn Union Insurance in
which they 3fated that Mrs Edith. McMillan had suffered imam car
accident an personal injuries in an accident near a bridge in the
vicinity of laylor Siding. Mr. Church moved that a reply be sent to
the Company advising, them that so far as we know, the location is not
in our Muni,,i-pal District and also giving further details Carried
Council was advised that they Chief Bridge Engineer
has contact the County of 111heatland and asked if they desire to im-
prove their roads in the vicinity of the Beynon Bridge so that this

bridge at this location in that area

Business connected with the Drumheller Health Unit

the rental 3et for their space at our Three Hills Municipal office.
2. The committee that had attended their meeting at
Drumheller re-ported that they had now decided to locate their new
office in Drumheller on a portion of the land owned oy the Home for
the Aged, subject to satisfactory arrangements being made Their
agreement wLth the City of Drumheller is being amended in respect
to taxes whLch might be payable.
3. Report of the water at the 'J.'orrington well was
somewhat better than last time, but still not entirely satisfactory
Mr. 'Joug Hazelton of Linden Contractors met briefly
with the "o-incil and was directed to keep going with the crushing
work until he end of May. 'Ile advised that their small. drag-line
is now avai able if we require it for any other work.

A letter from the Red Deer Twilight Home advised that

A letter from J. C. Long and Sons thanked Council
for its pa fence in waiting for the delivery of the truck ordered
through th m which is now here.
Two sealed bids had been received for the purchase of
the NE 16--2-26-4 - 80 acres These were Mr Edward Bauer - $2205.00
and Mr Wm Peters - $2125. Mr. Campbell moved first reading to By-
Law #383, 1his being a By -Law to sell the said North 80 acres of the
NE 16-32-2(-4 to Edward Bauer for $2205 00 cash Carried unan.
Mr Loosmore moved second reading.to this By -Law.

Mr. Church moved third reading to the By -Law. Carried

Letters from the Assessment Branch stated that Assess-
ment work dust be completed by December 31st each year if property is
to be taxed in the following year, another letter gave regulations
regarding rLew assessments and procedure to be followed in connection
with that.
Mr. Boese moved that a reply be sent to the Alberta
Associatio of Municipal Districts advising that this Council sup-
ports thei4 work in the co- operative buying field and feels that it
is benefic'al. It is to be suggested that they investigate the
purchase o fuel but take no action unless a definite ben6fit is
apparent Motion carried. J)n
Mr. Howard`•i,Trustee of the Three Hills School Division,
left a con for each Councillor of the brief which that Division
presented to the Conciliation Board which met in respect to the
teacher's dalary schedule

take some three months to obtain it Mr. Peters moved that Mr J.E.
Frere be issued a cheque for $5925 36 as the gross Durchase price of
the truck with hoist and box and that he be expected to pay us sales
tax refund of 2"515 09 when he receives it in approximately three
months. Carried.
Mr George Toews met with Council- regarding the -possible
purchase of an acreage including what is referred to as the Mason
house at Sul nyslope and which contains a total of approximately 9
acres He offered ,$100 00 for this property and stated that he would.
like to fence it in. the said pro-nerty has been offered at tax sale
along with other acreage but cannot be sold as a separate unit until
such time as -the plan of sub-division has been registered Mr.
Loosmore moved that a committee of 1�ir Peters, Brown and King contact
Mr P Warkentin and Mr. Cra:uford Ferguson re the above and endeavor
to come to good solution Carried.

Mr. Sumner of Consolidated Mic Mac Oils Ltd met with
Council regarding.
1. the location of a proposed well in LSD 16-- of
Section 36-32-?5-4. He stated that an oil- line would carry the oil
from this nevi well to the well at the east and that there would be
little or no burning of oil at the location They would also put a
gate across the road if requested.
2 He asked permission to cross certain road allowances
in 32-24 and other locations with an oil. gathering pipeline as Der
map submitted Mr Peters moved that this Council grant a-oDroval to
Consolidated Mic Mac Oils Ltd to locate their well as Droposed in

vised that a narrow strip of land along the west side of the SW 2 -33-
22-4 is now providing a satisfactory inlet and would not require any
grading work. Mr Schmelke moved that Mr Campbell meet with Mr. Bob
McGougan, owaer of the SW 2-33-22 -4, and arrange a rental with use of
this land on a year to year basis. Carried.
Mr. Brown moved that application be made to the District
ilghtiArays Board to have the following road classified as a District
Highway, if Lt is not already such• from SW 26-29-25-4 north 6 miles.

Mr Brown rei)orted that some of the land owners along the
west of sections 26 and 35'- 29 - 25 - 4 wish to erect new fences and
he suggested that the new fences should be set back one rod. Mr.
Brown then mDved that the Council authorize the purchase of a one rod
strip of lap i from each quarter adjoining the road along these two
miles, but C�lgary Power be not asked. to move the Power line until later,

one of the Caterpillar Tractors had broken down, but it

Mr Campbell moved that the regular June meeting be held

The Council then spent considerable time discussing the
advisability or otherwise of owning their own trucks for gravel_ haul
-purposes. Mr Brown and Mr. Boese reported on their meeting with
officials of the Counter of Wheatland and also of their discussion with
one Councill r. from the County of Lountainview It appeared that both
those Distri is felt that owning gravel trucks was of advantage The
Secretary - Prea.surer reported that he had contacted the Y D of Red
Beer and had been advised that they had stopped hauling their ow-i
gravel as thf, trucks which they had originally had were too light for
the purpose and they had not had enough trucks to make it worth while
.Phe cost figures as submitted from other areas indicated that the saving
would be approximately 40' of the present cost of hauling gravel.
Mr Boese moved that this District buy three new single
axle gravel trucks similar to the last one purchased. Carried
Council agreed that -the new trucks should be either Dodge
or Fargo and that J E Frere & Sons of `1'roch.u, J C Long & Sons of

Mr J. E. and Ray Frere of `L'rochu met with Council and
submitted a id for three new D -600 ]:largo trucks in the amount of

Mr. Uordon Long of J, C. Long & Sons, Three Hills,
submitted th it bid for the similar trucks at ;15,330.33.
They stated that delivery would have to made from the
factory and it would take about 30 days to have the trucks built and

Council did not feel that they should wait- that long
for delivery as it would be rath::.r late for this season's work They
then discussed the possibility of buying three new D -700 Fargo trucks

general work nd that work will be provided as much as possible, but

The Council. meeting that had a.djuu.LLLr d from the
evening of May 25th was re- convened in the Municipal office, Three
Hills on M y 29th, 1962, commencing at 7:30 p m. All Councillors
were again in attendance.
Mr. Frank Goerlitz met with Council in respect to his
applicatior to install_ texas gates on the road aTlowan.ce west of
sections 2 and 11 - 30 - 26 - 4 He stated that he had contacted
all those t,ho had signed the petition objecting to same with the
exception cf Abe Penner and Adam Seiler Those contacted told him
they would ti,,ithdravT their names from -'(-,he petition. The Secretary -
Treasurer Edvised him that Mr Ed Klassen had sent a written with-
drawal and Mr. Brown reported that Mr Elgin Huntley and N,G. Hope
had phoned stating thev were willing to withdraw We had no other
word from the others concerned. Mr. Goerlitz further stated that he
was not in favor of the culvert alternate as suggested by Council.
Council discussed this with him at some length and then discussed it
further -privately Mr. Boese moved that Mr. Goerlitz be advised
that the last decision made by Council stands as previously given to
him unless he gets written withdrawal of the objection from Mr. ABE
Penner. C rried.
Mr. Frank Goerlitz again met with Council and was ad-
vised of t e decision as noted above He asked support of indiv-
idual Councillors to enable him to get the approval of Mr Abe
Penner. T is was left on an individual basis.
The Secretary - Treasurer submitted to C�o�uncil copies
of letters which he proposed to send out asking foTfT-ids as pre-
viously diJected. Mr. Peters moved that the letter be approved and
that the bids be called for including !'exaco Company with the pre-
vious list Carried
Council_ then discussed the matter of hiring a foreman
for the gr vel crew and they drafted the folloi-aing for reference to
the applicants. Wages - `350.00 per month year round. ''rucks op-
erate ten Aours a day if the weather is favorable Foremen must
keep recor s of truck expenses, be in charge of the men and in charge
of all.. tiME sheets. He will also, of course, be expected to arrange
the work, leep it organized and have control of the employees.
The following applicants for the position of foreman
then met with Council,
Joe Dobler, Lloyd Will_, Allen Koch, Alvin Koch, Henry
Tippe, Al_b rt Manna, Ken Mashford, Doug Raffan Mr. Ted Paquette
also met with Council but stated that he washed to keep_ his present
fob as for man of the north road crew.
Mr. Loosmore moved that Joe Dobler be hired as foreman
of the gra el.. crew on a trial basis Carried
Moir Dobler then met with Council_ and thanked them for
the con_fa_d nce placed in him and stated that he would do his best
in that po ition He then stayed for the balance of the meeting
while the rivers were hired.
The Secretary - Treasurer advised Council that he has
received tM e offer of - ;;,7000 00 cash for our old Municipal office and
lots from Merle Kalbfleish and L G Howe of Three Hills as partners.
Mr Brown moved first reading to By -Law No 386, this being a By -Law
tosell Lot 21 - 2.4 incl Blk. 1 , Plan Three Hills 4304 A.H
J'-together with the former M,Iunicipal office located thereon, to Merle
S. Kalbfle sh and L. G. Rowe at a nr.ice of '7000.00 cash - possession

Council then considered the applications for the
position o truck drivers and included Albert Manna, and Ken Mash-
Truck ford, who liad previously stated they would also be interested in the
drivers driver's job if not chosen as foreman `.I'he following others were
interviewel by Council: Albert Fuchs, John Fuchs, Dave Milligan,
George Rem el, `1'rev Friesen, Wally Nesbitt, Earl Jennings, and F.
Ludwig. M . Seth Meyer had been at the office but had left prior
to the interviews
Albert Fuchs and John Fuchs withdrew their applicat-
ions as dil also Doug Raffan who had previously inguired regarding
this. Mr. Ludwig stated that if he did not get a position as a
truck driver, he would be interested in a position with the road
crew or on a motor grader.
Tyr. Peters advised Council that Merle Kober would like
to transfe from nis position on the south road crew to the position
of truck d..Lver This was discussed at some _length
Mr. Campbell then moved that the following be hired as
truck drivers but that it be clearly understood they must also
undertake other work offered to them: Ken Mashford, Albert Hanna,
Merle Kobet and Dave Milligan. Motion carried Mr Mashford,
Milligan a d Hanna again met with Council and the details of the
work were outlined to them, including the wage set -up, the M.S.I.
and Pensiom benifits. Mr. Mashford stated that he was doubtful±
that he W01Lld accept but that he would let us know tomorrow.
�•. Council agreed that Frank Ludwig be considered for
work with 4he south crew in-place of Merle Kober, but that this
should fir it be discussed with the foreman, Dick Gimbel Council
further agreed that George Rempel of Red Deer, should be hired as
a truck driver if one of the others fails to accept the position
The work for this new crew was then discussed in some
detail.
Mr Brown moved that the gravel crew start hauling from
the crushet on Monday next and that they work together with. ±kX two
trucks of Linden Contractors at stockpiling and hauling to toads
Fuel tank which are ready for gravelling Carried.
Mr Schmelke moved that Mr. Brown, Peters and Dobler
etc. be a committee to arrange for necessary fuel tanks, fuel truck,
tow hitch -:nd other matters such as that Carried
Mr Boese moved that Council approve of the following
gravel wor :g
Gravel Div. 3 - 1000 c. yds to be taken to roads direct
work from the c usher
Div 2 - 2500 c yds. direct to roads from the crusher.
Stockpiling for the Kroschel road of approximately
1300 c yd
Finishing the Grainger stockpile of 3000 yds plus a
further st ckpile of 200 c yds for patchwork. Carried.
Mr Schmelke moved that the gravel crew do the four
miles at W mborne north as soon as convenient after it is ready, and
also the t o miles west on this location. Carried.
Mr Brown reported that Mr R. Forester of Red Deer has
Linden his equipm nt at the Linden well at the south end of the Hamlet and
wells has cleane out the well He will put in new casing if possible and
it is hope that this will be successful. Otherwise it may oe nec-
essary to rill a new well.
Mr. Schmelke moved that this meeting now be adjourned.
