See page 2 COUNCIL MEETING May 14, 1962 Page I The regular meeting of the Council of the Municipal District of Kneehill was held at the office in Three Hills on May 14, 1962, cormnencing at 11 20 A.M., immediately following the Court of Revision. Grain, Carbon Mr. Olson - Alberta Wheat Pool, Drumheller Mr Boese moved that each of the above be appointed as our Agent a d that they be paid 10 cents per gallon as remuneration for their s rvices. Carried Mr. Gordon Park was authorized to buy a one gallon measuring c n and a funnel for each of the Agents for use in the dis- tribution o the grasshopper poisons Mr. Loosmore moved that a 1`10 DUMPING sign be placed along the east side of Grantville as requested by Mr i)onald Dau. Carried. Mr.. Brown moved that Mr. S. C Schmelke investigate the request of Ir. Reinhold Koch for permission to seed grass on the road- side west of section 16- 33 -24 -4. Carried MIr Campbell moved that Council authorize cancellation of the account of Mr E J Frere for 8?8 00 for patrol work in view of the fact that a channel diversion was cut across their land and the work was not entirely completed. Carried. `.1 hg Grants to be given for 1962 were discussed briefly by Council. I,Zr Church then moved that the budget provide for a total_ of 125.00-for Grants. Carried °lr. Wra. Higgins, Assistant District Engineer, Mr Ted Paquette, foreman then met with Council. Mr..Eliggins reported in respect to the following. 1. He approves of our application for the 1962 road grant so 1E reasonably sure that it will be given final approval. 2. He presented a letter from the Bridge Branch to the ]Locati ns :Branch of the Department of .Etighways which stated that considerable work would be .required to locate the best route for a road down to the Red Meer River in the general area east of Trochu, and which Juggested that no work be proceeded with between r.'rochu and Rumsey in 1he meantime This letter was discussed at some length and Council agreed with the idea Mr. Campbell. then moved that Council table any land deals and ny grading from Trochu east until about August lst- and that it thin be reconsidered. Carried Mr Higgins was thanked for attending the meeting and for granting approval to the Road Grant application. Carried Correspondence was then read as per the Agenda included with. these minutes. I'Ix Schmelke moved that Council accept the .requisition of $8502.8c from Golden Hills Lodge and that payment of one -half of the amoant be au.thorizPd soon,gf the balances to be paid in equal installments in September and December. Carried. The application of Mr. Frank �-oerlitz to install three texas gates weft of .sections 2 and 11 - 30 - ?6 - 4, was considered at some 1_e gth. The petition objecting to the, proposal was presented to Council with seven signatures of people in the general area Mr. Church moved that Council do not grant approval of the texas gates, but that, if suitable locations can be found for 5' culverts, that Council agree to install these as underpasses for the cattle if Mr. Goerlitz a Tees to nav the cost of the culverts If smaller culverts are requir d to carry the water, then Mr. Goerlitz would then be only expected t pay the difference in price between the two culvert sizes. The application of Mr C L Edwards for permission to install a texas gate west of the SW 32- 30 -23 -4, was then considered Mr. Loosmo e moved first reading to By -Law No. 382, this being a By- Law to aut 6orize C L. Mr. Church moved third reading to the By -I.,aw Carried unan Mr. Brown moved that, in future, any applications for texas gate be advertised in the Three Hills Capital, and at least one we_ k a lowed for protests before a B77 -Law is considered by Council Carried. An inspection report from the ItJ'orkmen's Co r!.pensation Board reported that ventilation is required in the Three Hills shop, and also that certain first aid equipement is required with the field crews. Mr. Brown moved 'that this be referred to the Shop Committee for further investigation and for their recoml�endations Carried. I'Ir Loosmore moved that Canadian Utilities be permitted to extend their lines so as to serve Mr Ralph Main - SW 36- 30 -23 -4 ES and Mr El_ on Brodner - Sw- 8- 31 - ?3 -4, all as per plan submitted V Carried. Mr. Brown moved that -the Town and Rural Planning Branch be advised that Council. has no objection to the subdivision of the SE 25- 29 -26 -4 by Mr George Benson to provide for the sale of the west 45 acres of the sa_i..d -_and to Mr Lars Sorenson Carried. He also ask if one of our machines would level the Dinosaur Trail north of th3 Munson Ferry This was discussed at some length and Mr LoosmorD stated that the ratepayers who owned the land were some- what oppose i as vandalism had taken place in other years with fires being start d, some cattle being killed, etc. Mr Loosmore then moved that •ie advise the Drumheller Chamber of Commerce that the Patrol can lo minor work on the Dinosaur road only if they get con- sent of the landowners concerned and th.-It they be given the reasons for this. A. payments for 1961. 19, A letter from the Three Hills Municipal Hospital District advised that they will not be making any requisition for additional -iosPital taxes this year. Two sealed bids had been received for the purchase of the NE 16--2-26-4 - 80 acres These were Mr Edward Bauer - $2205.00 and Mr Wm Peters - $2125. Mr. Campbell moved first reading to By- Law #383, 1his being a By -Law to sell the said North 80 acres of the NE 16-32-2(-4 to Edward Bauer for $2205 00 cash Carried unan. Mr Loosmore moved second reading.to this By -Law. Carried un n. Mr. Church moved third reading to the By -Law. Carried unan Letters from the Assessment Branch stated that Assess- ment work dust be completed by December 31st each year if property is to be taxed in the following year, another letter gave regulations regarding rLew assessments and procedure to be followed in connection with that. Mr. Boese moved that a reply be sent to the Alberta Associatio of Municipal Districts advising that this Council sup- ports thei4 work in the co- operative buying field and feels that it is benefic'al. It is to be suggested that they investigate the purchase o fuel but take no action unless a definite ben6fit is apparent Motion carried. J)n Mr. Howard`•i,Trustee of the Three Hills School Division, left a con for each Councillor of the brief which that Division presented to the Conciliation Board which met in respect to the teacher's dalary schedule The Secretary - !reasurer submitted a report of misc- ellaneous Accounts Receivable and discussed these with the Council. It was sug ested that, in future, accounts be mailed out each month for the am unts owing. Council was advised that Mr 14 J Pierre has pur- chased the second elevating grader which was located at Carbon and has paid f r same. Council was advised that Dr Hay of Trochu had re- ported that there might be some problem In connection with water drainage f om the mine which he owns or leases and which may be affecting the Raffel property. No action was taken on this now as it was consid red a private matter Council was advised that Mr. Matt Myshyn.iuk of White - court,.Alb rta had been at the office and had stated that he would be interested in a rain making proposal for this District and that he would g arantee to produce rain even without any clouds in the sky. All Councillors were again in attendance. Mr. Frank Goerlitz met with Council in respect to his applicatior to install_ texas gates on the road aTlowan.ce west of sections 2 and 11 - 30 - 26 - 4 He stated that he had contacted all those t,ho had signed the petition objecting to same with the exception cf Abe Penner and Adam Seiler Those contacted told him they would ti,,ithdra­vT their names from -'(-,he petition. The Secretary - Treasurer Edvised him that Mr Ed Klassen had sent a written with- drawal and Mr. Brown reported that Mr Elgin Huntley and N,G. Hope had phoned stating thev were willing to withdraw We had no other word from the others concerned. Mr. Goerlitz further stated that he was not in favor of the culvert alternate as suggested by Council. Council discussed this with him at some length and then discussed it further -privately Mr. Boese moved that Mr. Goerlitz be advised that the last decision made by Council stands as previously given to him unless he gets written withdrawal of the objection from Mr. ABE Penner. Ludwig. M . Seth Meyer had been at the office but had left prior to the interviews Albert Fuchs and John Fuchs withdrew their applicat- ions as dil also Doug Raffan who had previously inguired regarding this. Mr. Ludwig stated that if he did not get a position as a truck driver, he would be interested in a position with the road crew or on a motor grader. Tyr. Peters advised Council that Merle Kober would like to transfe from nis position on the south road crew to the position of truck d..Lver This was discussed at some _length Mr. Campbell then moved that the following be hired as truck drivers but that it be clearly understood they must also undertake other work offered to them: Ken Mashford, Albert Hanna, Merle Kobet and Dave Milligan. Motion carried Mr Mashford, Milligan a d Hanna again met with Council and the details of the work were outlined to them, including the wage set -up, the M.S.I. and Pensiom benifits. Mr. Mashford stated that he was doubtful± that he W01Lld accept but that he would let us know tomorrow. �•. Council agreed that Frank Ludwig be considered for work with 4he south crew in-place of Merle Kober, but that this should fir it be discussed with the foreman, Dick Gimbel Council further agreed that George Rempel of Red Deer, should be hired as a truck driver if one of the others fails to accept the position The work for this new crew was then discussed in some detail. Mr Brown moved that the gravel crew start hauling from the crushet on Monday next and that they work together with. ±kX two trucks of Linden Contractors at stockpiling and hauling to toads Fuel tank which are ready for gravelling Carried. Mr Schmelke moved that Mr. Brown, Peters and Dobler etc. be a committee to arrange for necessary fuel tanks, fuel truck, tow hitch -:nd other matters such as that Carried Mr Boese moved that Council approve of the following gravel wor :g Gravel Div. 3 - 1000 c. yds to be taken to roads direct work from the c usher Div 2 - 2500 c yds. direct to roads from the crusher. Stockpiling for the Kroschel road of approximately 1300 c yd Finishing the Grainger stockpile of 3000 yds plus a further st ckpile of 200 c yds for patchwork. Carried. Mr Schmelke moved that the gravel crew do the four miles at W mborne north as soon as convenient after it is ready, and also the t o miles west on this location. Carried. Mr Brown reported that Mr R. Forester of Red Deer has Linden his equipm nt at the Linden well at the south end of the Hamlet and wells has cleane out the well He will put in new casing if possible and it is hope that this will be successful.
