Carried. The Council -then discussed the reclamation of a portion of of 9 - 31 - 22 - 4 at the location where Kneehill Coal arried out coal stripping operations. Also read to Council was the Agricultural Service Board and its recommendations Mr Mr Peters and Mr Loosmore presented an estimate of the aiming the land as �IP1963.28 and they referred this then to or approval. They had been asked to prepare an estimate to at an Arbitfation Board hearing in Calgary in this regard After discussion, Mr Campbell moved that the Council approve of the submission of the report as prepared by the Field Supervisor and the committea of the Agricultural Service Board in which they estimate it would cost ,'1963.28 to reasonably reclaim the land and nut it back into grass Carried. FORM 149 MUNICIPAL S V I " COUNCIL MEI.�ITING APRIL 3, 1962 Page 3 Salaries were then discussed with Mr. G King and Mr H.J Hanson and ihen privately by the Council The following motions were made* 111r Church moved that -the salary of Mr G King as Sec- retary '-j-'rea urer be 1X6200.00 per year as from April 1, 1962 and that the Council con,iribute 5% to a Pension scheme of his choice. Carried. Mr. Peters moved that the salary of Mr H J Hanson be $5400.00 pe year as from April 1, 1962 and that the Council contribute 5% to a Pen ion plan of his choice Carried Mr. Peters moved that the wages for Mrs. Hart be set at 3225.00 per month as from Arpril 1, 1962, and that the Council con-tribute the 5% to tAe Pension plan on her behalf also Mr. Ben Armstrong of Calgary met Council regarding the job as cook for the north crew The wage set-up was outlined, hours of work,. etc. 1,11r Arnstrong felt that the wage should be 1,;)275-00 per month plus free board. The Council advised they were not willing to grant this. Application E were read from 24 men who had applied for the -position as cook. Mr. eters then moved that each of these applicants be sent further det.ils of the wages and work an:d�t�hnate ch be invited to meet Council thil coming Friday at 3:00 P.M. Mr Stan Bell, Agent of Stewart Equipment, met briefly with I/ Council Mr. Brown and Mr. King presented a report of their dealings with Mr and Mrs Powlan re a Pt of the T11 ^T 19 - 30 - 25 - 4 and stat6d that the lo vest offer Mr. Powlan had agreed to accept was $1250 00 as compensatior for land, gravel,extra dirt, right-of-way for a temporary v, road, etc Mr Campbell moved that the report be accepted and that Council agr to pay the $1250 00 subject to completion of an agreement Carried. t It was drawn to Council's attention that the Agricultural Service Board recommended that Gordon Park's wages 'be increased to $3900. per year ivir Church moved that wages for Gordon Park, as Field Super- visor be set at 33900100 per year as from April 1, 1962. Carried A letter was read inviting Councillors, Service Board Mem- bers, and others interested to a meeting in Drumheller on the afternoon of April 5 for a discussion of matters pertaining to grasshopper control. Assessor Conventi COUNCIL MEETING APRIL 61 1962 Page 4 The Council meeting that had adjourned from April 3rd was reco rpresentative ened at the Municipal Office, Three Kills at 9:00 A.M. on Frida April 6th with all Councillors again present. Mr. D. v C. Dau, of the Three Hills School Division,was not present. The financial statement for the month ending March 31, 1962, was presented and discussed as per copy to these minutes. This showed a net balance at the end of March of $158,306.79. Mr. Boese moved that this statement be adopted. Carried. Mr. Schmelke moved that a payment of $25,000.00 be made to the Three Hills School Division to be applied against its 1962 requisition. Carried. Mr. George Park, Assessor, met with Council and briefly outlined his work. The total assessment of the Prairie Bible Institut will be about $670,000.00, of which approximately $150, 000.00 11 be for residen6es. He is now caught up on most of the assessme t work except considering appeals to the Court of Revision. He also tated that he would be interested in a full time job as Assessor if Council decides that they should hire one on a full time basis. Mr. Boese moved that the Court of Revision meet on Modday May 14th commencing at 9:00 A.M. to consider all appeals. Carried. Mr. George Park referred to the Assessor's Convention which will be held in Edmonton later this month. Mr. Peters moved that Mr. Park be authorized to attend the convention and that his expenses be paid. Carried. Mr. Schmelke moved that the rates of pay for the Reeve Pay and Councillors be set at $15.00 per day and 10 cents per mile for Council all meetings, supervision, committee work, etc subject to the limitati ns of the Municipal Districts Act. Carried. Road Cr Wages Foremen Others Theo Tetz Employee FORM 14 MUNICIPAL The organization of the road crews was then discussed with the foremen, Mr. H. J. #imbel and T. Paquette. Wages for the foremen were discussed and Ted Paquette gave a comparison with other M. D.'s and Counties and suggested that the foremen's rate of pay s ould be about $450.00 per month. This was discussed privatel by the Council. The following motion was then made: Mr. Boes moved that the foremen's wages be kept at $4950.00 per year, plus the 5% pension contribution, that they be granted two weeks holiday with pay if taken during the summer or three weeks holiday vith pay if taken during the winter; and that the other road men's rates of pay be kept at the same level as the present schedule. Carried. The foremen met with Council and accepted punt employee under the terms as set forth above. A letter was read from Theo Tetz in which he thanked the Council for having him employed for the past few years and in which he stated that he would not be returning this year due to his age. Mr. Brown moved that this letter be acknowledged and that y the Secretary - Treasurer send a recommendation to him. Carried. After some discussion, Council agreed that the following should be employed with each road camp; The foreman, five first men (that is men in charge of machines) and three helpers. Mr. Harry Chambers, cook for the south crew, met briefly with Counibil and agreed to accept employmalt under the same terms as last year. It was agreed that he start work on April 9th. The pay for travel time was discussed but not change was made. They will again be operating the payloader and truck. ;e Mr. Andrew Paquette met with Council and stated that he wished to work in the north crew and that he would take employment at the spare man's wages. Bramley, Walter Martin, John Campbell, Allen Koch, Alvin Ko h, John Dorn and Alex Williams, met with Council. All agreed t accept employment under the present wage set -up and to continue in the same positions. Mr. Gus Gieck, George Hope, Andrew Paquette, Oris Rodger and Albeit Kimmel met with Council. Present wages were outlined and discussed. All agreed to accept employment as outlined. Ms. Oris Rodger stated that he preferred to stay in the north camp. Patrol operators Karl Gundlach, John Esau Vernon Bitz, Henry Ti pe and Frank Brown met with Council. Wages, etc. were outlined to them as at present. All agreed to accept employment under th se conditions. They were asked to endeavor to keep warning iigns up, to take time to fix those as necessary, A suggestion that flashing lights be put on the Patrols was referred to the s op committee. Mr Ray Ehrman was not present but Mr. Sehmelke stated that 1.1r. Ehrman was willing to continue as Patrol Operator in Division 6. Mr. Orville McArthur met with Council and discussed work as Grave Checker. Mr. Boese moved that he be hired as checker to work t the crusher for all stockpiles aX& as from now and that he have he clear duty of checking the loads. Carried. If fuel storage is provided at both Trochu and will not charge any mileage from his home to either of ations. Mr. Peters moved that Don Adams be hired for this under the conditions as set forth. Carried. Mr. R. Keglowitsch, Engineer, met briefly with Council and the oremen. It was suggested that the bottoms of the ditch on the plan which he draws should be made wider and that the slopes be discu sed with the foremen. He advised Council that Allen Huxley h s proven very capable in hiswork with him. lir. Schmelke moved th t Allen Huxley be hired as helper to Mr. Keglowitsch and that he be paid $1.35 per hr as from April 1st. Carried. Mr. Allen Huxley met Council and accepted this offer with thanks. The Secretary - Treasurer was intructed to notify Ed Huxley that the Field Supervisor would have authority to call on him for casual work if a third man is needed. The following applicants were then briefly interviewed for posi ions on the road crewst Mr. E. Dreger, Mr. Jack Christensen, Neil Penner, Dave Murray, lordon Kimmel, Bob Hope, Louie Hohlen, Joe Martin, Gordon Ziegler, Carl Hettler, A. DeWolfe, Gordon Zey, Jim Merkosky, George Fraser aid Allen Giesbrecht. Council also considered the applicat- ion of D le Gimbel who was unable to be present as he is presently working it Ft. St. John. Council discussed the applications which had been re- ceived. Mr. Peters then moved that Bob Hope be hired for this position. Carried. Mr. Hope met with Cou cil and accepted employment with thanks. The following applicants for the position of cook for the north cr w were then interviewed: T. Inverarity, D. Bellefontaine, George Alderson, Gene Towers, . E. Girling, Wesley Wong and A. VanWyk. Other written applicat ons were also briefly reviewed. Mr. Schmelke moved that Mr. D. Ek Girling be hired as cook with a wage of $275.00 per month an other terms as outlined briefly in a circular to him. Carried.: Mr. Girling again met with Council and accepted employ- ment with work to start April 9th. The following is a summary giving the names of the employees and wage rates: May 1 - Nov. 30 Dec .1 - A r . 30 First me (in charge of a machim ) $1.60 hr. $1.)+?hr. Helpers (regular employees) 1.50 hr. 1.45 hr. New roadlemployees $1.25 per hr. for the first 200 hrs. then as above. Hanson, as Secretary of the Agricultural Service Board met with the Council. being a follows: 50, of e equipped of grass Mr. Church moved first reading of By - Law #378, this 3y - Law to purchase a Golden Arrow Sprayer equipped as with a quick filling apparatus, a reel for winding hose, ctra hose, an extra spray gun. Total cost of the sprayer as above being $1508.11. Carried unan. Mr. Loosmore moved second reading. Carried unan. Mr. Boese moved third reading. Carried unan. Mr. Schmelke moved that the Council purchase 10,000 lbs. seed from Crown Seed for a total of $1956.00. Carried. A report was given for those present at the meeting re- garding rrasshopper control held in Drumheller on the afternoon of April 5th. Those attending the meeting were: Mr. Ralph Brown, Reeve, Allen Church - Councillor, Mr. Ralph L000smore - Councillor and Service Board member, Per. ordon Park ield upervisor, and Mr. H. J Hanson - Secretary to the Service Board. It was noted from this meeting that care must be taken regarding the use of Dieldrin and this must be stressed when selling this Chemical to the farmers. Also when Chemical is sold to farmers this year, they must sign a declarat on which relieves the Municipal istrict and their Agents of respo sibility regarding the use of the Chemical. It was also stressed at this meeting that this was not really meant to be a legal document but, that it would give the farmer the knowledge of the responsi ility he has in using this �'hemical. It was also noted at this meeting that the Municipal District of Starland was paying 60% of the cost of all Chemicals used by their ratepayers for the control of grasshoppers Mr. Boese moved that this Municipal vistrict pay 50% of the cost -of all Chemicals used by residents in this District for the control of grasshoppers. Motion carried. All Councillors were again in attendance. The Council were advised of further decisions in respect rairie Farm Assistance as per map on the bulletin board in e. Various matters were discussed in respect to the Hamlet of Lind n particularly referring to the water supply, the proposed additio to the subdivision, title to the site of the new welly and pipeline and park area. It was agreed that Mr. Aaron Megli be asked to meet with the Council for a discussion of these things. Mr. Brown moved that the Provincial Department of Highways be asked to put a stop sign at the corner east of Art Bates where it come to Highway 21A. Carried, Mr. Peters moved that Council approve of the extension of the Canadian Utilities powerlines as per their request in the area so th of Paulson school. Carried. Mir. Boese moved first reading to By - Law #379 this being a y - Law to authorize borrowings to a maximum of 1200,000 split b tween the Royal and the Treasury Branches at Three Hills. Carried an. A brief discussion took place regarding whether or not the Paul Weigum house at Sunnyslope should be moved so as to enable Council later to build a better road through Sunnyslope. This was tabled mithout any definite decision. The Secretary - Treasurer advised Council that a survey crew from the Locations Branch, Department of Highways, was taking profiles to make recommendations for the location of a new Bridge at Sunnyslope. This crew was granted use of the old Municipal e office at Three Hills, but no definite arrangements were made re- garding any charge for this. Mr. Campbell moved that this survey crew be charged for utilities only for the old office while they are using it. Carried. Mr. Campbell moved that the old Municipal office be n(t rented to any others without authority from the Council. Carried. Council then discussed whether or not to allow the use of any part of the new office for public or other meetings. Mr. Peters moved that the Council room be reserved strictly for Municipal meetings including Agricultural Service Board meetings; and that the meeting room in the lower floor be used only for Director's meetings of Agricultural Organizations which are non - profit and which do not have more than twelve mem- bers as its Board of Directors. This would include Seed Cleaning Plant, Mutual Telephone Companies, perh*ps 4--H clubs, etc. Carried. Mr. Peters moved that the Drumheller Health Unit be charged as follows: 1. Rent of $100.00 per month as from May 1st, 1962 for their space on the lower floor of the new office, and this rent to include all utilities and janitor services. ,! 2. Carried. u The Secretary - Treasurer read to Council his report of the meeting of the Alberta Association of Municipal Districts which he had attended in Edmonton on March 28th This referred to the executives report regarding co- operative trading, insurance, etc. and also the summary of the new proposed legislation affecting Municipal Districts. Mr. Church moved that this report be accepted. Carried. The matter of placing directional signs at the key locations within the District was discussed. Mr. Peters moved that this be referred to the Chambers of Commerce in the area, that they be advised that the A. M. A. will provide the signs free of charge and that the local Councillor is willing to assist in the project. Carried. Mr. Brown moved that Council approve of the purchase of a new fl or polisher from Dustbane Products at a net cost of $216.00 Carried. A report was given of the costs of the new office build- ing. Inoluding $3000.00 paid for furniture, the accounts paid to the end Df March total slightly over $681000.00. Estimated further accounts including $583.00 more for furniture total approximately $4000.00 to give a total cost of $72,000.00. It is estimated that $15,000. 0 will be recovered through the Winter Works program. Mr. Boese moved that this report be accepted. Carried. Mr. Peters moved that a tentative date be set for the officia opening regarding the new office as Monday, June 4th. Carried. Council was advised that there has been a considerable delay in regard to delivery to us of the new truces due to a strike at the Chrysler factory. Mr. Campbell submitted a report showing the traffic over the Trochu ferry and urged that work be done on the River Hill. Mr Higgins recommended leaving work on the hill for the Bridge B anch and asking them to have the Locations Branch make a survey o the hill. Mx Loosmore moved that the Bridge Branch be requested to make survey of the River Bill east of Trochu and that a record of the t a£fic be sent to them so as to urge quick development of the prof ct. Carried Mr. Higgins estimated that all road grants would be about the same as in 1961 He was thanked for attending our meeting 41 and was advised that we would contact him when we are ready to make application for the regular road grant. Mr. Doug Hazelton, Linden Contractors, met Council and asked if he could buy gravel from our Municipal Pit at 10 cents per c. . Council discussed this privately at some length. Other contract rs had been quoted a price of 20 cents per c. yd. and we had no r cords of their names. Mr. Russel Rice as representative of the Torrington Rural Electrification Association, met with Council and stated that they had had brush cut from under the power lines and out through the ditches it a $666.00. He asked that Council pay part of this as it was of b nefit to the roads as well as to the Power Company, and he suggestel an amount of $200.00 as being fair. It seemed to be generally agreed that the mill rate should be held the same as in 1961, but that if possible, more gravel should be provided for. Mr. Schmelke moved that the truck insurance policy with Jubilee Insurance be renewed and that the premium be authorized paid. Carried. A letter from Firs. MacDougall of Huxley advised that Marshall Williams had removed the cement from the Lots she had purchased from this District and that it had taken him between 2-j and 3 hrs. for this job.
