COUNCIL MEETING
Mr. Donald Dau, expressed congratulations to the Council
on the completion of the main floor of the new office building and
stated that fie was very pleased with its design and he honed it would
serve well for many years.
Mr Peters moved that Council adopt the minutes of the
special meeting of March 3, 1962. Carried
The monthly statement for the month ending February 28,
1962, was pr sented and discussed as per copy with these minutes This
showed a net balance at the end of the month of $193,o98.03 Mr.
Campbell mov d the adoption of this statement. Carried.
Correspondence was read as per the agenda with these
minutes and d ealt with as noted.
L Mr Campbell moved that no delegate be sent to the
Annual MeetiYLg of the Alberta Municipal Financing Corporation. Carried.
A letter from the Federal Der.._..., __.nt of Agriculture
acknowledged receipt of -the resolution respecting P F A as passed
at the Annua4 ivieeting of our ratepayers and stated that it would be
considered w en any amendments to the Act are under review.
Mr Church moved that Council accept the voluntary
assignment f om Linden Contractors in favor of Industrial. Acceptance
Corporation 'n the amount of 2.0 cents per cubic yard for any crushing
work done foi this District. Carried
Mr Peters mo.Ted that Council table the renewal of the
insurance po icy on the ;four trucks which are now insured through the
Jubilee Insu jarried. a.nce Company and the Alberta Association of Municipal
Districts.

Mr. Stan Bell, of Stewart Equipment, met briefly with
the Council and advised that they have opened a new sales yard and
office near Edmonton He also referred to a 1960 D - 7 and hydraulic
dozer which - ey have available for sale He was advised that Council_
has already made its machinery purchases for this ,yeas.
Mr H J Hanson, Assistant Secretary - Treasurer, pre-
sented the accounts and paysheets for consideration Mr. Peters moved
Accts. that Northwest Fikrniture be paid :;3000.00 on its account and that the
other accounts and paysheets be passed for payment as listed Carried

Mr H J Gimbel, foreman, was present throughout those
parts of the meeting whefi road work was discussed

Mr Boese, G G King and Mr. Gimbel reported on their
meeting with Mr. Vincent and Mr Frayne of the Provincial Bridge Branch
at the site of the proposed new bridge west of Linden The Bridge
Branch has a reed to supply and install a new bridge with 30 _ft. road-
way on the east - west road allowance, but it is necessary that a new
channel dive sion be made. The committee recommends that our machinery
be used to make this channel soon as the bridge crew will arrive by
mid April They further reported that INTr David Falk owns approximately
5 acres of lend I.•;hich is cut off and lies north of the present road
diversion Ee will accept one of two offers.
1. A total of �"�250.00 to pay for the land required for
the channel diversion and the road widening as damages and compen-
sation :fmx ir full for the old bit]rj �,ihich would have to be removed,
and for all fencing involved
2. A price of $425 00 cash to pay for the full acreage
which he ownE with ' -Atle to come -to the Municipal District and to in-
clude full c mpensation for the removal of the old shed
If all of the land is purchased., it was suggested that
it might be sed as a place to stockpile gravel and it would also save
the costs of putting in good approaches to the land he would other-
wise retain.
These two proposals were then discussed and considered

Mr Schmelke then moved that the Council purchase all

Allinghan The Secretary a 'Treasurer reported that Mr Gerry 14azurek
bridge of the Bridge Branch had phoned and stated that they recommended that
the new bridga south of Section 4 - 32 26 - 4 be located on a road
diversion slightly to the north of the hill. This location was chosen
so as to save the costs both in the bridge itself and in the dirt work
✓ required Tha curves would be so designed that they would not hinder
traffic and vision xxthxtJam would be good. Mr. Peters moved that
Council agree to accept the proposal of the Bridge Branch. Carried.
A letter from the A. A. M. D. with a Government circular
Sales regarding Sal as Tax indicated that a truck was exempt only if a hoist
tax and box were bought with it as a complete new unit This regulation
was discussed by Council Mr Church then moved that this District
agree to pay the Sales Tax on the new three ton truck. Carried.
The office committee reported that the new furniture and
Insurance equipment in the new office could be insured as part of the ?policy on
office the building through A. B. Young of Three Hills at the same rate as

The Secretary - Treasurer reported that Mr. Isaac Brown
and P Doerks n of Linden had reported that there was a definite
shortage of water. This had been investigated by a phone call to Mr
Linden Walt Regehr The latter advised that the new well had been shut off
water so that the residents would have soft water from the former well. This
was the reason for the shortage Decision as to what action should be
taken was tabled so that Mr. Brown ti-,rou_ld be present when it was further
discussed.
Ferguson A request of A. J. Ferguson for gravel along the road
gravel next to his farm was read to Council but no definite decision was made.
A letter from -the Provincial Department of Agriculture
named Mr. S. 4 Pettem, District Agriculturist, as its representative
A.S.Bd. „ on our Agricultural Service Board Official appointment by the Council
was tabled u til the other members of the Service Board are named
No action was deemed necessary in respect to a letter
Olds from -the Olds Municipal Hospital District advising that the term of its
Hosp. Board member representing the Torrington - Wimborne area and part of
the County of Mountainview, had now expired. This letter had been
received too 1 -ate for us to call- for nominations at the regular time.
C n Mr Campbell moved that Council approve of the extension
Utilities/ of the Canadian Utility Pourer line to the SE 13 - 34 - 24 - L1- to serve
the farm of Ivr. Jack MacArthur. Carried.
Finane. A letter from the Alberta Municipal Financing Corporation
Corp. certified th t it had paid the amount of ';,'1746 23 as this District's
responsibility in respect to debentures for the Olds Municipal Hospital
District
`_I'he Department of Highways advised that By - Law # 373
Road has been app oved for the closing of a portion of the road allowance
closed along the we Et boundary of the SW 29 - 29 - 25 - 4, but they directed
✓ that the Title 'to the road allowance must be kept in the name of the
Crown in cas it should be required at a later date.

The decision of the Board of ' '1ransport �omrnissionors
-o the application of the Canadian 1�ational Railways for

Mr. Loosmore moved that the office 'building committee

A report from the Drumheller Health Unit showed that
the old well at Linden was satisfactory for use.
A report from the P. F. A. advised that the following

All other correspondence as listed was ordered filed
Mr. Vern !",ester, Ed Sailer, Ray and Harvey Olsen met
and stated that they had heard that the new highway along
n Line might cut through the north half of Section 31 -
and join Highway 21 approximately one-half mile south of
intersection. They asked that Council request the Govern-

Mr William Higgins, Assistant District Engineer, met
Council and asked if any decision had been made in respect

Mr C Smith of Costello Equipment, met briefly with
Council 4nd tongratulated them on their new office.
Huxley Tyr. Dave Silver and Bill Green of the Huxley west area
west met with Council regarding having trees cut or sprayed from around the

However, their stated that there was perhaps too much snow around the
trees now, a d that it might not be possible to proceed with the work.
f They also asked about easements for their telephone lines which were
placed in fields northeast of Iluxley along the new grading east of
Aubrey Hoggs Council agreed to inspect these things next Monday. The
two members ttayed and watched demonstrations which followed in regard
to tree sera ing.
Mr Malsbury of Malsbury Chemical apray Company Ltd. and
Mr Vic Gustafson and iir. It. Rice of the 'Torrington Rural Electrification
Brush Association, met with Council in regard to brush control 'by spraying.
Control Mr. Malsbury showed pictures of their equipment and talked of the work
which it could do They use a mixture of 24 - D and 245 - T with fuel
oil as the c rrier. They assume any responsibility for damage which
might be dont, to legumes, gardens, etc Charges for work along Power
Lines range rom �l_c 00 to $57.00 per mile. General average would be
_ between ` 50 0 to - AOO.00 per mile for both sides of a road Their
actual rate cf charge is $ .00 per mile of road travelled plus 41 100.00
for every 10 CO gallon tank of mixture The members of the Electrification
Association Etated that they would. like to see an experiment on a few

Mr. Schmelke left the meeting during the showing of the
pictures by 1� alsbury Chemical. Spray Company.
.l'he hiring of a Caretaker for the new Municipal office
was then discussed by Council and they gave consideration to the amount
Caretaker of work and lim a reasonable wage. Mr. Peters then moved that Council
office j offer $110.00 per month for one year subject to satisfaction. Carried.

Other applications which had been submitted in writing
were read fr m George R�ftffan, 1,1r Ray Eberhart and Mr. A. Henderson.
Mr Loosmore moved that Mr. Robert Rolston be hired as
Caretaker su sect to the conditions as noted above Carried.
Mr Milton Toews and Allan Esau met with Council on behalf
Linden of the residents of Linden and suggested that the balance of the
Rec. Granb recreation G ant be spent to provide fencing materials, etc. for their
P playground They submitted the cost details in the total of 3465.43 for
material and agreed that the residents would donate the necessary labor
Mr. Loosmore moved that -the xor.oposed purchases be ac:_etoted and that
Council make application for the Grant. Carried.
The report of the Shop Committee was given by Mr H J
Hanson as Secretary. The Committee had motored to Liven
where they
inspected the box for the one ton truck which had been recommended by
Shoo the Reeve, M . Re W. Brown. The committee found this not suitable for
Comm. our use, as the sides were not .removable and it would not be handy for
loading culverts, etc and a flat deck with removable sides would be

box The committee then motored to Innisfail where they inter -
viewed the Foreman of the Municipal District of Red Deer He outlined
their system of keeping track of costs for each individual machine.
He stated that the only difficulty they had was getting copies of Invoices
from the office He found that his records were very handy when doing
repairs to the machines whereas he could go back through the work orders
and find at what time a certain repair was done to the machine and what

The Shop Committee recommended that Council purchase a
Duplicating Lachine whereby the copies of Invoices c(--,uld be made for
each foreman and he could keep them with his records for each individual
machine. This matter was tabled for later consideration by the Council
Council discussed the likely need of a machine for
thawing out ulverts and steam cleaning machinery iJ'r Peters agreed
to get price] to refer to Council next Monday.

Mr church asked Council's ap-oroval to do some stripping
at the Andress gravel. p - it Mr -boese moved that Mr 'hurch have authority
to arrange t is if conditions are satisfactory. Carried.
Mr `'hunch moved that Council approve of the proposed
expenditure cf $286.65 for fencing and cement for the playground in the
Three Hills ubdivisionj and, that application be made for the Re-
creation Grant for the total amount expended for the playground at the
:said SubdiviEion. Carried.
Ivir Peters and King rei)orted that they had met with Mr.
Muddle and Mi. Imbach of the Prairie Bible Institute, and had discussed
the sidewalk or paving program with them. They had agreed to invest-
igate it further and to make recommendations. They I-ad further stated
that, in their opinion, the Prairie -bible Institute would be willing
to pay any e pense if the work was on their property, and for the costs
which are ovir and above the Government Grant
Council was advised that a complaint had been made
stating that the corner south of the Smouse Greek was dangerous due
to trees blocking the vision This was referred to Mr Peters With
authority to spend up -to k$20.00 to have the trees _,d.
Mr Loosmore brought up the matter of additional signs
with particu ar reference to the need of a -playground sign tLt Ghost

Mr. Linden Davies, Sanitary Inspector of the Drumheller Health Unit,
and with the committee that operate the Linden Home. Proposed posed plans
for a new Tome were discussed briefly with particular reference to
V Sanitary f cilities. Arrangements had been previously been made for
the Provin(,,ial Plumbing Inspector to also be present but he did not
arrive
They then went to the Hamlet of Linden and met with
Idalter Regehr,=14ilton Toews and Herman 'Joews and discussed matters
pertaining to the water supply at Linden. They were advised that Mr.
Ray Forrester of Red Deer has given advice regarding improving the
new well bl( putting in more casing and by shutting off L'-.he hard
water which apparently comes in near the top. They were also ad-
vised that the bottom part of the well has Partly filled in, and
therefore, it is not producing as well as it might A geologist
from the Department of Water Resources is expected to come to Linden
and to givo recommendations later
The Council -then returned to the Municipal office at
Three Hill and carried on with the meeting Mr. Peters was present
for this portion, together with the other Councillors
The application for a Contingency Road Grant was dis-
cussed at ome length with consideration being given various locations
Mr. Boese hen moved that Council apply for a Contingency Grant for
the road ftom Trochu east to the Red Deer River Carried.

The Secretary - Treasurer as asked to outline, with
the above Letter, thn reasons for Council's requests with particular
reference o .
1 Keeping the old road open by the Municipal District
would add he the expense and would mean an extra intersection with
#21.
2 The costs of the new proposed location would likely
be quite high due to land purchases, severance, etc
3. Much of the traffic would be coming from or going to
Trochu,and the use of .#27 with its location one -half mile to the
south woull mean one mile extra for each tri-o
A delegation of Mr Erickson, Hazel, Anhorn, Rempfer and
Ferguson mat with Council and asked that Council consider including
the following two in the road program for 1962
1. Straighten and improve the road west of the SW 18 -
32 - 25 - to make it safe for bus and other traffic.
2 Grade a new road west of 15 - 22 32 - 25 over
the Hazel ill so that a through north - south road would be opened
for traffi at all seasons of the year
Council agreed to consider both of the above requests
when drawi g up 1962 road program.
Council agreed that no action be taken now regarding
the cuttin of trees as requested by the Huxley West Mutual Telephone
Company.
Mr Campbell moved that no action be taken with respect
to moving the cement foundation from the lots at Huxley which were
sold to Mr . MacDougall until such. time as the frost is out of the
ground Carried
Council debated at some length whether or not a road ban
should be Flaced in this District Mr. Brown moved thalthere be no
road ban s uth of the correction line between townshi_.ns 30 and 31
defeated.
Mr. Campbell moved that a road ban be in effect as from
7.00 A M march 21st for all �,Iunicipal roads to rrohibit any gross
vehicle weight over 20,000 lbs. and to prohibit any truck traffic in
the ditched. Carried.
Mr. Gordon Park, Field Supervisor, gave the following
report regarding the Agricultural Service Board
Two weed clinics had been held, One in Three Mills, and
one in Acme
Mr. Park had inspected the new Sprayer purchased by the
M. D. of S arland at I%orrin Mr Park had also interviewed Golden
Arrow Sprayers Ltd at Calgary who were to send literature regarding
their Sprayers when it was available.
The grasshopper control program for 1962 was outlined to
the Council Dieldrin would be available from the Department of
Agriculture for ,$5 00 per gallon with the same restrictions as in 1961.
Each gall-on of Dieldrin will treat 32 acres. 11dalathion is available
from the Department of Agriculture at '$10.00 per gallon and each
gallon will treat 2.0 acres The area which will be affected by grass -
hopners in 1962 is to be 1/3 larger than last year.
The matter of purchase of a Sprayer for use by the
Agricultural Service Board was tabled for a later meeting
The following companies submitted prices for grass seed
as requestea bTf the Agricultural Service Board, the amounts to be

present in Calgary.
The foremen reported that they could get the use of one
from either the Town of Three Hills or. the Village of Carbon. After
discussion, Council approved the use of -the one from the Village of
Carbon as It is already mounted in our truck
Mr. Harris Webb* met -briefly with Council and discussed
