C urch moved that the minutes of the meeting of the meeting of Dec 11th & 16th, 1961, as per copy mailed to each councillor Carried. Thep eliminary monthly statement for the month ending Dec 31/61 was presented as per copy with these minutes. This t showed ant balance at the end of the month of 11p243,073 4.6 but the December accounts authorized paid at this meeting wi11_ be added t the 1961 disbursements and deducted from the net balance for the en4 of the year 1961 Mr Boese moved that this state- ment be ad pted Carried. Finances were discussed briefly and the corn. re the new office gavE a report of its costs to date and the estimated total cost The Sec - Treas. estimated that the gross cost of the new office building would be close to 4�'65,000. Furniture and any landscapin would be in addition to this. Corre4pondence was read as per the agenda with these minutes Irr P ters moved that Council approve of the new Canadian Utility Po er line south of Secs 2, 3, 4 and Pt. 5- 32- 24 -11- as per their Jap, subject to the following: es 1. '_1k,e line may be located 47 --ft. from the centre line of the road (2 ft. on new road allowance width) 2. R. Doe ing, of Torrington, will receive Govt Social Allow- ance commeILCing this month so he should not require further Municipal assistance. The S c. -Treas gxz gave the following welfare reports as received verbally from the P rov. Welfare Officer, Drumheller Meta ,Scheu ert - will likely receive a Govt allowance to pay for dungs, etc Mrs. Yard, Sr - Dr. ",.y, of Trochu, is to discontinue the drugs on a trial basis. 1�1rs Rasmussen - may qualify for Govt Social Allowance A'Ir. & Mrs. LI Powers - may qualify for medical cards, etc later I.1r F. P Krick and Associates, will provide the program on the basis of 140 ave age per acre. They asked that the plebiscite be held on Monday, March 5th The Sec - Treas. suggested that Council consider deleting the hamlets entirely as they now pay on land only and their tax, in his opinion, would, hardly justify granting them a vote on the proposed By -Law. Wayne Scobie, of Ferguson Supply, met with Council and discussed the L'uclid TS -14 at some length. The Trews. reported that a representative of the Dept Torringt n of 1,1unicipal Affairs would attend a meeting in Torrington on Jan 9th/62 at 7.30 P.1. to answer questions regarding that hamlet beco ing a Village and to further discuss matters in that connection. Carried. 11r Alvin Gaetz had left word at the office e that there is Cemete y an uncared Cor cemetery in centre of Sec 12- 33 -27 -4. This was referred to Council IIr. Peters moved that information be obtained as to ownership, etc , and referred back to Council at a later meeting. Carried The Se - Trews. reported that there had been a very good Pensio response to the Pension Plan with a large sign up. A final report will be made after all have been contacted See page 5 E� FORM 149- Special MUNICIPAL 5 PLIES LTD COUNCIL 11EET T�1G JAN. 81 19 2 Page 4- Mr Ely and 1-r Gordon Berdahl, of the Dept. of Highways, met with Council and discussed the account of 421,000. which this District claims should be paid to it by Poole '''ngi.neering Ltd. for mainte once, etc., while # 21 was closed to traffic from Three Killc, to Huxley in 1961 -- all this in respect to detour roads and gravel haul roads. Previous correspondence was reviewed # 21 and new co respondence read to Council I,r Cunliffe, of Poole Detouzs Engineerin , then also met with Council and stated that his Co would not eccept, the account as no agreement had been made in respect to the work and as they had no notice that an account would be submitted. He admitted that they knew that our machinery Poole was doing considerable work on roads for which they were resp- Eng onsible He brought with him a letter from his Company dated Jan 5/62 end this was read to Council - it outlined his Company's Jh opinions a d denied all responsibility but made an offer, without obligation, of y?'200.00 in full settlement Council discussed this offer privately. 1,r. Church moved that Poole Engineering be advised that this District believes that its account of $1,000. is fair anc that it ',rill. not accept any lesser amount, if the Company refuses to pay, then the account will be written off and Council will demand definite agreements in future from any and all contractors for maintenance of detour and gravel haul roads -,orior to the start of work by ther_n in this District Carried. r'he representatives of the Dept. of Highways and 11r. Cun- liffe, of Poole Engineering, were then advised of this motion 1r. Cunlif e agreed to refer it to liZg Company for consideration They were then thanked for coming to meet Council. 1r A.
