The financial statement for the month ending Oct 31,
1961, w s presented as er copy with these minutes This showed
a net b lar_ce of 5147,7,3.42 at the end of the month.
I-ir. Boese moved that this be adopted. Carried.
Bids were presented to Council for supply and
installation of natural gas heaters in the metal storage
sheds a Three %Hills and Carbon J & B Plumbing of Trochu
bid for the Three Hills job and Stubbert Plumbing of Carbon
bid for the Carbon job hir. Boese moved that these bids be
accepted and the installations authorized at the following
prices: Stubbert Plumbing LUS- 150 -F Reznor Heater $525 00;
J & B Plumbing 200,000 Reznor Heater $649.00, other
details as per their written bids Carried.
Mr Peters :roved that this District adopt a policy
of cleaning up old basements, etc on property in hamlets
which have been acquired by the District through Tax Recovery
or otherwise, and that the work be done at any convenient
time. arried.

A letter dated Feb. 28/61 from the Bridge Branch

were advised that the Bridge Branch has now been requested
to give a further reply with new details.
A letter was read from Frank Goerlitz in which he

Accts. T.ir H. J. Hanson, Asst. Sec.- Treas., presented the
general accounts and paysheets for consideration Mr Schmelke
moved that these be authorized paid as per list with these
minutes Carried A
,,1r Boese moved that the motion of April, 19617
meeting setting up a pound comm. be now deleted and that the
following be substituted: That this Council set up a pound
Pound Comm. F comm t investigate pound damage claims, etc., andlthat the
members of the comm. be the two nearest available councillors
but not including the local councillor.,'Carried.
The pound damage claim as laid by 1,1r Ralph Loosmore
Pound Claim in respect to cattle owned by Mr S. Schmidt and impounded
by Mr Loosmore was referred to Council. The Impounder's
Loosmore Statement dated Oct. 25/6, was read to Council as were also
Schmidt the 196'. amendments to the Domestic Animals Act.
Per Loosmore had claimed damages totalling X696 00 and
11r. Sc' idt had appealed, claiming the amount was too high.
Councillors Church, Campbell and Schmelke had made an
investigation and made a verbal report suggesting $427.50
as reasonable damages. ITr. Peters moved that the three
douncil ors (Church, Campbell, and Schmelke) be the committee
for this case only Carried
T,s Loosmore outlined his case to Council and then
left the meeting while 1r. S. Schmidt was interviewed He
had Mr Ed. Lammle and his brother Raymond Schmidt with him.
11r. Laraile gave evidence that cattle owned by Paul Fuller,
Mrs. Tu t, ?rlm Kilgour and one other person had also been
in the WI- 25- 30 -24 -4 during the summer or fall and that some
of the damage would have been caused by them Hr S Schmidt
agreed 1hat he had notice of this meeting and that no further
notice is required. Theythen left the meeting.
Mr. Loo raore again met with Council He agreed that 2 head of
Wm. Kil our's cattle had been in for 2 days but disputed any
others leing in.

given to him and that Council may proceed to deal with

was present for the balance of this meeting
Mr. R. heglowitsch met with Council and outlined
his work pie asked instructions as to whether or not the
road curves should be changed at the east and west ends of
the Clay Thomas mile (S- 27- 31- 22 -4). He was advised to widen
the pre ent curves only
1,r. T. Paquette, foreman, met with Council. Council
agreed hat no new roads be opened up for grading due to the
danger of freezing up They also agreed that H. Tippe could
take the Div. 4 patrol to assist with maintenance in Div. 6.
Council also agreed that the south crew do the necessary
stripping at the Megli pit in Ni- 10- 30 -25 -4.
The Loosrnore - Schmidt pound damage claim was again
discussed with particular reference as to whether or not
damages could reasonably be allowed for an extended period of
time prior to impoundment. T1r. Loosmore agreed that the cattle
had not been on the land some two days prior to impoundment
but he felt justified in claiming for an extended period as
the cat le had been on his land a great number of times and,
in his pinion, the owner had not made any determined effort
to keep them at home
Mr. Boese moved that decision on the pound damage
claim r (erred to above be tabled until next meeting, and that
further information be obtained in respect to the matters in
dispute Carried.
Mr. Peters moved that T. Paquette be given authority
to delegate one of our employees to take the Welding Course
to be given in our Three Hills Shop the week of Dec. 4th and
that the one chosen be paid wages for this Carried

A letter of complaint from D. J Brodner was read

The Sec. -Treas advised that a representative of
Poole Construction had asked permission to meet Council re
this District's claim for 81,000 for road damages He had
been invited to the previous meeting and to this meeting but
has again failed to appear. 11r. Ramix Peters moved that
Poole Construction be sent an4 account for $1,000. for
damages to our roads during the time that #21 Highway from
Three 1Lills to Hux-ley was closed to traffic and for the dead
haul ro ds used during that time. Carried.
P =Ir Boese moved that Robert `letter be invited to
meet Council on Dec. 11/61, to discuss the tax situation
on the 'Ouse which he bought and moved out of Sunnyslop e.
Carried.
N1r. Peters and G. King reported that they had met
with P. C and Ken Warkentin regarding their garage, etc.,
on the YLOrth side of the street in Sunnyslope. They had
offerred a total of 'WO- to have the property cleared of
all buildings so that a Creek Diversion might be made.
No deci ion had been made and Smith Bros., movers, have been
asked f r a quotation.
Council was advised that Alvin Helm, of Wimborne,
has sub itted an offer of y150.00 for Lots 1 and 2 Block 1

Life, re the proposed pension scheme. -Full details had been
discuss d and new recommendations made, particularly in-
1 ymp oyees to be eligible after 6 mos. instead of 1 yr.
2 Joiking times to be Dec. 1st and June 1st of each year
3. Ded ctions to start with Dec , 1961 earnings (payments
in Jan 1962)
4. A meeting to be held with employees and Company to explain
the details; then the Company to contact the individuals with
joining to be voluntary

discussed this privately and the following motion was made:

one tree 's holiday prior to the end of 1' °larch, 1962, or
an alternate of three weeks holiday prior to end of 11axch, 1962;

a drilling rig for Precision Drilling Co
21r A. Boese, of Linden Contractors, met with
Council Ile advised that they had crushed 9,123 c y at
Calvert and I-IcKinlay's, of which about 8,500 c.y. had been
put in tockpiles, had crushed the 1,580 c.y. at Hoppins;
and had crushed the 4,600 c y app at Anderson pit. They
are rea y to move to the Arvidson pit and then to the Sharples
Pit.
Council had looked at the Kralik (Nacmine) Pit and
the An ews Pit when on road tour recently. Arnold Boese had
also be n with them. Pis. N. Boese moved that work at these
two pity be left until the summer of 1962 Carried
Ir. Church moved that stripping at the Arvidson pit
be done by Linden Contractors if their machine is available,
otherwi e, that a Municipal machine and operator be sent out,

in 1961 against `edallion Petroleums Ltd. for pipelines in
this Di tract be cancelled as the Dept has advised that the
assessor nt was made in error. Carried
Mr. Peters moved that R W Brown and G G. King
attend he Civil. Defence 1•ieeting in Calgary on Dec 1, 19611
said Co ference being held for Municipal representatives.

Bert Fn-is to find if he is able to get glasses for his
daughter Viola as the Drumheller Health Unit has reported

A letter from Dr. Greenway stated that he had no
coveragD under Workmen's Compensation or otherwise that would
cover D nald Herman, who was injured while assisting with the
Bang's vaccinations A letter from 14r. Herman asked that
Council review his case as he has been in hospital and had to
have a cnee operation. r�Ir. Boese moved that this case be
referre _ to the `tTorkmen's Compensation Board, with the request -
that kmdm 11r Herman be covered under our policy, and that
a full explanation be sent to the Board. Carried.
nr. Peters moved that this District request the
Bang's aptains, as part of their duties, to accompany the
Vets o the days that vaccinations are being done in their
areas, ind that thei be covered by orkmen's Compensation_
while s assisting. Carried.
A,,r Loosmore moved that Council authorize the transfer
of Dr. Elliott's contract re Bang's Z,rork. to Dr John AlXman
as from Dec 1, 1961. Carried.

checked the complaint of Neil Siemens, of Grantville, about
possibl flooding this next spring Nothing can be done now
but con litions will be watched z•rhen the snow thaws.

Loads roads for 1962 were discussed. I?r. Brown moved that a letter
be sent to the Bridge Branch for information re.
Trochu East 1. Tro hu east road - Is there any likelihood. of a bridge
within the next few years? is the Bridge Branch considering
any work to locate better approach roads at the River':
Orkney- 2. Ork ey - Hesketh proposed road - Is the Bridge Branch
Hesketh ` prepared to compile information and make any recommendation
as to a suitable site for the bridge that tivrill be required`'

l,r. Peters gave a brief verbal report of the meeting
A S Bd of the Agricultural Service Board held this week and which
had also been attended by Mr. Wm. Lobay, of the Department.

1. Suggestion that poison baits in 1962 be distributed through
the 'Three i?i1.ls Seed Cleaning Plant and other agencies, working
on a co mission 'oasis
2. Pos ibility of getting a Government grant for another
sprayer.
3. The Board has asked that Council arrange a meeting at which
a speak r can give details of the farm Purchase Act and another
can givo details of the Farm Credit Act - this meeting to be
for Coll cil and A S Bd. members only They wished this held
prior t the next annual meeting.
