M. on Oct. 11/61 Councillors present were: Mr. A. H. Church Div. 1 Mr. R. W. Lunc Brown 3(Reeve) Mr. Peters Mr H. R. Loosmore 5 Mr. S. C. Schmelke 6 Mr. C. C. Campbell 7 Mr. N. Boeee, councillor for Division 21 was absent Dau, representative of the Three Hills School Division gent for this meeting. Mr. Church. moved that the minutes of the meeting of Sept 11th and 18th /61 be approved, subject to one correction: That on P. 1 of Sept. 11th minutes the date for a report of the Office (.omm. be corrected to Sept. 18, 1961. Carried. The monthly statement for the month ending Sept. 30/61 was presented and discussed as per copy with these minutes- this showed a net balance at the end of Sept. of $39,924 1� 1Ir. Pet ors moved that this be adopted. Carried Correspondence was read as per the agenda with these minutes Letter of Dept. of Public Welfare advised that the appoint ent of G. G King as Welfare Officer has been approved. Letter of Howard Boles inquired re the proposed Welding School. The Sec.- Treas. advised that Mr. Pettem, D. A., 12 making arrangements and that our shop at Three Hills Vill likely be used for this. ?\,r. Loosmore moved that the Council approve of the annexation by Trochu of Block Y Plan 492 S Trochu, with the effective date to be determined by the Local Authorities Board. Carried. (Auction Mart property) Pf,r Peters moved that Ferguson Supply be advised that no one from this District will be able to attend the trainin course in the States Carried. M. on Friday, Nov. 10th /61. Carried. Information from the Dept. of Public Health re the of a 50 bed Chronic Hospital at Didsbury was discussed length. This had previously been referred to Council prior to road tour on Oct 7th /61. Administration, ., possible requisition costs, etc., were dealt with. ch then moved that a meeting be called for 1 P.M. 23/61 at the Three Hills Community Centre Lodge Room 11 discussion of the Chronic Hospital set -up and that owing be invited to send representatives to this Town of Three Hills; Villages of Carbon, Acme, hu; Municipal Hospitals of Three Hills and Elnora; Roberts of Drumheller 'Ain. Hosp.; and a represent - the Trochu Hospital, AND that the two local M. L. A.'s ed to meet with this group at 3 P.M. together with entative from the Dept Carried. Mr. Campbell t it be adopted and acknowledged and that it be file to be read at the next annual meeting Carried. A letter dated Sept. 27th/61 from the Assessment Branch idvised that the buildings of Mrs. Sarah Loewen on Pt NE- 9- 30- 25 -lt- might be considered as farm buildings. Ir. Loosmore moved that this be accepted and that the buildings be decl3Lred exempt as from Dec 31/61. Carried. Mr. H. J. Gimbel, foreman, met with Council and suggest )d a road relocation at NE- 21- 30 -26 -4, it was agreed that th3 road comm meet on Thurs. at Linden at 9:30 A2: to decide n this and other matters. Mr. Loosmore mentioned that it might be advisable to open a road E- 12- 30- 22 -11- for farm traffic - this to be conside ed later. Hr. Peters moved that bids be invited for the supply and installation of one gas space heater for the Butler bldg. at Carbon and also one for the Butler building at Three Hills. Carried. Air. H. J Hanson, Asst. Sec.- Treas., presented the Paysheets general accounts and paysheets for consideration Mr. Loosmore accounts , moved that these be paid Carried. Mr Peters moved that Council do not approve of NE- 1- 32 -2�t -� a propo ed transfer and issuance of title to a portion of transfer NE -1 -32 24 -4 unless definite arrangements be first made for a 1 gal entry to the balance of the said quarter. I Mr. Church moved that the Council approve of the extensi n of the Canadian Utility power line to serve Mr. W. tlamski in NW- 25- 28- 20 -1E. Carried Mr. Peters moved that necessary steps be taken to get the title to the Torrington well property registered in the ame of this District. Carried. ' Mr. Schmelke moved that the P. F. A. application be amended and that the following be reported as having an estimat d average of 5 bus. per acre: Secs. 19 -22 and 27 -34 of 33 -2 -4 and Secs 24, 25, and 36 of 33 -27 -4. Carried Mr Church moved that Council approve of the proposed transfe of a portion of the Drumheller Health Unit to the Big Cou try Health Unit Carried. Peters moved that Council approve of oil pipe- lines a ross road allowances as per map submitted and as per rec mmendations as to depth as given by the committee. (McBean,& Associates) Carried Council discussed the danger of having a school bus cross the C. N. R. tracks near SW corner of 30- 31 -23 -4 due to poor vision; hir Dau said that the School Division might use the private road through Wm. Kilgours to avoid this danger. rr. brown moved that this District gravel the lane from Wm. Kilgourl buildings south to the road as a prepayment for use of the ane by the school bus for the time equivalent of $25. per yea4 Carried. Council adjourned for dinner from 12 noon to 1 P.M. Council agreed to give him a share of rert business later when winter orders are placed. Mr. Carlson, of Cherwonick & Carlson Surveys Ltd., met bri fly with Council re survey work, he was advised that welhave made arrangements for our work. 11t. Schmelke moved that Council approve of the tentati e agreement with Albert Enns and agree to pay him $20.00 or land and $480.00 in general damages, etc., for Pt. SW_ 8- 30 -25 -4 for road improvement. Carried. Mr. Peters moved that negotiations be started soon for land deals, etc., for the proposed Creek changes and road improvement at Sunnyslope. Peters moved that Council approve of a change in the gravel program in Div. 4, namely: Delete road west of Haffner farm (5- 14- 32 -26 -4) ; substitute Torrington south-east to main road Carried The plans of the new office were shown to Council, together with the recommendations of Dr. Thomson as to the required provision for a sub-office for the Drumheller Health Unit. 1,1r. Schmelke moved that provision be made for this su - office. Carried. Mr Schmelke moved that the following property be advertised for sale, with bids to be considered Nov 10/61: Lots 1 and 2 Blk. 1 Wimborne Plan 7015 E. F. (Guard property). Carried. Mr. A. Boese, of Linden Contractors, met with Council re crushing work. He stated that they would give the winter crushing rate for any gravel hauled direct to roads until spring. Council gave him approval to do some private work at the Municipal pit; then to do the work at the Hop ins, Calvert, and %lvin locations Mr. Loosmore moved that the proposed agreement with Wilfred Rosgen re Pt. SW- 6- 31 -23 -4 be tabled for further study. Carried. Mr. Campbell moved that all other land and fence deals b approved as submitted. Carried. Mr. Schmelke moved that Tom Blair be paid X24.00 for a b rrow pit in 74- J3- 34 -24 -4 and that this sum be applied to pay or his account for private gravel Carried Mr. Schmelke moved that Mr. E. Defeated. I,1r. Peters moved that Mrs. Annie Blair be advised .s District does not accept responsibility and that rent is authorized. Carried. The Sec. - Treas., as welfare officer, advised Council had granted $20.00 emergency grocery allowance to s. Church be authorized to nego iate a deal re the Whittaker house near Beynon - same to be sold and proceeds applied on taxes. Carried. Carried Mr Peters moved that Mr. Schmelke be in charge of all arrangements for stockpiling gravel from the Rector pit Carried Mr H J Hanson advisees Council that the Agricultural Service Board recommended that Ted Schmidt of Carbon be paid $50.00 tved r handling chemicals on behalf of the Board. Mr. Church that this be paid. Carried Mr T Paquette, foreman, met briefly with Council and discussed the channel diversion and road location for S 5 - 3 - 23 - 4 (Brodners') . It was agreed that the road committee meet there at 9 A.I. this Friday to make a final decision. Mr. Campbell moved that 24 signs re school bus loading locatio s be ordered from Ferguson Sucply, together with a supply if bolts. Carried. The meeting seemed unanimously agreed that Didsbury was not a g od location for this area and that facilities of local hospita s should be used, with additions if necessary The following questions were listed: 1. What is the definition of a Chronic case? 2 What are approved operating costs and on what is the maximum based? 3. How would the new `" uxiliary Hospital affect the Linden Eome and the Chronic wing of the Trochu Hosnstal? 4 Is it not possible to re - assess-his--problem and consider adding to and utilizing existing; hospital facilities'.
