A regular meeting of the Council of the M. D. of
1 rr 48 was held in the Municipal Office, Three Hills,
ing at 9 A. M on Sept. 11, 1961.

Mr Peters moved that the minutes of the meeting of
h & Sept. 6th, 1961, be adopted as per copy given to

Mr. Boese moved that Council object to the proposed
closur of the Swalwell station as it is serving a large
area and is of considerable benefit. Carried

Mr. Roy Wacker and Harvey Elliott met with Council to
about the C. N. R. station at Swalwell. They were
that Council is protesting its proposed closure and

Mr. Geo. Phillips, of Poole Construction, met with

# 21 highway but our road crew is just starting to

Mr. Phillips stated that Poole Construction will

Tr. Ron Ainsworth and W. Scobie, of Ferguson Supply,
again met with Council. They agreed to change their rental
uotat on for a TS -14 as given this morning to a straight
.14.50 per hr for actual hours worked (no minimum), other

Mr. Brown moved that a new TS -14 be authorized delivered to
this D strict from Ferguson Supply for use on a rental basis
with purchase option. Carried.
Mr C. Smith, of Costello Equipment, met with Council.

Mr. Wm. McKenzie, of Robertson- Irwin, met briefly
with C uncil re culverts, etc
Mr Loosmore moved that the October meeting of
Council be held on Wed., Oct 11th /611 as the regular date
is a holiday. Carried.
I,Ir G. E. Postill, Wm. Postill Jr., Albert Johnson,
H. Green, A. Tullikopf, and Ray Veldman met with Council and
asked details regarding the parcel being offerred at Tax Sale
today. Details of the land, reserve bid, etc., were outlined
to them.
The Council meeting adjourned from 2 P.M. to 2:15 P.M.
for th Tax Sale.
RECORD OF TAX SALE
A Tax Sale was held in the Municipal Office at 2 P.M.
on Sept. 11/61. Mr. G G. King, as clerk, stated that the
portio of SW- 13- 33 -22 -4 lying west of the #aver and containing
29.5 a res more or less would now be off erred at Public Auction
as adv rtised; that the reserve bid is $100.00, that Mr. R.
Loosmo e will bid on behalf of the Municipal District which
wishes to acquire the property for a Municipal Park, and
that any sale is subject to the approval of the Minister of
Municipal Affairs, other pertinent information was also given.
Mr. H. J. Hanson, as auctioneer, then accepted bids and, at
the close of bidding, declared the parcel sold to Mr. G. E. ir
Postil of Trochu, Alta. for $600.00 Cash.

1r. Campbell reported that Don Adams is now operating

Mr. Vernon Hanson, farmer of NE -13 and SL- 24- 29- 25--41
met with Council; Air. C. E. Ruby, Field Supervisor, was
present during the discussion which followed. i =fir. Hanson
Vernon Hanson voiced a strong complaint in respect to a notice given him to
Weeds destro weeds -- he felt that he was discriminated against
and that other places are as bad as his, including sow
thistles along the road 1�1r. Ruby stated that others had
been given similar notices and that previous warnings had
been g : -ven to Mr. Hanson. Mr Hanson asked about getting
the ditch levelled near the bridge W -19 -29 -24-4 and council
agreed to do this if it can be arranged when the machinery
V is neat The area would then be seeded to either brome or
alfalf Mr. Hanson stated that he would continue to make
an hon st effort to control his weeds and he thanked Council
for he ring his complaint He then left the meeting
Mr C. E. Ruby gave his report for the Agricultural
Service Board: 10,000 lbs. Polybor Chlorate bought for
A S Bd. weed c ntrol, of which 1600 lbs. were sold; brush has been
sprayel on 117 miles; weeds sprayed on 75 miles; 2518
livest,ck sprayed, other information also given.
Cemetery Mr. Peters moved that the Municipal District make
weeds no charge for weed spraying at the cemetery near A. Meehans.
Carried
Discussion followed re the use of 10 -80 baits for
the control of coyotes. Mr. Peters moved that these be
10 -80 baits placed where requested and in keeping with Government
regulations. Carried. (Mr. R Loosmore opposed).
Mir. Ruby then retired from the meeting
The social evening being planned to honor Mr. C. J.
Christie and 11r C. E. Ruby was further discussed and it was
agreed to have the invitational banquet; that scrolls be
Social presented from the Municipal District, if obtainable, that
engraved desk sets be presented from the public, plus cash
surplus.
T. Paquette advised that it would cost x$89.00 to
repair the impact wrench; he agreed to get prices and other

truck as had new pistons, rings, etc. installed.
11r. Reg. Ellis, of Rosco Metal Products, met Council.
Mx Peters moved that he be given an order for 50 rolls of
Rosco ✓ new sn wfence and 200 T -rails 6' long, with delivery to
Snowfence be equally divided between Carbon and Three Hills. Carried
Mr. Loosmore moved that D. Rxx Peters and S. C. Schmelke
Wimborne look at the old Guard building on main street in I.Timborne and
bldg. bring in a recommendation to Council concerning its value

A letter was read from the Town of Three Hills
advising that the Public Utilities Board will hold its
public hearing at Three Hills on Sept 26th re the annex-
ation application of the Town. This was referred to the

Mr. Campbell moved that the delegates to the
Convention of the A. A. M. D. be all councillors, two
foreme , and two from the office' under the same arrange-
ments as last year. Carried.
T'7r Loosmore moved that the accounts of Klemke
Constr ction for work adjacent to the 16rring road be now
pair: Carried.
A letter of petition to the Government from local
ambulance services was referred to Council; the petition
objected to proposed new regulations which might force them
out of business. The actual regulations were not available.
Mr. Loosmore moved that this be tabled. Carried.
A letter from Calgary Power regarding proposed new
rates f r Bircham was referred to 11r Ralph Brown, for
investigation and report.
11r. Brown reported that a new well seems to be needed
at Birc am to provide an adequate water supply. Mr. Loosmore
moved t at R. W. Brown and N. Boese investigate and report.
Carried.
Mr. Campbell reported that there is some trouble
with th Huxley well - he agreed to get further information
and rep rt back to Council
A letter was read from Mrs Sarah Loewen, in which she
complained about her taxes as being too hig1a. Mr. Schmelke
moved that R TAY Brown and George Park investigate further
as to whether or not her buildings should be assessed.
Carried.
Mr. Peters moved that the garnishee of the Reveiver
General for the amount of x;;13.25 from G. R. Hunt be accepted
and pai Carried.
Mr. Boese moved that a letter be written to
Tutt advising him that he must not farm on the road
with special reference to N/NE- 24- 30 -24 -4. Carried.

The meeting that had adjourned from Sent 11/61 was
.ed in the Municipal Office on Sept. 18/61, commencing
M. All councillors were in attendance and Mr. D. C
resentative of the Three Hills School Division, was
sent throughout this meeting.
Mr T Paquette, foremen, met briefly with Council
and work with the payloader was discussed: rip -rap culverts,
clean culverts in Div. 6, rocks in slough near Hogg Bros.,
assist with Buyer culvert, etc
Tr. Brown, Peters, and King reported that they had
met with the Board of the Three IIills School Division and
had discussed the office floor plans, etc., with them. Some
changes have been made in the plan as the result of suggestions

Yx WJm. Webb and R Keglowitsch met with Council and
suggested basement floor levels and foundation levels for the
new office - these were accepted and it was agreed that the
sewer 1 ne would have to come in from Main Street Mr. Webb
outlined briefly the terms under which D. H. Webb and Son
could build the office:
1. Can be built under winter works program and they
will supply the necessary information for this
2. Any of our unemployed men can work on the project
as far s feasible
3 Materials will be charged at cost.
4-. They pay Workmen's Compensation, etc.
5. Municipal District to arrange for all sub- trades --
plumbin heating, wiring, roofing, floor coverings.
Municipal District to pay labor accounts plus an
extra 10% of labor to Webb and Son to provide for supervision, etc.
I Mr. Art Renwick met briefly with Council to inquire
about w rk as a rodman but was only interested if fairly steady
work co ld be promised. This could not be
p 1_ guaranteed.
Council discussed whether or not to hire an architect
for the office building. Mr. Peters moved that no architect
be hired. Carried.
M.r Loo smor e moved that D. H. Webb and Son be hired
for wor on the office building. Carried unan
Mr. Church moved that the basement and building be
built o a cost plus basis as per the terms outlined above
by Wm ebb. Carried unan.
Mr. Church presented the proposed plan for the office
for the Drumheller Health Unit to be built in Drumheller This
was ins ected briefly
r -Tr Wm. Isbister, of the Dept. of Municipal Affairs,
met with Council. :Minter Works was discussed briefly and he

D. M A. subject to the regulations being adhered to. He also advised
that residents of Torrington have presented a petition to the
Governor nt asking for incorporation as a Village and that this
is being investigated, he stated that, if incorporated, they
would be entitled to a share of our net assets and he asked 9

Mr. Dau mentioned that warning signs re School Buse
Loading are required near H. Ottosen (SW -25 -34 -23-4) and
George 'bbs (SE- 30- 34- 23 -4).
Council adjourned for dinner from 12 noon to 1 pM.
Mr. Campbell moved that G. G. King be appointed as
Welfare Officer to take the place of Rr. C. J Christie zxd
as the Atter is now retiring. Carried. /"
The Sec - Treas. advised that Clarence Elvin now has
an esti ated 6,000 c.y. of gravel stockpiled from the River
and that he has requested some payment Mr. Peters moved
that Clarence Elvin be now paid $1500.00. Carried.
Gravel crushing and stockpiling under winter works
was diseissed at some length.
Mr. Loosmore moved that Linden Contractors be hired
for gravel crushing, etc., under the same rates as last winter.
Carried.
Yvir Peters moved that truckers be paid summer rates
for gravel hauled and spread on roads, and that the rates
for hauling to stockpiles under winter works be 2¢ under
the summ Fr rates, as paid last winter. Carried.
Mr. Boese moved that a notice be placed in the Three
Hills Capital to inform truckers of the following:
Truckers resident in this District or the Town or
Villages within it prior to Sept 1/61 and /or taxpayers of
this District may register at the Municipal Office if they
wish gra el hauling work
That the rates be shown as per the above motion
That a draw be made for their turn for work
That they be allowed to earn $800. each on their first
round of work
That they may earn more if sufficient trucks are not

Mr. Church moved that Geo. Sommerville Estate be
paid $2 O.00 as full settlement for land and fencing re the
road to the Morrin bridge and in respect to all other claims.

Mr Loosmore moved that the land and fence agreements
with Wm Reynolds and Edmond Dick be accepted and payments
authori ed. Carried
Mr. Schmelke moved that the Adam Buyer and Wm. Downe
land an fence agreements, etc., be accepted and authorized
paid. Carried.
I Mr. Brown moved that the Group life accident, etc ,
policy es submitted by Mr. J Shearlaw and Mutual Life of
Canada te tabled for one year. Carried
Mr. Campbell reported that the pipes will be pulled
in the uxley well and necessary repairs made.
Mr. Brown reported that the water supply problem at
Bircham may be solved by the Municipal District drilling a well,
by having Leo Lavoie supply a pump, and by having the Elevator
Companies pay the operating costs,
Mr. Schmelke moved that nr Brown have authority to
have the well drilled at Bircham Carried
Mr. Peters reported that he required an additional
allottme t of 1,000 c y. gravel in Div. , Tr. Brown and
Mr. Sc elke each stated that they could spare 500 c.y.
Mr. Pete s then moved that Divisions 3 and 6 each transfer
500 c.y gravel to Div. 4- Carried
'Mr. Loosmore moved that no charge be made to Albert
Arvidson for weed spraying at the gravel stockpile on his land.
Carried.
Council bras advised that David Zimmer had quit his job
with the South Crew and that George Hope, Jr., is now employed
in his p ace.
Arrangements for operating the additional Euclid TS -14
when it arrives were discussed. Allan Koch was contacted to
see if ha was willing to transfer to the South Camp for the
balance of the season -- he did not wish to do this
Mr. T. Paquette met with Council and advised that
Andret Paquette would be willing to transfer to the South for
the balance of the season. operate
Air. Boese moved that Andre Paquette our present Euclid
with the South Camp for the balance of this season, and that
the new uclid work with the North Camp. Carried.
Mr. Peters moved that the Sec.- Treas. arrange to have
Maps a new and up4to -date supply of Municipal maps prepared, with the
drafting to be done by R Keglowitsch if feasible. Carried
Mr. Schmelke moved that the Council meet at the
Road tour - Municipal Office at g AM on 11on Oct. 2nd to commence road
tours, om condition that the weather be favorable. Carried
Mr. Peters and G. King were directed to get the required
Kinsey V land agr ement for a road diversion in IwE- 32- 32 -25 -4 (Kinsey).

Sec -Tr as. attend the meeting of the Central. Alta. Assoc.
of Muni ipal Districts in Red Deer on Sat. Oct. 14th Carried

as to w ether or not the Community Centre property in IV -26-

asked to inspect the east 3 miles of 28 -20 -4 as it now appears
that tho said area may qu4lify for benefits. Carried.
