H. Church Div. 1 Mr. Noah Boese 2 Mr. R. W. Brown Mr. Dunc Peters Mr. Ralph Loosmore 5 Mr. S. C. Schmelke 6 Mr. C. C. Campbell 7 of the Municipal Municipal Office, 7, 1961. (for forenoon only) (Reeve) Mr D. C. Dau, representative of the Three Hills vision, was also present for the meeting. Mr. Campbell moved that the minutes of June 5th & 23rd, 1961, be approved as per each co ncillor. Mr. Boese moved that Council approve of the request of Canadian Western Natural Gas Co. for permission to install sacrificial magnesium anodes in connection with the gas lines in ?Tim orne, subject to their engineer first meeting with Mr. S. C. Schmelke to discuss locations, etc , and to secure his ap oval. Reading to By -Law # 3537 this Civil Defence By -Law Carried unan. Mr. Peters reported that the road adjacent to Sunny - slope is being completed today. He also asked authority of Council to hire one of the contractors to do app. 2 hr s. grading work West 20 -31 -25-4. Mr. Loosmore moved that this be authorized. Carried. Mr. Campbell moved that the facilities of the Three Hills S op be made available for a Welding School on some dates s ortly after harvest, and that application for this School a made through* the Agricultural Service Board. Carried. The Sec.- Treas. explained to Council that additional office help is now required due to the pile up of work, mainly aused by the fact that there was a delay in getting mill ra es set due to the new School Foundation program. He stat d that Mrs. Violet M. Hart, of Three Hills, had experie ce in office work and had made verbal application Mr. Church moved that Mrs. Violet Hart be hired for one month ar the rate of $1.00 per hr.; and that her employment then be reviewed by Council. Carried. Mr. Brown moved that Mr. Peters and G. G. King have authority to make purchases under the Recreation Grant for the Three Hills Subdivision known as Grantville, subject to our application and the limits therein. Carried. Mr. T. Paquette, foreman, met with Council and reporte on his work. He recommended that Alex. Williams be move up to the position of first man in charge of a machine and that Oris Rodger be the second man. Mr. Pet rs moved that this recommendation be accepted, and that Alex. W lliams be considered at a first man as from June 19 1961. 1 Carried. Progress on the Resource Road was discussed; the special grant will be earned by completing 4 miles of grading and gravelling. Mr. Schmelke moved that only the 4 miles be done, and that no payment be made for land bought for the 5th mile until the fences have been moved. Carried. Mr. Peters moved that the road crews be ermitted to shut down for Friday and Saturday, July 14th & 15th, to allow employees time to attend the Calgary Stampede if they so desire. Carried. Gibbs be cut off welfare assistance as from June 1st /61, as he is receiving Unemploy- ment Insurance and does not required further help now. Carried. A letter from Mr. Alfred Keen, Bridge Engineer, was read in which he requested written guarantee that this District will pay all installation costs of a 5 ft. C. I. P. near W/ W- 16- 31 -21 -4, on the Morrin hill; estimated cost is $800 to x$1,000. Mr. Church moved that Mr. Loosmore and G. G. King be delegated to meet the engineer at the site and to take appropriate action, to a maximum expense of $600. to this Di trict. Carried. Council adjourned for dinner from 12 noon to 1 P.M. Mr. Boese was absent from the balance of this meeting. Mr. Church asked that the p4yloader and gravel crew start work in his Division on Tuesday next, to gravel the new grade near Barnes. Mr. Peters agreed to arrange this. Council was advised that a new rear end had been installed in the large Internation Truck at the end of June. Mr. Loosmore reported on the need for gravel on the road West of SW- 17- 31 -21 -1+ to serve Albert Trentham. Mr. Peters and King reported briefly on the proposed area to be purchased by Mr. Viollette in the Three Hills Subdivi ion; its planning in respect to future development was dis ussed. Mr. & Mrs. Viollette were both away so had not been in erviewed Mr. Brown moved that this comm. bring in a further'report at a later meeting. Carried. Mr. Eeg. Ellis, of Rosco Metal Products, met briefly with Coxmcil and stated that he would appreciate a share of the culvert and sign business. Mr. Loosmore moved that Council approve of the gravel ease with the Dept. of Highways re gravel on the NE- 16- 3, -26 -4 and that the Reeve and Sec.- Treas. be authorized to sign same, with the selling price to be 10¢ cu. yd. Carried. A letter from the North Lone Pine W. I. asked that brush b cleared from the corner at SE-14- x»32 -27 -4 and that a T -sig be erected two miles north of that. Ns. Peters agreed to arra ge for these. Mr. Brown moved that an electric post hole auger be bought from Wright Motors, Carbon, with both a TO and a 7" auger, at an app. price of $130.00. Carried. F:r. A. Mr. Garner at he would endeavor to get a rate of $1.00 per $100. o policies are combined into one; for $500, deductible reduction of 10¢ may be granted. He guaranteed rate would not be over $1.00 for a Valued Policy. ; The Council discussed the insurance at some length and then again met with A. B. Young. His rate was $1.25 per $100. for a Valued Policy with $500. deductible, $1.15 per $100. for standard type policy with $50. deductible -- he did not have an exact 1am rate for this with $500. deductible. Mr. Loosmore moved that the two machine policies be combined and insured through the agencies of Toole, Peet & Co. in the form of a Valued Policy; and that the commission be evenly divided by the Company between S. F. Torrance of Carbon, C. J. Christie of Three Hills, and A. B. Young of Three Hills. Carried. Mr. Walter Regehr and John Harder, of Linden, met with Co ncil and reported re the following: Water System: No deal completed re the pumps as yet New well is 80' deep; 751 pipe; water at 501 depth. New well now connected into the system Water somple was sent to Edmonton for analysis - 0 K No land deals have been completed A water reservoir will likely be needed later. Playground: Transfers to the four lots will soon be issued in favor of the Municipal District of Kneehill List of playground equipment recommended for purchase was submitted, to a total of $1460.; labor to be donated. Mr. Brown moved that application be made for the Recreation Grant for Linden, as per the recommendations above Carried Mr. Loosmore and G. G. King left the meeting at app. 4:15 P.M. to go out to see the Engineer in connection with the west approach road to the Morrin bridge Mr. H J Hanson recorded the minutes for the balance of the meeting. Mr. Brown asked that a list be prepared for next meeting, showing amounts owing to landowners in connection with gravel stockpiles. Mr. Church moved that the insurance policy on the Euclid be amended by having the deductible changed from $50. to $500. Carried. A complaint from Mr. Carl Knudsen re travel over his land by gravel trucks and regarding trash left on it was referred to Council. Park met with the Council regarding the activities of the Agricultural Service Board, Mr. Ruby gave a brief report of his work as followss Sprayed trees on 25 farms, Septic tank forms used by 12 farmers, Grass seeder used by 8 farmers, 340 lbs of grass seed given to farmers for gully seeding, 694 lbs of grass seed sold in small lots, 45 miles of roadsi es seeded, Sprayed brush on 85 miles of roadsides, Sprayed 2 miles o roadside for toad flax, Sprayed corrals & sheds on 7 farms, 753 ga110 s of dieldrin and 158f gallons of malathion sold for grasshopp r control, Watered trees at Golden Hills Lodge twice, Made 4 ca is on farmers regarding weeds, 40,000 trees ordered todate for 1962 lanting, Sprayed patch of hoary cress. Mr. Church moved that Mr. Ruby's report be adopted. Carried. The Freight Assistance - Policy on the Movement of Fodder, Feed Grain and Livestock as announced by the Field Crops Branch, Department of Agriculture, was outlined to the Council by the Secretary. Mr. Peters moved 1st Reading of By *Law .# 357, this being a by *law equesting The Department of Agriculture, to include this Municipal District in the area eligible for Freight Assistance on the movemant of fodder, feed grain and livestock. Carried Unan. Mr. Churc moved 2nd Reading, Carried Unan. Mr. Campb 11 moved 3rd Reading. Carried. Unan. Mr. Campbell moved that farmers be advised that any having hay, straw, feed grain for sale be asked to list it at the Municipal Office, taus those wishing to purchase feed could be advised where some was available in the District. Motion Carried, The Prairie Farm Assistance regulations regarding crops plowed down, pastured or cut for fodder was read to the Council. In all cases they would be considered as seeded acreage with a NIL yield. Farmers are to list any such crops with the Municipal Secretary to assist the PFA inspectors with their field inspections later in the fall. The application of Harold Spitzig for work with the road crew was considered by the Council. They directed that the Secr.etgry advise Mr. Spitzig that no work was available. Mr. Peters moved that the agreement regarding land and cattle pass with Mr. Herman Oelke, S -J- 16- 31 -21 -4 be accepted. Carried. Mr. Loosmore moved lst Reading of By *Law 3589 this being a By *Law to purchase 14.16 acres of land in the 5E -36 and NE- 25- 31 -26 -4, required for a Municipal Park. IMr. Schmelke moved that a Valued Policy be placed on the office and contents in the amount of $10,000.00 on the building and $7,000.00 on the contents. Carried. Mr. Brown moved that the Council do not oppose the applicatilon of Canadian Western Natural Gas Co. Ltd, for an increase of 2¢ per Mcf on all rate schedules of the Company in effect in the hamlets s rved by them in this District. Carried. Mr. Bcese moved that the land and fence agreement with Mr. A. W. Maund, for the south rod of N- - -7 -29 -23-4 be accepted and payment be made. Carried. Mr. Church moved that the old road diversion survey in the NE -19 30-25-4 be not cancelled until the road is completed and the new survey made. Carried. Mr. George Calvert met the Council and requested that they purchase the necessary right -of -way to give him an inlet to the NWi -2 -3 21 -4. Mr. Calvert has a grazing permit on _land in question and is unable to get to it without treTassing on private land. Mr. Peters moved that the road committee and local Councillor investig a the above and have power to take the necessary action. Carried. Mr. Ted Paquette and Mr. H. J. Gimbel, road foremen, met the Council and discussed the road grading program. The north crew is d pre ent building the two miles on the north correction line and the south crew is building the two miles near the farm of Albert Johnson. Mr. Boese moved that the payloader crew do minor repair work necessary for the next 3 or 4 days, then gravelling in Divisions 52 17 27 3, and 4 in that order. Carried. Mr. Boese moved that the Secretary contact Gallelli & Sons Ltd, and rrange a time to inspect the dead haul road from Linden to Highway 21. Carried. Mr. Peters moved that the offer of $400.00 made by Mr. J. Jacob n for the purchase of the low -boy trailer be accepted and that he make a down payment of $100.00 and the balance to be paid at the rate of $100.00 per month. Carried. Mr. Church moved that the south crew cut down the knoll W/SW- 28- 31 -22 -4, repair the coulee N/NW- 36- 30 -22 -4 and install culvert and raise grade Ted /SW- 31- 30 -21 -4. Carried. Mr. Paquette was instructed to have the necessary signs placed on the following roads: hill west of McKibbins, south of Paulson school and the new grade east of Sunnyslope. The insurance policy on the equipment was reviewed by the Council. It was brought to the attention of the Council that the light on the Canadian Utilities shed located near the road on the west entry to Three Hills looked like a train at night, thus was a hazard. Mr. Boese moved that the above matter be brought to the attention of the Town Council as the shed is within the Town of Three Hil S. Carried. Mr. Peters moved that the Secretary write Mr. J. Dann requesting him to remove the fence which he placed within 8 ft, of the shoulder of the road W /SW -12 -33 -24-4. Carried. Mr. Campbell moved that Canadian Oil Co. Ltd. be allowed 6% discount 30 days fnom the date of notice. This being a result Disc. '' of an error by the Department of Municipal Affairs sending the Can.
