the Se .- Treas. be authorized to sign cheques, etc , and
that other banking arrangements be approved as in effect

The Sec -Treas discussed with Council the need for
additi nal office help if a staff member is needed to assist
in obte fining land and fence agreements, etc . , for road
widening An alternate to this would be to have someone
else take other those duties I ?r Brown moved that Pis. L. P.
Meston be contacted and offerred X15.00 day and 100 per mile
to wor ti -,Tith the individual councillors in these matters.

14r. Schmelke moved that the rates of pay for
counci lors and for the Reeve be set at � -15.00 per day and
10� mi7e for all work, meetings, etc , subject to the
limitatlions of the Au.nicipal Districts Act. Carried
I Kr Peters moved that the rate of pay for C. E. Ruby
as Field :Supervisor be ,350. per month from April 1/61 to
Dec. 31/61, with the first 7 months to be s -pent at work and
the final 2 months granted as leave of absence prior to his
retirement at the end of 1961, the 2 months leave of absence
being ranted in recognition of his faithful service.

for th Fid Supervisor, with duties to commence as soon

The meeting then adjourned until 4 PM. All
councillors were again in attendance
'r. Leo Beibrick and Son met Council regarding the
gra.c�in of privates lanes for himself and for I,.r G. E. Schell,
in Secs. 28 & 29- 28 -23 -4 A letter which he had from Hon.
G. E. 'Taylor dated Feb. 9/61 was read to Council. The 1960
amendment Section 237(a) of the M. D. Act was read and
discus ed 114r Beibrick stated that he was willing to pay
at Gov rnment rates.
i,;r Peters moved that Council. authorize the above
noted two private jobs and consider any others Z -Thich come
in a similar category, with the ratepayers to be charged
at regular Government rates for any work done. Carried
14r. Schmelke moved that the push plate from the old
D -8 at Carbon be sold to Ferguson Supply for `',.275 00 Carried
11r. Peters moved that the Council approve of the
propos d subdivision of NE- 13- 32 -26 -4 to permit grantkdg of
a sepa a.te title to the east half of same Carried
A1Ir Brown reported on the meeting in Edmonton between
Cabinet 11inisters Halmrast and Patrick and the representatives
sent in respect to obtaining a grant for Hail Suppression.
The matter was being referred to the Research Council and
no final decision had been received.

The Council meeting reconvened at 9 A.M. on April
5th /61 with all councillors again in attendance 1.1r. D. C.
Dau was also in attendance as representative of the Three
Hills School Division.
Mr. Brov9-n moved that a letter be written to 'the
Workme 's Compensation Board for information respecting
coverage for -workmen moving telephone lines Carried
1•7r. Peters moved that the matter of appointing a
Constable for the P. B. I. area be tabled Carried
Mr. Boese moved that a Cat tractor be moved to the
Hoppins Pit in 1V- 11- 34 -25 -4 and that the said pit be now
filled 'n. Carried.
Mr Church and H J. Gimbel reported that they
recommended the purchase of a # 963 John Deere Wagon with
7:50 x 16 - 8 ply tires from 0. R. Pallesen of Carbon at
a price of X7336.00. 1r. Peters moved that this be purchased
and payment authorized. Carried
Mr. R W. Brown reported re the Mansell family of
Swalwell Emergency assistance of $10 week through Powers
Store, Swalwell, and `?`10. week through the Public Grocery,
Three II '11s, has been authorized, the llcme Legion has given
some assistance, they now have a lady helping in the house.
Both pa ents are ill in hospital 11r. Church moved that
this re ort be adopted and approved, and that the Village
of Crai °myle be advised. Carried
Ilr Schmelke reported that he had dealt with Mrs
Mary Morris, of Wimborne, for the fuel tank and stand at our
Wimborn Shop at a price of 5;85.00. Mr Broom moved that
this re ort be adopted and payment authorized Carried

suggest d that the new pump be put in the cistern, with
an electric motor controlled by a "push" switch, the well
cannot e pumped steadily as there is a shortage of water.

IT of work by the employees was discussed brierly
and Cou ncil was advised that the number of hours being worked
by soME employees seemed unduly high. No decision was made
regarding this
Mr. Schmelke moved that the forement be off erred a
wage of $4800 yr. as from April 1, 1961. Carried

advise of the above motion. Ted Paquette stated that he
though Council should consider increasing the wage to ;;5100.
It was suggested that greasing and fueling of the
machin�s with the road crew be done in turn, with an assistant
to hel� so as to avoid undue delays.
Mr Peters moved that the rate of pay for the patrol
operat rs be increased 100 hr., all other regular road
employ es increased 50 hr. Defeated.
11r. Church moved that Council give Canadian Utilities
approv 1 for a pourer line on the west side of the road
allo -ua4c e in Pt'. 9,',--32-27-20-4 to serve 1,1r. Lowen. Carried
Mr. Brown moved that there be 10c, hr difference in
wage r tes between the main machine operators and those who
are hi ed for general duties with the road crew. Carried.

Mr Gordon Park met with Council The vibration of
the mo or patrol has been affecting his back and he therefore
wished to apply for work as assistant to the Field Supervisor.
This a plicatlon was then considered, together with those
of A F Sommerville and Doug. McMow.
'1r. Church moved that Gordon Park be hired as
assist nt to the Field Supervisor, and that he be expected
to wor an average of 9 lars per day for 51 days per week.
Carried.
(Note: Wage rate of �'W5. mo. as set previously was accepted
by Gordon Park; duties to start as soon as possible.)
Patrol operators Kara_ Gundlach, John .Esau, Vernon
Bitz, ' enry Tippe, Frank Brown, and Wm Jewell met with the
Council. The new wage rates were outlined to them and they
were advised that only actual working hours are to be shoT�,Tn
on their paysheets. each employee accepted.

regarding the culvert and earth work proposed for the McKee
Coulee im 5E- 16- 28 -20 -4. Mr. Church moved that this be tabled
and thatethe location be inspected on road tour. Carried.
A letter was read from the Dept of Municipal Affairs
advising that approval cannot now be granted for the private
sale through tax recovery of Block A Sunnyslope, bu; that the
Municip District might consider acting through seizure. No
decision was made.
Mr Schmelke moved that the Pt of Lot 7 Blk 4 Three
Hills Su 4617 FN as owned by this Municipal District under
C of T. 94 V 115 be transferred to the Crown to be classified
as a street or lane. Carried.
Mr Boese moved that the survey work required for
the road leading; to the Morrin bridge be added to the winter
works pr gram. Carried.

program etc., were discussed.
A report was given of the budget meeting with the
Board o the Three Bills School Division, at which the
Board hid outlined its budget for 1961 Isr . Brown and
Loosmor D also reported on the part of that meeting which
dealt w th negotiations with the teachers as to salary.
Ir. Boese moved that a committee of Ir. Brown,
Loosmor , and Bing draft a letter to the Board of the Three
Hills S hool Division stating that this Council is backing
their stand for no salary increases to teachers Carried
Ir Ruby, Field Supervisor , met with Council and
read a Letter from the Dept of 'agriculture which stated
that no grant is availalAe for purchase of a sprayer unless
it is t be solely used for insect control. 11r. Peters moved
that thD order for a sprayer be cancelled as the Government
grant i not available Carried
!.r Ruby also stated that two nets end pieces are
needed or the septic tank forms I,;r Loosmore moved that
these b obtained. Carried.
Ir. Ruby also reported that the new grass seeder is
here, hat the old seeder has been repaired, that the new
buildin for the seed was completed and a supply of grass
seed is now in it.
Council was advised that P <iss Lamberth, Health Nurse,
had reported that a daughter of Alwin Anhorns is badly in
need of glasses; about 7 yrs. old and in grade 1, parents
have stated they cannot afford the glasses Mr Loosmore
moved that Mr. Peters be appointed to check re this, and
that he have power to act Carried.
The Sec. - Treas. advised that it was not possible to
get power lines moved under winter works as the employees
of Canadian Utilities are on steady employment No application
had been made for moving phone lines due to difficulty in
coming iRnder the regulations
I11r Church moved that the Court of Revision meet
on Ilay /61 at 9 A14 to consider all appeals. Carried.
The Sec. -Treas advised Council that ILlempke Const.
has again started work on the west approach to the Morrin
bridge, that a Bridge Inspector advised that the contractor
will ha ire to detour traffic for an estimated 6 weeks and
that the contractor will be responsible for detour signs
and mai tenance of the detour road.
