Campbell 7 Mr. Broth moved the approval of the minutes of the of Jan. 9th and Feb. 6th, 1961. Carried The monthly statement for the month ending Jan 31/61, was pr sented as per cony with these minutes this showed a net lalance at the end of the month of 614A,4514--54. Boese moved that Council approve of the extension of the power line of Canadian Utilities Ltd along south of 27- 0-24-4 (Grainger R. Q.A.L. ) to serve W. E. Fenner, subjec to a one rod set back. Carried. Mr Peters moved that Council aDDrove of the line extensions of Canadian Utilities Ltd. for Torrington R.E.A.L. as per plan submitted Carried (# 1162) The Sec - Treas. was asked to write to Costello Equip and gi e that Company an opportunity to bid on a Scraper. Mr. 1,1eston moved that Council approve of the licenc'ng of Irene's Beauty Salon to be operated at the SL -26- 1 -22 -4 Carried IIr. Campbell moved that the Board of Transport Commissioners be asked to grant authority to Railway Companies to extend its planking for road crossings to a width of 24 ft. for Local Roads and 26 ft. for District Highways Carried 1,1r. Reston moved that the P. F. R. A. application of Johr F. Dickinson be returned to him for correction to the lard description to read SE- 13- 33 -26 -4; and that he be advised to then forward same to the Regina office Carried 11r. Schmelke moved that the Public Trustee be advise' that the Dan Srigley property in Wimborne should sell for at least the assessed value of X50 land and $130. building. Peters moved that tenders be called for the purchase of the former Rist dwelling and lots in Sunnyslope, that Alva Toews be sent special notice of this; and that the to ders be opened at the Mar. 13/61 meeting Carried. Mr. Brown moved a cheque be sent to the Bridge Branch Dept. of highways, for ',3,181.15 as full payment of thit District's share of the cost of the Sharples Overnass. Carried. See pag e3 COUNCIL 11BETING FEB. 13/61 Page 2 Civil Defence Mr. Church moved that this District participate as Tocsin requested in Civil Defence Exercise TOCSIN 1961 on hlay 5/61. Carried. Correspondence was read and a report given re the family of I,Ir & Mirs. Len 11ansell, now residing in Swalwell. ` This w s tabled until later in the meeting. Mr. Ton A. Ferguson met Council and discussed the tax situation in respect to NW -5 and NE- 6- 31 -22 -47 said Tom Ferguson lands eino in the Tax Sale list. He stated that he had taxes baid $3.50 on arrears on Feb. 11th, would pay another this week, $500 in May and the balance of the arrears to end of 1959 by the end of this summer. Council advised him th t they must follow the procedure as set out in the Provincial Tax Recovery Act and could not withdraw his lands Irom the Tax Sale under these conditions. Reston moved that Council approve payment of wages for 8 hrs. for those employees who are hired on an hourly basis and who attended the Street i�obbins Morrow School in Calgary on Jan. 31st Carried The Shop Comm was requested to bring in a report on Feb 25th as to the condition of the Elevating Graders, togeth r with information as to the motors, belts, etc The Sec -Trews reported on his meeting in the Munici al office with Mr 4estlund and 1x1r Paul, Roadmaster and Engineer resp , of C. N. R. They had agreed to make improvements this spring by: 1. Improving the vision at Frank Howe's crossing at �nT/1 - 34- 30 -24 -4 by cutting down the dirt, removing the old snow fence from west s3_de, and summer removal of the snow fence from the east side 2. Improve the crossing south of Ches Parkers (tiJ/IW1- - 31 -23- ,) by levelling the gravel, etc. This District should erect warning signs in the meantime. 3 Renwicks - S. 18- 32 -23 -4 -- very dangerous for a school bus as vision is very limited; will supply a clay -g avel mixture to raise grade, ICI D to then level same 4. S/SW- 30- 32 -23 -4 (Jacobson) -- will. take smow fence own during the summer to improve vision 1,1r. Brown moved that the following be referred to the C N R : 1. Snowfence blocks vision at crossing W1Mv1 -30- 31-23- (South of 3 Hills). 2 Vision should be improved at the crossing S /SW -3 29 -25 -4 (South of Bircham) Carried. Mr Boese moved that the Sec.- Treas. write to the Three 11ills School Division and recommend re- routing of the To Berson bus so as to avoid the Railway crossing at S-13-32-23-4 near Renwicks. King reported re Theo Anhorn and stated that they had seen the son Alwin Altigin now has clear title to the land, his parents receive no revenue from it ,r Meston moved that further investigation be made as to the responsibility for any welfare assistance for Mr & Mrs. Theo Anhorn. Carried. Mr. Stan Mansell met with Council and discussed the situation in respect to Mr I,7rs. Len Mansell and of the 5 chilciren attending school The father is still in hospital and hopes of a full recovery are very slight; he should get $40 wk. from CNR for app. 13 weeks, the mother is now horle from hospital so, if her health holds, they hope to get along for a while. Stan, aged 22, is single, he is purchaser of the house in which they live, has been paying on thus, on other debts, light bills, etc , and has kept up M. S I and Blue Cross. COUNCIL '1r.'!, ETING FEB. 2 @/61 Page 8 (Continued from Feb. 13/61) The meeting that had adjourned from Feb. 13/61 was reconve ed in the Municipal Office on Feb 20/61, commencing at 9.00 AM, with all councillors again in attendance. The minutes of the 1960 annual meeting were read for the information of the Council and items referred to in it were discussed briefly A proposed agenda for the anni9l meeting to be held this afternoon was then drafted. The official report of the Returning Officer showed that th vote on By -Law # 343 regarding Hail Suppression had car ied, with app. 80% of those voting being in favor Tax discount rates were discussed and the effects on the ill rates were considered No other action was taken. 1JIr 1leston moved that the old road diversion in Pt W1- 5 and Ez- 26- 31 -23 -4 be cancelled Carried Mr. Peters moved that the old road diversion south o 11+- 31 -25 -4 be cancelled Carried An application from E Dorman for employment as a cook was, read to Council. The Sec. -Treas was asked to acknowl dge this and advise him that it will be considered when employees are being hired A letter from the Three Hills Recreation Board was read, t anking Council for its interest in the Regional Library and for its motion in respect to same. Council discussed the case of a son of Lillian Dixon, who is now attending a school for Retarded Children in Drumheller. lb?
