A regular meeting of the Council of the M D of
Kneehi 1 # 48 was held in the Municipal Office, Three Hills,
on San 91 1961, commencing at 9 AM.
Councillors present were:

Divisi n, was also present throughout the meeting
Mr. Brown moved that the minutes of the meeting of
Dec 12th & 19th, 1960, be approved. Carried
The Sec. - Treas. was asked to write to the Bridge
Branch Dept. of Highways, in respect to its account for
the Sh rples Overpass
The preliminary monthly statement for the month
ending Dec. 31/60 was presented and discussed. This showed
a net balance of $621424.63; 1960 accounts authorized paid
at thit meeting will reduce the net balance lAx . Boese
moved hat this statement be adopted Carried
Correspondence was read as per the agenda included
with t ese minutes.
The Sec.- Treas. was asked to write to R. D. McAvany
in rep y to his letter re welfare assistance and to ask for
furthet details He is now granted $ 50. month groceries.
,7 . Boese moved that the Council approve of the
amende plan of subdivision in Pt SW- 13- 28 -24 -4 as submitted
for Cagadian Western kiatural Gas Co. Carried.
Mr Meston moved that the work application of
L. S. ergen be filed for later consideration when new men
are engaged, and that he be so advised. Carried.
Mr. Brown moved that none of our employees be sent
to thelCourse in Calgary as arranged by the Workmen's Comp.
Board �or Feb. 13th - 18th, as the First Aid Course is
being iven here this month. Carried
Mr. Meston moved that the foremen be instructed not
to let xtxXx anyone drive a Municipal truck unless he has
an "A" or "B" licence. Carried.
11r. Brown moved that the following recommendations
be mad3 to the committee which has been set up to inquire
into s hool bus operations*
1 That older students on the bus be appointed
as act as monitors to assist small children, watch traffic, etc.
2. That reduced speed limits be set for trains at
crossi gs where vision is limited.
Carried.
A letter from the Minister of 1lgriculture indicated
that a District Agriculturist would be appointed for this
Distri t as soon as one is available.

Council was advised that Armco Drainage, Rosco
roducts, and Robertson -Irwin had accepted culvert
at 1960 prices, ?=Testeel had not accepted its order.

Mr Meston moved that the Civil Defence form be

Council was advised that By -Law # 340 re closing a

I Mr. Brown moved that the Returning Officer declare
the results of the vote on By -Law # 343 at 12 noon on
Feb 16/61 at the Municipal Office, Three Hills Carried.
The comm. of Meston and King reported on their
inquiries regarding a site for an office at Three Hills:
1. On main street just east of Community Centre- -
corner location available; app. 110' frontage on main
street by 130' depth, property owned by Community Memorial
Centre be arrangement with the Town of Three Hills, the
losts Ere available at ?1.00 each only if used for a new
Manici al office building.
2. On main street west of Community Centre --
only 7 ' gross frontage - -not considered big enough.
3 Adjacent to the Home for the Aged -- location
not eq al to # 1 above. Price is app. $7. per foot of frontage
for lots 1301 depth -- might be available for Municipal use
at $1.00.
1,1r. Meston moved that X4.00 be authorized paid for
an option on the property east of the Community Centre, and
that tl e option be secured for 110' or more of frontage,
that tle option be for the year 1961 but with authority to
extend by mutual consent. (Lots 1, 21 37 41 & pt. 57 Blk. 7
Plan 4 04 A.H Three Hills) Carried
The pros and cons of a County System of government
were discussed briefly, and whether or not a new office
should be built large enough for County headquarters, no
decision was made.
Mr Church moved that a committee of Meston, Brown,
and Ki g be set up to bring in preliminary plans and cost
estima es for a new office building, together with a report
as to ethods of financing Carried
Mr. Schmelke moved that Council representatives to
the 4 -_ Club Banquets be. To Carbon -- Mr. ^A. H. Church;
to Tro u -- Mr. C. C. Campbell. Carried.
Mr. H. J. Hanson, Asst. Sec.- Treas. presented the
accounts and paysheets for consideration.
Mr. Schmelke moved that Mr Campbell interview Mr J.
Lynch regarding drug account for his son, J. Lynch Jr. and report
back t the Council. Carried.

Mr. J. Hugo for the hill north of his farm be tabled for invest -
igatio Carried.

Mr Peters moved that the account of Art Scheurer for
care a d repairs of the Torrington well be tabled and he would
invest gate same and report back to Council. Carried.
Mr. Meston moved that the office staff investigate
regarding the following:
1. Pension for Mrs F. Fricke.
Estate of F. Fricke, whether money is available etc.
Carried.
H. J. Gimbel and Ted Paquette, foremen, met with
Counci and were present throughout the balance of the meeting
up to he business of the Tax Sale.
Mr. C Smith, of Costello Equipment, met with Council
and di cussed sanders for spreading sand on slippery roads.
Price f Model B is ti0?515.00 No action taken.
r�r Stan Bell, of Construction Equipment, met briefly
with C uncil.
t,r wm. Preston and Orville Dahl, of Street Robbins
Morrow, met Council and outlined prices, etc. of a new
underc rriage for the 14A Series D -8, usually operated by
G. Hunt Mr. Schmelke moved that a whole new assembly be
purcha ed, that we keep the pads off our present assembly,
and th t the other parts be traded in. Price $6,182. less
$1,100 trade in -- Net price $5,082. Carried.

Mr. A. Boese, of Linden Contractors, met with Council.
Gravel crushing under winter works has proceeded satisfactorily;
they axe now moving to the Megli Pit and wish to first supply
material to the contractors for the 2 new bridges in this area.
Mr. Peters moved that their account of $56 for stripping at
the Ar idson pit be approved. Carried.
H. J. Gimbel agreed to arrange for a checker for
the wox�k at the Ilegli and Sharples Pits.
Mr. Church moved that the Shop Comm. have authority
to ord r torque wrenches as required; and that they bring in
a repo t oz2 on impact wrenches Carried.
Mr. Brown moved that a 75,000 B.T.U. gas fired, hanging
type heater, price $290.50 and a metal chimney, price $70.50,
be purchased and installed by Carl's Gas Fitting & Servicev
in the Carbon shop. Carried.
Mr. Peters moved that the foreman have authority to
urcha e new grinders, complete with shields etc for the shops
at Car on and Three Hills. Carried.
Mr. Peters moved that an extra, street light be installed
in Thr e Hills Sub- division (Ruarkville). Carried.
The Sec.- Treas. was asked toiwrite to the Bridge
Branch for information as to any survey work required for
new bridges at Harwoods, Snells, Sunnyslope, Brosseaus,
Linden Harris

E. Ruby be appointed to attend the regional Service
teeting in Calgary on Friday, Jan. 20/61. Carried
Repair work to be done on the various machines was
discus ed briefly with the foremen. They were authorized
to overhaul the two newer cats in each camp; check valves
on Int rnational truck Further details were left until
next m eting.

The road foremen met with Council and discussed
the ro d machinery.
Mr H J Gimbel estimated that it might cost $5,000 to
$6,000. to repair the old D -8 to lst class condition, its
present value was estimated as x;4,000. without attachments.
Present scrapers are in reasonably good shape.
1,r. Ted Paquette stated that old D -8 in north camp would
need transmission fixed, some new rails, still_ has original
crankshaft, no estimate for repair work given.
LeTourneau scraper is in poor condition; others are in fairly
good condition
Motor Patrols were discussed. The X12 in Div. 1 needs a
motor job but is seemedto be agreed that all patrols are
in reasonable condition and that no new patrol need be
bought this year.
Payloaler only needs minor repairs -- 0. K, for this year

Mr. Peters reported that Arthur Scheurer has submitted
tnt for �10 repair work at the Torrington well, plus

Mr. Meston advised Council that he does not intend to
accept a nomination for Councillor for Div. 5, and he asked
that this be made known to his ratepayers through the news
in the Three Hills Capital
The Council meeting adjourned from 12:30 noon to
app. 4J+5 PM. During this time the Council, office staff,
and foremen enjoyed a noon luncheon with I•Tr Morrison and
Mr. Wetter, of the Departments of Municipal Affairs and
Educati n. Council then attended the Public Meeting at
the Co unity Centre, Three Hills, commencing at 2 PI19
at whit Mr. Morrison and Mir. Wetter explained the County
System ind answered questions which followed. A separate
report Df this is included for its information value.

Mr. Peters moved that the account of Arthur Scheurer

COUNTY SYSTEM OUTLIN�D
About 175 interested people attended a Public Meeting
at the Three Hills Co,,munity 71-1emorial Centre the afternoon
of Feb. 6th/61 to hear about the County System of Local
Government.
Mr. G. G. King acted as Chairman of the meeting
i
at the request of his Council. He introduced the
visiting speakers: 214x. A. Morrison, Deputy-Rinister of
11unicipal Affairs and Mr. A. W. Wetter, Assistant Director
of School Administration.
11r. Morrison gave the main address, some of the high-
lights of which 'were:
1. A brief review of the County System in Alberta since
the first County was formed in 1950 until the present time
when there are 17 Counties. There are still 31 !--�unicipal
Districts.
2. Application for a County may be made by either the
Board of a School Division or the Council of a Municipal
District ort preferably7 by both. If it is by one Board
only they should have evidence of public support by means
of a resolution at the annual meeting or some other such
means.
3. Hospital business may be included under the County
3ystem if desired but for Municipal Hospitals only. The
County Council would appoint the members to which the
County is entitled and these members would then form a
separate Board with its own office or offices and staff! etc.
4. (members of the County Council would be elected by the
people of the -County in a manner similar to that now used
for election of Councillors. The numbers of members would
be fixed at any odd number from 7 to 11, with either 7 or
9 being considered best. Divisional boundaries would be
used for nomination and election purposes only.
5. The County Council would administer both school and
:Municipal business from one office and with one staff.
They can divide into committees though in some cases the
-dhole Council is acting on both the School and Municipal

In this particular area the Three Hills own School District
would be entitled to one member on the School Comm. The
Villages of Trochu, Carbon and Acme would be entitled to a

total of 2 members so these would have to rotate. "" ese
would be elected by the people of the Town or ",ri'llage School
Districtt would serve a term of 2 years, and would be entitled
to vote on all matters affecting school affairs.
7. 3stimates and Budgets: -Each committee would bring in
its recommendations but the actual setting of the budget and
mill rates would have to be done by the County Council. No
over -exp enditur e could be allowed without special -authority.
8. Efficiency: General administration costs have been
slightly lower; time spent by County Councillors has been
lower than that of Municipal Councillors; the County Council
should set the general policy, lay out the work, etc., and
then rely on trained men to administer these policies.
9. Satisfaction: After 1+ years of operation as a CourV,;yg
a vote may be requested by la I, or m re of the ratepayers as
to whether or not to continue as a ounty. In. each case

where a vote has been held the County has received support.
