COUNCIL MEETING DEC. 12/60 Page 1 ! A regular meeting of the Council of the Municipal District of Kneehill # 48 was held in the Municipal Office, Three Hills, on Monday Dec. 12/60 commencing at 9 AM. Nov. The Councillors present were: Mr. A. H. Church Div. 1 Mr. Noah Boese 2 11r. Ralph W. Broim Mr. Dunc Peters Mr. L. P. Meston 5 (Reeve) Mr. S. C. Schmelke 6 Mr. C. C. Campbell 7 Mr. Brown moved that the minutes of the meeting of X60 be approved Carried. The financial statement for the month ending Nov. 30th was pre ented, as per copy with these minutes. This showed a net bal nce of $226,394,97 at the end of Nov, Mr. Boese moved that t s statement be approved. Carried. Correspondence was read as per the agenda included with these minutes. Mr. Peters moved that this District confirm the residen e statement of Saul Roux and accept responsibility for wel are assistance for Mr & Mrs Roux and their seven childre ; and that the welfare authorities be advised that his farm in the Trochu district is sold so he has no place to come back to, but that he should receive app. $3,000. net from the sale proceeds within a short time; and that welfare ass:ista ce be authorized to a maximum of $100. per month if requirei but subject to cancellation. Carried. The financial statement of Golden Hills Lodge was discussed. Mr. Schmelke moved that this District pay the sum of $3,833.10 as its share of the deficit as outlined. Carried. Mr. Meston moved that Mr. A. H. Church be re- appointed to the Board of the Rosebud Seed Cleaning Plant for a period of three years as Council representative. Carried. Mr. Schmelke moved that this District file its full claim against the Estate of the late John Robinson, Sr., and that any necessary claim be also made for the Provincial share. Carried. Mr. Brown and G. King reported that Mr. F. Loewen, a resid nt of Golden Hills Lodge, required a hearing aid and had purchased one for $195. He had paid $100. on it but would be unable to pay the balance unless he left the Lodge to save up the mone Mr Church moved that this District pay the balance of K�95. owing for the hearing aid. Carried. 11r. Ed. DeMann, of Trochu, met briefly with Council and outlined details of an accident involving our equipment and his car. He was advised that this has been referred to our insurance company. It% Brown moved that John Dorn be granted leave of absence until spring if he so wishes. Carried. 1,1r. John Dorn met with Council later in the meeting and advised that he wished to continue with any snowplowing or other work that may be available with this District, but that he might get work with the Electric Shop, 3 Hills, during other periods. Sec.- Treas., presented the general accounts and paysheets for consideration of Council Mr. Peters moved that a letter be written to BalkiAll's Pharmacy, Trochu, advising them that Council has only author- ized $22.50 per mo. for drugs for J. Lynch • and that $22.50 be paid on the account as per agreement. harried 1,1r Meston moved that a letter be written to Dr. Hepburn regarding a reduction in his account in respect to Ir. Iva Valente on condition that this District pay same. Carried. mr. Meston moved that A (Bud) Mottern be kept employed until Christmas if needed and that he be paid full wages for the month of December. Carried Mr Meston moved that trucks be authorized to haul on cond tion that they agree to haul at the winter rates as previously outlined. Carried. Mr. Peters moved that the accounts, paysheets, and requisitions be authorized paid but subject to the above motions. Carried. Wm. McKenzie, of Robertson- Irwin, met with Council. Today's culvert price guaranteed for an order given today, delivery as soon as possible, payment 30 days after invoice. Mr. Brown moved that an order for $6,000 worth of culverts be placed with each of the following companies, with culvert sizes to be listed by the foremen: Westeel Products, Robertson _ _LT Rosco Metal Products, Armco Drainage; all subject to above terms. Winter employment and repair work was discussed with the foremen. The Adams and Austin patrols are now having some work done on them at Three Hills Possible employment of Gus Gieck and Bud Mottern for general duties was discussed. Mr. Brown moved that the bid of $265.00 for wiring the metal s op at Carbon put in by Manning Electriaal of Drumheller be acce�ted, Carried. Mr. D. Hornby and R. Keglowitsch, of Underwood McLellar & Associates, surveyors, met with Council and discuss Ed the survey for road widening S- 28- 30 -25 -4. The original survey was straight but the road has had a bend in it for many years; greatest deflection is 36yt, Council favors a straight road if it can be arranged but this may put the new road too close to Mr. Enn.s buildings. Mr Hornby will discuss these matters with the Director of Surveys and submit a report. See page 4 Mr Brown moved that John Baerg be paid $25.00 as nal payment of rental re gravel stockpile. Mr. G. G. King, Sec. -Treas , reported that he had phoned pherwoodts Home at Olds and was advised that Mrs. J. Kessel frould be able to remain at that Home for a short time or long or if conditions improve. Mr. G. G. King, Sec. - Treas., reported that Mr. and Mrs. Saul Roux had been in the Trochu 19imborne area recently but had not contacted us regarding need for welfare assistance. Mr. Peters moved that the last clause of his motion of Dec. 12/60 page 1 f minutes be deleted; and that the welfare authorities be requ steel to check closely re their need before authorizing any assistance. Carried. Mr. Brown moved that the Dept. of Municipal Affairs be advi ed that this District now purchases extra right of way where new telephone lines are to be built along District Highways, as the need arises. Carried. Mr. Brown moved that a circular letter be sent to each Mutual Telephone Co. outlining this District's policy regardi g setting back of telephohe lines along District Highway and regarding backsloping, etc., on other roads before new lines are built, and that each Company be asked to noti y us in advance of any plans for new lines. Carried Mr Meston moved that no authorization be given for the natural gas bill for Mrs. Fricke Carried. Mr. Meston and G. G.
