Ll vi PI Di stric Three !� minute specia I� COUNCIL MEETING OCTOBER 7, 1960 Page 1 A regular meeting of the Council of the Municipal of Kneehill k 48 was held in the Municipal Office, .11s, commencing at 9:00 A M on October 71 1960. C Campbell 7 Mr Church moved that the Council approve of the of the meeting of Seot. 12th & 16th /60 and of the meeting of October 11 1960. Carried. The financial statement for the month ending Sept. 30/60 was presented and discussed; this showed a net balance at the end of September of $27,308.171 as per copy with these minutes. Mr Boese moved that this statement be approved. Carried Correspondence was read as per the list in the agenda of this meeting. Ifs. Boese moved that the Council approve of the subdivi ion of SW- 2- 31 -25 -4 into the east half and west half of sai quarter. Carried. The proposed Radiation Monitoring Course to be held at Three Hills Oct. 31st to Nov. 4th (evenings) was outlined and discussed. As only 16 can be accomodated, Council suggested that the numbers be allotted as follows. Acme 1; Carbon 1, Trochu 2; Three Hills 2, P. B. I. 2; Han. Dist. of Kneehill 8 (incl. hamlets) Mr. Brown moved that a notice be put in the Capital re the above with advice that the registration must be limited, and that Municipal District representatives who attend and complete the course be paid mileage at 10¢ mile. Carried It. Meston moved that the Council authorize expenses to a maximum of $50. for the above Civil Defence Course, plus mileage as per previous motion. Carried. Mr. H. J. Hanson, Asst. The Sec.- Treas. was asked to get information re the road in SW- 7- 29 -21 -4 to Heinrick's to determine whether or not the plan of survey includes any special restrictions or prov-sions. 1i?. Campbell moved that the Bridge Branch be asked to reconsider the size of the culvert to be sup-�lied at tAzi -6- 3 -22 -4 and that we request an equivalent of 8t as the roal often floods; and that installation be made in 1961. Regehr, as representatives of Linden Chamber of Commerce, met with Council to discuss matters pertaining to that Hamlet. The comm of Brown, Boese, and King reported that they had met with Aaron Megli and that he was willing to donate park ar a north of the school site, but was not willing to buy back and donate any lots within the Hamlet. Mr Brown also re orted that 11r. Davis, Trustee of the Three Hills School bivision, had contacted him and advised that the School . ivision also wishes additional land for playground The mo4 ons as submitted from the meeting of the Linden C. of 6. on Oct 16/60 were read and discussed. 1,1r. Dist. Engineer, met Council. H J. Gimbel and Ted Paquette, foremen, were also present at this) time. The east -west road at Sunnyslope was discussed. Mr Brown and G. King reported that it now appeared feasible to stay on the original road allowance and divert the Creek within the Hamlet as Paul Weigum has indicated he wishes to move his house and as P. W. Warkentin off erred to sell his garage and lots onthe north side of the street for $500 Mr. Meston moved that a comet. of Peters, Brown. and King negotiate agreements for right -of -way for road widening along the main road through = Sunnyslope and for the purchase or moving of any buildings as required. Carried. The Sec - Treas. was asked to write for: 1. Copy of road plan and profile as proposed by the Bridge Branch for the road south from the bridge in W2- 20- 30 -25 -+ (Fred aergs) 2 Information from Mr Gill Robertson, Right- of -14ay buyer of Dep . of Highways, as to the Government rate of payment for tries when same must be removed for road widening. Council then discussed possible winter work under a special Contingency Grant for the Linden -Acme road. It was agreed that we make application to do some of the work with out own machinery and that we get the gravel crushed for the whale project. Carried. Mr Arvo Niemi met Council regarding drainage problems in his drivewayy and across the road adjacent thereto at West 33- 32 -23 -4. Mr. Brown moved that ?1r. Campbell and Ted Paquette be a comm to make such changes as they deem imecessary Carried. Mr Schmelke and G. King reported that they had met with Mi Ed. Ehrman to finalize the deal for the purchase by this District of NE- 16- 32 -26 -4 and that Mr. Ehrman had agreed that t is District could collect the royalty for the gravel now cr shed in his pit on condition that we pay all transfer costs 1-1r G. King further reported that 14r. ec Mrs. Ehrman had be n asked to sign a transfer as per the above on Oct. 6th but hack refused, claiming that they must have the gravel royalty and that the .11anicipal District must also be responsible for le al and transfer costs and any settlement that might be req fired with the 1960 renters, A. Anhorn and J. Folkman. Mr. A. Anhorn and J. Folkman, as 1960 renters of NE-16-12-26-4, met with Council, verbal lease only, they estima ed an increase of 60 acres of summer- fallow, which they valued at $200., they also claimed that Mr. Ehrman owed them 110 c.y. prat run gravel in lieu of crop share They also stated they would be willing to farm this land in 1961. Mr. Arnold Boese, of Linden$ contractors, met with Council; to start stockpiling from River again next week Work fro the Hoppins Pit was discussed with him. Mr. Meston moved that winter work from the Hoppins Pit be stockpiling only. Carried. Hr. A. Boese stated that the cost of the above would be: Loa ing 20¢ cu. yd; tandem trucks $7.50 hr and single axle tru ks $4.00 hr. while on the ,]job. Council. agreed to these pr ces. of $392. Mr. Brown moved that the account of Linden Contractors for stripping at the Hoppins Pit this summer be paid. Carried. The proposed purchase of NE- 16- 32 -26 -4 from Ed. Ehrman was discussed further Mr Meston then moved that the comm. of Schme ke, Boese, and King have authority to again see Mr. Ehrm n and effer the $10,000. cash for clear title, to advise h m that Linden Contractors will pay him for the gravel which they crushed and which is now stockpiled in the pit, that the Municipal District will pay legal and transfer costs, and, if onsidered necessary, also state that the Municipal District will deal with the renters Carried unan It was agreed that the following be delegates to the meeting Lom Red Deer on Oct. 15th of Alta Association of Mun. Dis icts, Dentral Div.. Church, Brown, Schmelke, Campbell, and one office Mr. Brown moved that each councillor be a delegate to the fill convention Nov. 15th -19th in Edmonton; that two from off ce and two foremen also attend, and that each one attendin be paid 450. for expenses Carried Mr Brown moved that aletter of congratulation be sent to & Mrs Art Bates and family for having been chosen as one o the 24aster Farm Families of Alberta.
