I District Three Hi of July July 31. net bale All loaf statemej COUNCIL MEETING AUG. 8, 1960 Page 1 A regular meeting of the Council of the Municipal of Kneehill # 1+8 was held in the Municipal Office, is, commencing at 9 AM on Aug. 8/60. The Councillors present were: Mr. A. H. Church Div. 1 Mr. Noah Boese 2 Mr. Ralph W. Brown 3 Mr. Duncan Peters 4 Mr. L. P. Meston 5 (Reeve) Mr S. C. Schmelke 6 Mr. C. C. Campbell 7 Mr. Church moved that the minutes of the meeting 8th & 25th be approved. Carried. The financial statement for the month ending 1960, was presented and discussed, this showed a once of x$133,678.78 as per copy with these minutes is had been repaid Mr. Boese moved that this it be approved. Carried. Mr. R. E. MacKay, of Armco Drainage, met briefly with the Council and was given an order for 100' of 12 ", 3001 of 15 ", and 1001 of 18" culverts, for delivery to Carbon. Correspondence was read as per the agenda with these minutes. Mr. Peters moved that correspondence re natural gas service to Grantville be tabled; and that D. W. Davidson be advised that Plains Western will install the gas services only if 20 out of the 24 sign up for it and if they agree to pay he costs of the line on their own properties; rates then to be the same as in Three Hills. Carried Mr. Schmelke moved that the 6% discount be allowed the Dept. of Lands and Forests in respect to the grant in lieu of taxes on Crown Cultivation Leases as that Dept. claimed it did not have time to process the payment prior to July 15 h. Carried. Reading to By -Law # 334, this ty -Law to expropriate such lands as are required for approach road to the Morrin Bridge according to the Alignment Plan of the Deptl of Highways for Project and dated June 167 1960, said plan involving certain NW -77 NE -77 NW -8 NW -97 NE -9, NW -10, sw -15, SE -16, E -177 SW -171 SE -l� and Sind -187 allin Twp. 31 Rge. 21 4th, expropriation procedure to be followed only ,lly acceptable agreements cannot be reached with the oncerned. 1st. Mr Church moved that the Board of Industrial Relations be asked for further details re records required for cooks -- hours of work, etc; and that they be asked to further consider advisability of a contract; and that information be obtained as to how other Mun. Districts are dealing with this. Carried. The application for 1960 Prairie Farm Assistance was tabled until the next meeting, with each councillor to bring in a report at that time. Mr. Brown moved that a notice be put in 3 issues of The Capital advising farmers to notify the local councillor or the Municipal Office if the expected wheat yield is less than 8 bus. per acre. Carried. Mr. Meston moved that the District accept the revised Garnishee Summons from the Receiver General and that $20.70 be deducted from G. R. Hunt's earnings and paid to the Receiver General, and that the minute of July 25/60, page 9, be rescinded re the deduction of $35.70. Carried. Mr. Ted Paquette and H. J. Gimbel, foremen, met with the Council and were present while road work was discussed. Mr. Brown moved that an order be given to Ferguson Supply tor 6 signs -- Private Property Keep Out. Carried. Ted Paquette reported on work done by the North road craw as follows: (Refer to program as in July 25th minutes) : Project5 6 and 7 completed; Wilkinson culvert requires app. 10 hrs. with 1 Wagner to complete it. Crew has now started on No. 27 - Three Hills West H J Gimbel reported re work with South crew: Nos. 9 and 30 completed, No. 29 requires about 40 hrs Crew now working at Nos. 10 and 31 and at Peterson culvert. Mr. Mes on agreed to delete No. 18 from the 1960 program as time is running short. Estimated hours to finish work in Div. 5 was given as 340 machine hours. Mr. Brown moved that application be made to have the road West 4 and 9- 31 -25 -4 classed as a District Highway and that it be considered as the main Sunnysbpe- Linden road, thus replacing the Dist. Highway S -5 and West 5 and 8- 31 -25 -4 in this classification. It was agreed that 100' right -of -way be arranged for :bm new road West 4 and 9- 31 -25 -4 and that the Bridge J- Branch ))e asked to supply a culvert for West 9- 31 -25 -4. Di t. having rocks hauled there today. Mr Wnp. Conner and Mr. Stan Sif f erman, of I. P. Krick Associates, met with Council and discussed the Hail Suppres ion program. Mr. Hanson, Asst. Sec.- Treas., presented the general accounts and paysheets for consideration Mr. Peters moved that the $10. monthly cash welfare allowance to Ivan Valente be now cancelled as he is working. Carried. Mr. Campbell moved that Industrial & Road Equip. be advised that the hydvaulic pump on the Payloader is not satisfactory and that they be asked to check this, that their account be tabled in the meantime; and that the other accounts and pay beets be approved. Carried. Air Stan Bell, of Construction Equip., met Council and stated that he would like to demonstrate a Model D Tournap ll with the new Hancock Scraper, tentative dates suggested were Aug 15th, 17th or 19th. Meet again: Aug. 22/60 9 AM ZA M, • IL FORM 149 -P— Special MUNICIPAL SUPPLIES LTD, V f, 4i The reconvened in commencing at COUNCIL MEETING AUG. 22, 1960 (Continued from Aug. 8/60) Page 8 meeting that had adjourned from Aug. 8/60 was the Municipal Office, Three Dills, on Aug. 22/60, 9 AM. Present: Councillor Campbell was present for the afternoon only, all other councillors were present for the full meeting. Correspondence was read and business dealt with as per the agenda included with these minutes Mr. Meston and King gave a report of their negotiations with tha landowners for the land required for the west approach road to the Morrin bridge, in accordance with correspondence and plan from the Dept of Highways. Tentative agreements had bee signed by C. W. Thomas, John Sommerville, and Herman Oelke a d these were submitted for approval of Council. Mr. Meston moved that these agreements be approved. Carried. The comm. re the above reported that no agreement had bee reached with George Sommerville or with P. J. G. Rock, as executor of the Quance Est. The matter of severance, etc., = the Quance Estate land was discussed and tabled until later ii the meeting. Council was advised that By -Law # 329 had been approved by the Minister of Municipal Affairs. Mr Meston moved that a letter be written to the Workmen's Compensation Board asking for details of the $23,o64.4-3 paid in respect to employees of this District during he years 1957, 1958, and 1959• The super - assessment of $458.66 was tabled in the meantime. The Director of Surveys advised by letter that, as from Oct. 1/60, old portions of surveys no longer required will be cancelled when new plans are registered. The comm. of Church, Meston, and King reported that they had been unable to negotiate with Mrs. Annie Dixon for right-or-way for a new road through SW- 16- 29 -22 -4 As an alternate, an agreement had been signed by her selling the Municip9.1 District a triangle 30 yds. by 40 yds. at the NW corn r of SW- 16- 29 -22 -4 for $20. -- this will provide for better �ision at the corner. Mr. Brown moved that the agreement be accepted, that payment be made, and that the corner be cut back to provide vision. Carried. Mr. 0. A. McArthur, gravel checker, met the Council regarding the next gravel work. He was instructed to be at the Ghost Pine Store by noon Aug. 24th ready to do checking work in' that area. The Municipal truck loaded with nd driven by Joe Dobler was in a minor colliseion unloaded gravel truck of Carl Bigelow, collision ed on lack of visibility due to dust. Damages to truck was est at $250.; Municipal truck app. $100. er is to complete a report for our insurance company. n was injured. The Municipal truck is still in use. A quotation of $1350. was received from Mollard and Associates for an aerial gravel survey of the whole of this District. No action was taken on this Mr Meston asked that Sun Oil Co. be advised that, in maki g an approach to their oil well in SW- 2- 32 -22 -4, they had plu ged a road culvert and that this should be cleared. All members of the Council and the Sec.-Treas. then motored to the west approach road location for the Morrin bridge and studied the route from the Dept. of Highways plan, from aerial maps, and from stakes of the engineers. They then returne to the office and completed the business of the meeting. Mr. Brown moved that the .Executors of the Quanc e Estate be invited to meet Council at 11 AM on Sept. 12/60 at the Municipal Office, Three Hills, for negotiations re right -of -way, severance, etc., in respect to the land required for the west approach road to the Morrin bridge Carried.
