A regular meeting of the Council of the M. D. of
# 48 was held in the Municipal Office, Three Hills,
Lg at 9:00 A. M. on July 8/60.

Mr. Church moved that the minutes of the meeting
of June 13th and 24th, 1960, be approved. Carried.

Mr. C. E. Ruby, Field Supervisor, met with Council

The financial statement for the month ending June 30,
presented and discussed; this showed a net balance
but with $151,500. owing on loans -- all as
with these minutes. Mr Boese moved that this
be adopted. Carried.
Correspondence was read as per the agenda with
these milnutes.
Mr Brown moved that the Council approve granting of
a licence to T. S. Toews for the addition of Motor Vehicles
to his siness at Linden. Carried.
. Mr. Peters moved that the Council table decision re
granting permission to Farm Electric Services to build a
power line West 8- 30 -26 -4 so that R. W. Brown can first
investigate re getting backsloping done. Carried
, Mr . Schmelke moved that the Council approve of the
gas line crossing the road adjacent to Torrington, as per
map from Canadian Western Gas. Carried.
Mr. Peters moved that approval of the gas line crossing
the road in 17- 33 -23 -4 (NW of Trochu) as per map of Canadian
Western Gas be tabled, and that C. C. Campbell investigate to
see if the Company provided for 99' right of way. Carried.
Mr. Brown moved that the Council approve of the gas
line to L. Baerg in SE- 30- 30 -25 -4, as per map of Canadian
Western as Co. Carried.
Mr. Schmelke reported that locations where the gas
line crosses road allowances for the Torrington- Rimbey line
require gravel and asked that the Company be contacted re
this.

Mr. Church reported that Britamoil Pipeline had put
pipe lines across road allowances without permission, that
a hazard exists at crossing at NE- 30- 27 -20 -47 and that the
said Company. be asked to check re this and other crossings.

Mr. Meston moved lst Reading to By -Law # 332, this
being a By -Law to accept $30.00 as full payment of the taxes
owing by John Bossert on his shack in 15- 2.9 -23 -4 Carried unan.
Mr. Ch ch moved 2nd. Reading to this By -Law. Carried unan.
Mr. Brown moved 3rd Reading to this By -Law. Carried unan.
Mr. Meston moved that the Bridge Branch be asked
for a further report re culverts and smaller bridges to be
supplied and re the Sharples Overpass. Carried.
Mr. Brown moved that the Council approve of the
extension of the boundaries of the Three Hills Municipal
Hospital District so as to include 30 -25 -4, 30 -26 -41
29 -24-41 29 -25 -41 29 -26 -4, and Secs. 13 -36 incl. of 28 -24-4.
Carried unan.
Councillors Peters, Meston, Boese and Brown reported
on work on the Contingency Grant work as being done by
Didrick en Construction under supervision of the District
Engineei and stated that they are not satisfied as the
grade i very wide and low in places.
Councillors Brown and Boese reported on the Acme
Jubilee Parade and stated that the Municipal Wagmer and Patrol
had been entered together with an old slip and old grader;
date of Jubilee July 7th /60. Mr. Brown moved that Acme be
sent a letter of congratulations for its 50th anniversary.
Carried.
k letter from the Town of Three Hills was read
advising that it has agreed to include "Grantville" in its
annexation application.
Mr. Brozm moved that Allen, MacKimmi e & 66hers,
solicit rs re 5E- 30- 28 -24 -41 be advised that they must pay
arrears of taxes on said land before the Tax Notification
will be removed. Carried.
H. J. Gimbel, foreman, met Council and said that
his creir is now putting in Government culverts near Rosgens,
Mulling rs, and Stewarts and also working on the road and
channel diversion South 13 -31 -24-4; he asked permission
to take holidays on July 13th & 14th in addition to 15th & 16th.
This was, agreed to without motion.
Dr. Gilchrist, Federal Veterinarian Branch, met
Council and discussed the Bang's testing, Dr. Greenway
and Dr. Elliott each have a part of this District and a
third one is being brought in to do the balance.
Mr. Pet rs moved that C. E. Ruby arrange to have our cattle
chute m dified as required for that work and that it be
made av ilable at a rental of 10¢ per head. Carried

Mr. Wm. Conner, of I. P. Krick Associates, and
James Bishop, of Kneehill Hail Suppression Association, met
Council Mr. Conner explained the differences between the
older style Model 16 Ground Generators and the new Model 171s;
the latter have an electric burner and lower output but the
Company believes they are equally effective in the locations
where they are being used -- started with time clocks, the
operators of these are paid on a monthly basis; operating
cost is set at $1.00 hr. as compared with $2.60 hr. for
the Modell 16's.
Mr. Brown moved that this District agree to pay its
share of the hours of operation of the Model 17 Generators at
$1.00 hr. if the costs of the Model 16's do not reach the
maximum of the contract, all this subject to approval
of Dr. Erick. Carried.
Mr Bill Stark of Acme met Council re a Power Aid
machine with generator to develop 110 volts and 2000 watt
output--useful as auxiliary power unit or by itself when
power is not available; prices as follows:
Machine mounted on our truck: $189.50 each ($20. less on
each if two are bought).
With Brilggs & Stratton Motor $347 for one, $600. for two.
No decision was made re these.
1 Mr. Schmelke moved that Russell Hargreaves be paid
$80.00 for moving his fence for road work W- 2- 35 -25 -4.
Carried.
Mr Brown moved that the Shop Comm. consider changing
the hot water tank at Three Hills Shop from electric: =-to gas.
Carried.
Holidays for the office staff were discussed and
Council agreed with the suggested schedule, namely:

G. G. K ng next -- starting about mid August
C. J. C istie -- late fill
Mr. H. J. Hanson, Asst. Sec.- Treas., presented the
general accounts and paysheets. Mr. Boese moved that Clifford
Schmidt be paid at $1.20 hr. and that the accounts be paid

Reports from the Bridge Branch were reviewed re

Mr. Brown moved that the Council recommend the
following order for installations this year
1. Sharples Overpass in SW -17 -29 -22-4
2. W/SW- 34- .31 -22 -4 (Rubys )
3. S/SW- 6- 34 -26 -1+ (Beers)
4. The 3 others to be in any order that beste suits
the Bridge Branch: S -13 -31 -24-4; S -3 -32 -24-47 S- 14- 33 -23 -4.
Carried.
The Sec.- Treas. reported that Mr. Atkin of the Bridge
Branch had phoned to say that Mr. Aaron Reimer has complained
to the Govt re the proposed road diversion in NE -6 and
SE-7-30-25-4. Plans have been sent to the Bridge Branch
for consideration, installation of the culvert and the road
work there should be delayed for at least 1 week to get a
furthei report.

Reports were given of the meetings and discussions
Contingency Grant project and a letter from Hon. G.

A letter from the Bridge Branch outlined the

if no poles are set on the two knolls or if those are set

Gimbel or R. W. Brown before proceeding. Carried.

these minutes.
Application of Garfield Albertson for work was tabled.
Report was given re welrare ,eing gra.n;ed to Mr. &
Mrs Doering, Torrington, their son Garry is now off
Workmen's Compensation. Mr. Peters moved that their grocery
allowance be increased to $30. per month, effective from
July 1 t. Carried

Mr. Church reported that Britamoil had arranged
repairs where their pipeline crosses Alunicipal roads.

A. Boese and D. Hazelton, of Linden Contractors,
met with Council. Council agreed they should move to Elvins
as soon as they finish from south of Morrin bridge stockpile.
Payloador to load gravel for Wimborne - #21 road when trucks
are available.
H J Gimbel, foreman, attended during part of the
meeting and discussed the road grading program. The Sec. -
Treas. tubmitted a reocrd of the uncompleted 1960 work, as
per copy with these minutes. This was discussed by Council

the new bridge S- 3- 32 -24 -4 It was agreed that the south
crew fiiLish the work in the Ghost Pine- Orkney area, if the
weather stays dry (Nos. 9 10, 18, 297 30, 31 and last 3 of
additio s to list - total A60 Machine hrs estimated). It
was also agreed that the Wagners stay with that crew during
this work, unless specially needed by the north crew.
H. J. Gimbel reported that the Company had put a
new yoke, and bushings on one Wagner, and had also done some
repair work on the motor. The yoke on the other machine
is sliglitly cracked.
Mr. Brown moved that Cli fford Schmidt be paid at
the rate of $1.50 hr for July and August Carried.
11r. Meston moved that the Council approve of the
payment by Canadian Utilities to John P Goertzen of $100
for an asement for the power line adjacent to Sunnyslope
Carried
Atr. Church moved that Schmelke, Meston and King be
a committee to investigate re the Waisman drainage problem
in 12-34-26-4. Carried.
Mr. Peters moved that the Board of Industrial
Relations be again asked if the cooks can be hired under a
contract deal to eliminate the need for time records, etc.

Mr. Campbell moved that land and fence agreements
be accepted and authorized paid as presented. Carried.
Mr. Meston moved that this District accept the gv.nishee
from the Receiver General for $35.70 from G. R. Hunt's earnings,
and that deductions be made accordingly. Carried.
Park and Recreation Grants were discussed briefly
and Council was advised that the grants may be xxxzd earned
any yr. during the 5 -yr. program.
Mr. Schmelke moved that a fence be built along the
front of our gravel pit property in SE -i6 -32 -26_41 and that
6 signs,be ordered "Private Property - Keep Out ". Carried.
Mr. Peters moved that the Sec.- Treas. write to Hon
G. Tayl r to thank him for the investigation re the Contingency
Grant r ad, to advise him that improvements have been made,
and that conditions are now satisfactory; and that dopies
of the letter be sent to Mr. Danchuk and Mr J. P. Church.
