COUNCIL MEETING MAY 2, 1960 Page 1 meeting of Council was held in the Three Hills, commencing at 10 :00 A. M. The Councillors present were: Mr A. H. Church Div. 1 Mr. Noah Boese 2 Mr Ralph W. Brown Mr. Duncan Peters Mr. L. P. Mestoh 5 (Reeve) Mr. S. C. Schmelke 6 Mr. C. C. Campbell 7 Mr. Lloyd Will and Joe Dobler met with Council re the net work for the payloader & truck. They were given a listiof 3 locations to install 12t1 culverts in Div. 7: N. of Art Knievels, near -Albert Medings, Postill road. Mr. Brown moved that the Dept. of Highways be requested to place directional signs for ACME at the junction of Highways 21 and 26 (or 21A). Carried. The advisability of the Municipal District buying trucks for each of the foremen and for the Field Supervisor was discussed at some length. Mr. Meston then moved that the foremen and Field Supervisor be advised that the Municipal District will supply a Municipal truck for each for their Municipal work by April 1, 1961. Carried. The budget was discussed in detail and the estimated Revenue and Expenditures were adopted as per details included with By -Law # 326 Mr. Boese moved 1st Reading to By -Law # 326, this being By -Law to adopt the estimates and set the mill rates �or 1960, all as per exact copy included with these minutes. Carried unan. Mr. Melton moved 2nd. Reading to this By -Law. Carried unan. Mr. Brown moved 3rd Reading to this By -Law Carried unan. G. G. King, Sec. - Treas., reported that the Addresso- graph chine cannot be rented, with the rent to apply on the purchase price. Mr. Schmelke then moved that the Model 600 Addressograph Machine be purchased, completed with plates, trays and cabinet f_�t an app. cost of $725. Carried. G. G. King, Sec. - Treas. reported on the meeting he attended in Calgary on Apr. 2�th re the Farm Purchase Board,lat which time the forms and records had been discussed. Mr. Brown moved that any action through the Farm Purchase Board be tabled until the first of next year. Carried. G The Sec.- Treas. reported that Gary McDonogh, Bridge Inspec or, had completed most of our Bridge and Culvert inspec ions recently and a verbal report had been received, written report to follow. Council agreed that profiles should be obtained in respect to: Bridge near R. Snells; Bridgeton 3 Hills Creek west of 3 Hills; Bridge near Ray Meglils; McKee culvert; Sunnyslope bridge, Linden west bridge Alton Parkers bridge, Harwood bridge. V COUNCIL MEETING MAY 2, 1960 Page 2 Mr. Peters moved that the following be added to our 1960 Culvert Request List: ,West 6 - 33 -22 -4 (Heikkila) app. 8' West 33- 33-24 -)+ (Dodd - McArthur Arch equiv. to 61 (skew) South 22- 34 -22 -4 (Henwood) West Sod -15 -31 -22-4 (S of S. Kanderka) And that the Council recommend a bridge for S /SW -1 -35 -24-4. Carried. A letter from the Dept. of Highways was read to Counci advising that the 1960 Road Grant is $97,703. and outli ng regulations re this, a new provision this year is that 25% of the grant is to be spent on Farm Roads. The Road Grant was discussed, and tentative estimates and a rogram for "Farm Roads" were drafted in rough. These Will b finally approved later. I Correspondence pertaining to the Home for the Aged was outlined briefly by the Sec. - Treas. Council was advised that t e Board of Directors has now been officially appointed and that it will meet on May 19th. Mr. Church moved that the Council appoint Mr. L. P. Meston as alternate member of the Board of Directors of the Home fir the Aged. Carried. The Sec. - Treas. reported that an agreement was signed for the land required for road widening from NW -17- 33-23 and that the power line will be moved soon. He also reported that Canadian Utilities had complained re our merl moving a guy wire south -east of Huxley -- this was considered very dangerous. (Both foremen were present when this report was given to Council). Mr. Meston moved that the Councillors for Divs. 2 and 3 te each authorized to have up to 2,000 cu, yds. crushed gravel from Megli Pit placed on roads prior to the next Council meeting. Carried. Mr. Schmelke moved that Canadian Utilities Ltd. be requested to set back their power lines for: Wimborne - # 21 road 42 mi. app. Mancell coulee, etc. -- South 25 -29 -23-4 Carried. Mr. Campbell moved that this meeting adjourn and that it reconvene at 9 AM on May 9th. Carried. Church moved that the minutes of the meeting of April 3204 4th, 5th, and 25th, 1960, be adopted. Carried. The monthly financial statement for the month ending Apr. 30/60 was presented as per copy included with these ninutes. This showed a net balance of $7,029.80, but with $50,000. owing on loans. Mr. Brown moved that the statement be approved Carried. Correspondence was read as per the agenda. Mr. Schmelke moved that Councillors Boese and Brown be a c mmittee to contact George Fyten and others regarding right cf entry to the dam in parts 4 & 9 -30 -24-4, regarding stocking said dam with fish, and others matters pertaining theret . Carried. Mr. Meston moved that the Sec - Treas. get information as to any responsibility of the Federal Immigration branch in respect to welfare assistance for Ivan Valente and family. I Carried. Mr. Church moved that the letter of May 4th /60 from the Prov. Parks Commissioner re Municipal Aid for parks be tabled until we have further information. Carried. The Refresher Course for the A. A. M. D. Sec.- Treas. was discussed briefly and the program outlined -- dates are June 9th, 10th, and 11th at the Banff School of Fine Arts. 1•7r. Brown moved that the Council approve of the transfer of app. 140 acres of SE- 10- 30 -25. -4 from John R. Friesen to Harvey M. Toews, this being all the said quarter except South 8551 of East 10201. Ltd. to cross certain road ces with gas pipe lines to serve Huxley, Trochu, Wimborne, Torrington, Linden and Swalwell as per bmitted but subject to the following restrictions: - 34 -23 -4 to cross near SW corner of said land and ay at least 2 rods within property line, & 3- 33 -26 -4 1501 setback to allow for Govt. Highway, d depth for all others to be 61 below top of present tR 31 below present ditch, whichever is the greater. Carried. ' G. G. King, Sec.- Treas., reported to Council that Messrs Linton, O'Brien, and Davies of Canadiin Utilities Ltd. had called at the office and had, in general, discussed power 3ine moves, safety precautions, etc. Mr. Meston moved that the Director of Postal Services be advised that some grading & gravelling work will be done on roa West 2 & 11- 32 -22 -4 during this year if possible; otherwise, not later than the end of 1961 Carried. Mr. Brown moved that Alta. General Ins. Co. be paid $5.59, this being the extra premium to increase coverage on office equipment to $6,000. No change of rate could be obtained. Carried. Mr. Wayne Scobie, of Ferguson Supply, met Council; culverts to be shipped today, wire rope ordered through A. A. M. D. to be shipped to Carbon. Mr. Meston moved that letters be written to Olds Man. Hospital and Calgary General Hospital asking the minimum amount each will accept as full settlement of their account re Rudolph Doering of Torrington. Carried. Mr. Meston moved that James Bishop be notified that the ToWn of Three Hills has submitted an account for $82.00 to our ':office for a trip made to his farm with the Fire Engine in 1951, and that he be requested to make an early settle- ment of this account. Carried. Mr. Boese moved that letters be written to Jxx2xxR.R. A. Bell and H. G. Elliott asking their opinion about closing the original road allowance where same is cut off by the new Highway # 21 W/NW -6 and W /SW- 7- x-23 -4- Carried. � 0 ! Mr. C. Smith, of Costello Equipment, met briefly with Cc uncil. Mr. L. Schuler, of Cruickshank - Richardson, met briefly with Council and discussed the new Wagners -- the foremen were present at this time and stated that the machines had given good service thus far, m1nor leaks had been checked. Both foremen were present during this meeting when matters pertaining to roads and road program were discussed. I -fr. D. M. Hornby, surveyor & engineer of Underwood McLellan & Associates, met Council and outlined briefly their work and recommendations in regard to a number of road projects. Mr. Higgins, Asst. District Engineer, was also ptesent during the discussion on McKee coulee, Gordon coulee Sunnyslope west road, Alton Parker west, Brosseauts south,!Reimer coulee. Locations and grade lines were discussed and further engineering work authorized. Mr. Higgins discussed the road grant and stated that by would come over to consider the road program for grant purposes zxdx as soon as the detailed estimates are ready. He ask *d about the road S- 4- 34 -25 -4 but had no details as to some request that had been sent to Mr. Danchuk. Mr. G. Bissell, of Concrete Products, met Council and o0 ered special services if Council will use concrete culverts on a 2 mi. stretch of road -- gakkets to be cemented on at planjt, engineer and 1 other man to help instal; prompt delivery to exact locations. Snells 747 S/SE- 13- 31 -26 -4 In Sunnyslope Motion carried. location installation Mr. Comfort, Vice- President & General Manager of Plains Western Gas Co., met with the Council regarding natural gas services to areas immediately adjacent to Three Hills.1 His Company is now servicing two private homes, the most southerly School, the Home for the Aged, and has a line to the Hospital -- though no permission re same was requested from this District. Mr. Comfort also stated that these were considered as a part of the Town when the rates wtere calculated. They have a petition signed by 17 residents of " Grantville" asking for gas services, they feel this is not a profitable extension at the same rates as in Three Hills, though the same rate might be granted if they paid for the installation costs from their property lines. He agreed, under questioning, that the uniform rate might be feasible if Grantville were considered with the other areas now being served in the Mun. District. Extension to Ruarkville could not be considered unless certain P. B. I. properties also wished gas services. This was fully discussed and Mr.! Comfort then left the meeting. Mr. Brown moved that Plains - Western Gas Co. be permitted to extend its gas services to Grantville, Home for Aged, Hospital, the most southerly School of the 3 Hills School !Division, and to other areas immediately adjacent to Three Hills on condition that the terms of installation and the rates be the same as in Three Hills, and to Ruarkville when deemed financially practical. Extensions as noted were to be completed in 1960. Carried. Messrs. Wm, Preston, Bob Fletcher, and Oral Dahl of Street Robbins Morrow met with Council re Hyster Grid Roller, Martin Low Boy Trailers, and wire rope.
