Thp statutory meeting of the Council of the M. D.
ill 7F 48 was held in the Municipal Office at Three
ommencing at 9.00 A. M. on April 4/60.
The Sec. - Treas. called the meeting to order and
d the report of the Returning Officer, showing that

The Sec. - Treas. then called for nominations for
the Council. Mr. Brown nominated Mr. Meston as
Three were no other nominations so Mr. Meston was
elected as Reeve and then took charge of the meeting.
Mr. Schmelke moved that 1,�?. R. W. Brown be Deputy -
the next 6 months Carried.
Mr. Brown moved that the minutes of the meeting
of Mar. 14th & 18th, 1960, be approved. Carried.

The monthly financial statement for March, 1960, was
then pr sented and discussed. This showed a net balance at
the endlof March of $49,948.92, but with a balance of $67,873.85
owing orb the quarterly School requisition to the Three Hills
School yivision -- all as per copy included with these minutes.
Mr. Boese moved that this statement be approved. Carried.
Mr. Peters moved lst Reading to By -Law # 322, this
being a By -Law to authorized the Reeve and Sec. - Treas. to
borrow p to $200,000. on behalf of this District, with the
borrowing to be divided between the Royal Bank and Treasury
Branch,jThree Hills. Carried unan
Mr. Boese moved 2nd. Reading Carried unan.
Mr. Chinch moved 3rd. Reading. Carried unan.
Mr. Brown moved that the Reeve (or Deputy - Reeve)
and Sec'- Treas. have authority to transact banking business
and issue cheques, etc., on behalf of the District. Carried.

as submItted from Rudy Doering be not paid at this time.

I Mr. Hanson, Asst. Sec.- Treas., presented the general
accounts and paysheets for consideration.
Mr. Brown moved that election expenses be paid at
the following rates: Deputy - Returning Officers $10.00 day,
Poll Clerks $8.00 day, rental of Polling Places $10.00 day.
Carried.
Mr. Church moved that the other accounts and paysheets
be approved as submitted. Carried.
Mr. Peters moved that the following be appointed
as members of the Agricultural Service Board:

A draw was held to determine which members of Council
would b.4 the members of the Court of Revision. Mr. Brown then
moved -t t the following be the members of the Court of
Revisio N. Boese, D. Peters, L. P. Meston, S. C. Schmelke,
and C. F. Campbell. Carried.
Mr. Meston moved that A. H. Church and C. C. Campbell
be representatives of this District on the Board of the
Drumheller Health Unit. Carried.
Mr. Brown moved that C. C. Campbell be representative
from thus District to meetings of the Board of the Three
Hills Sahool Division. Carried.
Mr. Church reported that the "rumheller Health Unit
is still; considering a Mobile Dental Unit but there is a
shortage of dentists.
Mr. Church moved that N. Boese, L. P. Meston, and
G. G. King be the Finance Comm. Carried.
I'I Mr. Peters moved that N. Boese, S. Schmelke, and
G. G. KLg be the Road Comm. Carried.
Mr. Schmelke moved that A. H. Church, D. Peters,
and H. Hanson be the Shop Comm. Carried.
Mr. Peters moved that the local councillor and
G. G. King be a comm. to arrange land and fence agreements
where required for road work. Carried.
Mr. Campbell moved that any two councillors (being
the local councillor and next nearest where possible) be a
comm. to investigate pound disputes. Carried.
Council discussed whether or not the Farm Purchase
Board should now be allowed to accept ap lications. Mr. Peters
moved that this be tabled until April 25th. Carried.
Mr. Boese moved that the rate of pay for Councillors
for 1960 be set at $15.00 day and 10¢ mile. Carried.

briefly and discussed salary and other matters.
Mr. Peters moved that

Mr. Schmelke moved that C. J. Christie be paid

April 1 1960. Carried.
Mr. Campbell moved that the road ban be lifted
effects e 7 AM Apr. 5/60 from all Mmnicipal roads EXCEPT
that area lying north of the Three Hills- Didsbury road and
west of Highway # 21. Carried.

c Mr. Brown moved that a comm. of D. Peters and
S. C. Sc�hmelke have authority to lift the road ban from the
balance of this District when they deem it advisable.
Carried.
Mr. Ted Paquette, foreman, met with Council and
discussed the Malsbury Steam Cleaning Machine sent up from
T. H Peacock & Co. and used to thaw culverts this spring.
It is a demonstrator and costs app. $1900. complete with hoses.
This was referred to the Shop Comm. for a report on Apr. 5th.
Correspondence was then read as per the agenda.
It was noted that By -Law # 319 re Hail Suppression
was carried by the vote of the ratepayers concerned.
Mr. Brown reported that a delegation had met with 5 members
of the Prov. Cabinet and had discussed Hail Suppression.
Mr. Brown moved that the Council accept the budget
and requisition of the Three Hills School Division. Carried.
Mr. Peters moved that the Council accept the
requisition of the Trochu Pontmain School District, this
being $2,724.00. Carried.
Mr. Broem moved that the dues of $30.00 be paid to
the Central Alta. Association of Municipal Districts and that
they be advised that six from this District will likely attend
the meeting on April 23rd at Red Deer Carried
Mr. Brown moved that the application for Contingency
Road Grant be tabled until the meeting on April 25th/60. Carried.
Mr. Brown moved that the Council meet at the Office
at 8:30 AM on Apr. 7th and make a road tour of parts of
Divisions 4 and 3 and that Mr. Higgins, Asst. Dist. Engineer,
be invited. Carried
. Schmelke moved that an application be made for
a Natura Rocad Grant to finish the 3-j miles at the west end
of the imborne -#21 road and to also do the most easterly mile
of the game road; total estimated cost of $25,000.

I Mr. Meston moved that Construction Equipment Co.
be advised by letter that the Council believes that the
clutch trouble in the new Adams Patrol may have been caused
by the ;ailure to service the machine by filling the flexible
hose with grease -- failure to do this would have the same
effect s riding the clutch; and that the account of $228.69
for repairs and labor be refused. Carried
Mr. Church moved that the purchase of Pt. NW- 15- 29 -23 -L`
south of C. P. R. from the said Railway Co. be now proceeded
with and payment of $50.00 made for the land Carried.
The possible collection of F. U. A. dues through the
Municipal office was discussed at some length. Mr. Schmelke
then moved that the following F. U. A. men be invited to meet
Counciliat 11:30 AM on Apr 25th: S. Luoma, D. Silver, R. Kerns,
G. Berd#hl, H. Boles, J. Moran, Chas. Martin, J. Molendyk,
H. Howes and F. Huxley. Carried.

Mr. Brown moved that we acknowledge the letter from
the Thrie Hills Chamber of Commerce re trucking service but
that no;other action be taken at this time. Carried.
Iir. Brown moved that Waterous Equipment be thanked
for subscribing to Construction Equi went magazine ) Carried.

Distribution of canned pork was discussed and it
was agr ed that the following be issued: Jack Lynch -- 1 more
case* erne Bogner -- 2 cases; Mr. Merkel (Ivan Schmidt
farm] - 3 cases.
11r. Christie met with Council and reported that

Mr. Cam bell moved that rs. Rasmussed be granted $60. per
mo. welfare assistance as from Apr. 1/60. Carried.
The report of the Agricultural Service Board was
given tO Council by H. J. Hanson (Secretary to Board) and
C. E. Ruby, Field Supervisor The following recommendations
were noted:
1. Obtain a $600. grant and purchase a new sprayer
OR purchase a new pump and a 200 or 300 gallon tank for the
old sprayer.
2. Purchase a new projector for showing slides
3. Obtain and erect signs on District Highways
entering this District re Brucellosis Control Area, etc.
4. That the ASB tractor be used for tree planting.
5. shat circular letters be sent to cattle owners
re this District now being a Brucellosis Control Area
6. The tentative program was also presented.
7. Salary of Field Supervisor was left to Council.
. Mr. Peters moved that a comm. of R. Brown and
C. C. Campbell investigate re signs referred to in # 3 above.
Carried.
Mr. Schmelke moved that the tentative program be
approved and circular letters sent out as per 4 5 above.
Carried.

Mr. Brown moved that the recommendation re a new

Mr. Church moved that the Council authorize the
Municipal tractor for tree planting. Carried.

Mr. Meston moved that 5000 lbs. of grass seed be
from Alta. Wheat Pool. Carried.
The proposed agreement with Irving P. Krick Assoc-
iates re Hail Suppression was discussed with Mr. Wm. Conner,
representative of that Company. Mr. Brown moved that the
agreement be accepted and that the Reeve and Sec. - Treas. be
authorized to sign same on behalf of this District. Carried
Mr. Boese and lv'r. Brown reported that they had
investigated re the length of time Mr. Joseph Robinson had
resided in this District- -the said 14r. Robinson had been in
the Swalwell for app. 14 mos. immediately prior to the end
of 1959•
Mr. Brown moved that this District accept respon-
sibility of Mr. & Mrs. Joseph Robinson and family and that
we get further information as to welfare assistance granted
and as to further amounts that may be required. Carried.
Mr. Campbell moved that the Council approve of the
Canadian Utility line extension to serve NE -8- 34-23 -4. Carried.
A petition signed by 20 ratepayers of Three Hills
Subdivisions Plans 4617 FN and 7816 FU (Grantville) was read
to Council -- this stated that the said people are in favor
of annexation to the Town of Three Hills under the present
circumstances. Mr. Peters moved that this Council approve
of the petition and that the request be forwarded to the
Board of Public Utility Commissioners for consideration.
Carried.
Mr. Peters moved that the Council approve of the
proposed subdivision of the F1,- of Lot 2 Block 4 Plan k9i 4617 FN
into the north half and south half of said J=k property.
Carried.
Insurance policies now in effect were reviewed
brieflyby Council. The Sec. - Treas. was asked to prepare a
list ofoffice equipment now on hand.
Mr. Schmelke moved that the meeting adjourn
until 9 AM on April 5th /60. Carried.

The meeting that had adjourned from Apr. 4th was
reconvened in the Municipal Office on Apr. 5th at 9:00 AM
with all councillors again prevent.
The Shop Comm. reported re the steam cleaner from
T. H. Peacock & Co. After considerable discussion, Mr. Schmelke
moved that the said Company be paid $50. as rental for the
machine in full and that it be returned. Carried.
Arrangements were made to meet with representatives
of Cana ian Western Natural Gas Co. to meet with them to
check o er their proposed locations for gas lines as follows:
Huxley, Wimborne, and Torrington -- Forenoon of Apr. 6th;
Linden and Swalwell -- forenoon of Apr. 7th.
I Mr. Brown moved that the wages for H. J. Gimbel
and T. iaquette, foremen, be raised to $4700. each per yr.,
as fromiApril 11 1960. Carried.

Mr. H. J. Gimbel and T. Paquette, foremen, met Council
and accepted the wages as stated above. They remained at the
meeting while the other men were interviewed.
Lloyd Will and Joe Dobler met Council -- accepted
work atwages as stated.
S. Bramley, N. Poole, J. Campbell, Ray Ehrman and
G. Hunt met Council -- accepted wages as stated above for
"First" men.
Allan Koch and John Campbell met Council and were
offerred work as "First" men at rates shown -- they accepted.
A. Williams, Ed. Ehrman, Gus Gieck, Alex. Leonard,
and Theo Tetz met Council -- accepted work as "Second" men at
rates shown above
Sol. Toews met Council. He said he had left in the
fall due to lack o work; then obtained other work and did
not call back, he was not contacted by our foreman. Mr. Toews
was advised that this District does not require his services
this year.

R. Brown moved that a comm. of D. Peters, T. Paquette,
and A. Mottern arrange for cook car improvements for the
north comp; and that A. H. Church, H J. Gimbel
and coo do similarly for south camp. Carried.
i Mr Brown moved that Ed Schmidt be not hired again
as patrol operator as the Council does not consider he is
capable! of doing this work due to after - effects of an
accident in May, 1959 -- accident occurred while off work.
Carried.
Mr. Ed. Schmidt met Council and was advised of
the above.
Mr. 0. A. McArthur met Council and accepted work
again as gravel checker at wages as noted.
Mr. Ed. Huxley met Council and accepted work as
casual helper for Agricultural Service Board at wages as noted.

John Dorn and Alvin Koch met Council and agreed to
operate °the new Wagners at the rates of pay as set. They also
agreed that Council could decide which of them worked in
the south camp.
Applications on file as per agenda were read from
those applying for road work and those present were interviewed,

Mr. Brown moved that Verne Bitz be hired as operator
of the motor patrol in Div. 3. Carried. Mr. Bitz again met
with Council and accepted this.
Mr. Peters moved that John Gottfried be hired to work
with the north crew. Carried Mr. Gottfried again met with
Council and declined this offer -- he wished patrol work only.

Mr. Peters then moved that Albert Kimmel be hired to
work wi h the north crew. Carried. Mr. Kimmel met with
Council'and accepted this.
Wage rates for the new men hired were agreed as
$1.20 hr. for first 200 hrs., then regular rates if satisfactory.
Mr. Fred Rexford met Council re the position as
cook - -'he was the only applicant present at this time. The
other applications were read and discussed.
Mr. Church moved that Mr. Rexford be hired as cook.
Carried.

Councillors Boese and Peters were absent in the afterA
noon when the balance of this business was conducted.
Councillors discussed which of the Wagner operators
should Mork with the south crew; it was decided that the
fairest way would be to decide by draw. This was done and
Alvin Kmch was drawn for work with the south crew.
Mr. Brown moved 1st. Reading to By -Law # 323, this
being a By -Law to ' ,:.u: repeal By Law # 18 and
put this By -Law in to provide a 5% penalty to be added to
all taxes in arrears as at March 1st of any year.
Carried unan.
Mr. Meston moved 2nd. reading. Carriedunan.
Mr. Church moved 3rd. reading. Carried unan.
Mr. Campbell moved that the Council agree as follows:
1. To cell to Canadian Western Natural Gas Co. the westerly
20 to 30 feet of Huxley Nuisance Ground, but excluding there-
from sufficient width at the south for a good entry.
2. That the said Company be granted an easement to put its
gas line under the entrance referred tosbove.
3. That the said Company must erect and maintain a good fence
along the east side of the property it so acquires
4. That compensation for the land so sold to the Company
be $75.00.
Motion carried.
Mr. Brown moved that a transfer be issued to
H. Benedict and James Meers for Lot 8 Block 2 Wimborne
Plan 7015 E. F., the said lot having been sold to them by
Tax Sale on Jan. 11, 1954. Carried.
Mr. Meston moved that this District again request
the Dept. of Agriculture to locate a District Agriculturist in
this Municipal District to assist ratepayers and to act as
liason with the Department and to carry out the other usual
duties. Carried.
The Council agreed to inspect the Sunnyslope
Nuisance Ground when on road tour and then decide
what work is required
The Sec. - Treas. reported that Dan Srigley had
been transferred to the Lacombe Home but, due to a misunder-
standing, the room was not ready and he had to be returned
to Beckley's Home, Olds. The Lacombe Nome will notify us when
they can take him and Mr. J. Robinson and both these will
then bey transferred as they need Chronic Home care
Mr. Brown moved that the letters from the Carbon
F. U. A. be acknowledged, and that a comm. of A. H. Church
and G. G. King endeavor to get an agreement with Mrs. A. Dixon
for land required for a new road diversion in 5E- 16- 29 -22 -4.
Carried.
It was agreed that the Council meet for road tour
on Apr. 7/60 at 8:30 AM -- at Municipal Office

The Council meeting that had adjourned from Apr. 5th /60
was reconvened in the Municipal Office on Apr. 25th at 9:30 AM.
Councillor Church was absent on account of illness;
all other Councillors were again present.
The Council, while on road tour on April 7th /60,
had discussed the request of Alvin Koch to remain with the
North Camp, with a transfer to work on one of the Cat Tractors
if necessary. The Council desired that Alvin operate one
of the knew Wagners and agreed that he should work one
month in the South Camp, the next month in the North @amp,
etc., thus alternating with John Dorn, operator of the
other view Wagner; the operator to use only the one machine
and thus move it from one Camp to the other. Mr. Schmelke
moved tat this decision be now confirmed. Carried.

Mr. Boese moved that R. G. Sayler be paid $85.00
for land required from NW- 21- 29 -22 -4 for road widening and
inlet to NE- 21- 29 -22 -4. Carried.
A letter from Construction Equipment was read in
which the Company advised that they could not give a warranty
covering the clutch repairs to the new Adams Patrol as they
blamed its failure on the operator "riding theclutch ".
Mr. Melton moved that they be offered $107.71 as full
settlembnt, this being the charge for labor and mileage.
Carried.
Mr. Meston, Peters, Brown and King reported that
they had attended a meeting of the Council of the Town of
Three Wills the evening of .Apr. 19th and had discussed
Town & Rural Planning with the Town council and with two
representatives of the Dept. Services gained through
joining the Calgary Rural Planning Comm. were discussed.
Mr. Boese moved that this be tabled. Carried
A letter was read from Farm Electric Services
requestXng a meeting with Council and road employees to
discuss work around power lines, etc. Mr. Brown moved that
this beltabled and that a date for such a meeting be arranged
later. !Carried.
Mr. Brown moved that an order be placed through
the A.. k. M. D. for four 500 ft. rolls of Greening wire rope,
with delivery through Ferguson Supply if possible, that
inquiry be made re sales tar, exemption on this order; and
that no grader tires be ordered at this time. Carried.
Mr. Boese moved that the south crew start work
at the ncell Coulee - South 25- 29 -23 -4 - if assurance is
receive that the Government will supply the required culvert.

F. U. Ai. met Council to discuss the collection Of F. U. A.
dues through the Municipal Office: Mrs. Ben Jasman,
Robert Kerns, S. Luoma, D. Silver, Harold Howe, and Howard
Boles. About 293 have signed requisitions; no arrears
are carried forward; 30 M. D.s and Counties are now
under contract; collection through the banks would not
be constitutional.
1:15 PM Council then adjourned for dinner from 12:15 to
Mr. Lloyd Schuler, of Cruickshank- Richardson, met
Council and advised that the new Wagners will be ready soon;
estimated cost of fold type windshields with shatterproof
glass at $35. to $40. per machine Mr. Brown moved that

Mr. Peters moved that the Council authorize purchase
of the plates and trays and cabinet on condition that we
can rent the machine for 2 mos. at a rent not to exceed $40.
and that this rent can be applied on the purchase in 1961.

Mr. D. Hornby, of Underwood - McLellan, met Council
and gave a report of survey work. He was asked to get
profiles of Gordon Coulee in 12 -29 -24-4 and Reimer coulee
in 6- 30 -25 -4.
Council agreed that the following should be discussed
with Per. Danchuk, District Engineer, when he meets with
our Council:
1. Recommendations for new road loeation W- 31- 32 -26 -4 (Smouse

2. Drainage S/SE- 6- 32 -23 -4 (Yxs. Brunkens)

It was noted, with pleasure, that there are no
Municipal Hospital requisitions this year.
Mr. Brown moved that the Council approve of the
proposed locations of natural gas lines,,in the Hamlets as
per map$ submitted by Canadian Western atural Gas, but
that th Company be asked to review the proposed size of its
lines a Swalwell to make provisions for others to the east.

Mr. Peters moved that Canadian Western Natural
Gas Co. be permitted to cross road allowances with gas
lines as per maps submitted subject to additional depths
and /or #et -backs as agreed with their engineers, and subject
to the general regulations as per former resolutions.

Hogberg. Mx. Schmelke moved that the Council approve of
guaranteeing the cost of a short arm prothesis for ;Halter

Mr. Schmelke moved that the Council approve of
the transfer from A H. Church Sr. to A. H. Church Jr.
of the south 22 rods of NE-21+ and north 21- rods of
SE -21+, both in 29 -22 -4. Carried.
Allowable loads for trucks was discussed. Mr. Meston
moved that no authority for overloads be granted for trucks
operating on Municipal roads. Carried.
It was noted that the Prov. Bridge Branch will
proceedto erect a new Overpass near Sharples as soon as
the approval of the C. P. R. and the Bd. of Transport

Mr. Brown moved that the Bridge Branch be asked to
put new strip decks on the two steel bridges near 6harples.

Mr. Brown moved that application be made for
assistance under the ?Minter Works program in respect to
the additional gravel work authorized at this meeting.

Mr. Meston moved that the Dept. of Municipal
Affairs: be advised that no census will be taken in this
District for purposes of population records for the
Municipal Assistance Grant. Carried
Mr. Boese moved that G. King, Sec. -Treas , attend
a meeting in Calgary on Apr. 27th at which representatives
from the Dept. of Agriculture will explain the records
and book- keeping connected with the Farm Purchase Act.

Mr. Campbell moved that the Council approve of
the reVest of Great Plains Development Co. for authority
to loadlcrude oil to tank cars at Twining at the location
as chos6n on the "r. Carried.
Mr. Meston moved that this District co- operate
with Great Plains Development Co. to improve the road
E/NE- 9- 31 -23 -1+ to its well as per terms outlined. Carried.
Mr. Broivn moved that the C. P. R. be advised that
this District has no objection to the removal of the
station building from Buoyant Carried.
Mr. Peters moved that a letter be written to
Dr. Taylor, Calgary, asking the minimum amount required
to settle the medical account in full for R. Doering

Mr. Peters moved that application be made for a
Contingency Road Grant for grading and gravelling the road
from SW corner of 2- 32 -26 -4 east 1 mi. then south and east
to SE corner 13- 31- 2.6 -4. Carried.
Mr. Meston, Peters, and King reported that they
had mO with Hon. G. Taylor (Minister of Highways) and
Mr. L.�Owens, M.L A , in Three Hills on Apr. 20th and
that they had discussed the following briefly:
1. Aporoach road to Morrin Bridge -- Govt. will have a
new road built this year from SW corner 18- 31 -21 -4 to
the new bridge; also a new road up the hill on east side.
2 Olds Town Line -- no date set as to when the Govt. will
declare this a Secondary Highway and take it over.
Linden east gravel haul for # 21 -- not definite
Swalwell - #21 link -- Govt. does not consider the present
population and traffic warrants it being graded by the Govt.
as an approach road.
Mr. Peters moved that the Post Office officials be
advised that the road between 19 and 30- 31 -26 -IF will be
gravelled this year. Carried.

Mr. Brown moved that the present insurance coverage
-T on the contents in the Municipal Office be increased to
$6,0001, and that Jubilee Insurance be asked to quote a

lr. Schmelke moved that a representative of
Jubilee Insurance be invited to meet Council -- perhaps
on June 13th. Carried.

he had been appointed as delegate to the Convention of the
Sec.- eas. Association cbf Saskatchewan -- meeting to be
in Regina on May 12th and 13th. Mr. Brown moved that he
be granted permission to attend. Carried.
