Mr. Church moved that the minutes of the meeting
8th, 15th & 22nd, 1960, be approved Carried
The monthly financial statement for the month
'eb. 29/60 was presented, this showed a net balance
,689.55 at the end of the month, as per statement
I with these minutes. Mr. Boese moved that it be

Mr. Meston reported that the water supply of
the C. '. R. adjacent to Twining had been a dugout cribbed
with ti ber; only the wooden tower & coal shed are left
and these are only good for salvage, there is no public
entry these. 1,r Meston then moved that we notify
the Cu R. that the Municipal District has no need for
the wat r supply or other things at this location. Carried

Mr. Schmelke asked that the Sec. - Treas. investigate
regarding a Disability Pension for Harold Petersen, living
on 1111-35-34 -25-11.
Correspondence was read as per the agenda included
with these minutes
Mr. Boese moved that 1,rs. June 11elnechuk, Swalwell,
be advised of the contents of the reply from the Prov.
Secretary's Dept regarding recreational grants, in which
they advise that there is no change in the policy of giving
these g ants only to hamlets, etc. with 100 or more people

' Mr. H. J. Gimbel, foreman, met Council and gave
details of serious clutch trouble in the new Adama Patrol,
trouble might be due to operator riding the clutch; 201 hrs.
on mac 'ne, Company is giving exceptionally good service
on the Pequired repair work.
Mr Gimbel also reported that the crankshaft on
old AD- broke just prior to being delivered on the trade -in;
he is s ill waiting for repairs.
Mr. Meston moved that private lanes be snowplowed
without charge as & Municipal service, but that this be done
only of er the main roads are first opened except in cases
of emergency; and that this be effective from Jan. 1, 1960.

Mr. Boese moved that John Esau be paid $20. for expenses
while a tending the Construction Equipment 2 -day School in
Calgary re Adams Patrols -- Feb. 11th & 12th, 1960. Carried.

Insura e Report of policies and coverage now in effect.
Mr. Higgins, Asst. District Engineer, met with
Council and suggested that we plan for road grants similar
to those of 1959, he recommended early planning of the road
program and said that he might be able to accompany Council
on a ro d tour.
Mr. Brown moved that the Bridge Branch be asked to
make an early inspection in respect to our bridge requests,
with special reference to the one W/tVW- 5- 30 -25 -4. Carried.
Mr. Christie, as assessor, met with Council and
reserve bids, etc , were discussed in respect to those
parcels to be offered at Tax Sale The Sec. - Treas. outlined
those parcels removed from the Tax Sale with taxes paid
to the Ond of 1958
NJr. Brown then moved that only the following be

Mr. Meston moved that the Council authorize, without
charge, some dozer work on the farm of Albert Parker at the
nui.sancp ground used by residents of Twining. Carried.

discussed various matters pertaining to his work

being a by -law to permanently close that portion of the
originaL road allowance E/AIE- 1- 30- 24 -11- which lie between
those 1 cations where the new Prov. Highway # 21 cross same.

Mr. Bro moved 2nd. Reading to this By -Law. Carried unan
I Mr. Meston moved that this District's requisition
and debenture business with Olds Municipal Hospital District
be cleared as recommended by our auditors, namely:

new the jue for $622.23 to bearer & receipt for same as
repayme t of debenture; issue one new cheque for $124.00
to Olds Mun. Hosp Dist. for the difference to clear the
account in full. Carried.

Mr. Schmelke moved that a committee of Mr. Boese
Brown check re the residence of Joseph Robinson

Mr. Brown moved that the applications for assistance
under the Unthreshed Grain Assistance Policy be approved as
presented to Council and forwarded for payment

mr. Meston moved that Lewis Toews be invited to
meet council during the forenoon of Mar. 18th next to discuss
the accounts he owes this District for machinery work and
repair parts, and also the amount he claims for damages
for Cr ek diversion in SE- 26- 31 -26 -4. Carried.
iMr. Brown reported re certain complaints in respect
to the work of Ed Schmidt, patrol operator. He agreed to
interview Mr. Schmidt and report further
Mr. Boese moved that, in view of the request from
the annual meeting, the C. N. R. be asked to retain its
station house at Grainger. Carried.
The Sec. - Treas. reported that emergency welfare
assistance had been ]granted to Vernon Schmelzer and family,
investigation showed them as transients and Provincial
responsibility to the matter has been referred to the
Provincial office at Calgary and Drumheller and they have
agreed to look after same. Mr Church moved that the report
be accepted. Carried.
A report of the distribution of Spork was given
and Council authorized addition of two names to the list.

The Council meeting that had ad4ourned from Mar. 14/60
was re onvened in the Municipal Office, hree Hills, at 9:30 AM
on Mar. 18/60, with all councillors again in attendance
Council was advised of a 1 -day School to be held
in Cal ary on Mar. 22_/60, sponsored by Street Robbins
Morrow lin respect to Caterpillar equipment Mr Meston
moved 'hat the foremen and two others from each camp (to be
chosen by foremen) be authorized to attend. Carried.

Both foremen met with Council and discussed the
machinery -- they were present for most of the meeting.
Mr. Carl Knudsen met briefly with council re a
road allowance lease or the closing of a road allowance
adjacent to his farm; this was tabled, to be investigated
during road tour
New machinery was discussed at length and the price
quotations were reviewed.
1.1r. Broom moved that further consideration be given
to Wa miers and one other make Carried.
A show of hands indicated that the other make to
be considered was Caterpillar Agents for Wagner and
Caterpillar were then phoned and invited to meet Council
in the !afternoon.
Mr. Lewis Toews met Council re land and fence
damage in SE- 26- 31 -26 -4 and re his accounts with this
District -- he owes $48. for machine work levelling land
and $215.80 for repairs and $22.25 for tree s raying.
I?r. Melton moved that Lewis Toews be allowed 948.00 for
his land and fence damages in full on condition that he
pays tle balance owing this District on or before May 30/60.
Carried.

H. J Gimbel and R. Brown reported further re
the el*ch trouble in new Adams Patrol; required greasing
with 2 !"shots" every 10 hrs.; grease had to go through
app 1 flexible tube - -if this had not been filled a#
the factory, then required greasing would not have serviced
the clutch; no way of checking on this
R. Brown and G. King reported that they had met
with Dr'. Cumming re condition of £d. Schmidt Dr Cumming
stated that Ed Schmidt might still be suffering the effects
of his accident last May -- without realizing it.
Mr. Church moved that, effective 12 noon Mar. 22/60,
all trucks on Municipal roads in this District be restricted
to one -half their rated loads ; unless a majority
of the Councillors request otherwise by LOAM on Mar. 21st
due to any change in the weather. Carried
Correspondence re supplying natural gas to Hamlets
was read and discussed. hZr. Church moved that Meston, Boese,
and Kinjg be a committee to draft details for a proposed
by -law Lnd franchise and that they report back to Council.
Carried.

gas Pike Lines as requested by Dutton - Williams- Mannix
with conditions similar to the resolution of May 5/59•

Mr Brown moved that the Council Rpprove of the
gas line as requested by Canadian zfestern atural Gas to
Huxley Trochu, and Elnora, with conditions as above.

Mr. Brown moved that the Council offer to meet
with Canadian Western Natural Gas to inspect proposed
road crossings prior to installation of gas lines.
Carried
Maps from Can. Western Natural Gas Co. were
shown to Council showing proposed locations of gas regulator
stations adjacent to Wimborne, Torrington, Linden, Swalwell.
Mr. Pe ers moved that these be approved, subject to.
1. To rington location to be approved by Dept of Highways.
2. Tr chu location to be approved by Village of Trochu
Carried.
i Mr. D. Hazelton, of Linden Contractors, met Council
re fur her gravel crushing from the Municipal Pit in
SEA -16- 2 -26 -4. He stated that they could do further work
under he Winter Work rate of 53¢ for crushing and 10¢
for stockpiling at the pit. Mr. Campbell moved that they
be giv�n a contract for an additional 47000 cu. yds.,
makingla total of 10,000 cu. yds. to be stockpiled at the
pit, atd that an application be made for this under the
Winter �Jorks program Carried.
I R. W. Brown and G. King reported on their investigations
re Walter Hogberg and family. Mr. Schmelke moved that this
distri t grant the Hogberg family 660, for groceries, etc.
through the Swen Nielsen store at Acme to May 1/60, and
also that this District guarantee a maximum of $360. for
an artificial right arm for Walter Hogberg. Carried.
The comm of Brown, Boese, and King reported that
Acme A -action Mart and the comm. had met and agreed that
Canadian Oil Ltd. should be required to keep their install-
ation *t least 1501 from the Auction Mart building.
Mr. Brown moved that the Council approve of the Canadian Oil
plan for installation in Pt. NW- 19- 29 -25 -4 on condition
that the distance from the Auction Mast building be at
least 150 ft. Carried.
Mr. Boese moved that the letter from Jermyn and
Gerwing, solicitors of the Village of Acme, re application
to the Board of P U. Comm. for annexation of Pt. NW -19-
29 -25 -4 (Auction Mart property) be acknowledged and filed.
Carried
Collection of F. U. A. dues was discussed briefly.
Mr Peters moved that this be tabled. Carried.

Mr. Wm. Freston, of Street Robbins Morrow, agents
for Caterpillar, met Council and gave a new offer:
Two new Cat 619 Motor Scrapers $97,560.
Less trade -in of 2 TS -160 X9.560.
Net difference $58,000.
Terms of payment, etc., were discussed with him.
Mr. Arbuckle, of Cruickshank - Richardson, met Council
re Wag4ers He first offered:
2 Industrial 14A Wagner Tractors with 2 BE -GE Scrapers,
less trade of our 2 TS- 160ts, including new hitch on
Wagner$ and large tires $58,000. difference FOB here.
Price Of 2 dozers was quoted as X5,186.
After considerable discussion, `r Arbuckle agreed
to accept $61,000. on the above deal, complete with dozers.

Council was advised that iqr Clyde Ruby, Field
Supervisor, had received word of the illness of his father
and would be away app. 1 week on that account.
Mr. Brown moved that A. Church and H. J. Gimbel be
a comm. to meet with R. E. Bent re the cook's position
in the south camp; and that they then decide whether of
not we should advertise for a new cook Carried.
Mr. Meston moved that the Council meet for the
statut ry meeting on April 4, 1960 at 9:00 A. M., and
that eMployees and applicants for work be interviewed on
April 5th commencing at 9 AM Carried.
Mr. Schmelke moved that this meeting adjourn.

Municipal District of Kneehill # 48
Three Hills, Alberta
Resolution passed by Council March 18, 1960:
"That the Alberta Gas Trunk Line Company be
permit ed to cross this Municipal District with gas
transmission lines as shown on Drawing D- 1200 -5 and
colored green thereon, and that the said Company be
permitted to bisect all roads and road allowances in
this Ainicipal District such road crossings to conform
to Drawing No. B- 12.00 -26 District Highway crossings
are to conform to Drawing No. B- 1200 -25.
This permission is given subject to the following
conditions:
1. That the crossings west of Sections 34 and 35,
In Twp 33, Rge 26, West 4th M. be investigated prior
to the commencement of line construction and that the
said C mpany install these crossings at depths recommended
by the Council
2. That if at any time it becomes necessary to
change,the elevation or location of the pipe line in order
to havo any work done on any road allowance over which this
Munici al District has jurisdiction, the cost of changing
the el vation or location of the pipe line shall be borne
by Alberta Gas Trunk Line Company.
3 The said Company undertakes to commence work
on any changes required in elevation or location of its
gas pile line by this Municipal District within 60 days
of its receiving notice to this effect Notice shall. be
deemed to be properly given if mailed by registered mail
to The Alberta Gas Trunk Line Ltd., 320 -- 9th Avenue
West, Calgary.
