of Kneehill # 48 was held in the

Mr. Church moved that the minutes of the meeting
of Jan. 8th & 25th, 1960, be adopted. Carried.
The monthly financial statement for the month
ending ,'an. 31/60 was presented to Council as per copy with
these minutes -- this showed a net balance at the end of
the month of $1491450.33:

The first 10 letters of the correspondence as
listed in the agenda were then read to Council
Mr. Schmelke moved that the Council acknowledge
the letter of Feb. 1/60 from the Prov. Minister of Highways
in which he advises that the Dept. of Highways will, in all
likelih od, take over the road from Olds east via Torrington
to ,# 21 as a Secondary Highway, and that the Minister be
commende,d for this action. Carried.
Mr. Campbell moved that the Council approve of
the sub4.ivi sion of Pt. SW- 26- 34 -22 -4 to allow transfers of
the for er Ashcroft School site as follows:
1 Acre to Ashcroft Community Centre
3.04 acres to Adam Weisenbur ger
Motion carried.
A report was given on the distribution of the canned
pork and 6 additional families were suggested by Council as
within the category of needy families for this purpose.
Mr. Meston moved that the Sunnyslope Busy Bees be
advised that Council has no direct obligation to spend
any specific sum of money in a hamlet, but that its request
for financial support for the .-_ x_16. skating rink will
be given consideration Carried
Mr. Meston moved that Mr. Peters investigate re
Rudy Doering accounts for fuel and drug supplies and that
he report back to the next Council meeting. Carried.

Mr. H. J. Hanson, .Asst. Sec.- Treas., presented the
accounts and paysheets for consideration.
Mr. Meston moved that the bill from Innisfail Mutual
Telephone Co. for repairs to its line be referred to Elmer
Bauer, trucker, as the damage was reportedly done by him.
Carried.
Mr. Brown moved that the paysheets and accounts,
except 4's noted above, be passed for payment. (See list
with those minutes). Carried.
Mr. 79m. Conner, General + anger for Irving P. Krick
Associates, met the Council regarding a Weather Modification
(Hail Suppression) agreement with this District for 1960.
He quoted the following price structure for a program of
Hail Suppression for an area of app. 350,000 acres, being
the same area as was included in the 1959 agreement:
The maximum price to be $52,500.
The basic fee to be $30,100.
Costs over and above the basic fee will be determined by the
number of hours of generator operations and by the number
of aircraft hours flown, and the number of fusees burned.

Operating costs for ground generators per hour $2.60
Operating costs per flying hour, per aircraft $22.00
Fusee eopts, each ---------------------- - - - - -- $ 2. 25
Contracts to be in effect from noon June 20/60 to noon
of Sept.: 25/60.
The Company shall be bound to the proposal on condition that
a total over -all area for hail suppression (including other
Districts) be not less than 950,000 acres or a smaller area
if agreeable to the Company.
Considerable discussion followed with Mr. Conner
re the above, with particular reference to:
If whole; Municipal District is included -- basic fee remains
the same;; division of costs to his Company is split between
those 14#ii.cipalities that may participate on an acreage basis.
Mr. Jas. Bishop and Harold Howe, of the Kneehill
Hail Suppression Association, then met with Council and
presented a request for a Hail Suppression program in 1960
for the Same area as in 1959; they stated that a motion
to this §ffect had been strongly supported at its annual
meeting,land that an amendment to delete a portion of the
area hadebeen defeated. They suggested March 18th /60 as
the datelfor the vote. It was also suggested that applications
for refujid of the tax by those hailed out should be accepted
by the C mpany if submitted by Oct. 31st
Council adjourned for dinner from 12:15 noon to 1:15 PM
'A delegation of Sulo Luoma, Walter Anderson, and John
Molendyk` met the Council re some provision for Rural Fire
Protectito n. They submitted a well prepared brief asking
Council consider the formation of a scheme for rural fire
protectimn financed through taxation of the areas concerned.
The delegation was particularly interested in:
1. Purchase of a fire truck with equipment at a cost of
app. $11000. to be stationed in Trochu; the said Village
to housethe equipment, help train rural fire fighters, and
provide wo trained men to take the truck to rural fires and
give assistance. Area to be covered: From Trochu east to

the Red 'Deer River, north to our north boundary, and west
app. one -half way to Torrinkbon, and south to the road two
miles south of Olds Town Line.
2. Purchase of similar equipment to be stationed at
Torringlon and to serve the area from Torrintbon north to
our bouzdaryg west to our boundary ( nd perhaps beyon4 that),
south t Allingham, and east to the Trocba area.
Mr. Peters moved that Peters, Schmelke, and
Campbell be a committee of Council to work with those
interested in ggetting estimates, establishing proposed areas,
etc., and that they bring a report back to Council. Carried.
Mr. Ross and Mr. McPherson, of Canadian Western
Nature. Gas Co., met Council and discussed natural gas
service to certain hamlets. Their Company has completed a
survey of Wimborne, Torrington, Linden, and Swalwell and
is will ng to serve those hamlets at a rate of $2.50 for
the fir 4t 2,000 cu. ft. (minimum of $2.50), plus 75¢ per
additional 11000 cu. ft. Possibility of including Huxley
is beinj studied and they will report back in app. 2 weeks.
Mr. Ken Arkley, of Westeel Products, met Council
regardi4g culverts and road signs. Mr. Brown moved that he
be give4 an order for $41000. worth of metal culverts,
with sies and delivery to be determined later. Carried.
Mr. H. J. Gimbel and Ted Paquette, foremen, met
Council Ted Paquette and D. Peters reported that another
C. C. U is needed for the older D -8 in north camp as the
present one is beyond repair, they stated that Street
Robbins Morrow have a used C. C. U. available for $2150.
Mr. SchAelke moved that the used C. C. U. be bought
with a 90 day guarantee, and less $250. for trade in of
our present C. C. U. -- net cost of $1,900. Carried.
Mr. Peters moved that an exhaust cleaner be bought
from U on Tractor Ltd. at an app. cost of $100. Carried.
i Mr. Peters and Ted Paquette also reported that
Street Robbins Morrow have 6 used Patrol tires 14:OOx 24
for sale at a total of $625. Council did not authorize
purchase of these.
A delegation of Wm. Burns, Oliver Parry, and Harold
Richard ;on met Council and presented two petitions. These
asked that the following area be deleted from the Hail
Suppres$ion area: From Three Hills east 1 mi., south 4
mi. along new # 21, west 12 miles, north to Three Hills
road, and east to Three Hills. Of those in or adjacent to
that area, it appeared that 60 to 65 had signed and 10 to 15
had not signed This was tabled for discussion later.
Mr. D. Widdifield and Ells Laughlin, of Blackwood
Hodge Western Ltd., met Council re Michigan Tractor Scrapers
and quoted prices, etc. This was tabled.
A delegation of A. Fremstad, D. Davidson, and
D. CassOlman met Council re the possibility of provision of
water a *d sewer service to the easterly Three Hills Sub -
divisioi� (Grantville). They suggested a deal through the
Town of`Three Hills; estimated cost of $23,000. to $247000.

Mr. Brown moved that Peters, Meston, and King be a
comet. r garding the above matters Carried.
Mr. Wm. Conner again met Council and discussed
possible boundary alterations for Hail Suppression and the
effect on the price structure. Deletion of the area as
per the-petition referred to previously would not lower the
price bit if that area plus the extension easterly of that
area to the River, and the area lying east of a line from
NW corner of 11- 31 -22 -4 to SW corner of 22- 29 -22 -4 were
deleted then the basic price would remain the same but4
the maximum would be reduced to $42,000.
The deletion of the second area referred to above
was considered due to the petition previously received
and a letter from Albert Stanger received the day of this
meeting.
Mr. Meston moved that the following area be deleted
from any `jail Suppression area for 1960: a 4 mile strip
from Three Hills south with the Red Deer River as the
east boundary and a line from NW corner of 33- 31 -25 -1+
south t6 SW corner of 16- 31 -25 -4 as the vest boundary.

Mr. Church moved that a grant of $25.00 be given
to the Hudson Bay Route Association. Carried.
A letter was read from Mrs. June 14elnechuk, Secretary
of a meeting held in Swalwell of youth and recreational groups,

to the provincial Secretary and that he be advised that the

Mr. Church moved that the Prov. Government be asked
to amend
its regulations in respect to this District's grant

8, for local parks so as to allow certain of the
money to
be spent on property owned by any registered
Community Society. Carried.
Mr. Meston reported on his trip to Edmonton with a
delegat
on re an addition to the Three Hills�Municipal
Hospita
, th ey had not been able to contact the top officials
but wer
advised that the addition had not been recommended
at pres
nt. It was suggested that the Linden area might be
added t
this Hospital District and that this might affect
the decision
due to the increased population.
Mr . Brown mentioned that the Acme- Beiseker area
is studying
the hospital question in relation to that area.
Mr . Church moved that the boundary of the area to
be served
by the proposed Chronic Home at Drumheller be set
as follows:

Mr. Wm. Conner, General Manager of Irving P. Krick
Associates, met with Council. The minutes of Feb. 8/60 were
read intofar as they referred to his meeting with Council
on that date (Part pages 2 and 4). Mr. Conner stated that
the pride of $42,000. maximum as stated on page 4 was only
a tentative price. He now gave his firm price for the
revisedarea as: Basic price of $25,800.; maximum of $45,000.
This was tabled for later discussion.
Mr. Church reported that Norman Poole has asked that
his app ication for transfer to the north crew be withdrawn.
The letter from Jubilee Insurance Agency was discussed
re our insurance needs.
Mr. Peters moved that the Sec.- Treas. get information
re the costs of 3rd party liability insurance. Carried.
Mr. Church moved that his motion of Feb. 8/60 page 4
re Hail Suppression boundary be deleted, and that the following
be substituted: That the portion of this District described
as follows be deleted from any Hail Suppression program
for 1960: Rm That area lying south of a line from NW corner
of 9- 30 }22 -11- east to the River near NE- 9- �O- 21 -Il- and lying
east of a line from NW corner of 9-30-22-due south to SW corner
of 21- 2� -22 -)+. Carried unan.
The Reeve and Sec.- Treas. reported that arrangements
have be 'n made to transfer Dan Srigley and John Robinson, Sr.,
to the combe Home at Midnapore as soon as that Home has
its renovations completed so that it can care for them. This
will be classed as a Chronic Home. Mr. Brown moved that the
report 'e accepted. Carried.
' Mr. Peters moved that any application for financial
assista ce through Civil Defence be tabled until next Monday.
Carried.
Mr . Wm Conner again met Council and was asked to
review Ls price quotation for an area of app. 2721640 acres
He telephoned the head office of his Company at Denver and
then gave the following price for the area as outlined:
Basic price of $23,390.; operating costs as per minutes
of Feb. 8/60 page 2; maximum cost of $401800. It was agreed
that a ontract, if given, would be similar to last year's
but would extend the date for claiming refunds, would delbte
the 3rd party to the agreement, and would split the operating
costs o an acreage basis.

Mr. Peters moved that the Council approve of the
request of Marc Reed for authority to place propane tanks
on the morth half of his lot. Carried.

Mr. Schmelke and G. King reported that further gas
pipe lines are planned for the Torrington north -west and
Wimborne areas. They and Mr. Al. MacDonald, of Duttons-
Williams, had inspected the Immm locations where roads would
be crossed and these all seemed to be in order for usual
depths of lines.
Mr. Schmelke moved that the amount of crushed gravel
to be put in the stockpile near Wimborne be increased by
2,500 cu. yds. Carried.
Mr. Peters moved that the 1,000 cu. yds. of crushed
gravel planned for the Theo Maerz stockpile be put instead
with the stockpile at NW- 35- 31 -24 -4. Carried.
Mr. Peters moved that the Council approve of the
applications for assistance under the Unthreshed Grain Policy,
with the exception of one where the operator has a farm in
another area, and that this one be referred to the Dept.
for a ruling. Carried.
Mr. Peters moved that Mr Campbell and G. King
investigate a report from the Health Unit that a daughter
of Clarence Doerksen requires a hearing aid. Carried.
The Shop Comm. agreed to see the foremen concerning
a Training School to be sponsored by Union Tractor Ltd. on
Mar. 17 h & 18th.
Mr. Peters reported that R. Doering, of Torrington,
is unable to do any work, he has unpaid medical and hospital
accounts of app. $500.; his son now at home is receiving
Workmen!s Compensation of $12.0. mo.. Mr. Doering is now
granted a Disability Pension of $55. mo., with the first
paymentito be received near the end of February.
Mr. Peters moved that this District pay the fuel oil account
now on land here; that we supply coal as required, and that
we provide groceries to a limit of $15. mo. through Carter's
Store. iCarried.

Mr. Broom moved that the letter from Mr. Rogers,
M. P. for Red Deer Constituency, be acknowledged with thanks
and that he be advised that the Council favors bringing
farm laborers under the provisions of the Unemployment
Insurance Act. Carried.
Mr. Schmelke moved that the Welfare Dept., City of
Calgary, be advised that this District acknowledges the
residence of Malcolm Peebles as outlined and this District's
responsibility for welfare, and that the Council authorize
assistance to a limit of $50. per mo. if deemed necessary
and subject to him first turning in his car licence.
Carried.
Mr Brown reported that a group of the Mennonite
Church *fished to erect a sign near the Church east of Linden;
details were lacking. Mr. Peters moved that 14r. Brown be

Mr. Peters moved that Linden Contractors be paid
their a count for $7,894.23 for gravel work. Carried.
Mr. Schmelke moved that this meeting adjourn, and
that it reconvene on Monday, Feb. 22/60 at 9:00 A. M.

The meeting that had adjourned from Feb. 15/60 was
ned in the Municipal Office on Feb. 22/60 at 9:00 AM
ancillors Church, Brown, Boese, Peters, Meston (Reeve),
e, and Campbell in Attendance.
The Sec. - Treas. gave Council a report of an accident
on Feb. involving our Adams Motor Patrol operated by
Gordon Park and a car owned by Albert Widmer, of Olds area,
and oc urring S /SW- 4- .33- 25 -I-. There were no injuries reported
b-gt the car was quite badly damaged.
The Reeve and Sec.- Treas. reported re accident of
Ned Fuller on Feb. 15/60, he had failed to make the turn
from t e east on to the bridge S/SW- 13- 31 -24 -4; had struck
the railing and damaged his car; no injuries reported.
The Council directed that both of the above be referred
to our Insurance Company.
Mr. Church reported that henry Grenier claims that
a pig elonging to him died as the result of being struck
by a m for patrol, value of pig 9pp. $40. It was
sugges ed that each of the parties involved should submit
a written statement.
A letter was read from Town of Three Hills advising
that it will be willing to discuss water and sewage extensions
after its facilities have been increased later this year.
Mr. Brogan moved that the matter of sending anyone
to thelSafety and First Aid Clinic of the Workmen's Comp.
Board lie tabled. Carried.
The Sec. - Treas. advised Council that they have a
3rd. Party Liability Insurance policy giving $100,000.
coverage.
Mr. Brown moved that L. P. Meston and G. King
investigate re the C. N R. water supply near Twining to
find if it has any use and value to this District Carried.
A letter from the Three Hills Fish and Game Assoc -
iation'was read, pnDtesting the killing off of coyotes.
The Se�retary was instructed to advise them that the 1080
baits tow out will be collected this spring and their
protest considered before the decision is made for the
next winter.
Mr. Schmelke moved that Heston, Peters, and King
be a 4mm. with power to consider applications for assistance
for snowed under crops, if further applications be received
prior to end of this month. Carried.
Mr. Brown moved that the 3 applications as now
referred to Council for assistance under the above
mentioned policy be approved Carried
The Sec. - Treas. gave a report of his investigation
re Shirley Doerksen, daughter of Clarence Doerksen. She now
has a hearing aid which could be repaired for $10. to $12.
but the mother does not think the girl needs it; the girl's
hearing is not considered normal but still reasonably good.
They agreed to take her to a specialist at Easter and to
follow his advice The trouble is not considered financial.

The distribution of canned pork was again discussed
and the Sec - Treas. advised Council that he now has a supply
received from Drumheller for distribution to those k= z with a
Medical Card from the Prov. Dept. of "Welfare.
The Council discussed the 1959 financial statement
briefly; also other matters pertaining to the annual
meeting to be held in the afternoon.
