D. of Kneehill # 4-8 held a regular meeting at the Municipal Office, Three Hills, commencing at 9:00 AM on Friday, January 8, 1960 The Councillors Mr. A. Vii. Church Div. Mr. Noah Boese Mr. Ra4h W. Brown Mr. Dune Peters Mr. L. P. Meston Mr. S. 'C. Schmelke Mr. C. C. Campbell present were: 1 2 5 (Reeve) 6 7 The preliminary monthly statement for the month ending 6ec. 31, 1959, was presented to Council. This showed a net balance at end of Dec./59 of $175,488.83. Dec. accounts will be dated Dec. 31st and thus reduce the net balance at the end of the year. Mr. Peters moved that this statement be approved. Carried Correspondence was read as per the agenda included with these minutes. Mr. Schmelke moved that Mr. E. M. Woolliams, solicitor, be paid $300, further in full settlement of his account as revised, on condition that he agree to complete any necess- ary legal agreements and follow through on all correspond- ence in, respect to the Sharples Overpass. Carried. (The above includes letters re collection of share of costs from the Grade Crossing Fund.) All recent correspondence relative to the Sharples OverpasLs was read and discussed in detail, with particular reference to: Order of Board of Transport Comm. stating that the Grade Crossing Fund will pay 50% of cost or $10,750. whichever is the lesser, the C. P. R. will pay $2,500.1 the Wance of the cosjt will be borne by the Municipal District, and the new bridge shall be 26, in width Letter from Minister of Highways stating that the Dept. will contribute one -half the net cost of this structure. Mr. Meston moved that we contact the Bridge Branch regarding a Precast Concrete structure for the above and to ask if they will design and construct the new Overpass under the above terms Carried. Mr. Brown moved that Mr. Church, Meston, and King be a comm. to meet with Hon. G. Taylor and the Bridge Branch re the above. Carried. Mr. H. J. Hanson, Asst. Sec.- Treas., presented the genera accounts and paysheets for consideration. Air. Church moved hat these be authorized paid. Carried. Mr. Gerry Bissell, of Jefferies Concrete Products, met Council briefly re concrete culverts. Mr. Brown moved that the Sec. - Treas. write to the Dept. of Highways, Edmonton, and request that they send the Road signs 109 roajd signs freight collect and also advise them that we will plok up the 32 signs in Calgary ; - -they are signs no longer required by the Dept. Carried. FORM 149 -P— Spacial MUNICIPAL SUPPLIES LTD, see page 2 Land Transfer �A Acme Annexation Auction Mart Assessors Meeting By -Law # 316 Census Calgary Bircham Unthreshed Grain Policy V1 Brucellosis,, Control Area COUNCIL MEETING JAN. 8, 1960 Page 2 The Council was advised of the Order of the Minister of Municipal Affairs transferring to this District the following lands as from Jan. 11 1960: West half of Sec. 1; Sections 12 and 13, all in 33 -27 -4. A letter from Messrs Jermyn and Gerwing, as solicitors for the Village of Acme, wa.s read requesting Council's approval for annexation to the Village of Parcel F in Pt. NW- 19- 29 -25 -4. Mr Church moved that a committee of Meston, Brown and King meet the Council of the Village of Acme for a discussion of this, with particular reference to future responsibility for the Street along the south side of the said Parcel, and also to discuss whether or not the Village may soon wish to annex any other areas Carried. Mr. Peters moved that C. J. Christie and George Park be authorized to attend the Assessor's Meeting at Edmonton if the program, when received, seems to be of value; and that their expenses be paid. Carried. Mr. Church moved 1st. Reading to By -Law # 316, this being a By -Law to provide for the taking of a census in January, 1960, of the following: Torrington, Huxley, Linden, 3 Hills Subdivisions, and the Prairie Bible Institute area. lst. Mr. Brown moved that the Council approve of the supply of power to the Hamlet of Bircham by Calgary Power Ltd. as per plans submitted Carried. Mr. 14b. Prestn, of Street, Robbins Morrow Ltd., met Council re equipment and was advised that a special meeting will be held to discuss this on Jan. 25th. It was agreed that the D -8 now being repaired should also be painted -- cost est. at $80. to s9o. Ix, Wm. McKenzie, of Robertson - Irwin, met Council and stated that his culvert prices will be down app. 7% as compared with 1959; no deal with A. A. M. D.. Mr. Schmelke moved that he given an order for $4,000. worth of metal culverts, sizes to be listed later, delivery in may/60, and Calgary trucking rates. Carried. The Unthreshed Grain Assistance Policy was discussed and regulations, etc., reviewed. Mr. Meston moved that this District co- operate by receiving applications through the office. Carried. Under the above Policy, it was also agreed that an advertisement be placed in the Capital giving a brief outline of details and stating that forms are now available at the office and /or from Councillors, and that the Field Supervisor and local Councillor make any inspections that Council deems necessary. Ruby, Field Supervisor, met with Council and gave his report, with particular reference to progress under the Brucellosis vaccination program. Mr. Church moved that the report be accepted. Carried. Mr. Peters moved that Mr. Brown and Mr. Ruby be delegates to the Service Board Conference in Calgary bn Jan. 21/60. Carried. Mr. R. V. Dau, of Capital Printers, met the Council and dispussed his contract with the Municipal District. He stated (that, due to increased costs, he must have an increase in suble ription rate and asked for the following: For a year contract: $1.25 per ratepayer subscription For a 3-yr. contract: $1.09 " 1st. yr. 1.17 " 2nd. yr. 1.25 3rd yr. Mr. Brown moved that the new rates as outlined above be accepted on a 3 -yr. basis, or alternate of the 1 yr. basis, subject ;to decision at the annual meeting; and that either party to the present Contract have the right to terminate same by!Feb. 29, 1960, if so desired. Carried. Mr. R. V. Dau agreed to the terms of the motion as abovd The road foremen were present and the Council discussed possible new machinery requirements and trade -ins with them. Mr. Church moved that we request appraisals and prices for trade -in of our two TS -160 Motor Scrapers on two larger sized Motor Scrapers or other rubber tired machines; and for trade in of AD -3 with scarifier and push frame and with or without the snow wing for a new motor patrol in 100 -125 h. p. range and with or without snowplow and wing. Carried. The Sec.- Treas. was asked to send a cricular to each of the following in respect to a machinery meeting on Jan. 25th for consideration of offers under the above motion: Mr. Wm. Mr. Brdwn moved that this be approved and that the Company be inv#ed to give a report to Council at its meeting on Feb. 8th next. Carried. Mr. Meston moved the agreements for land purchases for road widening from F* -15 and 5E- 22- 31 -22 -4 be approved and payments made Carried. Mr. Boese moved 1st Reading to By -Law # 3177 this being a By -Law to approve of the gravel lease with Carl Knudsen for gravel from NW- 10- 34 -22 -4. Carried unan. Mr. Campbell moved 2nd. Reading. Carried unan. Mr. Peters moved 3rd. Reading. Carried unan Mr. Campbell moved that Henry Ottosen be paid $25.00 for use of land for stockpiling gravel in SE corner of the 5E- 26- 34 -23 -4 for 1960. Carried. Mr. Peters moved that the gravel be stockpiled at N/NW- 24- 32 -25 -4 instead of WAW- 23- 32 -25 -4 under the winter works program. Carried. Mr. Peters moved that a Tax Sale be held at the Municipal Office, Three Hills, on March 14, 1960, at 2 PM. Carried. Mr. Meston moved that a letter be written to Mr. John Bqronets, Sr., advising him that this District will spend a limit of 1+ hr s. tractor work to put in a small dam for him near the centre of south side of Sec. 14- 31 -23 -4 if he requests this while he is still the owner. Carried. Hail Suppression was discussed briefly but no official representation was made to Council in respect to it. Ln P L FORM 149- P —Speci 1 MUNICIPAL SUPPLIES LTD, COUNCIL MEETING JAN. 25/60 (Continued from Jan. 8/60) Page 8 All Councillors were again in attendance when the meetin that had adjourned from Jan. 8/60 was reconvened in the nicipal Office on Jan. 25/60 at 9 :00 AM. 68 applications for assistance under the Federal - Provinc al Unthreshed Grain Assistance Policy were submitted to Coun,,il for consideration. After discussion, Mr. Campbell moved t t the 68 applications as submitted be approved by the Coupcil and forwarded to the Provincial Government for payment. Carried. The Sec.- Treas. presented the following census figures for hamlets with 100 or more population: I Torrington 178 Linden 168 Huxley 117 3 Hills Subdivisions and contiguous parcels 237 Prairie Bible Institute 453 Mr. Br*n moved that the above census figures be accepted and forwwarded to the Dept. of Municipal Affairs for use in connOction with the proposed Recreation Grants. Carried. The telegram of Jan. 12/60 from the Provincial Welfare Dept. was read to Council -- this stated that the federal govt. has canned pork luncheon meat for distribution free to needy families. 5 names were added to the list as submitted of the needy families. Mr. Peters moved that the Council approve of the application as made for 50 or more cases (4 tins per case) for distribution in this District. Carried. Mr. Peters moved that R. W. Brown and N. Boese be a committee to find whether or not Mrs. Musiko, of Grainger, should apply for Mothers Allowance.. Carried. Further correspondence was read re the proposed annexation of certain property to the Village of Acme and R. W. Brown and G. King gave a report of their meeting with th Council of that Village and of other matters pertai ng thereto. Mr. Brown moved that the Council approve of the annexation to the Village of Acme of Parcel F Plan 4921 H. V in NLd- 19- 29 -25 -4 on condition that the por�ion of Thompson Street lying immediately south of the sai Parcel F be also annexed to the Village at the same ti e. Carried. I A letter was read asking that the Municipal Council support the request of the Three Hills Municipal Hospital for an addition to the Hospital to alleviate the over - crowdin . Mr. Peters moved that the Council support the request and that Reeve Meston be authorized to go to Edmonton with a delegation regarding this matter. Carried. Mr. G. King and R. Brown reported on their meeting with Allx. Gall, of Acme Garage, re his account and submitted a revis d statement showing $87.66 owing to him for full settlem :nt Mr. Church moved that this be accepted and payment'of $87.66 made. Carried. Mr. Brown moved that the Council first accept bids on Motor Patrols only.
