The Council of the Municipal District of Kneehill
# 48 met in the Municipal Office on May 5th, commencing
at 9 :00 AM.
The Councillors present were:

Mr. Brown moved that the Council waive notice of
meeting, that any business brought before the meeting be
dealt with, and that it be considered as a part of the
regular May meeting. Carried unan.
Mr. Church and Mr. Brown reported on the inspection
of the road locations where Canadian Western Natural Gas
propose to cross with a gas pipeline. Mr. Church moved
that approval be given under conditions; similar to those
of Alta. Gas Trunk Line (section(a)omitted); all as per
copy with the minutes. Carried.
A letter was read from Mrs. Marjorie McArthur
accepting the offer of $19000. for the used Ripper.
v11 Mr. Peters moved that the Ripper be purchased and the
$1,000. paid to Airs. McArthur. Carried.
11r. Church moved 1st. Reading to By -Law # 301, this
being a By -law to sell Lots 13, 11+1 15, and 16 Block 1
Hesketh to Peter Boldt, of Hesketh, at $10.00 each. Carried unan.

Mr. Boese moved that the preliminary land and fence
agreements re road widening be accepted as resented and that
V payments be authorized. (List with minutes. Carried.
The matter of a public water supply for the hamlet
of Wimborne was discussed. Mr. Schmelke moved that the
Municipal District hate a well drilled on the Municipal
shop property in Wimborne. Carried.

Mr. Schmelke moved that bids for the well, etc.,
be considered today, subject to the following:
6" hole; estimated depth 120 ft.; steel casing to
be included and installed, pipe and pump from well at Searle
Grain house to be installed in the new well, and that the
following be invited to submit bids: W. Schmidt, Tom Beagrie,
and "Shorty" Koch. Carried.
Mr. Peters moved that this District purchase from
Searle Grain Co. the shed, pipe, and pump from the well
adjacent to its Wimborne house, all at a price of $75.00.

Mr. Brown moved that bids be called fo 3x12 rough
planking (carload quantity), coast fir and li& . fir to
be quoted separately, two- thirds of amount to be in 16, 18,
and 20 ft. lengths, balance in 12's and 141s, 40% of total
order to be FOB our Carbon yard and 60% to be FOB our Three
Hills yard; bids close noon May 11th; delivery limit 30
days; and that the following be invited to submit bids:
Atlas Lumber, at Acme; Crown Lumber at Three Hills, Trochu,
Wimborne, and Carbon; Beaver Lumber at %hree Hills; James
Bayes, of Trochu, andAlfred Siple, of Fort Xa.cleod. Carried.
The Council was advised that Sol Toews had accepted
work and was now working with the north crew. Mr. Meston
moved that this report be accepted and that the Council
approve of the hiring of the said Sol Toews. Carried.
Eleven applications for work on the road crew were
read and discussed briefly. Mr. Church moved that each be
advised that the position is now filled. Carried.
Mr. Schmelke moved that the Council approve of the
sale of app. 24 c. y. crushed gravel to the B. A. Oil Co.
at Wimborne, said gravel to be obtained from our stockpile
in SE- 27- 33- 26 -�-. Carried.
A letter was read from the Board of Transport
Commissioners which stated that 50% of the cost of a new
Overpass at harples can be obtained from the Grade Crossing
Fund and that the balance of the cost should be borne by
the Municipal District, and that the District has until
May 27th to offer further submissions. Mr. Church moved
that the Reeve and Sec.- Treas. meet with Mr. Eldon Woolliams,
lawyer and M. P., Calgary, and arrange for the submission
of a further brief on behalf of this District Carried.
The proposed application for road grant agreement
was then discussed in detail. Mr. Boese moved that the
application be approved, as per copy included with these
minutes. Carried
Mr. Schmelke moved that Canadian Utilities be asked
to set back their lines is required for road widening in the

Mr. Brown moved that the program for road grading
as recorqmended by the councillors be approved insofar as time
permits that the south crew do the work for Divs. 1, 2, 39
and 5 (less Borodula job), and that the north crew do the
other work; the grading program as referred to as per copy
of program included with these minutes Carried.
It was agreed that the south crew first work in Divs.
2 and 3 at Kroschels, Grainger, Swalwell south -west, Correction
line west of old # 219 Sunnyslope south, and Linden area.

It was agreed that the north crew now move to the
Sunnyslope east road in Div. 4; then to the Sunnyridge road
if weather permits.
The Sec.- Treas. was asked to order two rolls of
green reflectorized tape 1" wide from Calgary Drafting &
Blueprint Co.
Fuel oil purchases were discussed and the relative
merits of the various fuels were debated. Mr. Meston then
moved that Imperial Oil be asked to submit a price quotation
for diesel fuel at each of its various agencies. Carried.
Mr. Peters agreed to consider the possibility of
grass seed, etc., being stored in our small shed near the
Municipal shop, and to have the B. A. Oil Co. remove its
property from this shed.
Mr. Meston moved that Mr. Church be a committee
to apply for the installation of a natural gas line to our
Carbon shop. Carried.
Mr. G. Ring and N. Boese reported re the well, etc.,
at Grainger, with the following recommendations: That the
well be cleaned out, that a new cement base be put in,
that a pump jack and electric motor be installed; and that
a 6'x8' shed be built for it. Mr. Boese moved that these
recommendations be approved and also that Mr. Tom Beagrie be
hired to clean out the well at a rate of $35. for setting up
and $5. hr. for working time. Carried.
Mr. Brown moved that Mr. Boese be a committee to
arrange for all of the above re the Grainger well. Carried.

The Farm Purchase Credit Act and the recent amendments
were discussed at considerable length. Mr. Campbell then
moved 18t Reading to By -law # 303, this being a By -law to
establish a Farm Purchase Board under the said Act for the
whole of this Municipal District; that the Municipal District
agree to guarantee 10% of any loss, and the Mr. R. W. Brown
be the Council representative on the Board. Carried 4 - 3.
Mr. Boese moved 2nd. reading. Carried 4 - 3.
Mr. Meston moved that the Court of Revision meet
on Mondaty, June 1, 1959, commencing at 9 :00 AM; and that the
June Council meeting be held on Fri. June 5th, commencing at
9:00 AM. Carried.
Mr. Peters moved that the Council next meet on
Friday, May 8th. Defeated 4 - 30
Mr. C. C E. Ruby, Field Supervisor, met the Council.

Mr. Ruby reported that the grass seed has been
received from A. P. Grain, Carbon; that then new MH -50 Tractor
is ready for delivery from J. Long & Sons; and that about
661500 trees have been planted this year, using the Municipal
machine.
The farming, etc., of NW -6 and SW- 7- 29 -25 -It was
discussed and corres ndence read stating that Albert
Anderson, of Crossf�7 if now purchaser and will be
farming the land. Mr. Brown and Mr Ruby agreed to contact
Mr Anderson to discuss the farming procedure. Carried.
Bids were then received re the new well for Wimborne.
W. Schmidt of Three Hills, met Council -- $3.98 ft. for new
well with 9" hole and 5+" casing, $50. to take pump, pipe, etc.,
from well now used and to install same in new well, or $25.
for this work if the pipe is out of the present well.
Tom Beagrie, of Swalwell, met Council $3.93 ft. for new well
with 6" hole and 5J" casing, to take pipe, etc. from present
well $10.; no charge for installation in the new well.
Both bidders agreed they could commence work as soon as it
is dry enough to move.
The Sec.- Treas. reported that he have been unable to contact
"Shorty" Koch, of Trochu area.
Mr. Boese moved that Mr. Beagrie be hired to
drill the new well, etc., at Wimborne, at the rates as quoted.
Carried.
Mr. Brown moved that Mr. Schmelke be a committee to
supervi4e the above, and to arrange for power, etc., and for
the moving of the well house to this site. Carried.
Mr. Boese and G. King reported on their discussions
with A. Bramley and Mr. Harrison (VIA) re purchase of land
for a road diversion in SW- 15- 29 -23 -4. They requested a
cattle pass unless water can be provided on the west side of
the proposed diversion. There is a possibility of arranging
for water through the purchase of a small area of land from
C. P. R. south of its tracks in NW- 15- 29 -23 -4; a letter has
been written to the C. P. R. re this. Mr. Brown moved that
this report be cc niNd.Carried
The Sec. - Treas. reported that Burroughs Machine Co.
has a used bookkeeping machine for sale and that it might
be advisable to get it. Mr. Peters moved that the Reeve and
Sec.- Treas. investigate this when in Calgary. Carried.
The budget was referred to very briefly and the
budget Comm. agreed to meet at the office on Fri. May 8th
at 7 Mi It was agreed that the aim should be to keep the
Municipal rate at 21 mills.
Mr. Church moved that the See.- Treas. have authority
to hirea stenographer on a part time basis to the end of June
at a rate of $1.00 hr Carried.
Rural Planning was discussed briefly. Mr. Meston
moved that a letter be written to each Town and Village within
the Muni ipal District, asking each to advise our Council of
any plan they may have for annexing adjoining areas, so that
this District can then draft a more suitable plan for its
own area; and that the replies be requested by June 3rd/59.

Mr Schmelke reported that John Fuc4s is considering
opening a bulk oil station for Imperial Oil Co. in SE-3-33-29-)+
being app. across the road from the Torrington Hotel.
Mr. Meston moved that Mr. Schmelke and Mr. Peters meet with
Mr John Fuchs to discuss the location, etc., of this
business. Carried.
Mr. Peters moved that an extra hydraulic pump from
the old Austin - Western Motor Grader be offered for sale at
$25.00. Carried.
Mr. Brown moved that this meeting adjourn, and that
it reconvene on Monday May llth at 9:00 AM. Carried.

The Council meeting of the M. D. of Kneehill # 48 that
had adjourned from May 5159 was reconvened in the Municipal
Office at 9:00 AM on May llth, with the following present:

Mr. Campbell moved that the minutes of the meeting of
April 3rd, 6th, & 24th, 1959, be approved. Carried.
The financial statement for the month of April /591 was
presented as per copy with these minutes This showed a net
balance at the end of the month of $6,537.96, but with $37,000.
owing on loans. Mr. Brown moved that this be approved. Carried.
Mr. Meston moved that an order be placed with the Alta.
Association of Mun. Districts for delivery to Carbon of 300'
of 36" C.I.P. (with bevelled ends) and also for some 8' lengths
of 24" and 8t lengths of 30" as required. Carried.
Mr. H. J. Hanson, Asst. Sec.- Treas., presented the general
accounts and paysheets for consideration Mr. Peters moved that
these be paid as per list included with the minutes. Carried.
Mr. Meston moved that the rate of pay for Alvin Koch
be $1.50 per hr. from May lst to Nov. 30th. Carried.
Correspondence was read as per the agenda included with
these minutes.
Mr. Meston moved that the British American Oil Co. be
asked to investigate the complaints about its diesel fuel,
mainly: 1. Clogging in the filters in the fuel pumps
2. Consumption rate too high in all machines.
Carried.
Mr. Brown moved that a sample of British American and a
sample of Imperial diesel fuel be sent to the University for
analysis and for a recommendation as to which is better for
diesel GM and other motors. Carried.
Mr. Peters agreed to contact the K & 0 Motors at Three
Hills re the price of gasoline supplied to our trucks through
its pumps.
Mr. Brown moved that the Council table the letter from
the V.L.A. re special arrangements connected with Tax Sales,
and that information be obtained re this at the Refresher Course.
Carried.
Mr. Meston moved that a check be made re the licences
held by Linden Home and St. Mary's Hospital under the Home for
Aged & Infirm Act, and also re contracts of those and of other
Homes with the Dept. of Public Welfare for grants for semi -bed
and bed patients. Carried.
Mr. H. Dean, of Cruickshank - Richardson, met briefly with
the Council No order was given.

Mr. Meston moved that the Council approve of the request
of the C. N. R. for authority to remove its Passenger and Freight
Shelter in the hamlet of Grainger. Carried.
Mr. Brown moved that Councillors Peters, Church, and
Campbell be delegates to the Alta. Safety Conference in Calgary
on May 25th & 26th, 1959• Carried.
Mr. Church reported that he had signed up for gas service
to the Municipal property in Carbon and that all buildings
could be served through one meter. The rates were discussed
and Mr. Church agreed to get information as to the approximate
cost of installation and operation for the Carbon shops.
Mr. Peters moved that the Council approve of the line
extensions as proposed by Canadian Utilities for Huxley West,
Trochul and Gamble areas Carried.
The Council adjourned for dinner from 12 noon to 1 P.M.
Mr. N. Boese7 Councillor for Div. 27 was present during
the afternoon.
The finance committee reported on its recommendations for
the estimates of revenue and expenditure for 1959 and these
were then discussed in detail by the whole Council.
Mr. Meston then moved lst. Reading to By -Law # 304, this
being a By -Taw to adopt the Estimates as submitted and to set
the following mill rates for use in 1959:

Mr. Arnold Boeset of Linden Contractozfl met the Council
and advised that they are now working in the Megli Pit - -can have
gravel hauled on to roads as required by Council; it was agreed
that this be donee commencing tommorow morning on those roads
that are ready for gravel from that pit. Arnold Boese stated
that, after the end of May, the crushing and loading rates will
be the same as for 1958; small dragline $10. hr; lowboy as
in 1958
Mr. G. Bissell, of Jefferies, met the Council re cement
culverts and showed a sample with a rubber gasket. No order
was given.
Mr. Meston moved that G. G. King be a delegate to the
Alta. Civil Defence Orientation Course in Edmonton the week
of May 25th- 29th/59. Carried.

Mr. Peters moved that the Bridge Branch be 2 asked to
further inspect the bridge file 1084 in SW- 15- 32 -2.6 -4 and to
consider replacing same as the Council believes that the present
bridge is quite rotten; driving down centre piling to level
$he bridge would not solve the problem. Carried.
Mr. Brown reported that Mr. C. Ruby and he had interviewed
Mr. A. Anderson, purchaser of NW -6 and SW- 7- 29 -25 -4 (Baden land)
and that they thought that Mr. Anderson will make an honest
effort to farm the land well. Mr. Brown then moved that
Mayhood and Cumming be advised that no Order of Reclamation will
be issued now Carried.
Mr. Meston moved that the Council approve of the placing
of certain gas lines in 28 -20 -4 by Tennessee Gas Co. as per
map submitted, subject to the road crossings first being approved
by Mr. A. Church. Carried.
Mr. Boese moved that the Council approve of the extension
of the ppwer line by Farm Electric Services as requested to
serve NE-20 and SE -29 -28 -24-4 (Thurns). Carried.
Mr. Boese moved that Hon. G. Taylor, Minister of Highways,
be advised that this District will be widening the road approaches
on to Highway # 21 at NW- 31- 28 -2.3 -4 and SW- 7- 2-9 -23 -4; and
that the Government culverts will thus need to be moved. Carried.
Mr. Church moved that the Council do not approve of the
leasing of the road allowances E/NE -26 and E- 35- 23 -22 -4 to
Mrs. Norma M. Pallesen and that she be advised that this Council
does not approve of the leasing of any road allowances.
Carried.
Mr. Meston and King gave a report of their meeting with
Mr. E. Woo" iams, M. P. and lawyer, in Calgary, in respect to
the Board of Transport's decision re the costs of the Sharples
Overpass. They reported that Mr. Woolliams is studying this
matter further and that he will he will take this matter up
with the Board if it appears that the facts warrant it
Mr. Litke and Mr. Huston, of Burroughs Machine, met the
Council and explained the working of an accounting machine in
a Municipal office. They demonstrated a used machine previously
owned by the Dept. of Water Resources and used for app. 2 yrs.,
this is now priced at $2900, with 12 mos, warranty including
two regular service inspections and any parts required; plus
instruction to operators in our office. Servieeagreements,
if desired after the first year, cost $214.50 per yr. This
machine has a full trade in allowance for 90 days.
Mr. Church moved 1st. Reading to By' -Law # 30�, this being
a By -Law to purchase the said used accounting machine from
Burroughs at a price of $2900. Carried unan.

Bids for supplying to this District a carload of 3x12
Mt. Fir were then considered from Atlas Lumber of Acme, Crown
Lumber of Wimborne, Crown Lumber of Three Hills, and Beaver
Lumber of Three Hills. Mr. Meston then moved that the carload
of 3x12 planking be ordered from Crown Lumber, Three Hills:

The setting up of a Farm Purchase Board was then discussed
and the required application and form of agreement were read
to Council. Mr. Brown moved 3rd. Reading to By -Law # 303, this
being the By -Law to set up a Farm Purchase Board. Carried.
The Refresher Course to be held at Banff on June 8th, 9th,
and 10th /59 was discussed Mr. Peters moved that the following
be delegates: R. W. Brown, G. G. King, L. P. Meston, and
S. C. Schmelke Carried.

RESOLUTION -- CANADIAN WESTERN NATURAL GAS CO.
"That the Canadian Western Natural Gas
permitted to cross this Municipal District with
Lines for the following locations:
From a point in the N.E.14- 36- 28 -23 -4 to
29 -23 -4 to serve the Village of Carbon
From a point in the S .W. 4-- 6- 29- 25 -1t- to
29 -25 -4 to serve the Village of Acme
Co. Ltd be
Gas Transmission
the N.E. 15-
the S.W.4- -19-
Both of the above as per maps drawn on March 23, 1959.
And that the said Company be permitted to cross with its pipe
lines such roads and road allowances as are indicated thereon.
This permission is given subject to the following
conditions, viz.:
(a) The depths of the gas lines across the road allowances
Shall not be less than the specifications attached hereto.
(b) That if at any time it becomes necessary to change the
elevation or location of the pipe line in order to have any
work done on any road allowance over which this Municipal
District has jurisdiction, the cost of changing the elevation
or location of the pipe line shall be borne by Canadian
Western Natural Gas Co. Ltd.
(c) The said Company undertakes to commence work on any
changes required in elevation or location of its gas pipe
line by this Municipal District withindays of its
receiving notice in writing to this effect Notice shall be
deemed to be properly given if mailed by registered mail to
Canadian Western Natural Gas Co. Ltd.7 Calgary
Specifications
The cover required over the pipe line shall be not
less than 6 ft. in the centre of the road nor less than 3 ft.
in the rbad ditch; except for the location between S.W. -14-
29-23-4 and N W.-4- 11- 29 -23 -4 where the cover required in the
road ditch shall be not less than 5 ft. ".
