The statutory meeting of the Council of the M D. of

Zg on Apr. 3/59 at 9:00 A.M.

Mr. Church moved that 'the minutes of the meeting
of March 9th and 26th, 1959, be adopted. Carried.
The monthly financial statement for March, 1959,
was t* presented and discussed. This showed a net balance
at Marchl31 /59, of $23,130.05, as per copy included with
these minutes Mr. Peters moved the adoption. Carried.
Mr H. J. Hanson, Asst. Sec.- Treas., presented the
paysheet for consideration tdlr Brown moved that these be
authoriz d paid as presented. Carried
I Mr C. J. Christie, as assessor, met with the
Council '.nd the details of a proposed Business Tax By -Law were
discussed, together with rates and estimated levies on certain
businesses if a total mill rate of 50 mills is used
Mr. Schmelke moved that a comm. of C. J. Christie, L. P. Meston,
and G. G. ring review this By -Law as proposed with Mr. Laidlaw,
Assessment Commissioner, in Edmonton this Apr. 7th. Carried.

Mr. Brown moved that the Reeve (or Deputy- Reeve) and
s. have authority to sign cheques and /or notes on
this District and to transact such other banking
as is normally required Carried.
Mr. Peters moved lst Reading to By -Law # 297, this
being a By -Law to provide for Municipal borrowings to a
maximum of $200,000. in 1959, with the borrowing to be
divided between the Royal Bank and Treasury Branch, Three Hills.

Mr. Bro moved 3rd. Reading. Carried unan.
Mr. Aubrev Davies and Martin Winther met the Council
re the ioad West 14v& 23- 34- 24-1+- and requested that the
grading be completed and that the road be gravelled. The
Council agreed to inspect this while on road tour.
Mr. Win her also inquired re the road S -1 -35- 2.4-4.
Mr. Hornby and D Ferguson, of Underwood, McLellan
and Associates, surveyors, met the Council and outlined their
preliminary survey work re the proposed Orkney- Hesketh road,
this showed that it would be possible to get a road in a
t direct line ; greater detail for cost estimates would
entail about 1 week's further work for the crew. It was
agreed jhat they should first arrange a meeting at the site
with a bridge Engineer, With the District Engineer, and with
Council representatives.
Mr. Campbell moved that the Council approve of
the line extensions as requested by Canadian Utilittes as
per two maps submitted. Carried.
Mr. Campbell moved that this District arrange for
land p chase to allow a one ro& set back of the proposed
power 1 ne in the vininity of Secs. 15 & 16- 33 -22 -4 Carried.
Mr. Meston moved that Beckley's Home at Olds be
asked t apply for Govt. approval as a Chronic Home Carried
Mr. Brown moved that this District pay for a set of
false teeth for Mrs Kessel, unless these are provided through
her pension. Carried.

investigate the advisability of selling Pt. NW- 12- 29 -23 -4
(North 8;50 ft. of west 1120 ft), with consideration of
access road, etc. Carried.
Mr. C E. Ruby, Field Supervisor, met the Council
and outlined his activities, including.

After considerable discussion, Mr. Church moved
that this District call for sealed bids for sale to this
Districtiof a 30 -35 h.p. tractor, with live p.t.o., also
for sidelmounted mower, cash price to be given,and also
allowanc for our Ford Tractor with mower; and that notice
of this e sent to the following: Long & son, Linden Machine
Works, C. Diede, J. E. Frere, Bowe & Son, Berg Industries,
S. Wrigh,, McKee & Son, Schacher Sales, Tom Toews, and
Ivan Schmidt Carried. (Bids close Apr. 17th)
Mr. Meston moved that this District accept the
assignment from I. P. Krick Associates to the Royal Bank,
Calgary, %s per notice received Carried
Mr. Brown moved that the old unused road diversions
in 32 and 33- 30 -26 -4 be cancelled upon registration of the
new plan of survey. Carried.
Mr. Brown moved that the premium of $36.21 be paid
for the iability insurance with Pearl Insurance Co Carried.
Mr Brown moved that the Council approve of the
applicat on of the August Shop, Linden, for permission to
sell gro,eries, bars, etc., at the present Coffee Shop.

Mr. Meston moved that the following firms be also
invitedto submit a bid for the tractor and mower (see minutes
of Apr. 3/59 page 4): Highway Motors of Three Hills and
Trochu Motors of Trochu, and that it also be advertised in
the Three Hills Capital. Carried
Mr. Church moved that Meston? Brown, Peters and King
be a cotnm. to bring in an outline for a zoning by -law. Carried
Mr Al MacDonald and J. F. Sandgathe, of Dutton
Williams and Mannix, managers of Alta. Gas Trunk Line Co.,
met the Council re approval for construction of certain pipe
lines through this District as per maps submitted They are
willing to inspect the road crossing sites with the Council
before construction and to consider local recommendations,
also agreed that later changes would be started within 30
days of written notice - -at their expense. Mr. Brown then
moved that the Road Comm. together with Church and Peters
be a comm. to review these crossings with the Company and
that they meet at Torrington on Apr. 13th at 9 AM Carried.
The Secretary was asked to write to Alta. Gas Trunk
Line r6garding the procedure for obtaining a supply of gas
for hamlets and /or farmer co- operatives, etc.
Mr. Campbell reported that the operators of our
Motor Patrols stated that they had not damaged the mail box
of Robert Browns and that he should be so advised.
Mr. Boese and Brown reported that the building had
been d1smantled and removed from Lot 4 Blk. 3 Swalwell and
it was believed that this had been done under instructions
from tie Executor of the Estate of Bev. Paget. Mr. Meston
moved that a letter be written to Nor. Ben Hongel, Executor,
asking'restitution for the building materials. Carried
Mr. Peters reported that he believed that the old
Dozer S.t the Three Hills Shop has a value of app. $250.
complete, that the hydraulic pumps alone are worth app $150.
He recommended sale of the complete unit only and has not
made any sale.
Mr. Meston and King reported on the information
obtainod from the public meeting in Three Hills Apr. lst

Mr. Boese moved that the Council table action on
the reuest of Canadian Western Natural Gas Co. for permission
to cro s certain road allowances with gas lines Carried

Mr Church moved that this District buy sufficient
land at W -17 & 20- 28 -22 -4 and on Hesketh - - #9 road to provide
for a �ne rod set back of the new telephone lines to be built.

Mr T. Paquette met the Council and stated that he
considered he could handle the job as foreman of the north
crew and get co- operation from the men.
Mr Boese moved that the wages for the regular road
crew who are on an hourly basis be increased 5¢ hr. over
previous rates in effect for May 1st to Nov. 30th, then drop
back tQ $1.40 hr. at Dec. 1st Carried

.Zr. Brown moved that the helper for the Field
Supervisor be paid $1.15 hr Carried.
Mr. Schmelke moved that gravel checkers be paid
at $1.i0 hr. Carried

1 Mr. Campbell moved that any casual laborers be paid
at $1.15 hr Carried.
Mr. Brown moved that the wages for H. J. Gimbel,
foreman, be $4500. yr. as from April 1st /59 Carried.
Mr. Meston moved that the wages for T. Paquette,
forema�, be at the rate of $4200. yr. as from Apr. 1/59,
and that this be subject to review at the end of 3 months.
Carried.
Mr. Schmelke moved that the cooks be paid at $250.
per moth. Carried.
The two foremen met the Council and agreed to accept
the wages as noted above.
S. Bramley, G Hunt, N. Poole, and Ray Ehrman met
the Colzncil and discussed wages, etc. A request was made for
a further increase of 5¢ hr. but the Council did not grant
this They each then accepted the wages as set by Council.
D. Anderson, J. Esau, Ed Schmidt, H. Tippe,
R. Bra6onnier, G. Pa rk, and Wm. Jewell met the Council.
They lain accepted work as Motor Patrol operators at the
wages s set. They were asked to reset signs that have
fallen; down.
Mr. Alvin Koch and Joan Dorn, operators of the
Motor scrapers, met the Council and accepted work at the
wages as set.
Pair. Lloyd Will and Joe Dobler (Payloader & Truck crew)
met Council and accepted wages as set
Mr. A. Williams, Ed Ehrman, K. Gundlach, and Gus
Gieck net Council and accepted wages as 2nd. men as set.
Mr. R. Bent, cook, met the Council and accepted
wages as set.
Mr. Ed Hurley, helper for Field Supervisor, met
Council and accepted wages as set

First Aid Certificates were presented to H. J. Gimbel
and A.M. Petersen -- these were xm= earned by them through
a course during the winter.
Mr 0. A. McArthur, gravel checker, met the Council
and accepted work at $1.30 hr. He requested time off to
serve as Returning Officer for the expected Prov. election- -
Council agreed to this
The following applicants for position as cook were
interviewed:
Jim Irlam and A. E. Mottern
Following a ballot vote, S. Schmelke moved that
A. E. Mottern be hired as cook for the north crew Carried
Mr. Wayne Scobie, of Ferguson Supply, met Council
briefly re signs, etc.
Mr. Des Huntley, of Waterous Equip., met Council
briefly, used ripper for sale at $1200.
Applications received from those wishing work on
the road crews were then reviewed and the following were
interviewed: Johnathan Grassmick, Clifford Campbell,
Milton King, Donald Langly, Allen Koch, Chas. Calvert,
George Dorn, Dave Janzen, Hurlburt Sayers, and Lawrence
Rose. Mr. Sol Toews and John Kerekes had also applied
but were not present.
Mr. Meston moved that D. Langley be hired to work
with the south crew. Carried.
Mr. Church moved that H. Sayers be hired as a 1st.
man on the north crew. Carried.
Mr Peters moved that Allen Koch be hired to word:
with the north crew. Carried.
MrOrPfj�trs moved that the new road men, whether
experienced, be pAid $1.15 hr. for lst 200 hrs., then at the
regular rates if satisfactory. Carried.
Mr. Arnold Boese, of Linden Contractors, met the
Council, have about 10 days of private work, then will move
to the Megli Pit for Municipal work.
Mr. Hurlburt (Bert) Sayers, D. Langly, and Allen
Koch met again with the Council and accepted work as noted.
Mr. -Peters moved that a comm of Schmelke, Brown, Church, and imbel inspect the proposed work W -17 & 20- 28 -22 -4
(near Dressers) with power to decide what shall be done now.
Carried.
Mr. Meston moved that the north crew start grading
work on Apr. 13th at west 25 & 36- 31 -24 -4 (Borodulas) if
conditions warrant Carried
1,r. Brown moved that the south crew start south -west
of Carbon at the hill in SW- 15- 29 -23 -4, unless this is to be
a Prov: Government road. Carried.

Mr Brown reported that the United Church proposed
to establish a Young People's Camp at the south side of
Keiverts Lake in 5E- 25- 31 -26 -4 and had suggested that the
road along the east side of this site be closed �Zr. Brown
then moved that a comm. of the Council inspect this.

The Council meeting that had adjourned from April 6th
was reconvened in the Municipal Office on Argil 24/59 at 9 AM
with all councillors again in attendance.
Mr. Brown moved that no gravel work be done this year
under the donation scheme. Defeated.
11r. Meston moved that application be made for authority
to straighten the east -west road at Allingham (T7W -35 -31 -26-4)
and alsc that the C P R. be asked to allow us to take dirt
from al ng the egst side of its right -of -Tray to the south of
the int rsection. Carried
Mr. E. M. Danchuk, District Engineer, phoned regarding
the 195 work under Rxz Road Grant and advised us that the
grant i $97,703.
Mr. Brown moved that letters be written to the C. P R.
regarding widening the road approaches and removing the fences
adjacent to the railway crossings at West 33- 29 -25 -4 and
at SoutH 19- 29 -25 -4. Carried.

The Sec.- Treas. reported that 11rs Marjorie McArthur
(Kneehil'l Coal Co.) has a used Ripper for sale and that they
have quoted a price of $1400. After discussion, Ilt? Schmelke
moved that they be offered $1000. for the Ripper on condition
that it is complete with the three shanks. Carried
Mr. Campbell moved that the plan of a road diversion
in Sec. 25- 33 -24 -4 be now canaelled and that the land be returned
to the riginal quarter sections. Carried.

Mr. Meston moved that the Council approve of the
proposed subdivision in Skml Sec. 19-W-29-25-4 for the
location for an Auction Market Carried.
Mr. Peters report4d that Mrs Winifred Davidson,
of Sunn slope, required shingles for her house, and that
she is nable to pay for same Mr Boese moved that Mr. Peters
be a co littee to arrange for the purchase of the required
shingle at Municipal expense. Carried.

The road foremen met with the Council and time
estimat�s were given for grading projects that might be
include in the 1959 program under road grant and also for
other work. Certain suggestions for gravel work were also
outline.; the reports of the road tours were also discussed
in some detail All these were then tabled so that time and
cost estimates could be prepared for the next meeting.
Mr A Boese, of Linden Contractors, met the Council
and sta ed that they would be moving to the flegli pit in
N'-10-30-25-4 about the lst of May. He agreed that the
crushed gravel may be hauled on to those roads deemed ready
for same by the Council with winter crushing rates but with
regular hauling rates -- work in the month of May only
He also asked Council to consider granting an advance of
app. $5 000.
Mr. Campbell moved that the Reeve and Sec -Treas
be authorized to pay the accounts of Linden Contractors as
soon as the accounts are submitted and to the limit of x`57000.

RESOLUTION -- AL` A. GAS TRUNK LIIIrE
"That the Alberta Gas Trunk Line Co. Ltd. be permitted
to Gros this Municipal District with Gas Transmission Lines
as shown on a Drawing #D- 1100 -66 and colored green thereon
and that the Alberta Gas Trunk Line Co. Ltd. be permitted
to cross with its pipelines all roads and road allowances
in this Municipal District, such crossings to conform to
Drawing #B- 1100 -21 and to cross with its pipelines all
district highways over which this Municipal District has
jurisdiction, such last mentioned crossings to conform to
individ al crossing drawings as furnished to the Municipal
Distric .
{ This permission is given subject to the following
conditions, viz.*
(a) All. changes required by the Municipal District in the
depth and /or width of any road crossing from those shown
on the ibove mentioned drawings shall be made known by the
Municip 1 District to the Alberta Gas Trunk Line Co. Ltd
before ommencement of construction in order that such
changes may be incorporated in the original construction
of the ipeline
(b) Th t if at any time it becomes necessary to change the
elevati n or location of the pipe line in order to have any
work do#�e on any district highway, road, or road allowance
over which this Municipal District has jurisdiction, the cost
of changing the elevation or location of the pipe line shall
be borne by the Alberta Gas Trunk Line Co. Ltd.
(c) The Alberta Gas Trunk Line Co. Ltd undertakes to commence
work on any changes required in elevation or location of
its Gas Trunk Line by this Municipal District within 30 days
of its receiving notice in writing to this effect Notice
shall be, deemed to be properly given if mailed by registered
mail to The Alberta Gas Trunk Line Co Ltd at 2nd Floor,
Pacific Building, 320 - 9th Avenue `adest, Calgary, Alberta "
Notice s given of the changes required by this Municipal
Distric under (a) above. The pipe line shall be placed
three feet lower than the original specifications at the road
crossin s at the following locations:
1. South 5- 34 -25 -4
2. South 30-`325411-
3. South 13- 33-26 -4
4. South of 3- 33 -26 -4
5. West 25- 32 -26 -4
6 '"est 11- 31 -25 -4
7. South 17- 30 -24 -4
8. South 9 -30 -24-4
AND the crossing at South 30- 33 -25 -4 shall be at
Distric Highway standards and shall allow for a 100 ft.
