The Councillors present were: Mr. A. H. Church Div. 1 Mr. Noah Boese 2 Mr. R. W. Brown Mr. Dune Peters Mr. L. P. Meston 5 (Reeve) Mr. S. C. Schmelke 6 Mr. C. C. Campbell 7 Mr. Church moved that the minutes of the meeting of Oct. 14th & 17th be approved, subject to corrections as made and initialled on pages 1, 31 and 8 thereof. Carried. The monthly financial statement for the month ending October 31/58 was presented -- this showed a net balance of $30,662.10, all loans had been repaid. Copy is included with these minutes. Mr. Brown moved that this statement be approved. Carried. Correspondence was read as per the agenda included with these minutes. A petition from Torrington and vicinity was read, asking that the agent for the C. P. R. be retained at Torrington. Mr. Peters moved that a. letter be sent to the Board of Transport Commissioners together with the petition and in 'support of it, with a copy to be sent to the C. P. R. Carried. Mr. Church moved that the Three Hills School Division be paid! "10.00 for an old stove which is to be used in the Carbon Shop. Carried. Mr. H. J. Hanson, Asst. Sec.- Treas., presented the general accounts and paysheets for consideration Mr. Boese moved that these be paid as per list with these minutes Carried. Mr. titim. Preston, xgExt salesman for Street, Robbins, & Morro met the Council re Caterpillar machinery. !!' Mr. Church and King reported that no survey was registered for the road between Secs. 16 & 21- 29 -22 -4 though it has been used as a road for many years. (Tommy) Van Wart met the Council and to the proposed opening of a road along the south SW-21-29-24-111- as it would be inconvenient for him pct to his cattle getting to & from the various he farms. He suggested that the road could be north along the east side of NE- 16- 29 -24 -4 on g lar road allowance. Mr. Peters moved that the ohm. investigate this further. Carried. Calgary 6' Posts S 1 65 each " Mr. Stan Bell, of Construction Equipment, met with the Council Mr. Brown moved that this District acquire a 20 ft. by 40 ft. area of land at the well site in Lot 1 Blk. 4 Linden From Linden Trading Co -op. at a price of $1.00, and that thq Municipal District arrange for a survey and transfer at Municipal expense. Carried. I Mr. C. Smith, of Costello Equipment, met briefly with th� Council. Mr. Wayne Scobie, of Ferguson Supply, met the Council re Champion Motor Graders; he also quoted the following: Snowfence $17.35 per 100' roll F. 0, B. C dgary 6 ft. posts $1.35 each " Mr Peters moved that Ferguson Supply be given an order for the following: 25 ro114 snowfence and 175 six -foot posts -- delivery to Carbon 25 !E, if 175 to -- delivery to 3 Hills Shop come. to arrange for the trucking. Carried j Ken xrkley, of Westeel Products, met briefly with the Council. Mr. Church moved that the Sec. - Treas. order the following culverts: 150' of 1151' and 150' of 1811 for delivery to Carbon 120' of ':15t1 and 120' of 1811 for delivery to 3 Hills 5 -- 30 "' couplers and 5 -- 2411 couplers to 3 Hills. Carried. Mr. Meston moved that the bridge request list be amended by addition of the following: !New bridge for 5E- 16- 32 -26 -4 (Dimmers) Large culvert for NW- 30- 31 -21 -4 (Malakas) Carried. Mr. Schmelke moved that the need for a new deck on the bridge South 4- 33 -26 -4 be referred to the Bridge Branch at the time of the Convention Carried. Carried. The need for a skating rink building at Torrington was discussed in detail. Mr. Schmelke then moved that the Municipal District donate $50.00 for this project, with the cheque to be issued to Mr. Henry Temple. Carried. Mr. Church reported that he had attended "Open House" at the peeing of the new office of the M. D. of Rocky View in Calg ;ry. s The Sec. -Treas reported that Aaron hegli, owner of SE- 2�- 30 -25 -49 did not favor the subdivision plan as submitt4d throught the Town & Rural Planning Branch and that he favored the previous plan as drafted by our committee Mr. Broom moved that the Town and Rural Planning Branch be advised °that the Council does not approve of the plan as submitted and that we recommend that this be tabled until spring. Carried. The question of whether or not ratepayers in Secs. Tito 6 of 35 -24-4 should be included in the Medical Plan with Dr. Marren of Elnora was discussed Mr Brown moved that these be notified that the Plan is not in effect, but that it will be considered if the majority request it. Carried. The comm. of Peters, Meston, & King reported on their m6eting with the P. B. I. re the proposed Crosswalk Signs Mr. Brown moved 1st. Reading to By -Law # 290 to authorite the placing of Crosswalk Signs with Flashing Lights at the P. B. I. at the north and south locations as requested, with the installation and costs to be borne by the P. B. I. and the erection to be under the supervision of Mr. peters. Carried unan. Mr. Meston moved 2nd. Reading. Carried unan Mr. Peters moved 3rd Reading Carried unan. Mr. C. E. Ruby, Field Supervisor, met the Council and dis�ussed the f ollowin,g . Has attended the 4-H Club Achievement Days (Wheat Clubs) Good use has been made of Septic Tank Forms 392 head cattle sprayed Grass seeding done along roads as per map Bang's vaccination work under way j 10 requests received for 10 -80 Coyote bait. Mr. Brown moved that a letter be written to I41r E. M Danchuk, re the seeding down of the ditches on the new approach roads from ,# 21 to 3 Hills, Trochu, and Huxley. Carried. Mr. Robert Hogg, foreman, met the Council Now finishing the grading W. 18 & 19- 33 -22 -4 (Hallers), has culverts to install near Ghris. Weigums and Finn Hall, then can return to "cKay hill; also strip gravel at the Municipal pit. Mr Meston moved that the 3 Hills School Division be requested to allow use of the Greenleaf school yard for stockpiling gravel. Carried. COUNCIL MEETING NOV. lo, 1958 Mr. Peters moved that the work for be outlined as follows, weather permitting* Gravel work from Clemens stockpile as soon available (about Thurs morning) Page 4 the payloader as trucks are Haul gravel for re- setting culvert near Finn Hall Do gravel work from Nacmine stockpile Do gravel work at B & I coulee Do certain work required in Div. 2 Carried Mr. A. Boese, of Linden Contractors, met the Council. Stated that he should complete the gravel work from ElVins by Thurs., and that he can then stockpile from the River south of the Morrin Ferry. Mr. T,ieston moved that the work for the south crew be outl ned as follows. Complete the grading at B & I coulee Complete grading on correction line 5- 4- 31 -23 -4 Regrade W of 25 & 36 -31 -24-4 (Borodula) Do further stripping at Megli pit in 10- 30 -25 -4. Carried. Mr. Schmelke moved that 14r. R. Brown be appointed to represent the Council at the meeting re the Home for the Aged, Said meeting to be in Three Hills Community Centre on Wed. Nov. 12th /58 at 2 PM. Carried. Mr Meston moved that the C. N. R. be advised that this Dietrict wishes to remove the bents at the Underpass at S- 18131 -23 -4 this year, and that piling will be protected by plac�Lng planks across them and by use of scotchlite tape. Carried. Mr. Meston moved that the Council approve of the plan ofsubdivision in Torrington as submitted by Ferguson and Ferguson on behalf of Schimke and Lindner. Carried Mr. Schmelke moved that the Public Trustee be advised that more fence was rebuilt S -16 -32 -24-4 and N -9 -32 -24-4 than the Municipal District tore down; and that no further payment is authorized. Carried Mr. Schmelke moved that the letter from Mr Krause be tabled in respect to his offer to sell app. 2-1 acres near Wimborne to this District for $250.00 Carried. Mr Schmelke moved that the letter from P. F R. A. re dam .n 5E -27 -31 -24-4 (Burns) be referred to the Town of Three Hulls by a comm. of Meston and King Carried. Mr Peters moved that no further payment be authorized to the Innisfail Mun. Hospital District for 1958 requisition; but than they be advised they may consider including this with the 1959 requisition. Carried Mr Peters moved that the Council approve of certain transfers in Three Hills Subdivision as requested in a letter from A. B. Young. Carried. See page 5 D1 SE. Ohlhauser, Mrs. F Kettenbach, Sharon Woody Norman Layden' and Mrs. Pearl Hope'•, and that the others as listed in the Agenda be accepted Carried. Mr. Schmelke moved that $100. payment be made to T. Whatley, Wimborne, for fencing in SW- 35- 33-26 -4. Carried. Air. Boese moved that Mr. Peters arrange for the winter supply of coal for Mr & Mrs. HaroldDavidson, of Sunnyslope, and that the accounts be paid by this District. Carried The road comm. was asked to investigate the following additional matters* Opening of proposed street in Grainger Closing of road surveyed 28 & 33- 29 -22 -4 Mr. R. Brown reported on the work now being done by Kirby Cartage at the channel diversion in NE -34 -and M,1 -$5 in 29 -26 -4. Mr Campbell moved that this District obtain an easement to give right of entry to maintain a ditch (without obligation) in SW -18 -33 -24-4 . Carried Air.
