D. of # 48 was held in the Municipal Office at Three ommencing on Sept. 15/58 at 9:00 AM. The Councillors present were: Mr. A H Church Div. 1 Mr. Noah Boese 2 Mr. R. W. Brown 3 Mr Dunc Peters 4 Mr. L. P. Meston 5 (Reeve) Pair. S. C. Schmelke 6 Mr C. C. Campbell 7 Mr. Brown moved that the minutes of the meeting st 11/58 be approved. Carried The August monthly financial statement was presented cussed. This showed a net balance of $107,503.51 as y included with these minutes. Mr. Church moved 1 of this statement. Municipal pit in SE- 16- 32 -26 -4 5. Carried Correspondence was read to the Council as per the ncluded with these minutes Mr Schmelke moved that the Council approve of the iss ance of a Title to the Three Hills School Division for the West 462 ft of the North 515 ft of the SST -31- 31-2_3- , containing 5.46 acres more or less. Carried. 11r. Brown moved that this District accent responsibility for the maintenance of Mrs. E. Cooper in the Red Deer Twilig Home, less her usual pension payment Carried Mr Church moved that the $35.00 dues be paid to the Central Alta Association of Ifun Districts and that its Sec.- Treas. be advised that about 8 from this District will attend the fall meeting at Red Deer on Sat. Oct. 25th. Carried. 11r. 7,4m. Conner, of W. R. D. C., met the Council and discussed the Hail Suppression program and gave a brief verbal report of the apparent successes and also weaknesses as shown during the past 3 years Mr. Brown moved that any regular employee who sucdess ully completes the University Course in Municipal Administration and /or Assessment be re- imbursed the fee of $60.00; and that time off be allowed to attend meetings as reau'red Carried Mr. Peters moved that the letter pertaining to the Alt . Municipal Financing Corporation be tabled until the November meeting Carried I�Lr. Humphrey Gratz met the Council re the proposed road diversion throughpawt NE- 32- 30 -26 -4. The committee had offered him ,$700. as .full compensation for the land required, for severance, trees, fencing, etc. This he had refused. The Council raised this offer to either ?850. plus a fence on the side of the diversion or a gross settlement of $x.,000. Mr. Gra �est z said he would give an answer later. Mr Frank 14u.chka met the Council re compensation for land and fences for the road W/W'- 11- 29 -25 -4. He signed an agreement accenting $63. A. for 2 acres and a total of $20. for fencing 1111r. H. J. Gimbel met the Council on behalf of the Village of Carbon in respect to proposed extensions of streets, etc. to the west of the Village. P•Ir Des Huntley, of Waterous Equipment, asked permission to demonstrate a HD -16 Tractor This was granted for Sept. 18th. Mr. Ron Ainsworth and Wayne Scobie, of Ferguson Supply, met the Council Snowfence price $17 90 per 100ft. FOB Calgary, painted red l,s J. Meston moved that Councillors Brown and Boese contact Humphrey Gratz prior to Sept. 18th and get his answer re the offer made to him today, with the offer to be withdrawn if not accepted. Carried. Foremen Robert Hogg and H J Gimbel met the Council and discussed their work briefly. The report of the Bridge Inspector dated Aug. 28/58 was considered. 11,1r. Boese reoorted that he thought a culvert for W/M,1- 24- 29 -24 -4 (File 74999) should be larger than the 72" recommended T,Lr. George Park met the Council re the Municipal Assessment Course and stated that he wished to take this Mr. Church moved that he be re- imbursed the fee of 51P60. upon successful completion of the Course for the 1st. year. Carried. 11r. Meston moved that Hon G. Taylor be advised that the Council does not approve a lease of road allowance North 34- 28 -21 -4 and that reasons be given. Brown moved that the Council approve of the notices of Hospital Admissions as per the agenda, with the following exceptions: Refused -- Mrs Elaine Zuccatto -- not resident for 12 mos. Refused -- Fred Hess -- resident of Village of Trochu Refused -- Mrs. Alfred Hoivik -- resident of Carbon To be investigated as to residence -- 1,1r. Jacob Stahl Carried. Carried. Mr Peters moved that this meeting adjourn until 9.00 AM on Thurs. Sept. 18th/58. Carried ( Time of adjournment 6:45 Pi T) SEPT. 18, 1958 The meeting was reconvened on Sept. 18th with all council ors again in attendance Mr. Church moved that the Council approve of the line Extension as requested by Canadian Utilities in the Carbon area as per map. Carried. Mr. Meston moved that the Council approve of the line extension as requested by Canadian Utilities in the Gamble area as per amg map. Carried. 14r. Brown moved that this District buy the land necessary to provide one rod set back of the Canadian Utility line extensions on District Highways for the above. Carried A report was received by phone from the Inspectors of the Highvray Traffic Board that gravel truckers were exceeding the Provincial load _limits and that our "I?unicipal District has no authority to increase these limits. ins Peters moved that Linden Contractors be advised that this Di trict has not raised any truck load limits and that trucker exceeding Provincial limits due so at their own risk. lCarried. A letter was read from the Engineer for the Board of Transport Commissioners asking our Council to meet him at the harples Overpass on Wed Sept. 24/58 at 10:30 AM; C. P. Ri will also be represented P,Rr. Reston moved that the whole Council attend there at that time. Carried. Mr. C. E. Ruby, Field Supervisor, met the Council and gave his report dealing with: 1 Brush on roadsides had been sprayed as requested in Div. 4 2. Ins. Baden had been notified by registered mail to destroy weeds on NW -6 and SW- 7- 29 -25 -4; the letter was returned "unclaimed". 3 Roadside mowing had been completed as Der map 4. He stated that one mower would not be able to cover the whole M. D. and he recommended that others be hired. 5. He reported that he had made a change in mower man and that Ed Huxley was now operating the mower in place of 1,d1t n King, this had been discussed with the Reeve prior to making the change r 6. Carried. NIr Schmelke moved that this District ask permission to again set out 10 -80 baits for coyote control, that baits be set at the locations used last winter where the baits were eaten; and at other suitable locations if requests be received Carried COURT Off, REVISION The Court of Revision met at 10:00 A.M. on Sept 18/58 to consider the appeal of Gordon Schafer in respect to his house 1 cited on Lot 4 Block 1 Allingham Plan 3251 E. I. All members of the Court of Revision were present, viz A. H. C urch, Noah Boese, R. W. Brown, S. C. Schmelke, and C. C. C mpbell. Mr C J. Christie, assessor, was present. Mr. Gordon Schafer was present and agreed to waive notice f this hearing. He stated that he had appegled as he conside ed his taxes too high. Mr. Christie reviewed the assessm nt and this was discussed I,Tr. Church moved that the assessment be confirmed at 11210. on the house and $2.0. on the lot. Carried. The Court of Revision then adjourned. He also advised Council that work has now started for the new bridge across the Red Deer River near the Morrin ferry A letter from the Town of Three Hills was read to the Council re a Home for Aged and Infirm This was support ad by a delegation of Miayor Smith and Councillor Jacobso,i of the Town and Ron Shearlaw, President of the Kinsmen Club of Three Hills The delegation requested that th6 Mlunicipal District make application for a Home and stated that Three Hills would give this strong support Mr. Church moved that a delegation of Meston, Brown, Ind King be a delegation to interview the Dept of Public lelfare as soon as possible to see if the Government will bu ld a Home for the Aged and Infirm within this Municin ).1 District. Sigmund had not paid the $211.50 re the 6011 culvert West 32- 33 -26 -4. Mr. Broim moved that Mr Schmelke have authority to hire Didriks n Construction to remove the said 6011 culvert and to inst 11 a 4811 in its place Carried The Sec -Treas was asked to find if it is now legal to use purple gas in Municipal machinery. The tenders for the supply of fuel to this District were then opened and considered insofar as diesel fuel prices are concerned. Mr. Peters then moved that this District buy its diesel fuel from British American Oil Co through its local dealers, subject to meter delivery and good service, tender being as follows: Acme 15.74¢, Carbon 6.04¢; Huxley 16.24¢, Three Hills 15.94¢; Trochu 6.04¢; Wimborne 15.74¢, all subject to change if the market fluctuates. If delivery cannot be made as stipula ed, then purchases shall be from Imperial Oil. Motion carried The Council then went out to South 14- 31 -25 -4 and saw a demonstation of a Michigan Tractor; Michigan Motor Scraper, and I HD -16 Tractor The meeting reconvened at the Municipal Office. Carried Mr Brown moved that the Council approve of the application (by phone) of Bill Stark, Acme, to start an Auction 14art in NW- 19-20 -25 -4, subject to Provincial regulations. Carried Mr. Campbell moved that Linden Contractors be advancel $5,000 for gravel work done from the "Hesketh"pit Carried Mr Des Huntley and G Robinson, of Waterous Equipment, met with the Council. They stated that they wo ld submit a trade -in allowance for our TD -18 at our next me ting. Mr Boese moved that the October meeting be held on Tuesday, October 14th as the Monday is a holiday. Carried Mr. Meston moved that this meeting adjourn until Wed., Sept. 24th and that it then reconvene at the Overpass near Sharples at 10.30 A.M. COUNCIL MEETING SEPT. 24, 19/58 Page 13 The meeting that was adjourned on Sent. 18th was reconvened on Sept. 24th/58, with all councillors again present. The Council met at 10.30 AM at the Sharples Overpass in Sid- 1p- 29 -22 -4 and discussed. responsibility, location, type oflstructure required, etc , with Mr Dunphy, District Engineet of the Board of Transport Commissioners. The Board or Transport Commissioners will make an Order as to respons bility and will also make application for a grant from th Grade Crossing Fund of the Federal Government. Following dinner, the Council met at the Carbon Shop an further discussed the above with 1,1r Dunphy and with Mr Gordon and Mr. McKay, representatives of the C. P. R6 Mr Peters moved that a wire be sent to the Board asking authority for temporary public use of the farm crossing in SIV- 1.7 -29 -22-4 at mile 62.45 Langdon Subdivision. Carried. The general procedure to be followed in respect to the Ove�pass was then outlined: 1. 11r. Dunphy, Divisional Engineer, will submit his report and recommendations to the Board y 2. The Board will require that plans be submitted in trip icate, together with cost estimates. 3 The Board will issue an Order fixing the responsibility. The C. P R representatives agreed to make the estimat for the structure, including back filling. The IA-unicip4l District will make the estimate for grading, etc. If the I'. R. cannot do the construction work early next spicing, then it should be done by contract under their supervi id)n. The Council inspected the location immediately west of Carbon and discussed this with 111r. For sch (mayor ) and H. T. Gimbel(councillor) of Carbon. The Council felt that the 20 ft l &ne should be widened to provide a 66 ft street rom the Creek to Highway # 26 and that any sub - divisio plan should provide for this. No motion was made. 1tr Schmelke moved that Is Church and ITr Boese arrange with Jack Barber for a rental arrangement for the temporary use of his farm crossing in SW- 17- 29 -22 -4. Carried Mr. Schmelke and Peters reported that Searle Grain Co. might be willing to sell Lot 3 Blk. 3 Nimborne exclusive of its house. They recommended that the Itunicipal District either buy this property to retain use of the well or that it drill a new well on Municipal property Mr. Broi -rn moved that th committee have authority to act on whichever of the two proposals it considers to be the better Carried.
