The Council of the M. D. of Kneehill # 48 met in the
Office at Three Hills on July 14/58, commencing

that the minutes of the meeting of
adopted Carried.
The monthly statement for June, 1958, was then
present 3d and discussed This showed a net balance of
$18,072.79 but with 4200,000 owing on loans, as per copy
includel with these minutes. ID? Peters moved that this
stateme t be adopted Carried.
The Sec.- Treas. then reviewed the financial statement
as at the end of July 12/58, as per statement on the Agenda.
All loans were repaid and there was a net balance of approx.
$134,56 .03.
Mr. Einar Sandberg met the Council re expenses of
moving ais fence at S/SW- 25- 33 -25 -4. Due to an inaccurate
first staking by men from the Dept. of Highways, Red Deer,
he had started erecting his fence in the wrong location
and was now obliged to move about 1/6 mi again and drill_
new hol s for 2 mile. Mr. Peters moved that he be paid an
additio al $40.00 to compensate him for this. Carried.
11r. Brown moved that the old lumber from the xwm
small b idge W- 8- 31 -25 -4 be given to Lewis Toews in exchange
for ren al of parking space for the Bridge Crew. Carried.
I Mr. Brown moved that JEdgar Penner be given the
old material from the small bridge W- 5- 31 -25 -4 in exchange
for cle ning up same carefully Carried
Mr. Meston moved that the value of the new 1211
culvert installed at Wm. Shea's driveway be withheld from
NIr. Lloyd Willis pay as he had been given authority to
install a USED culvertonly. Carried.
Correspondence was then read as Der the agenda

Mr. Brown and Mr Peters reported on the meeting
of the Calgary & District Planning Comm. held in Calgary
on Julyj4th and attended by them They saw definite advantages
of the Commission but, due to distance and the estimated
expensel, they did not recommend that this District make
application to join Discussion followed 11r. Church them
moved that a committee of Mr Brown, Mr. Peters, and G. G. King
be appointed to study the possibilities of a Building and
Zoning y -Law for this Municipal District, and other matters
connected with this. Carried

The suggestion of the Bridge Branch for removal of
level crossing in Three Hills Creek at W/NW- 30- 30 -23 -4
ussed. Mr. Schmelke moved that, in view of local
ment over the possible need of this crossing, the
ranch be asked to either arrange for the removal
1f or issue a definite order to this District re
tarried.
It was noted that the Bridge Branch will supply
118 ft o 96" SPCIP to replace the bridge at W/SW- 25- 31 -23 -4.
Mr. Meston moved that Bridge Inspections be
requested for the following locations, with the suggestion
that large culverts or new bridges be supplied:
w/SW- 6- 31 -23 -4 (about 8')
W-- 1- 31 -24 -4 (about 7')
W--24- 29 -24 -4
S/SW -25 -33 -25-4 -- urgent -- for 1958 work
Near NW corner 3- 31 -21 -4 (foot of Rock River Hill)
W-- 1- 32 -25 -4
Mr. Peters moved that a permit be secured for the
remova of the beavers from near the bridge W -2- 32-25 -4 and
that 1W. �l Johnson be hired to carry this out. Carried
Mr. Meston moved that a one rod strip of land be
bought at the following locations to provide for the set -back
of the telephone lines:
East side of Secs. 28& 33- 31 -22 -4
East side of Secs. 1 & 12- 31 -22 -4
Carried.
P,?r. Peters moved that this District pay the rental
to the C P. R. for the lease for the scale site at Torrington.
Carried
Mr. H. Dean, of Cruickshank - Richardson, met the
Council re culverts. Prices are now down a total of approx.
16% but with no commission of 3% to be paid to the A. A M. D.
as in the past.
Mr Church moved that the Notices of Hospital
Admiss'ons as per the Agenda be approved, except as follows:

H J. Gimbel, foreman, met the Council briefly.
Virgil Rempfer is leaving to go farming; Sydney Bramley
was allowed time off for one week Mr Meston moved that
these be approved Carried.
Messrs. Matthias, Frodle, and McLean met the Council
and reported that the road from SW corner 26- 34 -22 -4 east
for 1' miles should be gravelled Other matters were also
discussed. it. Heston moved that the road comet. investigate
re the ;request for gravel Carried.

Messrs. H Larunle1 F. ,lulff, Roy Wacker? and
ldt, all of Swalwell, met the Council and stated
appeared unfair to tax improvements in a Hamlet
Suppression. Discussion followed but no flefinite
as taken. It was pointed out to them that no
nt or change could be made for 1958
1r. R Hogg, foreman, met the Council and discussed

The following contractors met with the Council re
a possi le contract under the Natural Resource Grant:
It?. Al Persinger, of Persinger & Shannon BuDs ,
would have three D -7's with scrapers and dozers available
immediately, prefers to work by contract price.
1,r. Pete Armstrong, of Armstrong Bros., Elnora;
would have two TD -18's and three D -7's available sometime
in September, also 4 scrapers with above, and a Patrol.
Mr. John MacBeth, of Red Deer, two S -7 Euclids,
one D -7 & Scraper; D -6 pusher Available immediately
Mr. J Jacobson, of JJ Construction, Huxley;
one D -7 and two D -81s, 2 scrapers; dozer, 7 412 Adams
Patrol, two T -55 International Pay - Haulers; available
immediately
Mr. Schmelke moved that the ilunicipal District
call fo�sseled bids for grading work South 26, 27, 287 29,
and 30- '3 -24 -4 with bids to state amount for each mile
separatlely and that bids close noon July 28th, that a
centre lne profile and grade line be drafted by our
enginee�s and made available to those putting in bids.

1 Mr R. Dick, of Concrete Draingge Pipe, met the
Council re concrete culverts. 12" available in 4t lengths,
weigh 90 lbs. per ft., -__rice $1.64 per ft. delivered
No order was given.
Mr. Des Huntley, of 1,1aterous Equipment, met the Council,
2" cable from Holland 20¢ ft Council agreed that the
foremen may price an order if cable is needed.
Mr. Peters moved that sealed bids be received until
noon July 28/58 for purchase of Lots 16 & 17 Blk. 3 Huxley
Plan 6680 AP together with all_ buildings thereon. Carried.
11r. Boese moved that the Sec. -Treas write to 11rs.
Edna Jennings and offer 32 times the assessment for the
land rdquired for road and the part cut off on the east side
of it in SE- 8- 30- 2.4 -11'. Carried.
Mr. Church and Ib? Boese reported on the last meeting
of the Drumheller Health Unit and stated that a rebate may
be pai due to a surplus in previous years.

Mr. Boese moved that the water rate for the new
school at Linden be set at $25.00 per month as from Jan 1/58.
Carried.
Mr. Brown moved that a bank account be now opened
with the Bank of Montreal, Trochu, and that the required
resolut'on for signing authority, etc., be now passed.
Carried.
The request of N. B. Vickers for lease or
Purchase of part of the road allowance NINE- 34- 28 -21 -4 was
discuss d in detail. 1.1r. Brown moved that Mr. Vickers be
advised that this District does not approve of the leasing
of road allowances and does not favor the sale of this
particu ar one Carried.
Mr. H. J. Hanson, Asst. Sec.- Treas., presented the
accounts and paysheets for consideration.
1,1r. Brown moved that the account from the Acme
Garage or the new truck be held, subject to approval of
the co ittee of Mr. Meston and Mr Peters Carried.
Mr. Brown moved that the account of Jassman Plumbing
be investigated before being paid.. Carried
Tyr. Heston moved that 2 hrs. time be deducted from
the paysheet of Norman 'V!ill for June 14/58. Carried

The road committee gave a report regarding the inspections

Mr Boese reported that Air. Gimbel had suggested that a
timber structure could be built over the small creek to the south
of Fred ieger's building to let him out that way when the creek
was tooh'gh to cross. The road committee suggested a forced road
S /SW -21- 9 -24 -4 and then through field to his buildings Mr. Boese
was to discuss this further with 'TJr Rieger.
The cattle crossing and culvert S/SE- 30- 30 -24 -4 (F Tdulff)
was soli and was not dangerous and could be left for this year
Mr. Meston moved that the Bridge Branch be requested to
inspect Tile 8852 5- 18- 32 -22 -47 and that either a bridge or culvert
be supplied for this location. Carried.
1.1r. Boese moved that all. notices of hospital admissions be
accepted as per the agenda, with the exceptions of llr Dean Moore,
Mrs. Louise lli.lz, Mr. Harry Dezerly, Mrs Marilyn Turnbull, and
lIr Jose h Stern. Carried.
Mr Brown moved that the Council approve of the proposed
subdivision in NW- 20- 30 -25-4 (Linden Machine Works and Linden Gas
and Oil upply). Carried.
Mr Peters moved the Board of the Proposed Home at
Drumheller be advised of the information received from the
Department of T,iunicipal Affairs in their letter of July 11th.
Also that if legislation were enacted to allow taxation of those
to be served by the home the Council would co- operate, but a vote
should be held to receive the ratepayers approval. Carried.
Mr. Boese moved first reading of By -Law # 282, this
being a 4y -Law to fix a maximum speed limit on all trucks travelling
over anydistrict highway or local road within the municipal districtV
and thisspeed limit be set at 45 miles per hour.
lst. Reading of this By -Law carried unanimously.
2nd. Reading was moved by Mr. Peters. Carried Unan.
3rd Reading was moved by Mr Church. Carried Unan.
Mr. Heston moved that 1.1r. L. J. Curran be given the
information regarding taxes on the Tm-e1 6 and SW'k7- 29 -25 -4 as
requested by his letter, and that he be advised of the seizure
placed by Ferguson and Ferguson on our behalf. Carried.
Tyr. Albert Baerg of Linden met the Council and asked
their approval to have a survey made to split his property in
the INI-i- 0- 30 -25 -4. He stated he wished to build a dwelling on
the south half with his machine shop being on the north half.
Mr Boese moved the Council approve of the above. Carried.
Whereas T.Ir. Paul Borby has �urcha_sed Improvements known
as shack l # 3 located on SE'-15- 29 -23- . and unable to make full_
payment of tax arrears but was able to make payment of $20.00
which leaves a balance of $47.11. T•Zr. Borby is an elderly miner,
he receives a small_ miners pension and has no other means.
Mr Church moved first reading of By -Law #283, being a
By -Law t cancel x$47.11 arrears of taxes on improvements known as
shack # located. on SE- 7.5- 29 -23 -4.
1st. Rea ing of this By -Law carried unanimously.
2nd. Reading moved by Mr. Broom Carried Unanimously.
3rd. Reading moved by Air. Peters. Carried Unanimously.
The By -Law was therefore declared passed, subject to the
approval of the Minister.

authority to convert the victory bonds held by the Municipal

under the Natural Resource Grant with our own crew and that

Mr. Brown moved Didriksen Contruction be given a contract
rading work and installation of culverts on the road

Mr. Schmelke moved that 1,1r. Hog , foreman be given authority
se rebuilt tracks for the T D lb Carried.
Air. Campbell reported that damage done to the road
W-10-34-24-4 by the B.A. Oil Co. Ltd was very slight and that it
had been maintained and was in good shape, he did not recommend
that they be charged for any damages.
�,Ir. Christie gave a report of the assessor's convention
held in Edmonton. He stated that there would be no boll or personal
property tax next year and that the personal property tax could be
replaced with a business tax if the Council so desire. Also it
was noted that according to the amendments to the Assessment Act
fixtures could be assessed in a structure but not in a building.
The defi ition of a structure and a building was not clear in the
act and the association are to get legal advise on this matter.
I,r. Arnold Boese of Linden Contractors Ltd. met the Council
and disc ssed the gravel program. He was asked that while he had
his drag line at the Nacmine -fit for testing would he be able to
load the stock pile from this pit, he stated he would do this.
It was agreed that the crusher would move to the Arvidson Pit next
and then to the Hes'Xeth ptt.

Mr. Peters moved that the Council accept the offer of
Mr. Eli Weisenburger in the amount of $100.00, for the purchase
of Lots 6 & 17 Block 3 Huxley Plan 6680AP, subject to the approval
of the M nister. Carried.
I Mr Meston reported that the culvert used at Wm. Shea's
driveway was a second hand culvert, but was in very good shape.
I Mr. P.feston moved that payment be made to Lloyd Will for
the amount kept from his June pay for the above. Carried.
Nir. Brown moved that Norman Will be paid for his time in
June, bu4 that his hours should be adjusted to that checked by
1-2r Gimbol and Mr Meston. Also that he be paid his holiday pay
at the r to of 2% of his salary for the year. Carried.
Mr. Brown moved that the amount of insurance on the office
building and the furniture and fixtures be doubled, this being
10,000.00 on the building and 41000.00 on the furniture and fixtures.
Carried.
The Field Supervisor's report was read by the Asst. Sec. -
Treas. Toe following in brief is the report:
Roadside seeding in progress, trees sprayed on 15 farms,
both spr yens are ready for use, septic tank forms built and have
been use by two parties, blood tests have been made on 329 head
of cattl$ this year and 1623 calves have been vaccinated to date.
1,370 lb ,13. of grass seed given to farmers to seed gullies, roadside
seeding tc , 35,000 trees on order for next year, some spot spraying
Of sour thistle and toad flax, and some farms have been checked for
weeds.
Mr Ruby reported that a great number of army -worms have
been rep rted in the District and are doing damage to gardens. He
has sprayed some with aldrzn and also sold aldrin to other farmers.
Mr. Peters moved that this meeting do now adjourn.
