Mr. Brown was declared elected as Deputy Reeve. Mr Brown moved that the minutes of March 10/58 be approved. Council Meeting April 3 & 14, 1958 Page 2 Mr. Boese moved that the members of the Agricultural Service Board be: Mr. R. tid. Brown -- Council member and Chairman Mr. C. C, Campbell -- Council member Mr Jas P. Christie -- Ratepayer member Mr. Phillip J G Rock -- Ratepayer member Mr. S. W. Pettem -- District Agriculturist and Government representative Mr C E Ruby -- Field Supervisor and that Mr H J Hanson be Secretary to this Board. Carried Mr Meston moved that the members of the Court of Revision be Councillors Church, Boese, Brown, Schmelke, and Campbell. Carried. Mr. Brown moved that the representatives of this District on the Board of the Drumheller Health Unit be Coun cillors Boese and Church. Carried M r. Peters moved that Mr. Campbell be the repres- entative to the meetings of the Board of the Three Hills School Division Carried. Mr. Church moved that Mr C J Christie be appointed as Inspector for mothers' Allowance and Child Welfare. Carried Mr Peters moved that the Finance Committee be Tear. Meston, Boese, and G King Carried. Mr. Brown moved that the road committee be Mr Schmelke, Boese, and King. Carried. Mr. Schmelke moved that the Shop Committee be Mr Church and Mr Peters. Carried. Mr. 'Meston moved that the Comm for land purchases and fence agreements re road widening, etc., be the local councillor and G. King; if there be severance, then the road Comm. hall be added. Carried o Mr Schmelke moved that the Comm. re Pound Damage Claims be two councillors, one of whom shall be the local counci lor where possible. Carried. 11 Mr Church moved that I Brown and Boese be the Comm. for the Linden Water Works. Carried Mr Meston moved that the Sec. - `'Teas. get information from t I e Government and others regarding building restrictions and th ;t this information be then referred to the Council Carried Mr Arnold Boese and D Hazelton, of Linden Contractors, met the Council re gravel work, etc , and quoted these prices. Rates from Three Hills Stockpile from River 500 cu yd. They were advised that the gravelling program might be stating about July lst this year Mr H J. Hanson, Asst. Sec. -Trews , presented the paysheets for consideration. Mr Brown moved that these be passed for payment. Carried. (List under cheque numbers) Mr. Watson Reed met the Council re his lease for NE- 7- 31 -22 -4 and stated that he could now pay all tax arrears. He wasadvised that, once the tax arrears are paid, the Municipal District will have no authority re the lease and he should then deal with the owners. Mr Wm. Conner, of W. R. D. C., met the Council re the terms of the Hail Suppression agreement It was suggested that an agreement be drafted on the same terms as in 1,957, plus a clause as to rebate of taxes in case of 1000 hail loss to crops %;r. Peters moved that the Dominion Government, through the Dept. of Transport, be asked to provide W. R. D. C with drop -offs from two teletype circuits for weather reports in Calgary at no cost to the Govt. Carried (Note. Copies of request to Mr H. Rogers and iir Woolliams) Mr. Brown moved that the following salaries be in effect,as from April 1/58' G. G King $5,200 yr., C. J. Christie $4,500 yr H J. Hanson $4,000. yr Motion carried Mr. Church moved that the wages for C E. Ruby, Field upervisor, be X4,000 yr as from April 1/58 Carried A report was given to the Council of the Agricultural Servic Board meeting of April 1/58, and of the recommendations contanued therein. The following motions were then made- 1 Mr Boese moved that no full time assistant be hired �ut that Mr Ruby carry on as in the past and hire a man when needed. Carried �. 14r Peters moved that chemicals be purchased as recomm6nded and that a PCB hand spreader be bought at a price pf x;13.50. Carried H J. Gimbel and Robert Hogg, foremen, met the Council and discussed organization of the road crews, etc. Mr. Boese moved that the same wages as in 1957 be paid to foremen, experienced roadmen, and cooks; and that experi nced "buggy" operators be paid at Same rate as the top "C t" men Carried. E Bent and Earl McNeill, cooks, met the Council and both accepted the terms as given. Joe Dobler met the Council and stated that he would prefer to work on the International truck This was granted. Lloyd Will met the Council and agreed to continue as Payloader operator on the same terms as last year. He suggested that a small frig. be bought for them. S. Bramle , R. Ehrman, G. Hunt, A M Petersen, T Pa q ette, and Bruneski met the Council Each was offered work as first Cat men on 1957 terms each accepted, except ,R Ehrman who requested a transfer to the north camp. He was !offered this transfer but would then be classed as a second man. He accepted the transfer on this basis fi r N Poole met the Council and was offered the job as :f Cat man on south crew. He accepted. i Gus Gieck and Alex Williams met the Council and accepted employment on same terms as in 1957• IVirgil Rempfer met the Council; has had experience with C is , dozers, and scrapers He was offered work in the south crew as second man, wages $1 10 hr. for 1st 200 hrs., then 40 hr. He accepted John Dorn met the Council; he had been hired as operat r of one of the new TS -160 Motor Scrapers. Wage rates were g ven him: $1.40 hr. from Dec. 1st to April 30th, 61.45 hr. from May 1st to Nov. 30th He accepted. Patrol operators D Anderson, J Esau, Ed. Schmidt, H Tippe, N. Will, and G. Park met the Council and each accepted work on same terms as in 1957 J. A. Christensen, patrol operator in Div 7, was not prosent at the meeting. Mr. Brown moved that J. A Christensen be notified that his services will not be requir d by this District, effective April 19, 1958• Carried Mr. Clifford Campbell met the Council. He was advised that there had been some complaints and that he is expected to do better. He accepted. work in the south crew on same terms as in 1957 Mr 0. A. McArthur met the Council re work as gravel checker. A letter was read from Three Hills and District Seed C eaning Plant Ltd. making application for a grant toward a seed cleaning plant in Three Hills. A report of the delegation to Edmonton and the meeting with Mr. Halmra�t, Niddite, & 6wens on Tear. 24th was given Mr. Meston moved lst Reading to By -Law # 277, this being a by -law to provide the expenditure of up to $327000. by this District for a Seed Cleaning Plant at Three Hills, of whi6h sum one -half will be recovered from the Provincial Government. 1st. Mr Brown moved that the Reeve and Sec -Treas be aut orized to sign all necessary agreements in connection with t e proposed Seed Cleaning Plant at Three Hills. Carried Mr. Campbell moved a banking resolution to authorize the transaction of banking business by the Reeve and Sec. - Treas. Carried Mr. Schmelke moved that the finance comm investigate the possibility of doing some of the banking business with the Bank of Montreal Carried. Ar. Meston moved that the Sec. -Treas prepare a statem nt of grain deliveries, etc from NE- 7- 31 -22 -4 while this District had it leased to Watson Reed and that a copy of this be mailed to Mrs. Florence Price and to Wats oni Reed. Mr. Boese moved that a letter be written requesting early settlement Carried Mr. Brown moved that the Council approve of a licence xmamtk for Sol. Isaac to operate a fuel oil and bulk gas station near Linden, subject to all obstructions being set back one rod from the road allowance. Carried. Mr Schmelke moved that application be made to the Provincial Govt. to have the road from SW- 26- J3 -26 -4 to the SE-30-33-23-4 (Wimborne- -x;21) clased as a Natural Resource Road and that the Government be asked for a grant of $45,000 to improve this road, and that the Council be willing to make t 's a 2 -year project. Carried. 1 Mr Brown moved that the Council approve of xt a licence for Edwin Schneider to operate a furniture business on Lot 7 Blk. 4 Torrington. Carried. Mr Meston moved that the dues of 435 be paid to the Cen ral Alta. C. as presented Carried I•Ir Meston moved that the Sec. -Treas get information from the Red Deer and District Planning Commission as to the possibility of thi District joining, with a. report of the service we would get, and an estimate of the cost to us Carried r Brown reported that the Linden Trading Co -op was will' to sell for :;1.00 to this District the site of the new Linden well and the area immediately east of that, being an area 201 by 401, and that they would grant an easement to this District to the part of the lot under which there is a water line. After discussion, I-Ir Bo se moved that the Sec - Treas. write to the .%linden Trading Co -op and advise them that the Council expects them to honor the arrangements made verbally with their officers to transfer the well site edd 201 strip for a lane to this District for $1.00. Carried. i It was agreed that the whole Council meet at the - nicipal Office at 5.30 AM on Thurs. IIr Brown moved that Crawford Ferguson be instructed to mate Jmx seizures for taxes on behalf of this District in respect to 1/3 of the grain and 113 of the proceeds of the livestock sold by all those whose property was offered at tax sale and not redeemed.
