A regular meeting of the Council of the Municipal
of Kneehill # 48 was held in the Municipal Office
Hills commencing at 9:00 A. M. on Dec. 9, 1957
Those present were

��Ir Noah Boese, Councillor for Div 2, was absent.
Mr. Brown moved that the minutes of Nov. 8 and 91
adopted.
Mr. Brown moved that Robert Hogg, H J Gimbel,
G G King, and C. J. Christie be eachallowed $25. for
attendance at the November Convention Carried.
The monthly statement for November, 1957, was
resen ed and discussed. This showed a credit balance of
22519 6.01, as per copy included with these minutes.
Mr. Pe ers moved that this statement be approved Carried.
The report of the Municipal Inspection made on
October 89 1957, was read to the Council. Mr Church moved
that t4is be accepted and filed for reference to the next
annual meeting. Carried

Mr. H J Hanson, Asst. Sec.- Treas., presented the
payshepts and general accounts for consideration. Mr. Peters
moved that these be authorized paid as presented Carried.
Mr. C. E Ruby, Field Supervisor, met the Council
and t report of the Agricultural Service Board was given.
The flowing were dealt with:
1. Two accounts had been referred here for collection
on behalf of Dr. J Greenway for Ban gg's Vaccinations, viz.
Mr C.jDoerksen, of Trochu $6.00
Mr. E. L Johnson, of Wimborne $16.80
Mr. Pesters moved that the said accounts be referred to
:fir J P. Ferguson, Barrister and Solicitor, for collection.
Carried.
1 2. Discussed the recommendation of the Municipal
Distri�et subscribing to a local paper for all ratepayers --
to be rought before the annual meeting.
i 3. Mr Schmelke moved that a 3- drawer cap size
filing cabinet be bought for the use of the Field Supervisor.
Carried
4. Mr. Brown moved that a committee be named at
the January meeting to get details re item No. 2 above.
Carried.
Correspondence was read as per the agenda included
with these minutes.

Mr H Dean, of Cruickshank- Richardson, met the
Council re culverts, etc He was advised that no order
would be given before the January meeting.
Mr Cunningham, of Industrial and Road, met the
Coune 1 and discussed the Hough Payloader, etc ; his offer
stand to the end of this week only.
Mr. Macdonald, of Union Tractor, met the Council

.ge machinery. He was asked to get quotations of trade -
in va7 ue of the TD -18 and Scraper His price for two
DW -15's with 13 -18 c.y. scrapers complete was $907300

Mr. Jas. Bishop and Harold Howe met the Council as
repre entatives of the Kneehill Hail Suppression Association.
They resented two petitions, viz:
1. One mainly from Sec. 13 to 36 of 31 -25 -4 asking
that the project area for ail Suppression be left intact- -
this tad 19 signatures.
! 2. One from the project area of 1957 askin that
the area be left intact for Hail Suppression in 1959 --
this ad 80 signatures.
Mr. Bishop and Mr. Howe stated that W. R. D. C.
wouldienter into a contract for 1958 Hail Suppression over
the same area as covered in 1957 for $351000.1 with an
additional condition -- If the M D of Mt. View Also has
a contract, then the Company will guarantee to refund the
Hail duppression tax charged in 1958 to any person on land
Jdaxt there the grain crop is completely hailed out.

Mr E. M. Danchuk, District Engineer from Red Deer,
met the Council and stated that the Provincial Government
has now declared the new route of Highway # 21 as a Prov
Highway from NE- 31- 31 -23 -4 to 5E- 25- 29 -24 -4 (14 miles),
and that the old route from NE- 31- 31 -23 -4 west 3 miles and
south 14 miles to 5E- 28- 29 -24 -4 has now reverted to the
Mun14pal District
Mr. D. L. McMechan, of Jefferies and Sons, met
the Council re concrete culverts.
Mr. Stan Bell, of Construction Equipment, met the Council.

He agreed to look at our Hough Payloader and make an offer

Mr. Ron Ainsworth, of Ferguson Supply, met the
Counci:
Mr. Peters moved that a letter be sent to Construction
Equipment thanking them for the lunches, etc., at the Convention.
14r. Brown moved that no refund of taxes paid by
Frode M Jensen and J M Cumming be made to them. Carried.
(Theyhad requested refund of their payments as no discounts
had been allowed. )
Mr Peters moved that the Council approve of the
proposed subdivision in NE- 31- 31 -23 -4, subject to the
regulations of the Dept. of Highways. Carried.
Mr. Brown moved that the Council approve of the
proposed subdivision in NE- 9- 30 -24 -4. Carried.
Mr. Meston moved that the Council approve of the
Canadian Utilities power lines in the Twining east area.
Carried.
IMr Brown moved that two Butler Steel Buildings
each 410f x 40' x 14t be purchased from Calgary Steel
Buildings Sales for a total price of $9,100., one delivered
to Wimjborne and the other to Carbon, all details as per the
letter) from the said Company under date of Nov 25, 1957•
Carried.
Mr. Peters moved that this District pay the rent
for a house for Mrs. Nellie Hart in Olds, up to a limit
of S25. per month. Carried.
Mr. Brown moved that the Civil Defence circular
regarding financial assistance be referred to the
Chambers of Commerce in Linden and Torrington, with special
referce to fire fighting equipment Carried.
Mr Meston moved that this District call for tenders
for p chase of the "Bogner property" adjacent to Trochu,
that t e advt. re this be placed in the Trochu Tribune,
and t at tenders close on Jan. 12 1958. Carried.
Mr. Deters moved that the Council approve of
Councillors Boese and Campbell. and one of the office staff
representing this District at the opening of the new
Municipal Office in Lacombe on Dec. 14th next Carried
Mr. Brown moved that Underwood, McLellan and Associates
be invited to attend our Jan 13, 1958 meeting to discuss
in more detail their proposal re surveying and engineering
advice; and services, but with no obligation to this Distrito

Mr Meston reported that Jas. Bishop has agreed to
pay the Town of Three Hills for fire fighting services at
his farm as per the account rendered
Mr. Church moved that the annual meeting of ratepayers
be he d at the Community Centre, Three Hills, on Monday,
Feb. 37, 195$ commencing at 1 P.M. and that nominations be
received on that date as required. Carried.

Mr. Campbell moved that Jack A. Christensen be
leave of absence as requested. Carried.
Mr. Campbell moved that Henry Sailer be paid $20 yr.
rental for use of land for a road in 5E- 36- 34 -22 -4 for years
1955, 1956, and 1957 unless previously paid. Carried.
Mr. Meston moved that Mr. A. M. Stephenson be paid
$10. for rental of land for road in 5E- 26- 34 -24 -4 in 1957.
Carried.
Mr Church moved that Mr. Alfred Gibson be paid
$10. rental for use of land for a road in 52- 17- 30 -23 -4
in 1957. Carried.
Mr Meston moved that Cunningham ftos. be paid
$80. for moving fences as per agreement for road for
District Highway. Carried.
Mr. Meston moved that this District make application
to the Alta. Municipal Financing Corporation for a loan
of $91;500 on 20 -yr. debentures on behalf of the Olds
Municipal Hospital District; and that the $2,100. balance
required be referred back to the said Hospital District.

The Council meeting adjourned from Dec. 9th, 1957,
reconvened in the Municipal Office at Three Hills on Dec. 16th,
1957, at 7 P 14. with the following councillors present:

Mr. Alvin Keiver met the Council and presented a
petition favoring Hail Suppression and asking that the 1957
Hail Suppression area be left intact for 1958. The petition
w *s signed by 20 ratepayers of that portion of 31 -26 -4 north
of the Sunnyslope road.
A petition which Mr Hugh Parry had delivered to
the Municipal Office on Dec. 14th was then read It was
signed by 49 ratepayers and requested that the following
areas be withdrawn from the proposed 1958 Hail Suppression
boundary. Secs. 19 to 36 incl. of 31 -24 -4
Secs 13 to 16, 21 to 28, 33 to 36 Incl. of 3125 -4.
The above petitions and those petitions ptesented
to Council on Dec 9th re the Hail Suppression boundary were
then reviewed and discussed at length
Mr. R. W. Brown moved that this Municipal District
negotiate with W R D C for a contract for Hail Suppression
in 1958for the same area as in 1957. During the discussion,
Mr. Wm.IConner of W. R. D. C. met the Council and gave the
follow4g information:
Contract for same area as in 1957 -- same contract.
If part of 31 -24 and 31 -25 withdrawn -- no reduction
in contract price.
If north boundary be moved farther south but kept
in a st aight line, then the cost of contract would be approx
10¢ acr for the area remaining.
After the discussion, a ballot vote was taken on
Mr. Brown's motion and the motion carried with 4 in favor
and 3 against. The following councillors then asked that
their votes be recorded in opposition: Dune Peters, L P.
Meston, and S. C. Schmelke.
Mr 4m Conner again met with the Council and the

1958 contract were discussed. Mr. Conner stated
ract price of $35,000 would apply for a 1958 contract
to that of 1957, with the following additional

section in the project area due to hail. losses, then
C will refund direct to the taxpayer the gross
pression tax for the said quarter; the minimum grain

this being a By -Law to provide for Hail Suppression for
a portion of the Municipal District in 1958 as per copy
included with these minutes Carried unanimously
Mr. Campbell moved 2nd. Reading to this By -Law
Carried unanimously.
Mr Brown moved 3rd Reading to this By -Law.
Carried unanimously
The By -Law # 271 was then declared passed, subject
to the required approval of the vote of the ratepayers
concerned.
Mr Heston moved that the Council meeting of
Jan. 67 1958, be open for the transaction of any business
which may be brought before it. Carried unanimously
Mr. Schmelke moved that this meeting adjourn.
