Distri< at Thr( absent COUNCIL MEETING Page 1 August 12th and 26th, 1957 A regular meeting of the Council of the Municipal :t of Kneehill # 48 was held in the Municipal Office !e Hills, commencing on August 12th, 1957, at 9 00 A.M Those present were Mr. A. H. Church Mr Noah Boese Mr Ralph W. Brown Mr. Dune Peters Mr. L. P. Meston Mr S C. Schmelke Div. 1 2 3 4 5 (Reeve) 6 Mr. C. C Campbell, Councillor for Div. 7, was on August 12th Mr Brown moved that the minutes of the meeting of J!Vlj 5t and 22nd. be adopted. Carried The monthly statement for July, 19577 was then discus ed. This showed a credit balance at tie end of July of $13 ,873.21, with all loans repaid Copy forms a part of the e minutes. Mr Boese moved that this statement be adopte Carried. Correspondence was read as per the agenda included with these minutes. Mr. Schmelke agreed to investigate regarding a hole at the end of a culvert South of N2- 1- 34 -25 -4 Mr Peters moved that payment of $4,000. be made to the M. D. of Rocky View in respect to the K I B. A. Seed Cleani g Plant as soon as we have their agreement to our previo s proposals. Carried. 1Mr. Meston moved that the accident of G Roblin be referr$d to our Insurance Co Carried. Mr. Brown moved that the Reeve be authorized to sign the tr nsfer from the U G G for Lot 4 Blk. 1 Allingham. Carried. Mr Peters moved that this District approve the applic tion of Alex. McWhan to operate a barber shop at Sunnys ope. Carried Mr Church moved that the Sec - Treas. get information from tie District Court, Calgary, re the divorce of Orville and Nellie Hart, and to find why Orville Hart is no longer paying the $50.00 per mo to Nellie Hart Carried Mr Boese moved that Mr Peters get information re the hoi4se in Sunnyslope owned by Orville Hart and to find if it might be used by Nellie Hart and family Carried. / s ubd iv ✓ as req Mr Peters moved that this District approve the sion of Lot 2 Blk. 1 Plan 4617 F N Three Hills Subdiv ested by Ronald Winstanley. This cussed later and he was informed that the machine of be rented. Mr. Church moved that the C. P. R. be advised that a new survey will be made in NE- 22- 27 -21 -4 (Clarks) and that compensation for the actual land required will then be arranged Carried. Mr. H. J. Hanson, Asst Sec.- Treas., presented the payshe is and general accounts for consideration. Mr. Peters moved that the mileage account of Jack Christ nsen be tabled. Carried Mr Brown moved that the general accounts and other payshe is be passed for payment; except for the paysheet of C Bhudsen which is to be tabled for a report when Mr. Campbell is present Carried. Mr Robert Hogg, road foreman, met with the Council and discussed the following. 1. Adams Elevating Grader -- may be used later this year, since it was bought had had a new drum, new clutch, valves round, used belt. 2. Will finish road at W- 29- 32 -26 -4 today (Deans). 3 next work planned is W. 16 & 21- 34 -26 -4 (Kellar and Gerrard) Est time needed 2 wks. Advised to start on this from north end in case too much time is required for V-ie wh le job 4. John Evans wishes to go back to the farm so he will r quire a man to take his place A demonstration of rubber -tired machinery had been held o Aug. 1st at NW- 9- 32 -24 -41 with the following machines demonstrated Galion T -600 Motor Grader ourr_apull Wagner Euclid Union DW -15 The demonstration was discussed by the Council and with the representatives of the various companies. Mr Stan Bell, of Construction Equipment, met the Council. Adams Patrols now up 8% in price. County of Vulcan had two Model D Tournapulls - -he would like to take a comm from this District to see these at work and discuss same w th the officials there. Mr. Harley Dean, of Cruickshank- Richardson, met the Council re Wagner tractor -- delivery requires 3 weeks Mr Don Smith of Three Hills met the Council regarding an extension of the plan of subdivision so as to include the property presently occupied by Fred play and JayxW also that owned by W4 Ferguson. Mr. Peters moved that this District 4pprove of the extensions as requested. Carried. C., met of hail suppression the Orkney area was Page 3 the Council and Hail damage discussed. Mr Ron Ainsworth, of Ferguson Supply, met the Council and discussed -the Euclid S -7. Stated we could continue to use this machine at $7. hr. operating time, with rental to be applied on a purchase if one was bought. It was agreed that wo had no further use for the machine at this time. Mr. Pete Armstrong, of Armstrong Boos , Elnora, met the Council. They have three D -71s and a TD -187 with scrapers Work at $10 hr. or by contract Would like to bid on work in SW- 30- 32 -22 -4 if this is proceeded with. Mr. Herb Fiedler, of Waterous Equipment, met the ,Council His Company is willing to demonstrate their machines without competition if the District is contemplating making a purchase Mr Schmelke, Meston, and King reported on their negotiations with Fred Haller re the proposed channel diversion and road in SW- 30- 32 -22 -4. After discussion, Mr. B ese moved that the Bridge Branch be given the folio ing estimates of costs of the job: Land at $50. acre --- channel & road $600. Fencing both sides of road 400. Surveying 300 Moving dirt at 25¢ cu. yd. 5000. Gravelling the new road 500. Miscellaneous 200. Total $7000 Carried. The Sec - Treas. reported that he had talked by telephone to thE Clerk of the Court, Calgary, re Nellie Hart Divorce had b en granted and no order had been issued for any pay- ments by Crville Hart. Mr Brown moved that Mrs. Hart be advis d to make an application for Mothers Allowance with the assistance of the R. C. M. P-7 if this is not avail- able or sufficient, that she be advised to ask for alimony Carried The requirement to borrow $11,600 by 20 -yr. debentures on behalf of the Olds Municipal Hospital District was discussed and information was also secured from Mr A Morrison, Deputy- Minister, by telephone. Mr. Brown then moved 1st. Reading to By -Law #266, this leing a By -Law to buy 12 shares at $10 each from the Alta Municipal Financing Corporation. After dis- 1, Mr. Brown moved that this District pay Marshall as account of $261.00. Carried. Mr. C. Christie met the Council and reported on the assessment work. Mr. Meston moved that the Bridge Branch be again asked o supply a 5 ft. culvert for W- 23- 32 -22 -4 (DeBeaudraps). Carried Mr. Meston moved that Mr Danchuk, District Engineer, be ask d to take grade levels as requested by the Bridge Branchifor W- 5- 32 -22 -4 Carried. Mr. Church moved that Mr Schmelke have authority to arrang for a power hook up at Wimborne for use by Gordon Park with his bunk car and Adams patrol. Carried vir Boese reported that Mr aohn Wulff is now in the Hi 1 Top Rest Home, Calgary. Mr. Boese then moved that the Se:!.-Treas. write to Mr Fred Wulff, Swalwell, and notify him that this District expects the family to pay $20. par mo for the maintenance of Mr. John Wulff; and that t e full account be accepted by this District with the said H me. Carried. A report was given respecting the accidental death of James Grant while at work near Wimborne. Mr. Church moved that Mr. Meston, Peters, and King be a committee to pay the account of James Grant as they see fit Carried. iApplications for work as gravel checker were considered from r�brey Hazel, Adam Maerz, Frank Dechene, and Wm. Seefried. Mr. Br wn moved that Wm. Seefried be offered the job, with wages of $1.30 hr Carried Mr. Peters moved that Joe Dobler be moved to the north road c ew. Carried. Mr. Peters moved that no more work be done with the Euclid' machine. Carried. A letter from Mrs Mable Biggs was read in which she asked aredit for $120 on taxes, this being the amount she paid Mr. Skytt for grading work on a hill near her place. Mr Chirch moved that no allowance be made as the work had not bean authorized. Carried. Mr. Brown moved that Dr for ca e of David Haffner from Cumming be paid his account Feb 28th to Mar. 12th, 1957. COUNCIL MEETING Aug. 12th & 26th2 1957 Page 9 Mr. Campbell moved that the Council approve of the line ext nsions as requested by Canadian Utilities on condition that the line South 6- 35 -24 -4 be set back one rod Carried. Mr. Peters moved that the bond premium of $50. be paid for�the Assessor's bond Carried. Mr. Peters reported that the Hart house in Sunny - slope is now vacant but that he did not know its condition. The Sec Treas. was asked to write to the Dept of Public Welfare ie Mrs. Nellie Hart in respect to Mothers' Allowance, etc Mr Brown moved that all councillors attend the meeting f the Central Alta Assoc. of Municipal Districts at Red Deer on Oct 26th Carried. Hr Heston reported that he had Councillors Schmelke, Boese, and Peters on a road inspection of the Three Hills- - Drumheller road and outlined the need for extra gravel on it. This was 'discussed in some detail Mr. Meston moved that the 800 cu yds gravel authoriz d for W. 15 & 22- 32 -23 -4 (T Anderson) be transferred to the T ree Hills -- Drumheller road. Carried. Mr Church moved that regravelling of the Three iHills--D umheller road from SW corner of SW- 3- 32 -23 -4 to SW cornez of 27 -31 -22-4 be authorized at a rate of up to 400 cu. yds per mi. Carried. I It was reported that Nelson Wild wished to sell Ills 5.35 acres of land in NW- 19- 30 -25 -4 (north of road Diversion) The Coun it discussed the advisability of buying this for future road lmp ovement but no definite action was taken Mr Meston moved that the Shop Comm. investigate re the following. Converter trouble in Austin Super 99, bearing trouble in new Adams Patrol in Div 6. Carried. Mr. Brown reported that Mr Church, Mr. H Hanson, and he had attended the official opening of the K I. B. A. Seed Cleaning Plant in Beiseker on Aug 19th. Mr. 14'eston moved that the Sec. -Treas write to Jack A. Christensen for a more detailed statement of his mileage and of his repair hours Carried. Mr Brown moved that the paysheet of W. Knudsen for $12 0 and of Linden Contractors for gravel. work for $4197.60 be now p id. Carried. Mr. M Kalbfleisch and A. Young of the Town of Three Hills met the Council and requested a reduction in our account for grading the road to the Nuisance Ground. (Account of $793 68). After considerable discussion, Mr Boese moved that a reduction of $86.00 be allowed on this account. Carried one una.ei be preset Mr Meston moved that a resolution to prohibit any 16 years of age from operating a tractor on roads ed to the Fall Conventions at Red Deer and Calgary. Carried. Safety Council regarding the hazard .tk with those under 16 yrs. of age driving tractors roads and that action prohibiting this be requested Carried Mr D. Peters and G. King reported on the fatal accident which had accurred South 6- 33 -25 -4 in which a young son of Chris Silversides had been k:Med when a tractor upset on him The road had been in very good condition. Mr. Campbell moved that Orval McArthur be granted leave from his gravel checking work from Sept. 15th so that he may a t as Returning Officer for the plebiscite to be held by the Province. Carried Mr. Schmelke moved that the Payloader finish the work planned in Div 1, then go to Div 7 to install two 1211 culverts and fill a washout, then go to the Clemens pit to load gravel from the stockpile.
