Distric in Thre 1957, COUNCIL MEETING July 5th and 22nd,, 1957 Page 1 A regular meeting of the Council of the Municipal of Kneehill # 48 was held in the Municipal Office Hills, commencing on July 5th, 1957, at 9.00 A.M. Those present were* Mr. A H Church Mr. Noah Boese Mr. Ralph W. Brown Mr Dune Peters Mr L P Meston Mr. S. G. Schmelke Mr. C. C. Campbell Div. 1 2 3 4 5 (Reeve) 6 7 Mr. Brown moved that the minutes of June 11th and 18th7 approved as presented Carried. The monthly statement for June, 19577 was then discuss d. This showed a credit balance at the end of June of $16,122.981 but with outstanding loans totalling $1157000. Mr Peters moved that the monthly statement be approved. Carried Correspondence was then read as per the agenda include with these minutes I Mr Peters moved that an old 4 -horse maintained be sold to Otto Oster for $15.00 Carried. Mr Brown moved that a similar old 4 -horse maintainer be sold to Harley Gibson for $15 00 Carried. Mr Brown moved that the Director of Surveys be advised that the Council agrees to adjust acreages and assessments along the new route of Highway # 21 effective for taxation purposes in 1958, as requested Carried. The Sec -Treas was asked to write Webb and Lerner, Barrist rs and Solicitors of Calgary, as to their interest in the business of the F. Price Estate. Mr. Meston moved that the Sec - Treas. write to Mr. Ken Austin, Provincial Dept. of Public Welfare, regarding the Harold Bramley case and to ask for written guarantee of the arrangements made at our meeting of May 13th, 1957, as per the minutes of page 3. Carried. Mr. Church moved that the Sec. - Treas. write to the Scottish Nursing Home, Calgary, and state that our Council will as ume responsibility for the account of Steve Simon but fir t wishes to find out about the second pension cheque a and to get further details re the account for drugs. Carried Mr. Brown moved that the bid of Webb and Son of $93.00 to su -pply and install a ventilating fan in the office be accepted and that the fan be installed Carried Mr. Peters moved that she line extensions as requested by Canadian Utilitiesin the Torrington R E. Taylor, Minister of S, be asked to arrange for regravelling of a part of sent Highway # 21, particularly from Twining corner o junction with # 26 and from Three Hills west to the Carried Mr. Boese moved that trucks hauling gravel for Municipal roads be allowed to haul only 6 cu. yd or 12 cu yd per load, except that no 12 cu yd loads be allowed on any bridges specified by any councillor Carried " The Sec -Treas was asked to get information re the authority of a Council to limit loads on roads and /or bridges. Mr Boese moved that the Council accept the requis- ition f $6,632. from the Drumheller Health Unit and that the requisitions be paid as due, but not in advance. Carried. Mr. S W Pettem, District Agriculturist, and C. E. Ruby, Field Supervisor, met the Council. Mr. Ruby gave a report of his work. Hanson, Asst. Sec. -Treas , presented the accounts and paysheets for consideration. Mr. PeterK moved that the general accounts be paid that the following be paid for fencing* C. D. Sherring $50.00 Frank Tduchka $50 00 Carried. Mr Brown moved that the paysheets be paid as presented Carried. Mr. Meston moved that Mr. Boese and ttee to purchase and have installed a iden nuisance ground. Carried Mr Brown be Texas gate at Mr Pffieston moved that the Bridge Branch be asked to supply a 5 ft. culvert for location W/SW- 18- 31 -21 -4 instead of the 4 ft culvert as authorized. Carried. (File 71171) Mr. Art Becker, of Grainger, met the Council re his land in SW- 16- 29 -24 -4. This was cut off from his other land by the straightening of the road. Culvert installed is 108 ft. of 8411, east end of culvert may not be on his land. He offere to sell the area owned by him in SW -16 to the District for $8C After discussion, Mr. Boese moved that this District pay $6C for this land, plus costs of transfer, registration, etc Ir Becker agreed to accept this. Motion carried. Mr. Meston moved that the Bridge Branch be advised that t e road south of the bridge W/NW- 5- 32 -22 -4 (file 2323) will b improved; and that the road W- 27- 32 -23 -4 is to be built his year (Rant" - -file 13027). Mr to hire our diversion, COUNCIL MEETING July 5th and 22nd, 1957 Page 3 Meston moved that the road comm. have authority surveyors to take levels, etc for the channel etc. in W/SW- 30- 32 -22 -4. (See previous motion.) Carried Mr. Brown that our surveyors be asked to take levels and give a report regarding the new location for road and bridge near H Gratz in NW- J3- 30 -26 -4; file 952. Carried. Mr. Peters moved that the Bridge Branch be advised that the Council prefers a new bridge S/SW- 16- 32 -24 -4 on the roaft allowance but requests assistance toward the cost of the required channel diversion (File 1524). Carried Mr Art Scheurer, of Torrington, met the Council re sewage disposal from Lot 1 Blk. 1 Torrington - -he wishes to use the south end of Block P for a disposal field. He was advised to write to the Dept. of Municipal Affairs re this. Mr. A. Boese and H J Gimbel met with the Council The motion re size of gravel loads was outlined to A. Boese and he agreed to abide by this. Mr. Schmelke moved that Linden Contractors complete the wor from the Megli pit, then move t10 the Thos. Baerg pit, then to the Municipal pit N.W. of Allingham Carried. Mr. Brown moved that Linden Contractors be authorized to stockpile crushed gravel - -1" size - -at 75¢ cu yd 1,000 cu. yds at Megli pit 500 cu. yds. at Baerg pit Carried. Recommendations of the Bridge Branch re the channel diversion and new road S. 5- 32 -22 -4 (Ghost Pine bridge file 1137) were discussed. Mr. Church moved that the Bridge Branch be advised that we will have a dragline and Cat at this job not later than July 22nd, and therefore they may send in a bridge crew to commence construction of the new bridge. Carried. Mr A Boese stated that his dragline was available for the above job and arrangements for this work were left to H J Gimbel, foreman. Mr. Peters reported that prospect work for gravel had beepa carried out near Buckeys School but that no suitable road gravel had been found in sufficient ,quantities Mr. Church moved that the Bridge Branch be advised the height of fill and length of culvert required for the Clark job in 22- 27 -21 -4; and that they be asked to supply the culvert immediately Carried Mr. Stan Bell, of Construction Equipment, met with the Council and asked re a machinery demonstration day The Council agreed to have this on August 1st, exact location was not decided but the channel diversion, etc., 5- 16- 32 -24 -4 was considered suitable. to att Mr Meston moved that the road crews be given permission the Calgary Stampede on July 12th and 13th. A. re road �irectional signs for the corner at Allingham Mr. Brown moved that Ferguson and Ferguson, Barristers and Stli itors of Trochu, be instructed to proceed with legal action d /or seizure in respect to the taxes on NW -6 and SW-7- 29 -�25 -4 and the NSF cheque issued by George Baden. Carried. Mr. Meston moved that $6.91 be deducted from the labor account of David W. Anderson and remitted to the Income Tax Offi e as per its demand. Douglas wished to have him admitted to the Provincial Training School but that he did not believe that any Municipal assistan a was expected Mr Church moved that the Sec - Treas. write to the Prov. Dept. of Health be asked to approve the proposed location of a nuisance ground to serve Linden and area, the location being in 5E- 20- 30 -25 -4, and measuring approx 300 ft. north -south and 575 ft east -west, and bein adjacent to the north -south road Carried. A proposed gravel lease with Thomas Baerg to obtain gravel f r road purposes from part 5E- 24- 30 -26 -4 at 10¢ cu. yd was ubmitted for discussion Mr. Boese moved that the Council ipprove of the lease and that the Reeve and Sec - Treas. b authorized to sign same. J Christie as assessor for general assessment, and that application be made for the Government grant for the completion of the general pLssessment. Carried. Carried Mr. Meston moved that a hand level be ordered for the Payloader outfit and that Lloyd Will sign for same when he receives it Carried. It was agreed that the road committee should meet on Monday, July 15th, to consider the following and any other matters hat may be referred to it. M. Carried. July 22nd, 1957 The Council reconvened on July 22nd. with all members again in attendance Additional correspondence was read as per the agenda. It was agreed that volunteers for a program in fire instruction should be enrolled as Civil Defence members if they are willing -- this will give compensation coverage while training. The Sec.- Treas. was asked to find out the hours on which the training is to be given at Linden on Aug t 14th and 15th Mr Campbell moved that the Canadian Utilities Ltd be authorized such poles as they deem necessary for safety on the line west of Trochu at our expense, some poles having been weakened by our road work. Carried Mr Boese moved that this District apply for a bond for Mr. C. J. (Estimate for private part was $264 for yd. from Steward pit ) 'Mr. John Wulff and his son Fred Wulff met with the Council. Mr. John Wulff stated that he is now unable to care for himself and that he wished to enter a Home, he preferred the HilL Top Rest Home at 1705- -25th Ave. S. W., Calgary; rate would be $110. mo; he could pay $53 50 mo from his pension. Mr Meston moved that Mr Boese and Mr Brown be a commi tee to arrange accomodation for Mr. John Wulff. (Crown School). Carried. Mr Church moved that Hon. G. Taylor be advised that this District has no agreement with the City of Drumheller for the use of its Nuisance Ground, and that our ratepayers of thar area are now expected to provide for themselves Carried The road to the Three Hills Nuisance Ground was then discussed Mr Peters moved that the Town of Three Hills be billed at regular rates for the Municipal work this year in grading the road from near the C N R. tracks to the Nuisan e Ground, and that the Town be advised that this Distri t will give about 5 hrs free time with a Dozer each year 1 veiling, etc , within the Nuisance Ground to pay for the usa of same by Municipal ratepayers Carried. Mr. Church moved that this District approve of the admission of Wm. Thomas Douglas to -the Provincial Training School at Red Deer, but that the said School be asked to bill W. A. Douglas of Drumheller, for his son's keep. Carried Mr Church moved that Mr. Meston and G. King be a committee to investigate re the fire on the farm of W J. Schmidt and the account of $58. to him from the Town of Three Hills for services of the fire brigade Carried. Following dinner, the Council went to the Weigum farm in NE- 3- 33-24 -4 to inspect the gravel possibilities. They had a number of holes dug by an outfit owned by Jas. P Christie. Mr. Schmelke moved that no gravel be used from this location. Carried Mr. E. Danchuk, District Engineer from Red Deer, met the Council and discussed the following. 1. Proposed channel and road diversion in SW- 30- 32 -22 -4 2. Cream Coulee in SE- 18- 31 -22 -4; advised a straight east- est road for District Highway; 15' fill, culvert at 10 degree skew, length required 90 ft ; keep present bridgE for north -south traffic as long as it is safe. 3 Clark job in 22- 27 -21 -4 0 K to proceed according to the p an of H. J. Gimbel, foreman. Mr. Church moved that the road comm. meet with Fred Haller to discuss compensation for land, etc in SW- 30- 32 -22 -4 for proposed channel and road diversions. Carried. Mr. Schmelke moved that the Sec. -Treas write to the Bo rd of Transport Commissioners for approval of -the proposed relocation of our road just north of Wimborne to eli inate the railway crossing, and that a survey be made if required Carried.
