HomeMy WebLinkAbout1957-05-13 Council MinutesA 4\ !OUNCIL MEETING MAY 13, 1957 A regular meeting of the Council of the Kneehil # 48 was held in the Municipal Office, commencing on May 13, 1957, at 9:00 AM. Councillors present were: Mr. A. H. Church Div. 1 Mr. Noah Boese 2 Mr. R. W. Brown Mr. Dune Peters 4 Mr. L. P. Meston 5 (Reeve) Mr. S. C. Schmelke 6 Mr. C. C. Campbell 7 Page 1 M. D. of Three Hills, Mr Martin Winther, representative of the Three Hills School Division, attended throughout most of the meeting. Mr. Geo. Kopulos met the Council regarding the course of the Three Hills Creek in SE- 31- 30 -23 -4 He stated that the Creek had cut a new channel and he was therefore suffering severance of his land. The Council stated that the assessor would review the assessment but filling in of the channel would be the owner's responsibility Mr. Peters moved that the minutes of the meeting of April 3rd, 4th, and 8th be adopted. Carried. The monthly statement for April, 1957, was then presented, showing a net balance of $11,219.92; copy is included with the minutes. Mr. Brown moved that this statement be adopted. Carried Mr. H. Hanson, Asst. Sec.- Treas., presented the paysheets and general accounts for consideration. Mr. Peters moved that the account of Dr. Cumming for David Haffner be referred to Henry Haffner. Carried. Mr. Brown moved that Walt's lectric account be held for!;further investigation. Carried. Mr. Boese moved that the other general accounts be paid as presented. Carried. 'Mr. Campbell moved that Eric Reissig be paid 25¢ hr. extra foi work with explosives as per his account, but that this be dot paid to Raymond Scheunert as per his account. Carried. !Mr. Church moved that the other paysheets be paid as presented and approved by Councillor's signature. Carried. Mr. Robert Hogg met the Council and stated that John P. Campbell requested an advance of $100.00 to be charged against his May labor account. Mr Meston moved that this request be granted. Carried. The Sec.- Treas. reported that Boese and Peters had sold the used lumber left from the Linden water -works for $59.90 and that a receipt has been issued fbr this amount; no auctioneers' fee had been charged. Evans for r damage to barley, etc., be referred to the Insurance Co. for consideration. Carried. See page 2 §Q �! A F-M LIM V ,/ FORM 149 -P— Special MUNICIPAL SUPPLIES LTD, COUNCIL MEETING MAY 137 1957 Page 2 Mr. Church moved that this District agree to accept $144-34 as full compensation for damage to our Carbon shop and that the Reeve and Sec. -Treas be authorized to sign a release to the Insurance Co Carried A letter and circular regarding a Conference on Highway Safety was read -- meeting to be in Edmonton on Monday, June 3rd. Mr. Schmelke moved that a delegation of Meston, Church, Boese, and King and any two other councillors who can attend be a delegation to the said Conference. The Farm Purchase Credit Act was discussed and it was agreed that the delegation to the Safety Conference be a committee to meet with Govt. officials in Edmonton on June 4th for a further discussion of this Act and the forms and regulations connected with it. j Mr. Peters moved that the Sec. - Treas. write to the C. P. R regarding the road diversions in NE- 22- 27 -21 -4 and notify them that road work is planned for tiis year; compensation will be allowed for any new area required Carried. Mr. Campbell moved that the Council approve of the line extensions as requested by Canadian Utilities for the Carbon and Huxley areas as per maps on file. Carried. Mr. Brown moved that H. Hanson, as Director of Civil Defence, be requested to apply for 30 stirrup pumps to be used for training in fire protection in Swalwell, Sunnyslope, Linden, Torrington, Wimborne, and Huxley. Carried. Mr. Schmelke moved that the Sec. - Treas. write to the C. P. R., Medicine Hat, re the proposed re- routing of our road just north of Wimborne so that the Railway crossing can be eliminated. Carried. Mr. Boese moved that the minutes of the Council meeting of Apr. 4/57 Page 6 be amended by deleting the reference to the salary of H. J. Hanson, and that the following be substituted: That the salary of H. J. Hanson be set at $3 775• per yr., and that the Municipal District also contribute 475. Yr. on his behalf toward a superannuation plan with the Mun. Dist. Sec. - Treas. plan, and that this be effective as from Apr. 1/57. Carried. Mr. Church moved that Councillors Brown and Boese be a committee with power to choose a site for a nuisance ground near Linden and to negotiate the details, with the maximum cost not to exceed approx. $500.00. See page 3 ~ • 8 W 41✓ N 9 29 Q1_ FORM 149 -P— Special MUNICI AL SUPPLIES LTD, UNCIL MEETING MAY 13, 1957 r Page 3 Mr. Sam Eslinger met briefly with the Council. stated that he could do pit run loading of gravel at 20¢ also that he might have snow fence posts 6' long for sale at $1.0,0 eacl. No work or order was promised. The 8ouncil adjourned for dinner from 12:15 to 1:15 P.M. He c.y.; Mr. Austin, representative of the Dept. of Public Welfare, and Rev. Roberts of Carbon, met the Council in respect to the need for assistance to Harold Bramley of the Carbon area so that he can continue to obtain required medicines and treatment for his wife. Mr. Austin stated that the Dept. of Public Welfare would give a 606 grant to the Municipal District if this District pays for the drugs; and that the Dept. will waive its usual claim to any money recovered. He was requested to have his Dept. send a written verification of this. It was stated that Mrs. Bramley went back into the General Hospital, Calgary, and it was estimated that her stay in Hospital might amount to 3 weeks at a time and that this would be required about 4 times per year. Mr Brown moved that this District assume the present account at the Avenue Drug Store, Calgary, and also assume the future prescriptions issued through that store. Carried. Mr Harold Bramley met with the Council and the above was out�ined to him. He thanked the Council and stated that he wool repay our 40% if and when he could. Mr. W. Metz, Councillor for M. D. of Mountain View, met briefly with our Council and gave each councillor a map of his District He also discussed the Farm Purchase Credit Act briefly with them The Council meeting adjourned faom 2 PM to 2:30 PM and a Court of Revision was held during that time. COURT OF REVISION The members of the Court of Revision were all present, namely :1 Councillors Church, Brown, Peters, Meston, and Schmelke. Mr. C. J. Christie, assessor, was also present. The following appeals were considered: N. W. King -- SE- 34- 31 -22 -4 -- the assessor recommended a reduction from $3,880. to $39730• Mrs. Ida Jennings -- Lots 39 to 42 Blk, 7 Swalwell The assessor recommended a reduction from the present total of $1,320. to: House and barn $910.; lots $80. for a total of $990. Mr. Salvin Neumiller -- SW- 13- 32 -26 -4 The assessor recommended no change from the present assessment of $2,060. Nose of those who appealed were present. Mr. Meston moved that the Court accept all recommend- ations cof the Assessor as given, and that awards be made accordingly Carried. Mr. Peters moved that the Court of Revision adjourn. Carried. Gimbel, road foreman, met the council and stated that he would require about 75 cu. yd. gravel for the Sherring Culvert and about the same amount for the Penner Culverts. About 300 cu. yd. of crushed gravel are left at the Megli pit Mr Boese moved that the Payloader load the gravel for the above, plus 300 cu. yd. for the Bitz coulee south of Grainger, and that extra trucks be hired for hauling this from the stockpile at Meglis Carried Mr. Boese moved that the following work be authorized for the south crew: Finish Grainger road if telephone line is moved in time; 'otherwise leave this until the line is moved. Install Sherring and Penner Culverts Paul Fuller -- Waldron road to be graded. Carried. Mr. Church reported that a cutting torch and hoses could be purchased for app. $140. including a 10 yr. contract for thelacetylene tanks without demurrage. (Contract valued at $100...). Deal through Gormans Ltd. Drumheller. Mr. Schmelke moved that Mr. Church be authorized to complete the agreement for the above. Carried. Robert Hogg met the Council Mr Meston moved that the north crew complete the work now underway; then do the backsloping and installation of culverts on Gustafson road; then do the 3 miles of District Highway S. 16, 177 187 in 31- 24- 4j(Halls). Carried. Mr. M. Charlton and Roy Milne met the Council and complained that H. R. Campbell refused to fix his fences to keep hiS sheep, hogs, and cattle at home. He was advised that a lettex? had been sent from our office to Mr. Campbell out- lining the responsibility of a cattle owner to keep his stock on his 6wn premises. No other action was taken. Mr. Campbell moved that this District accept the assignn�nt from W. R. D. C. to the Royal Bank of Canada, Calgary and that payments be made accordingly as they come due. Carried. Mr. Stan Bell, agent of Construction Equipment, met the Council and outlined the following prices. Adams 660 -- 190 h.p. Gross 29,206 , less discounts of 10% and 2% -- net price $25,761. Snow plow and wing for above $3,840. less discounts Snow plow and wing for Adams 550 $3,10. to Harley Dean, of Cruickshank - Richardson, met the Council and quoted a price on a Wagner ,# 9 used 400 hrs. at a reduction of $8,000. Now priced at $26,700. including dozer and 9 c.y. bucket New gu8rantee. Herb Fiedler, of Waterous e uipment, met the Council. Quoted price of AD -45 Motor Patrol 24,753• ;Less 6% for cash net $23,268. No orders were given. Carried. Mr. Schmelke moved that the rate of $125. per month for Dan Srigley at Beckleyts Home, Olds, be accepted while he is bed - .ridden; and that lAr. Srigley be paid $5.00 per mo. for comforts Carried Mr. Schmelke reported that he had hired Wm. Seefried to open culverts plugged by beavers W- 30- 33 -26 -4, and he recommended no further payments to Victor Smith for killing beavers at this location as more seemed to keep coming in Mr. Caapbell moved that the Council agree to close the road S- 28- 33 -23 -4 instead of cancelling same. Carried. Mr. Meston moved 1st. Reading to By -Law # 263, this being a By -Law to cancel the "Blind Line Road" between Sections 14 and 23- 31 -23 -4. (Wrights). 1st. Reading carried. Mr. Boese moved 2nd Reading Carried Mr. Christie, assessor, met the Council and discussed matters pertaining to the general assessment. Mr. Schmelke moved that Mr. Christie contact Mr. Unrau alnd Mr. Voysey with authority to hire them on same terms as in 1,956 for assessment work, and that they start in July if possdlble. Carried. Mr. Brian Swainson, salesman for Union Tractor, met the Council briefly Mr. Bill Connor and Hank Boles, of W. R. D. C., met the Co*cil and asked for suggestions for operators for the Hail Suppression generators. The following were tentatively agreed Upon: � In 29 -26 -4 Art Bates At Grainger A. Mr. Church moved that these be ado ted Carried Mr. Boese moved that the Agricultural Service Board agreement be approved, as presented from the Board. Carried. Mr. Boese moved that Peter Kanderka be paid $100. for moving fences north of Grainger along his land. Carried. Mr. Boese reported that all other fences had been moved for the Grainger north -south road and that payments could now be made as previously authorized, except to John Befus y i Mr. Boese will find who moved his fence. The Sec. -Treas presented a report of arrangements made for land purchases and /or fencing in connection with the following road widening or reroutin : S. 167 17, & 18 -31 -24-4 (Halls S. 16 and 17- 31 -23 -4 Fred Abramenko's west 2 miles S. 15-31-22-4 Sarcee west 1 mi. In 30 & 31- 28 -22 -4 Sharples South Mr. Brown moved that payments be made for the land as per signed agreements, and that fence payments be made when the fences are x.removed. Carried. Mr. Church moved that the Sec. - Treas. get information regarding a ventilating fan for the office meeting room. Carried. Mr. Meston moved that the Council agree to build a road in to the Hanson dam in BE-24-29-25-4 as requested by the Acme Fish and Game Association, and that one -half regular rates be charged Carried Mr. Boese moved that the Sec. - Treas. be authorized to engaap the services of Ferguson and Ferguson, solicitors of Tromu, in respect to the N. S. F. cheque issued to this District by Geo. Baden. Carried. All lors were again in attendance. The meeting was to order at 9:15 A.M. Amendments to legislation were referred to, with particu�lar reference to the licences now required for mobile homes. It was noted that mobile homes are now located at the following places: Oil wells in Wimborne area; Wimborne station; new Highway # 21; Grainger railway line; oil well at,Hoiviks; Bircham; and that there will be some at the oil well near B. W. Browns later. !Mr. Boese moved that payment be now made for moving all fe4es on the Grainger road job as per the agreements. iCarried. L. P. Meston moved that payment for moving fences be now made to Fred Abramenko, Hugh Parry, Oliver Parry, and Richardson Bros. as per the agreements. Carried. The Sec. - Treaso was asked to write for bridge ins ections at W- 18- 31 -21 -4 (Clovechuks) and W- 23- 32 -22 -4 (deBeaudrapU with the aim of getting a 5 ft. culvert replacement in each case. Mr. Peters moved that Linden Contractors be engaged for 19 5 gravel work, price for 1't crush and loading 65¢ per cu. yd hauling at Government rates. Carried. Mr. Boese reported that C &padian Oil Co. no longer required certain culverts which had been purchased from this District. He then moved that the Municipal District purchase these at one -half of price originally paid by the said Oil Company Carried. The Sec. - Trease reported that he had contacted FergusonI and Ferguson of Trochu regarding the NSF cheque of Geo. Baden and that Mr. Ferguson is writing to Mr. Baden concerning same. Mr. Church moved that G. G. King, H. J. Hanson, L. P. Meston, and C. C. Campbell be appointed delegates to the Refr sher Course in Municipal Administration at Banff on June �3, 14, and 15; and they each be allowed expenses. Carried. The Sec. - Treas. reported that A. McKibbon had requested a 51 culvert on the road 5 -25 -31 -24-4 so that same could be used for a cattle pass. It was considered that a 41 culvert would be large enough to do otherwise Mr. McKibbon had paid $224. to the Municipal District for the difference in price between 50 ft. of 41 culvert and same length of 51 culvert.' Mr. Meston then moved that the Sec . -T eas. notify the Linden Board of Trade that the Council doe; -n t favor a capital expenditure for sewage and that they be advised to consider incorporation as a village if they desire such facilities. Carried. Mr. E. M. Danchuk, District Engineer, met with the Council and the application for 1957 road grant agreement was dra�ted in detail. Mr. Schmelke moved that this District apply fpr the 1957 road grant as per the details outlined and that the Reeve and Sec. - Treas. be authorized to sign the agreement. (Copy of agreement forms a part of these minutes). Motion carried. The 1957 estimates were discussed in detail and the estimates of revenue and expenditure were drafted as included with these minutes. Mr. Church moved 1st. Reading to By- Law # 264, this being a By -Law to adopt the estimates and set thelmill rates as stated thereon Carried Mr. Boe$e moved 2nd. Reading Carried. Mr. Yeston moved 3rd. Reading Carried.
