The monthly statement for the month of March, 1957, was presented to Council showing a net balance of $26,576.12. Copy it included with these minutes. Mr. Schmelke moved that this statement be adopted. Carried Mr. Peters moved that C. J. Christie be appointed as Inspect r for Mothers' Allowance and Child Welfare Carried. Pair. Broom moved 1st. Mr. Peters moved that the requisition of $5,311.00 from the Olds Municipal Hospital District be accepted and that the first quarterly payment be made Carried. Mr Broom moved that permission be requested to trap beavers along South 4-31- 26.-4; and that Victor Smith be contacted regarding doing the trapping. Carried. See page 3 COUNCIL MEETING April 3, 1957 Page 2 Mr. Boese moved that Mr C. E. Ruby, Field Supervisor, be appointed as Need Inspector. Carried Mr. Campbell moved that the following members of Council be the members of the Court of Revision: Mr A H. Church Mr R. W. Brown Mr. Duncan Peters Mr. L. P. Meston Mr. S. C. Schmelke Motion carried. Yr Peters moved that Yr Church and Mr. Boese be the representatives of this District on the Board of the Drumheller Health Unit. Carried Mr. Brown moved that the Finance, Road, and Shop Committees be the same as last year, viz.: Finance Committee. Meston, Boese, and G. King Road Corm.: Boese, Schmelke, and G. King Shop Comm Church and Peters Motion carried. Mr Brown moved that Mr. Campbell be appointed as the rep esentative of this District to the meetings of the Board of the Three Hills School Division. Carried. i Mr. H. J. Hanson, Asst. Sec.- Treas., presented the paysheets for consideration. Mr. Boese moved that these be approved and paid as presented. Carried. Mr. Peters moved that the Council fees be set the same aslast year, viz.: $10.00 day for meetings, supervision, and comnlittee work; 10¢ mile for mileage. Carried Mr Brown moved that $20.00 dues be paid to the Central � Alta Association of Municipal Districts, and that the meeting in Red Eeer on April 13th be attended by all Councillors who can go and by two from the office Carried. Correspondence was read as per the agenda included with these minutes. Mr. Meston moved that H. J. Mr. Meston moved that the Sec. - Treas. write to the Board of Public Utility Commissioners for further information regarding the division of the requisition of the Drumheller NTunicipal Hospital District amongst the various contributing areas. Carried. Mr. Meston moved that a resolution be passed requesting the Dept. of Highways to make no change in the classification of the following roads as ProvinciAl Highways: # 21 from junction near Beiseker to junction with # 26 near Grainger. # 26 in its entirety Carried. Mr. Bosse moved 1st. Reading to By -Law # 259, this being a B -Law to authorize the Reeve and Sec.- Treas. to borrow up to y100,000. from the Royal Bank, Three Hills, on behalf of the Municipal District. Carried. Mr. Brown moved 2nd. Reading to this By -Law. Carried. Mr. Church moved 3rd Reading to this By -Law. Carried Mr. MTeston moved 1st Reading to By -Law # 260, this being a By-Law under the Tax Recovery Act to lease the NE-7-31-22-4 to Watson Reed for the year 1957, with 80 acres to be sWnerfallowed, 40 acres seeded to wheat, and 40 acres seeded to barley, and with this District to get a one -third share of all crops produced. After considerable discussion, Mr. Meston moved that this District apply for 1957 Contingency Grant for the following projects: 1. S 27 & 28 and W. 28 & 33- 29 -26 -4 and W. 4- 30 -26 -4 -- these being 5 r Iles of the Acme- Carstairs road. Estimate of $20,000. 2. From!SW corner 2- 33 -26 -4 north 6 miles -- this being from Olds Town Line near Torrington north through Wimborne. Estimate of $42,000. Motion carried. The Sec. - Treas. reported to Council that the Alta. Hail Ins rance Board has agreed to keep an accurate record of the 1957 hail insurance losses which it pays in the areascovered by Hail Suppression agreements and, if the losses paid plus reasonable expenses are less than the premiums received then it will allow each insured person an appropriate refund. �h.is l informat on had been received terbally from a representative(��I� °�mesl of the s id Board. the Coun( employee: answered Mr. A. Quigley, of the Council of the Town of Three Hills, met the Council regarding having the Municipal District maintain the Town streets throughout the year They suggested that it might be possible to maintain one street per day going to and from work and that other work might be done in the evening. Mr. Peters moved that this District maintain the streetsin Three Hills at the discretion of the Councillor of Div. 4 or Div. 5 and at the request of the Public Works Comm. of the Town; and that the rate charged be $6.00 per hr. for the Motor Patrol, inclusive of all our expenses. Carried. 1dr. Raymond TAegli met the Council regarding leasing to this!District the gravel located on Ni- 10- 30 -25 -4. After considerable discussion 14r. gown moved that the present lease for Pt NE- 10- 30 -25 -4 be amended or a new lease drafted to provide for the following: Area concerned -- whole of N-- .1,-- 10- 30 -25 -4, less the portion included in the present Creek bed General terms of the former lease shall remain. The Municipal District shall agree to xNc pay for a minimum of 7,500 cu yds of gravel in each year The Municipal District shall not be bound by this lease if the depth of dirt to be stripped becomes greater than the depth o the gravel beneath The lease shall expire at the end of 1960, but may be extended by mutual consent Motion carried. Mr. Raymond Megli stated that he would agree to a lease o the above terms Mr. A. B. Young and Bill Code met the Council and discussed in detail the possibilities of a Pension Plan for employeels. (Sovereign Life Assurance Co.) Mir. Campbell moved that the Council do not agree to grant permission for Mary Haffner to leave the Linden Home. Carried. Mr. Peters moved that this meeting adjourn until Thursday, Apr. 4th, at 9:00 A. Y. Time of adjournment 6:30 PT;'?. Carried. April 4, The meeting reconvened on all councillors again present. 1957 April 4/57 at 9:00 ALIT with Trr. Otto Tetz, of Beiseker, met the Council regarding his 1956 purchase of the gravel pit in NIV- 4- 28 -26 -4 He stated that he would give this District a cheque in full settlement with samp dated April 15, 1957. Mr. Brown moved that this be acceptedland receipt issued on April 15th. Carried. Mr Peters moved that the 0ourt of Revision meet on May 13, L957, at 2:00 PTA to hear appeals against our present assessment. Carried. Power that t from H .: COUNCIL MEETING April 4, 1957 Page 5 Mr. Boese moved that the Sec. - Treas. write to the parry and Telephone Companies concerned and request arrange to set their lines back: one rod on the road way # 21 south 4 miles through Grainger Carried. Mr Church moved that the Bridge Branch be requested to give consideration to supplying a bridge just below the junctior of the Three Hills and Ghost Pine Creeks, this being in or near Sec. 12- 30 -22 -4; the purpose being to provide a road to link the Orkney -- Hesketh area. Carried. Mr. Peters moved that $900.00 be accepted from Harry Griffit in full settlement of tax arrears on SW -35 -34 -24-47 on condi ion that this amount be received not later than the end of May, 1957. ( Reference -- By -Law # 250). Carried. P,ir. Peters moved that the road ban be removed as from tidnight Sunday April 7th/ 57 Carried. Mr. Broom moved that a written agreement between Y. Cleaning Association, and M. D. following terms as they affect Cleaning Plant* 1. That our Council of its members to be ex officio Seed Cleaning Plant this District endeavor to get D. of Rocky View, K.I B A. Seed of Kneehill to provide the this District and the Seed have authority to appoint one a member of the Board of the 2. That one other member of the said Board must be a farmer resident in this District. 3. That this District shall be entitled to a share of the n t assets if the Association ceases to function 4. That this District have no responsibility for any payments other than the original $4,000. as agreed upon. Motion Carried. Mr. G. King and N Boese gave a report regarding a child of Wm. Toews, caretaker of Linden Home. The child has a cleft palate. Arrangements for medical care are being made. Mr Boese moved that the report be accepted Carried. Mr. Brown moved that the Bridge Branch be requested to supply a steel culvert for the location SU1- 4- 31 -26 -4. Carried Mr. Meston moved that Mr. Boese see about the wiring conditions at the Swalwell pump house and that he have authority to arrange for necessary changes. Carried. Mr. Schmelke moved that Purr. Christie and Mr. Meston attend the Assessor's Convention in Edmonton on April 9th and 10th1jand that this District pay their expenses Carried. Pair. King -- Secretary- Treasurer -- $5,000. per annum, plus a 4% contribution toward an approved superann- Harvey uation 1. Hanson scheme. -- Asst. Sec -Treas -- $3,700. per annum, /.� plus a 4% contribution toward an approved super- annuation scheme Charles J. Christie -- Assessor and Asst. Sec. - Treas. -- $4-, 500, per annum. Al]. of the above wages to be effective as from April 1, 1957, Motion carried. Mr. Boese Robert Hogg, road f, April 1` 1957, with the amont required annuati6n scheme at moved that the wages for H. J Gimbel and Bremen, be $4,400. each per year as from each having an option of that salary less for a Municipal contribution to a super - 4% upon the request of the employee. Carried. Mr. Meston moved that the rate of pay for Mrs. Elaine Lazore, stenographer, be $1,00 per hr. as from Apr. 11 1957. Carried. Mr. Peters moved that the wages for each of the cooks be $245.00 per month Carried. Mr. Campbell moved that the following rates of pay be offs ed to other road work employees: Each main "Cat's man $1.45 hr. from May 1 to Nov. 30; $1 40 hr. from Dec. 1 to Apr. 30. Payloader straw boss -- same as above Other men in the crews , not includin lst. yr men rate of 91.40 hr. Patrol operators $1.40 hr Gravel checkers $1.30 hr. New men in the crews $1.10 hr. for first 200 hrs., then, if satisfactory, $1 35 hr Casual laborers $1.10 hr Motion carried. Mr. Arnold Boese, of B & H Construction, met the Council and quoted the following rates: Truck d heavy trailer for moving equipment: 50¢ mi. unloaded, $1.00 mi. loaded. , all mileages to be charged from Linden; no charge for return trip. Crushing and Loading* 65¢ cu yd for l" size; estimated j capacity of crusher 1,000 to 2,000 cu yds. per day. Trucking: Government rates. Dragline• $12.00 per hr. ; no charge for moving if the job takes 2 days or more; otherwise the charge for moving is $12.00 hr. The road form*en met with the Council and discussed matters relating to their work, etc. i Mr. R. E. Bent, cook for the South. Crew, met the Council and accepted employment at $245. per month Mr. Earl T.IicNeil.l met the Council. He was offered the job of cook for the north crew at $245 per mo during the road wor season, then regular rates of pay for repair work in the s-op. This was accepted. Schmidt, and Jack Christensen. Each stated that wages of $1 4 per hr would be acceptable Norman Will stated that he wished to be transferred to the north part of the District. A. II,al Petersen, T Paquette, J Campbell, S. Bramley, and G. unt met the Council. They were offered wages of $1.45 hr fro 11ay 1 to Nov. 30; then $1.40 hr. from Dec. 1 to April 3q. All accepted A. Williams, J, Bruneski, G. Gieck, D. Anderson, Clifford Campbell, R. Ehrman met the Council. Each was offered .$1.4.0 hr and each accepted Mr. Norman Poole met the Council and was offered work in he South crew at $1 40 hr This was accepted. I,,Zr. Clifford Campbell again met with the Council and asked if he might transfer to the north part as it would be closer home. This was not granted; he agreed to continue with the south crew. Joe Dobler was offered the job with the truck at $1.40 hr. and he ac epted Mr Norman Wills again met the Council and was told hat no 4ansfer would be given and that there was therefore o job available. April 8, 1957 The meeting reconvened on April 8th at 9:00 AM with all councillors again in attendance. Mr. C. E. Ruby met with the Council The minutes of the agricultural Service Board meeting of March 13/57 were read to the council. Mr. Church moved that these minutes and the report be adopted Carried I�r (Schmelke moved that a supply of polybor chlorate be ordered immediately. Carried. Mr. Schmelke moved that a motor be bought for the "Windy- Willy" Seeder, and a power take -off bought for the Century;Seeder. Carried. Mir Church moved that the salary for C E Ruby, Field Supervisor, be $3,800. per year as from April 1/57. Carried. Mr. H. Hanson presented the general accounts for consideration Mr. Peters moved that the account of David Haffner with the Three Hills Municipal Hospital District be referred to Henr Haffner for payment. Carried Mr. Brown moved that all other general accounts be passed for payment ds presented Carried. (! Mr. Boese moved that a record be kept of the repairs put on each machine and of the number of hours each machine is operated. Carried. Mr Brown reported that the timbers from the old Mennonite bridge are of value to the District and should not be sold.; Idir. Church moved that scrap metal on hand at the Carbon Shop be sold through Garrett Motors, Carbon. Carried Mr. Peters moved that Mr. Brown and Mr. Doese have authority to purchase a pump for the new well at Linden and to have same installed Carried. The Council discussed a road tour and agreed to start this on April 22nd., meeting at the Municipal Office at 9:00 AM for a tour of Divs 4 and 5. Fair. Carried. Mir Peters moved that the maximum to be allowed for removing a fence be set at $150. per mile. Carried purchases Mr Brown moved that the committee for landifor road pu�poses where severance is involved be the local councillor, one other councillor, and the Sec. -Treas Carried Idlr. Dahl, of Cactus Oils and Greases, met the Council regarding gear oil, lubricating greases, etc. No order was given. Mr. Besant and Mr. DesJardine, of Canadian Oils, met the Council They offered special discounts on oils and greases ;j also offered lab tests of oil being used. I.1r. Church and G. King reported that they had taken Julius Hervoly to Drumheller Hospital on April 7th. He was unable to care for himself, aged miner residents in the ;Niun. Dist. , has sufficient money to pay his accounts;. The Sec - Treas. was asked to write for information as to the correct procedure for such a case Capital expenditures to be made in 1957 were discussed briefly. 1,Ar. Peters moved that the matter of contributing toward an Old Folk's Horne be tabled for this year Carried. The condition of the AD -4 1,Aotor Grader Serial 3654 was discussed by the Council and with H. J. Gimbel, foreman Rough estimates given were: Tapered axles and bearings $220. per wheel Transmission change over $280. Rebuild moldboard $200.
