The monthly statement for October, 1956, as included with t ese minutes was presented and discussed. This showed a net alance of $17,214.68. All loans had been repaid. Mr. Ch rch moved that the monthly statement be adopted Carried. Mr Schmelke moved that area, le refunded the $15 00 he gravel donation as the work had Correspondence was read withthese minutes. Mr.Dan Martin, of Wimborne had paid in 1955 as a not been done at that time. IMr. Ben Brown, of Acme, representative of the Fish and Game Association, met the Council re coyote control with 1080 This program was discussed He offered to donate to assist with the program. Mr. Harley Dean, of Cruickshank - Richardson, met the Council re a culvert order for 1957 delivery. Mr. Church moved that he be given a duplicate of last year's order. Carried Mr. Peters moved that the Council adjourn for dinner from 12:15 noon to 1.15 P M Carried. Mr. H. Hanson, Asst Sec.- Treas., presented the general accounts and paysheets for consideration. Mr. Brown moved that the general accounts be passed for payment as presented. Carried Mr. Boese moved that the payshebts be passed for payment as presented, except that the following be tabled* Ed Heer, Alex Haller, and H. Henwood Carried Mr. C. W. Edwards met the Council re the road along S/5E- 30- 30 -23 -4 He stated that he desired a cattle pass and off red to donate up to $200. to have one installed, or to have a culvert large enough for his cattle. H J Gimbel, road foreman, was also present. Mr Boese moved that a committee of Church, Meston, Boese, Gimbel, and King meet with Mr Edwards at the site at 11 AM on Nov 14th7 and that th s comet have power to act Carried. H. J. Gimbel reported that the road south of Clarks in 27 -2 -4 could be changed and one 6' CIP could replace two old wooden bridges. Mr. Church moved that this District apply for the above and leave the job until spring Carried. C rried. I 'Mr. Boese moved that the Rotary Snow -plow be mounted on the FWD truck Carried Robert Hogg discussed the need for a brush cutter Mr. Schmelke moved that Robert Hogg be authorized to spend up to $400.00 for a brush cutter to fit on a D -8. Carried Robert Dimmer met the Council re selling this District more land for a gravel pit in 5E- 16- 32 -26 -4. He gave his price as $4,000. for the whole ridge running south - easterly from our present pit -- estimated acreage at 25 acres. Mr Peters moved that the whole Council meet him at the site at 10 AM on Sat., Nov. 17th/56. Carried Mr. Wm. R. Conner, of W. R. D. C., and ratepayers Jas. Bishop, Harold Howe, S. Cannings, and Mr Dole, met the Council for a discussions re Hail Suppression. They outlined the are they wished to have covered in 1957 on a taxation basis, d Mr. Conner submitted a letter givjhg their price as $35, 0. -- this was based on an approx price of 10¢ acre This was discussed in some detail 'Mr. R. E. McKay, of Armco Drainage & Metal Products, met the ouncil He agreed to discuss the Waterous repair account f $73.35 on the new 99 Patrol with his Company and endeavo to get an adjustment. Mr Meston moved that he be given a duplicate of last ye 's order for delivery on or about April 1, 1957, subjecta to price at time of delivery Carried Mr McKay agreed to contact us if he gets word of a price increase. Mr. Arnold Boese, of B & H, met the Council. Mr. N. Boese moved that B & H be authorized to take the culverts out of the Creek crossing near the Megli pit and put these on higher ground; also remove the cattle gate. Carried Mr. Schmelke moved that B & H be authorized to crush and sto pile 500 c y 111 size at the Megli Pit for this District Carried Mr. Jim $ohnson, of Union Tractor, met the Council briefly. No order was given He stated that the discount on the w snowplow and wing could be taken if paid by Nov. 17th. Mr. Ron Ainsworth, of Ferguson Supply and Rosco Metal Products, met the Council He offered to guarantee today's price of culverts ordered now for 1957 delivery. Mr. Peters moved that, if required for this year, a 6011 c vert be ordered from Rosco Metal Products for the job S -3 - 30 -23 -4 (Edwards). Carried. Mr. Brown moved that he be given an order for: Snowfen e• 40 rolls to Three Hills, 25 rolls to Carbon 6' Posts. 200 to Three Hills; 125 to Carbon. Grade School be declared a School Zone area with a maximum speed of 20 m.p.h., and that the P. B. I. be granted permission to erect signs and lights as requested. Carried. COUNCIL MEETING Nov. 17, 1956 IThe meeting re- convened at 5E- 16- 32 -26 -4 on Nov. 17/56, with all Council members again in attendance. The Council met with and disc ssed the purchase of The Council then went representatives of the Chamber for building of the sidewalks. Robert Dimmer at this location further land for a gravel pit to Torrington and met with of Commerce re the accounts The Council then returned to Three Hills and continued the meeting following dinner Correspondence held over from Nov. 13th was dealt with. 'Mr. Peters moved that no change be made at present in the arrangements whereby Mrs. Nellie Hart is receiving $50. per mo. relief through Jenkins Groceteria, at Olds Carried. Mr. Schmelke moved that this District approve of a transfer from the Soldier Settlement Board to Mr. Adolph Seifried of NE- 18- 34 -25 -41 subject to our 1956 Tax Notification. Carried. Mr. Meston moved that a letter be written to Mr E M. Thomas, of Three Hills area, advising him that no garbage is to bed dumped on road allowances. Carried Mr. Church moved that the Sec - Treas. write to the "Over the Hillt group of the Women's Institute and advise them that this District has been unable to arrange with the City of Drumheller for use of the City's garbage dump Carried. 1 The minutes of the meeting of the Drumheller Health Unit held on Oct. 18/56 were read and discussed briefly. Carried. Mr. Boese moved that the Director of Surveys be advised idening is required over the C. N. R. adjacent to Carried. The tax situation in respect to the SW- 35- 34 -24 -4 was discussed. Mr. Harry Griffiths has been in the office the day before and requested some reduction if he made settlement. Taxes owing are* Arrears $1,037 49; current $108.78, for a total of $1,146.27. Mr Peters then moved 1st. Reading to By -Law # 2507 this being a by -law for the compromise of taxes on the SW-35-34.-N-4 whereby the Council agreed to accept $900 as full settlement of all taxes to the end of 1956, subject to the following- 1. Payment of the $900. must be made by Dec 31%56 2. Approval of the Minister must be given. 1st. reading carried unanimously. Mr. Church moved 2nd. Reading. Carried unan. Mr Campbell moved 3rd Reading Carried unan. iMr. Meston reported that this District has approx 1,000 bus of wheat on NE- 7- 31 -22 -4 (Price Estate) as the landlord's share of the crop to be applied on the taxes This was graded # 4 at the elevator. Mr. Peters moved that this District agree to sell this wheat at 80¢ per bus. on the farm;if an offer is received, subject to the approval of Mrs. Florence Price. Carried. 'The Sec. - Treas. stated that he would notify Mrs. M. M Stewa t, registered owner of Slur- 35- 34 -24 -41 as to the passing f By -Law # 250; and that H Griffiths, purchaser, would al o be notified. Mr. Peters moved that the offers of Jas. P. Christie be acceped for the following. Old grader $30 00; old fresno $10.00 Total $40.00. Carried Mr Campbell moved that settlement for land and fences for road W 3 & 10- 33 -22 -4 be made in accordance with the list submitted, and subject to the approval of the D V A in respect to the NW -3- 33-22 -4 Carried.
