Those present were. Mr. A. H Church Div, 1 Mr. Noah Boese 2 Mr. Ralph Brown 3 Mr. Dunc Peters Mr. L P. Meston 5 (Reeve) Mr. S. C Schmelke 6 Mr. C. C. Campbell 7 Mr. Campbell. moved that the minutes of the meeting of and 18th be adopted Carried. The monthly statement for June, 1956, as included with these minutes was presented and discussed, this showed a net bank balance f $26,084.74, with $154,000.00 owing on loans. Its adoption was moved by Mr Church. Carried. Correspondence was read as per the agenda. Mr. Campbell moved that the Council approve of the exten- tion of ine requested by Canadian Utilites Ltd. along the west of 2 -34 -24 to George McRae. Carried. Mr. H. Hanson, Asst. Sec - Treas. presented the accounts and pays eets for consideration. Mr. Boese moved that the account of the Calgary General Hospita for 5411.00 for the late Herman Wulff be referred to Fred Wul f of Swalwell. Carried. Mr. ilieston moved that the rate of pay for John Campbell be $1.3 per hour. Carried. Mr Boese moved that the accounts and paysheets be paid Carried Mr. Peters moved that the Reeve and Sec - Treas be authorized to sign the release claim in respect to the insurance on the Ford truck, as the truck has been repaired satisfactorily Carried. Mr. Matt Siltala met the Council regarding gravelling of the road west of 4- 33 -24 -4 to his residence. He stated that this road was used by a school bus and that he was willing to donate part of the cost Mr Schmelke moved that 300 cu.yds of crushed gravel be placed on this mile on condition that $200.00 is donated. Carried. Mr. Schmelke moved that ten copies of the book "Local Governm t in Alberta" by Dr. E.H. Hanson be ordered from the Dent. o Municipal Affairs, and that name plates be requested for eac book Carried. and rep( Model C: Mr. C. The Secretary - Treas. was asked to contact the C N.R. regardin7 the road over their tracks after same have been raised by their construction crews. � 1,1r. Brown moved that C C. Campbell and G. King investigate regardin Emil Niemi. Carried. A. Boese and D. Hazelton of B.& H Construction met the Council. Mr. Peters moved that B.& H. be paid for 1400 cu. yds. of crushed gravel stock piled at the pit in the 5E- 16- 32 -26 -4 at the rate of 60� per cu. yd. Carried. Mr. Boise moved. that B.& H. move to Elvints pit for the next gr el work, and then to the Megli pit. Carried. It was agreed that 100 cu yds. of gravel be placed on the road leading to the Wimb orne school, that the street near the Torrington school be gravelled, and that B & R. would not be responsible for spreading gravel placed in scattered patches. The Council adjourned. for dinner from 12 25 to 1.30 P.M. Mr Brown moved that Mr. J.H Hays be advised that the road east of 13 & 24- 28 -24 -4 will not be graded this year as no one lives on these two miles and as there are good alternate roads. Carried. Mr. Brown moved that the requisition of Drumheller Health Unit of ,. 6004.00 for the period from April 1, 1956 to March3l, 1957 be acce ed and that the first quarterly amount be paid. Carried. Mr. Sc_hmelke moved that the Council recommend an increase of X10 CO per month for Mrs. Sarah A Cook and for Hrs. Maria Huchala. Carried Mr. C. Boman of Union Tractor met the Council and reported that the new D -8 had been delivered on July 4th. The Board of the Three Hills School Division met the Council and discussed the western boundary problems. They stated that they had notified the people concerned that school facilities would not be available to them for the coming term. Tuition charged last year for high school pupils at Torrington was $6.70 per credit, (8 pupils). 14 children had been accommodated at Acme, with tuition rate of $70.00 for high school pupils. Mr. Church moved that the Sec. - Treas. write to the Bridge ranch for a further inspection and report on the Sharples overhea crossing. Carried. Mr Wm Preston, of Construction Equipment met the Council and rep rted they had a completely overhauled Tourna- Tractor for sal at approx. $12,000 00 Mr Meston moved that a letter be written to Han. Gordon Taylor, with a copy to the Bridge Branch asking them to reconsider our request for a new bridge on the road allowance across the Ghost Pine Creek approx. 374 mile west of the Ghost Pine Store. Mr. Meston moved that the offer made by H.C. Young met the Council and discussed scheme for employees Their proposal was that each Pay in 5% of his earnings and that the District pay in equal to this. Mr. Boese moved that the pension scheme until the first meeting of the 1957 council Carried. Mr Brown reported that Frank Powlan would sell gravel pit in NW- 19- 30 -25 -4 at the following rates Up to 4000 cu. yds. (LV 20� per cu.yd. 4000 to 8000 cu. yds. @ 15¢ per cu. yd. over 8000 cu. yds C 10� per cu yd. Mr. Peters moved that Brown, Boese, Meston, King and a committee to meet with Mr. Powlan regarding this gravel power to act. Carried. Mr. Church moved that J.A Lamb and Co. be engaged as surveyor for the extra land required for road widening. Carried. Mr. Peters moved that the Inspector for the Department of Mines and Minerals be advised of the complaint made by George Kinsey ir respect to a flowing well left by a Geophysical Company in NE-36-32-25-4- Carried. Mr. Boese moved that three playground signs be ordered for Swal ell. Carried. Mr. Meston moved that this District supply four culverts not larger than 24" for the Dinosaur Road adjacent to the Munson Ferry. Carried. A letter from Mr. E.H. Read, Barrister, of Drumheller, was read regarding our Caveat against the land of Wm. R. Ferguson. Mr Brown moved that $26.00 be deducted from the July earnings of Norman Poole and paid to the Income Tax Department as per t eir demand Carried. A list of Accounts Receivable, as included with these minutes was submitted to the Coundil for discussion The Sec. -Treas was asked to send another statement to each before the end of July. Mr. Church moved that an order be placed with Municipal Supplies Ltd. for maps of this District to show the names of the land o ers and other information- 1 wall map mounted on linen & roller 1" to mile 1000 standard maps - 5/8" to mile 20 standard maps mounted on linen Total estimated cost of the above $980 00 Motion Carried. Mr. C. E. Ruby, Field Supervisor, met with the Council and discussed; contract with Dr. J.A. Greenway for Bangs vaccin- ations to be referred to at a later meeting, road side seeding as comp eted. Mr. Meston moved that C.E Ruby be given a weeks holiday starting in the week of July 23 Carried. Mr. Brown moved that the report of Mr. Ruby be adppted. Mr. H.A. Mr. Schmelke agreed to investigate the complaint made by Albert Peterson that the small culvert installed WNW -5 -33 -24-4 is in the wrong place and therefore about three acres of his oat crop is flood d The Secretary- Treasurer reported that David Haffner had left the Gleichen Home and is now living with his father in the Village of Acme. Mr. Church moved_ that the Council approve the request of Canadian Utilities Ltd to erect a radio tower and mast in NE-26-2_8120-4,, subject to compliance with any restrictions of the Departme t of Highways. Carried Mr Brown moved that the Assessor be authorized to add to the 1956 assessment any property which was assessable prior to the lst day £ July but which has not yet been entered in the roll; and that any such additions be made before the 15th day of October Carried. The Secretary - Treasurer reported that Alex Haller of the Trochu a ea had complained that he had been assessed for one -half acre in he NW -12 and also for one -half acre in the SW -13, both in 33-23-4, which had been taken for road purposes some years ago. Mr. Boes moved that the acreages and assessments for Alex Haller on the land stated be adjusted as from January 1, 1957. Carried. Roach, of the Torrington area, to the Council in which he requested that the Council iim $300.00 in respect to alleged flooding of 5E- 33-32-26-4- ;es of the Council Meeting of June 14, 1954 - Page 3 were i reference to this. Mr. Brown moved that the request of ). Roach for $300.00 be refused. Carried. (Councillor opposed). Mr David Penner of the Swalwell area met the Council and discussed the road situation near the South-west corner of SW-6-30-24-4 with particular reference to the springs on both the north and south sides of the road in his land. A proposal was suggested that the main water channel from the no.t)x-west be kept on the west side of the north -south road by means of a ditch and that the north - south road be then built on the original survey A 5' diameter culvert would be installed in this new channel. A 2' culvert would be installed slightly east of the north-south road and low enough, if possible, to allow Mr. Penner to pipe water through it from the spring on his land on the south side of the road. Mr. Penner agreed to these suggestions, with any piping of the water to be his responsibility. Mr. Boese moved that the Bridge Branch be asked to give its approval to this proposal. Carried Mr. Boese referred to the water supply at Grainger and stated t1aat the present well is not working satisfactorily He agreed to arrange to have this checked. Mr. Boese agreed that the work near Dave Penner's - referred to above - be left until later in the year, but requested that the repair work to the grade west of 25 & 36 in 30 -24 -4 (S. Schm d.t) be done as soon as the machinery is close. It was agreed that the Road Committee would meet at Trochu oa Thursday, July 26th, at 9.30 A.M. for certain road inspecti Dns. Mr. Peters moved that the meeting adjourn for dinner from 12 15 until 1 15 P M. Carried. The meeting reconvened following dinner with all Councillors except M . Boese in attendance. A copy bf a letter from the Olds School Division to the Departme t of Education regarding our west boundary and requesting a joint eeting in Edmonton in October for discussion of same was read to the Council. Mrssrs. Brown, Meston, Gimbel and King reported that they and Mr. 3oese had met with Frank Powlan at the gravel pit in the NW-19-30-25-4 on July 21st. Mr. Powlan had agreed that the Municipal District could get gravel from the low part of the pit at 10 par cubic yard in 1956. Mr. Powlan had also offered to sell to the Mtmicipal District a portion of the north - easterly part of the grav 1 pit at x¢1,500.00 per acre. Mr. H J Gimbel, Road Foreman, met with the Council and disc ssed the work to be done by his crew. Mr. Church moved that the work be undertaken in the following order.
